IV. CONSENT CALENDAR
A. MINUTES OF THE REGULAR MEETING OF TUESDAY, JANUARY 14,
2014
Commissioner Guyer moved for approval, seconded by Commissioner
Thomas, and carried by a 5-4 vote, with Guyer, Hall, Housken, Kelly and
Thomas voting AYE; Dawson, Dowty, Jutovsky, and Rodriguez absent.
V. NEW BUSINESS
A. PICKLEBALL ANALYSIS
Mr. Stendell stated that he did more research and submitted a memo for
the Commission to review regarding the costs related to either the
construction of new pickleball courts or conversion of existing tennis
courts into pickleball courts. He discussed estimates and location
opportunities and concluded that staff believes the long-term solution lies
with the North Sphere Regional Park, as this would provide an area for
multiple courts in one location.
B. STAFF PROPOSED CIP BUDGET FY 14/15
Randy Chavez, Senior Landscape Inspector, gave a Power Point
presentation highlighting the Capital Improvement Projects that are
necessary within the parks located in Palm Desert. The proposed CIP
budget for fiscal year 2014/2015 reflects expenditures in the amount of
$181,500, which primarily addresses capital upgrades to the aging park
facilities. Upgrades and improvements are planned throughout the year
and include ADA upgrades at University Park East, Palma Village Park
and Magnesia Falls Park. Some of the other upgrades include resurfacing
of tennis and basketball courts, replacement of door louvers, addition of
drinking fountains, upgrades to rubber play surfaces, addition of wood
fiber to playground areas and renovation of the rose garden.
C. PARK INSPECTIONS PROCEDURES
Mr. Stendell stated that he received e-mail correspondence from
Commissioner Dawson and Chair Rodriguez regarding the park inspection
assignments. The goal is to get all the commissioners to visit the parks, as
much as possible. It was suggested to do a Park Spotlight every month so
that all of the commissioners go to the same park to review. The
commissioners commented that they don't mind being assigned a
particular park, but also thought that a Park Spotlight would be interesting.

VIII. PRESENTATIONS AND UPDATES
A. VOLUNTEER TRAIL MAINTENANCE DAYS
Mr. Stendell stated that there's a group of volunteers working on the
Randall Henderson Trail. The Friends of the Desert Mountains, BLM and
the Desert Hiking Club have been organizing "Trail Tuesdays" and are
repairing our trails. They're doing a great job and are currently working
near Stone Eagle re-establishing the storm-damaged trails in that area.
B. FREEDOM DOG PARK EXPANSION
Mr. Stendell stated that the City Council reviewed and approved the
Freedom Dog Park Expansion at the second meeting in January. The
project is currently out to bid for the fencing portion. Lighting will be
installed separately. The concrete portion is complete and there are
enough site furnishings to equip the park without purchasing too many
new benches. The expansion project should be complete by May 2014.
C. COMMISSION BYLAWS
Mr. Stendell stated that changes to the bylaws were made quite some
time ago. These changes will be presented to the City Council at the
second meeting in February for adoption.
D. PARK USE REPORT — Palma Village (Housken, Kelly, Rodriguez)
Commissioner Housken visited Palma Village Park and reported that there
are a lot of sprinklers that are capped off behind the bathroom along the
northwest wall and wondered if new plants were going to be put in. The
volleyball sand had a lot of trash, debris and cigarette butts in it. Mr.
Chavez commented that the sand is raked "as needed". Commissioner
Housken commented that she doesn't think that the passive east end is
being utilized and wondered if there could be a better use for this area. Mr.
Stendell stated that the passive end is around a corner and people may
not see it. The next agenda will have an item on re-evaluating the passive
east end of Palma Village Park.

