III. ORAL COMMUNICATIONS
Mr. Ryan Stendell welcomed Lynn Jutovsky as a newly-appointed member of the
Parks and Recreation Commission. Ms. Jutovsky is an avid hiker, mountain
biker and is a volunteer at the BNP Paribas Open. She stated that she's lived in
the desert for twenty years, has two children and is happy to be a part of the
Parks and Recreation Commission.
IV. CONSENT CALENDAR
A. MINUTES OF THE REGULAR MEETING OF TUESDAY, MARCH 5, 2013
Upon a motion by Commissioner Dawson, second by Commissioner Kelly,
and 8-0 vote of the Commission Board with Commissioner Hall absent,
the Consent Calendar was approved as presented.
V. NEW BUSINESS
A. PALMA VILLAGE PARK WATER FEATURE
Mr. Stendell stated that the water feature at Palma Village Park, which
was installed in 2004, is in need of significant repairs. The nozzles in the
cactus-shaped water feature are spray nozzles; therefore, the water
output is significant. There are other types of water features that create
more of a fog so they don't require as much water. Spencer Knight,
Landscape Manager, put together the white paper that was included in the
staff report and outlines the repairs needed. The cost will be
approximately $17,000. and would include new rubber surfacing and
retrofitting the nozzles. Mr. Stendell asked the Commission if the park
needs this water feature at the park, or is it something that we can do
without? The cost is significant and staff is looking for input regarding this
matter. This is a stand-alone neighborhood park that's heavily used. It
would be nice to keep the amenity; however, it's a costly repair. Staff is
asking for direction from the Commission on how to proceed.
Commissioner Kelly commented that she feels that it's important to fix the
water feature. The park serves a lot of people and it should be kept to the
high standards of the City. There was a discussion regarding the drinking
fountain near the basketball court without a drain and how the water flows
onto the court. There was concern that someone may slip. Mr. Stendell
commented that this was how the water fountain was designed.
Member Rob Ballew, Family YMCA of the Desert, asked if the water
feature would have to be repaired every four years. Mr. Stendell stated
that it should last longer than that, if the surface is done correctly. Member
Ballew commented that he was in favor of repairing the water feature.

Chair Housken commented that the proposed completion date for the
water feature repair is scheduled for July/August 2013 and wondered if it
could be done sooner. Mr. Knight stated that there are other projects on
the books but he would try to move this project forward. Commissioner
Guyer asked if the job could be subcontracted and Mr. Stendell responded
that this project would be subcontracted and our staff would oversee the
repair work.
Upon a motion from Commissioner Kelly, second by Commissioner Guyer and
an 8-0 vote with Commissioner Hall absent, the repair of the Palma Village Park water
feature repair was approved.

VIII. PRESENTATIONS AND UPDATES
A. PARK USE REPORT — University Park East
Member Rob Ballew, YMCA of the Desert, stated that he visited the park
midday and there were quite a few people there. The park users
commented that they love the park and going there is part of their routine.
There were no issues to refer to staff.
Commissioner Dawson also visited University Park East during the middle
of the day and spoke to the park users who were all very happy about the
park. He noted that there are cracks in the basketball court along the
seams at the expansion joints. Mr. Stendell stated that this particular park
was built by the developer and dedicated to the City so it's possible that it
was built differently than we would have. Mr. Mark Greenwood stated that
the concrete was poured in August on a very hot day, which may have
contributed to the cracking issue. Mr. Stendell commented that he would
take a look at the cracks.
Commissioner Dawson commented that there are what appear to be
sheep droppings on the grass and he was worried that children might eat
them. Mr. Knight stated that there are lots of rabbits in the area and when
the grass is mowed, the droppings will be eliminated.
Commissioner Dawson asked about the time frame for the construction of
new homes in the University Park area. Mr. Greenwood stated that there
are no plans to build homes in this area at this point.

