ORAL COMMUNICATIONS NONE IV. CONSENT CALENDAR A. MINUTES OF THE REGULAR MEETING OF TUESDAY, DECEMBER 05, 2017 Rec: Approve as presented Upon a motion by Commissioner Kelly, second by Commissioner Guyer, carried by a 6-0-1 vote of the Commission (AYES: Kelly, Guyer, Dawson, Housken, Hardin, Tanner; NOES: None; ABSENT: Bixen), the Consent Calendar was approved as presented. V. NEW BUSINESS A. CV LINK UPDATE Ryan Stendell gave a power point presentation on the CV Link. The presentation was given to an Active Trails Conference back in October of 2017. It displayed how the 52-mile path connects through the entire Coachella Valley, covers eight cities, and two flood control districts; both the California and environmental process. Most of the CV Link is on a flood control levee. Indicators show that Rancho Mirage and Indian Wells are opting out. CVAG has provided funding as well as other grants. The design part of the CV Link has been 60% completed, bid drawings are underway with hopes of completion by March of 2018. The presentation also displayed several proposed design considerations, and access points for CV Link in Palm Desert. There is an early phase already built from Ramon Road to Vista Chino in Cathedral City. It consists of regular concrete, colored concrete, benches, shade structures, and several other recreational components to be implemented soon. City of Palm Desert has not committed any funding. It has not been determined who will be maintaining the CV Link as of yet. VI. CONTINUED BUSINESS NONE VII. OLD BUSINESS A. PARK IMPROVEMENT PROJECTS Randy Chavez provided a handout report to the Commission on CIP's for this fiscal year's park improvements, and presented a power point. Mr. 2 PARKS AND RECREATION COMMISSION PRELIMINARY MINUTES FEBRUARY 6, 2018 Chavez also invited the Landscaping Department staff to the meeting so the Commissioners could meet them. Mr. Chavez stated that most of the park improvement projects were completed. Civic Center — The gates were really rusted and worn down. The whole bullpen and gate have been re-done and consolidated most of the signs. Friendlier logos have been incorporated to give more of an inviting image. A concrete park table has also added to Civic Center; the recyclable tables became a safety issue due to transients moving them around. Green Day, LLC, is a local company that is building the tables and the community garden boxes. The diameter of the tree planters in the parking lot have also been expanded. Volleyball courts looked tired and dated due to years of wear and tear, 250 tons of very fine sand was brought in, and new nets installed. It looks a lot nicer and user friendly; College of the Desert team has been practicing in the new volleyball courts and will start hosting tournaments soon. Freedom Park— Mr. Chavez held a meeting to speak with pickleball players and listen to their requests. One of the wish list items was the resurfacing of the courts and installation of new nets; which was completed. They are currently working on signs for the pickleball courts, next on the list are the lights. Homme Adams Park — Staff is currently working on freshening up the monumental signs and will continue to upkeep them. The Ironwood Park native area trash bins, Washington Charter recycling bins, and Joe Mann Park volleyball courts, are all future park improvements. Commissioner Guyer requested a list of funds that are available for the parks. VIII. PRESENTATIONS AND UPDATES A. PARK USE REPORT - Joe Mann Park Randy Chavez stated that he is working with Housing to submit an application for a grant to get the playground rebuilt. Mr. Chavez assisted Jessica Gonzalez with the grant, and got an approval of$75,000. They are trying to put together a new concept design, and look for ways to salvage the playground equipment that is there now. Johnny Terfehr came up with the idea of possibly taking the playground out to our sister city in Mexico. B. PALM DESERT AQUATIC CENTER David Keyes had a busy past couple of months in addition to the warm weather. Finished up with the pool filter cleaning, the water is crystal-clear. 3 PARKS AND RECREATION COMMISSION PRELIMINARY MINUTES FEBRUARY 6, 2018 TYR Sports came out for a 3-day photo shoot, which are competitors to Speedo. Several Olympians, including Ryan Lochte, were also here participating in the photo shoot. Two weeks after the shoot, they received a call from a company that builds props for movies. They came out and had mechanical great white shark in the pool. The facility also had a boom with Palm Springs residents, over 300 swimmers came in because their pool is closed. Mr. Keyes is in the process of hiring and getting ready for spring break. The Xavier water polo team did make it to the finals, and will be at the Aquatic Center. The end of February will have a master's group from Chicago for training, with about 35 members. C. FAMILY YMCA OF THE DESERT Rob Ballew stated that the YMCA is in the middle of an RFP to continue services with the Palm Desert Aquatic Center. Mr. Ballew continued to give an update on the programs. • Basketball — 292 kids • Y Rookies — 84 kids • Youth & Gov't. — 47 kids, heading to Sacramento in two weeks • Holiday Break — 107 kids D. DESERT RECREATION DISTRICT Brenda Nutcher stated that the Senior Games numbers are well over 1,100. However, swimming and basketball are not part of the activities. There are 400 enrolled