E. PALM DESERT AQUATIC CENTER
Karen Creasy was present and submitted her report to the Commission to
review. The Aquatic Center has a shower program due to the large
number of homeless people requesting showers. They charge $2.50 for a
shower. Spring swim lessons begin in March. January was very busy. The
timing system has been ordered. Mr. Knight asked about re-sodding the
turf area on the east side that rises up and stated that his area would have
to be closed for approximately 30-40 days. Ms. Creasy stated that Spring
break is the third week in March and is expecting heavy use during this
time period.
F. FAMILY YMCA OF THE DESERT
Rob Ballew was absent. A report was given by Karen Creasy in his
absence. Ms. Creasy stated that the YMCA's fundraising event started on
January 16 and ends on February 20. Their goal this year is $395,000. All
the money that's raised stays in the valley.
G. DESERT RECREATION DISTRICT
Mr. Kalman stated that the DRD hosted the 2nd Annual Disability Sports
Festival. There were 33 different groups and agencies that came together
to put this on. There were 40 disabled participants the first year and there
were 139 disabled participants this year. There were approximately 300
people at the event which included those participating as well as their
families and friends. Desert ARC and Angel View made up approximately
60% of the participants. A lot of the coaches came from outside the area.
The event was held at Civic Center Park and included about twenty
vendors with services specific to those with disabilities. Some of the
events included hand cycling, tandem cycling, recumbent cycling,
basketball, golf, javelin, beep baseball, soccer, etc...The whole idea was
to get people with disabilities exposed to different sports that they could
participate in.
Mr. Kalman commented that their new clubhouse is in the process of
being manufactured for the First Tee facility. They're still working with the
City on the ADA requirements with regard to the site work that's going to
go around the building. This is taking a little longer than they had originally
thought, but it should be completed by May 2014.
The annual First Tee fundraiser takes place in two weeks. It'll be held at
Bermuda Dunes Country Club and the event is sold out. They generally
raise between $45,000 and $55,000.

The Senior Games begin on Thursday, February 6th. Mayor Tanner will be
there to kick off the event. Mr. Stendell stated that he e-mailed invitations
to the commissioners for the ribbon cutting, which will be held at the
Aquatic Center on February 6th at 10:00 a.m. Pickleball is the biggest
event and is sold out with 220 players signed up.
Commissioner Thomas suggested having wheelchair pickleball. Mr.
Kalman stated that this would be a good idea since there's already an
established pickleball community.
Mr. Kalman shared the results of the DRD's Master Plan Survey that they
did in 2013. Copies of the results were distributed to the Commission for
them to review. Palm Desert's participation in the survey was excellent
and included 38% of the total responses. 458 responses were collected.
Mr. Kalman reviewed the results with the Commission. The consultants
did asset inventory of both the facilities that the DRD owns and the
facilities that they manage. 10,000 surveys were mailed and they were
very pleased with the response from the western part of the district. The
eastern part of the Coachella Valley was very quiet.
IX. COMMISSIONER COMMENTS
Commissioner Thomas invited everyone to watch the pickleball
competition at the Senior Games on February 7th 8th and 9th.

unanimous concurrence, the meeting was adjourned at 10:04 a.m.

Current program concerns:
- Limited swim space at certain times of the day happening more often.
- Numerous staff members need to be hired over the next few months as we go into the
busy recreation season.

Palm Desert Senior Games and International Sports Festival
The 14th Annual Palm Desert Senior Games and International Sports Festival ran from February 6
through February 9, 2014.The year we had 1054 registered athletes, which was 20 less athletes than
last year. We did not offer lawn bowling or shuffle board this year. We actually had a small increase in
participation in the other activities.
We worked with Palm Desert High School volleyball team as well as track and field and the Palm Desert
swim team to run the events again.The athletes really enjoy this experience with the younger athletes
and it creates a nice atmosphere for everyone.The high school booster clubs and the Palm Desert swim
team also appreciated the opportunity for their fund raising efforts.
In lieu of the dinner we had a welcoming wine reception for the athletes. We provided a few appetizers
and the wine was donated by Sonoma County Senior Games. I have heard a lot of positive comments
and requests for us to continue this. We also worked with a few local restaurants to offer discounts for
the athletes.