B. EL PASEO BUNNY HOP 5K FOLLOWUP
Mr. Stendell stated that approximately 500-600 runners/walkers
participated in the El Paseo Bunny Hop 5K. There were some impacts in
the area since it was held on Easter Sunday as church services were
scheduled at the same time as the 5K. The City would like to have more of
these community happenings, but there are impacts to the businesses,
churches and residents; therefore, all of these items will be addressed for
future events.
C. SHADOW TOUR SPRING RUSH FOLLOWUP
Mr. Stendell commented that the Shadow Tour Spring Rush cycling event
took place on Saturday, March 23, 2013. The course originated at
University Park East and continued to Box Canyon and back. There were
219 participants and the ride was a success.
D. PALM DESERT AQUATIC CENTER — Underwater Easter Egg Hunt
Mr. Stendell stated that there was an article in the Desert Sun and also a
video clip on mydesert.com regarding the Underwater Easter Egg Hunt.
Mr. Ballew commented that it was as big a day as the opening of the
Aquatic Center.
Mr. Stendell commented that zip code information and daily attendance is
being tracked at the pool. The financial report shows that costs are down
and revenues are up. The March numbers aren't final yet, but due to
spring break, the numbers are up. Councilman Spiegel asked about the
budget loss. Mr. Stendell stated that there is a projected loss of $750,000
with a 50% recovery. Commissioner Guyer asked if the projected loss is in
the budget and wondered how the money is allocated if the Aquatic
Center comes in under budget. Councilman Spiegel stated that the money
goes into the General Fund.
Rob Ballew stated that May is Water Safety Month. May 18th will be a
valley-wide free day of swimming lessons and family water safety. There
will be nine gold-medal winning past Olympians teaching swimming
lessons along with many volunteers. Mr. Ballew is projecting 720 kids to
go through the water safety course and swimming lessons. The entire
facility will be available for use.
Councilman Spiegel asked if the competitive timing system has been
installed. Mr. Ballew stated that this will happen shortly. The lane rentals
are increasing and the local schools are using the Aquatic Center for
competitive swimming.

E. FAMILY YMCA OF THE DESERT
Member Rob Ballew commented that the YMCA held their Easter Egg
Hunt and Healthy Kids Day on Saturday, March 30. There were 700 kids
and about 800 adults at this event. There were a variety of activities for
the kids to participate in after the egg hunt. The cost for the event was
$5,000. which was paid for by resident Dr. Van. He's also the person who
is sponsoring the Concert in the Park on May 23. Easter week was very
busy with different camps.
F. DESERT RECREATION DISTRICT
Member Jeff Ronci reported that Spring camps went well and consisted of
27 kids. A new report is being generated that shows membership usage at
3,109. An update to the software now indicates that out of 3,109 visits
over the course of last month, 630 were unique visits. The utilization report
shows that the softball fields and soccer park use has increased. Pavilion
rentals are also up from last year. He took some of his campers to the
Aquatic Center and it was very busy and they had a great day.
Chair Housken asked about the Festival of Opera Arts in the Park. Mr.
Stendell commented that the Desert Recreation District monitors the
event. The City has sponsored this event in the past, but isn't involved this
year.
IX. COMMISSIONER COMMENTS
Commissioner Guyer inquired about the construction on the left side of
Highway 10 at Portola. Mr. Greenwood stated that this is repair work in
Section 29 of the retention basin. Commissioner Guyer wondered if low
income housing was going to be built in this area. Mr. Greenwood
commented that the City owns 37 acres, but with the elimination of the
Redevelopment Agency nothing is planned at this time. Commissioner
Guyer asked if a park would be part of the 37 acres. Mr. Stendell stated
that ten acres is supposed to be dedicated for housing and a portion is
allocated for a future park.
City Manager John Wohlmuth asked Mr. Greenwood to give a brief update
on the Duck Ordinance. Mr. Greenwood explained that there has been an
increase in the duck and coot population at the Civic Center lagoon and
also at Desert Willow. The City has decided that controlling the food would
control the population. The City Council has passed an ordinance
prohibiting feeding the ducks. Duck food dispensers will be installed in the
park so that small amounts of food can be given to the ducks, as opposed
to people bringing twenty-pound bags of bread for them. The new
ordinance will be gently enforced by the Park Ambassadors and Citizens

on Patrol. Already there's a noticeable decrease in the duck population.
The pumps and filters for the pond were in bad shape due to an
abundance of feathers and droppings.
Chair Housken asked if there are any groups of citizens in the City that the
Commission should be meeting with regarding complaints. Mr. Stendell
stated that having the Commissioners visiting the parks and speaking to
the park users has been very useful. The feedback has been very positive.
Mr. Knight commented that each dog park has a spokesperson who
communicates with him regarding any comments or concerns.
Mr. Stendell stated that the Amgen Tour will be held on May 13, 2013. Mr.
Greenwood commented that the road work on Highway 111 near Town
Center will be complete before the bike race.
X. ADJOURNMENT