for pickleball and volleyball for women is a big hit. Winter break had 48 children enrolled, and the Cooking Series at the library is getting near the end. Kevin Kalman gave a brief update on the First Tee. The DRD currently opened up the opportunity for replacement of Tim Skogen, which has had a great turn out. Enrollments and course play are up. Annual golf tournament on April 20, 2018, which plays a big role on funding for the First Tee. E. FRIENDS OF THE DESERT MOUNTAINS Tammy Martin mentioned the Coffee with the Mayor event happening on Thursday at 8 a.m. All trails in Palm Desert are in good shape and signs have been installed. They are currently in phase 2 of the ADA trail up at the Santa Rosa Visitor Center. The Desert Hot Springs trail ribbon cutting will be coming up soon. The annual Wildflower Festival is coming up on March 3, and Ms. Martin invites everyone to attend. 4 PARKS AND RECREATION COMMISSION PRELIMINARY MINUTES FEBRUARY 6, 2018 IX. COMMISSIONER, COUNCIL-LIAISON, AND STAFF COMMENTS Kim Housken mentioned the Miles Bates house and she is more than happy to talk to anyone after the meeting. Chair Hardin stated that the City does a great job, including the updates and reports. Mr. Hardin works significantly at the parks and stated there is nothing that can be done about the urine eating away the steel at the dog parks. X. While the specific request was made towards the San Pablo Project, staff believes this is a good opportunity to provide a comprehensive look at funds used for both capital and maintenance projects. For the purposes of this report, all fund balances are derived from the City's Annual Financial Plan for FY 2017-2018. Capital Funds: Park Fund 233 Developer Impact Fees (Quimby Fees): This fund is used to account for fees collected for residential and sub-division developments collected at either the time grading permits are paid, or prior to the approval of the final map. Funds are restricted to being used for the creation of new parks, or improvements to existing parks, which enhance the capacity of the facility. Funds are assessed to residential projects, based on a formula containing current land valuation. Staff will present the formula with an example of calculations at the April meeting. The major objective is to build this fund for the future North Sphere Regional Park at an estimated cost of $12.5m - $15.0m. Current Fund Balance: $1,387,776 Park Capital Fund 430: This is an unrestricted capital account funded by the General Fund when monies are available and projects are imminent. As currently structured this fund helps pay for minor renovation projects, which cannot be paid for with 233 monies. Current Fund Balance $63,482 Unspent Bond Proceeds: The City has funds on hand from previous bond issuance on behalf of the City's former Redevelopment Agency. Through the dissolution process, the only funds the City can legally retain (and not repay) were for projects specifically listed in the bond documents. The State Department of Finance must have also approved a Bond Proceeds Funding Agreement (BPFA)for the purposes of the expenditures. Examples of projects specifically listed are regional drainage improvements, interstate interchange (Portola Ave.), Civic Center Parking Improvements, Core Commercial Parking Improvements, and Alessandro Alleyway Improvements. The San Pablo project is contemplated in the General Plan as a critical project in achieving the City's stated goal of creating a true City Center. The project is currently estimated at a total cost of $10-million, with preliminary funding coming from a variety of sources including Core-Commercial Parking Improvements, and Civic Center Parking Improvements (bond proceeds). Final allocations have not been solidified, however, will be approved by the City Council prior to award of a construction contract. Maintenance & Operation Funds: General Fund 110 Maintenance Accounts: The Landscape Services Division provides for the landscape maintenance of Civic Center Park. Maintenance is accomplished through contract services and includes all daily activities, tree pruning, turf renovations, playground maintenance and repairs. Aquatic Center Special Revenue Fund 242: This fund is used to account for the fees collected and expenses incurred in connection with operating a municipal aquatic center within the City of Palm Desert. Annual operating expenses are drawn from this fund, with the shortfall being covered by a Transfer In from the General Fund at year-end. To date, the General Fund Transfer In has ranged from $550,000-$700,000 annually. We understand that it was both costly and time consuming,but we really appreciate both the new enclosure and the extra maintenance on the grass. The park looks so much nicer,and all of us use the park daily with our big furry dogs. It is such an honor to know that the city cares enough about us and our dogs that all of you have you have strived to maintain the quality of the park which shows great pride to Palm Desert. During the closure,some of us visited other parks, but when the Civic Center Park re-opened,we were glad to be back "home". Some of us still go to the Homme Park,which we are so glad that we can let our dogs run free in the desert. We really appreciate your maintenance of that park too with the water fountains for both humans and dogs,and of course the dog bag dispensary with trash receptacles.