Amgen Tour of California has a blazing finish
Colombian Janier Acevedo digs deep to pull out late win

An enthusiastic crowd of several hundred gathered undeterred by scorching temperatures to watch
the dramatic finish to the first professional cycling race to visit the desert in more than 20 years.
Several of them either hiked or biked their way up the 3.8-mile long hill leading to the base station of
the Palm Springs Aerial Tram more than 2,500 feet above the valley below. Some cheered from the
bottom of the road or from somewhere along the way up.
Others assembled around scoreboard-sized televisions near the finish, watching as Colombia's
Janier Acevedo surged past leader Philip Deignan with less than two kilometers remaining in Stage 2
of the Amgen Tour of California on Monday.

Acevedo threw his hands in the air as he crossed the finish line before nearly collapsing into the arms
of those waiting beyond the finish line.
"It was difficult today, and I knew there was going to be a hard mountain to climb,"Acevedo said
through a translator. "I'm very happy to have this win today."
The temperature in Palm Springs climbed to 108 degrees, leaving just five racers still in contention to
win the stage during the final stretch as they powered up Tramway Road. At least two riders were
later hospitalized, according to race officials, for dehydration or heat exhaustion.
Rounding out the top five were American Tejay van Garderen, Deignan of Ireland, Mathias Frank of
Switzerland and Mick Rogers of Australia.
With his victory, Acevedo took the overall lead and secured the yellow Amgen jersey that signifies
he's in first place. Stage 1 leader Lieuwe Westra lost contact with the front of the race early on the
finish climb and ended the day more than eight minutes off the pace.
Crowds from around the Coachella Valley gathered to watch as the fourth-largest cycling event in the
world buzzed through four local communities. More than 100 racers journeyed for roughly five hours
from Town Square Park in Murrieta to Palm Springs, maintaining a rapid pace despite torrid
temperatures.
"By far the hottest race that I've ever ridden in," said van Garderen, who grew up in Montana but now
lives in Europe.

Spectators came out in droves along the route to take in a rare opportunity to catch a glimpse of a
professional cycling event in this part of the state. This is the first time in its eight-year history that the
race has visited the Greater Palm Springs area.
Roughly 100 people gathered at the Paradise Valley Café on the corner of Highway 74 and Highway
371 in Garner Valley as the cyclists blew through the small mountain town an hour before descending
upon the desert. The crowd included café guests, local police and firefighters from stations in Anza
and Garner Valley.
"It's cool to see all the guys we grew up watching, up close and personal," said Eric Voss, 17, a
cycling fan who watched with his parents and younger sister as the cyclists zoomed past.
The thrill lasted only a few seconds as the pack raced by in a blur of whizzing wheels and color,
quickly disappearing down Highway 74 with a caravan of more than 100 vehicles following.
The race then took center stage in the Coachella Valley as racers descended upon Palm Desert,
down Highway 111 and through Rancho Mirage and Cathedral City before the final stretch up
Tramway Road.
On Palm Canyon Drive in downtown Palm Springs, many race fans stayed in the shade, under
awnings or inside shops, until the convoy of racers approached. But perhaps the heat kept many
more away.
Though it didn't deter Joe Enos of Palm Springs.
"It's a once-in-a-lifetime thing," he said. "It's a great thing for Palm Springs. It's too bad it's so hot."
Roy Van Tine and his wife, Patty, of El Paso, Texas, set up a spot to watch the race in front of the
"Forever Marilyn" statue as part of several stages they plan to watch live this week.
"It's a rush—especially for a hard-core racer," said Roy, who has participated in several recreational
bicycle races.
Palm Springs Councilman Paul Lewin decided to watch the race from the Hair of the Dog patio on
Palm Canyon Drive, which also has an outdoor television.
"It was extraordinary. It's hard to beat that terrain," he said of watching the racers trek up Tramway
Road.
Acevedo perhaps knows that better than anyone. His last-ditch surge to the finish had cyclists
amazed afterward. Moments after the race, he sat, pouring bottle after bottle of water over his head,
yet couldn't keep from grinning after what he had accomplished during his day in the desert.
"I waited for the moment when I felt I was the strongest and then I attacked,"Acevedo said. "I'm
thankful that it actually worked out."
Stage 3 of the race begins at 11:20 a.m. today at Marie Kerr Park in Palmdale and finishes in Santa
Clarita. The final stage of the eight-day race concludes Sunday.

Olympians teach water safety in Palm Desert

As a 3 year-old, Brian Goodell accidentally fell into a pool of water and had to be revived. Naturally,
he became frightful of water until, three years later, he learned to swim,joined a local club team and
eventually became an Olympic gold medalist.
On Saturday at the world-class Palm Desert Aquatic Center, Goodell was joined by five other
Olympians to take part in the Swim to Win 2013 campaign organized by the Family YMCA of the
Desert with help from the City of Palm Desert to raise drowning awareness in the valley.

Palm Desert Mayor Jan Harnik participated in a ribbon-cutting opening ceremony and the six
Olympians—Goodell, Janet Evans, Rowdy Gaines, Eric Shanteau, Aaron Peirsol and Chloe Sutton
— marched in to the Olympic theme for a singing of the national anthem. The group then joined staff
at the Y in the water for free swim lessons to children in the area in what is believed to be the largest
event to promote water safety in the history of the Coachella Valley.
Turnout for the event topped 2,000, more than double what was expected. It was the first in what
organizers believe will be a long-running program in the valley.
"We couldn't have anticipated this kind of turnout," said Steve Little, who initially conceived the idea
for the event and got the Olympians involved. "Drowning prevention is something we can do. It's a
problem we can solve."
Evans, who first learned to swim at a Y as a child, was influential in involving several other
Olympians, many of whom jumped on board because of their respect for her. And because they
believed in the importance of teaching children a skill that could one day save their lives.
"A lot of people believe that (drowning) is a socio-economical thing. It's not," Evans said. "Drowning
covers every socio-economical level. It happens in two minutes. It's silent. It's horrifying. So I think we
need to give every child an opportunity to swim."
Shanteau noted that when summer rolls around, kids often want to go to the pool. But, he said, they
are not always equipped to do it safely.
At one point Saturday, a 5 year-old boy was struggling with his mother to get into the water with
Peirsol, who himself learned to swim at a Y when he was a similar age. He eventually convinced the
young boy to trust him as he pulled him out into the water.
"We started off slow and before I knew it, I had him out in the middle of the pool," Peirsol said. "He
had his head down in the water and he was smiling at me. That was pretty special. That is, to me,
why we are here."
The Olympians took turns in the water, usually with three of them in the pool at a time with other
instructors. Each had a group of about 15-20 clinging to their every word about proper swim

technique and how to stay safe.
Five of the six live in Southern California, though they hope the program will eventually be adopted by
Y's around the country.
Shanteau said he might not get to the far reaches of the country, but feels other swimmers in various
areas may join their cause.
And as for the desert? This could be just the start.
"I think we're going to see each other every year here in the desert," Evans said. "At least I hope so. I
hope the Olympians will come every year to be a part of something amazing and special."

Program Highlights for month:
• We were very busy this month!
• Father's Heart Ranch is a new group to visit this month. They are interested in future
visits as well as sponsoring swim lessons.
• Palm Desert Swim Club is continuing to grow.
• Special Olympics is bringing many kids to enjoy the water and to practice swimming.
• Xavier High School held more home swim meets at the pool this month. They are
looking to expand the number of hours they attend next fall.
• We have continued the hiring process for the summer and have interviewed some good
candidates.
• Roger continues to teach safety classes this month.
• We had a couple of birthday parties this month.
• Get Wet Scuba came in for 2 sessions this month, and booked 5 more.
• Knott's Soak City held lifeguard training classes here over two days.
• Scorpions water polo has been adding an additional day this month.
• Water aerobics classes have a lot of customers.
• Swim lessons started back up for the spring and the lower level classes have all been full.
• We were part of a booth at the street fair for advertising.
• New lap swimmers are discovering the pool daily.

• May is starting off with a Lifeguard, CPR, First Aid class 5/3-5/5.
• So far there are 7 private parties scheduled
• Total Immersion Swim Group will be here on May 4-5.

Attached for your reference are the participation statistics for Recreation Programs provided by
the Desert Recreation District to the City of Palm Desert and residents. I also included the Palm
Desert Community Center daily visit report, Facility hourly use comparisons, and Facility
reservation count and comparison reports.
It should be noted that there are numerous opportunities for additional programming and the
Desert Recreation District is continually exploring new and exciting programs to bring to Palm
Desert.
