ORAL COMMUNICATIONS - None IV. APPROVAL OF MINUTES A. MINUTES OF THE MEETING FROM NOVEMBER 3, 2009 A Motion was made by Commissioner Dawson, seconded by Commissioner Guyer, that the Minutes of the meeting of November 3, 2009, be approved as submitted. Motion carried 6-0 with Commissioners, Dash, Munson, and Schukart ABSENT. V. UNFINISHED BUSINESS — None VI. NEW BUSINESS A. RECOMMENDATION OF THE APPROVAL OF AN RC TRACK LEASE Mr. Ryan Stendell reported that a local hobby shop is interested in reopening the remote control (RC) track located behind the Desert Crossing Shopping Center. The track had previously been operated by Hobby Town USA, but has been unused since they closed in 2008. There were a few minor problems during the approximately five years that Hobby Town USA operated the track; however, Mr. Stendell feels that this type of use for the location is acceptable. Uncle Don's, which is the only remaining hobby shop in the area, and a local RC enthusiast have teamed up and formed Palm Desert RC Raceway and are interested in reopening the track. A one-year lease at $1 per year is proposed with the tenant carrying full insurance and maintaining the property. The rental of $1 per year is the same that was paid by Hobby Town USA, and the short-term lease of one year provides the opportunity for both parties to see how the arrangement works without a long term commitment. Commissioner Hall asked if the track was open for use by the public, and if there would be a fee charged for use. Mr. Stendell stated that it would be open to the public and there would be a small fee. However, the operator is not looking to make money on the venture, but rather to have a venue where RC cars can be operated. Commissioner Housken asked if large events would be scheduled at the site. Mayor Spiegel stated that they were a for-profit company, but there is no other viable use for the site. Commissioner Guyer asked if there was a sanctioning body that regulated this type of operation. Mr. Stendell stated that there was such an organization, and that its members are required to comply with certain requirements for their cars. He also believes that anyone operating a RC car at the site would be required to comply with those requirements. Commissioner Housken commented that she is not comfortable with a for-profit company making money on the site. Mr. Stendell stated that the operator doesn't expect to make money, and that the track will attract RC enthusiasts who will spend money in Palm Desert. Ms. Steele stated that conditions can be added to cover these concerns. Commissioner Hall thinks we should have oversight, but not so much that it makes it difficult for the operation to succeed. A Motion was made by Commissioner Guyer, seconded by Commissioner Dawson, that the recommendation for the RC track be approved as presented with conditions added to cover the concerns discussed. Motion carried 6-0 with Commissioners, Dash, Munson, and Schukart ABSENT. B. APPROVAL TO PREPARE TO RE-SUBMIT A "BICYCLE FRIENDLY COMMUNITY" APPLICATION IN 2010 Matter continued to a date uncertain. Although the matter was continued, Commissioner Babcock commented about the locations in the City where it is necessary for bicyclists to get off of their bicycles to operate the buttons to trigger the traffic signal. Mr. Greenwood noted that there are required set backs that dictate the distance from the curb, and asked Commissioner Babcock if he was referring to specific locations. Commissioner Babcock will provide the list of locations that he has compiled. VII. REPORTS AND UPDATES A. AMPHITHEATER Ms. Steele reported that the structure is up and they are completing the final touches. CALIFORNIA AND PACIFIC SOUTHWEST RECREATION AND PARK TRAINING CONFERENCE Ms. Steele announced that Palm Desert is participating as part of the host committee for the California and Pacific Southwest Recreation and Training Conference being held in Palm Springs on March 9-12, 2010. There will be a Mayors' reception on March 9 and she'd like all Commissioners and officials to attend if possible. Ms. Steele is looking for volunteers to assist with the administrative tasks at the conference. Volunteers are eligible to attend training sessions for free. If anyone can assist, please contact her or use the sign up sheet available at the meeting. Chairman Barnard noted that a good source for volunteers is the RSVP program. He'll get contact information to her. C. PICKLEBALL Mr. Niemczak reported that the tennis courts at Cahuilla Hills Park have been resurfaced and pickleball lines have been added. He also reported that one of the tennis courts at Civic Center Park has been converted into two temporary pickleball sites, and can now be used for both tennis and pickleball. Mr. Chris Thomas stated that he recently met with Mr. Jeff Ronci with the Desert Recreation District, and they are working on getting the courts and equipment ready for play. Desert Recreation District personnel will handle equipment set up. Mr. Thomas noted that they hope to offer free clinics for people who want to learn how to play the game. Chairman Barnard asked about pickleball usage at Freedom Park. Mr. Thomas commented that the have a 10-to-1 pickleball to tennis ratio so the turn out is good. Chairman Barnard asked if there had been any complaints from tennis players. Ms. Steele noted that there had been one complaint at Cahuilla Hills Park. Commissioner Housken noted that all parks now have pickleball courts. D. JOE MANN IRRIGATION CLOCK Mr. Niemczak noted that a Calsense irrigation controller was installed at Joe Mann Park. All City-owned parks and landscaped areas are being retrofitted with this type of controller. It is a centrally operated, computerized system that senses needs and adjusts irrigation accordingly. Commissioner Guyer asked if Baja Park was also on this system. Mr. Niemczak stated that it is on a Solatrol system because there's no electricity at that site. Washington Charter School Park is also on a Solatrol system. Commissioner Hall asked why there was standing water at Washington Charter School Park. Ms. Steele stated that the park was recently overseeded, which could account for the water. PARK EVENTS Ms. Steele reported on recent and upcoming park events. F. DESERT RECREATION DISTRICT Ms. Steele noted that the general manager's reports are included in this month's report. She reported that there is a meeting scheduled with the District to discuss the contract. Commissioner Housken asked who is Mark Moran and Associates. Ms. Laura McGalliard stated that they are a contract firm doing work for the District. G. FAMILY YMCA OF THE DESERT Mr. Rob Ballew provided an update on YMCA activities. H. NOVEMBER PARK INSPECTIONS Ms. Steele noted that the new inspection assignments and copies of the inspection forms are included in the agenda packet. Commissioner Hall commented on the fact that she believes the glass in the dog park at University Park was intentionally thrown into the park. It was different shades of glass and it was in the grass areas. Ms. Steele noted that some park users had reported the glass and it has been cleaned up. Commissioner Hall stated that if it happens again, the Sheriff's Department should be notified. She further stated that the park ambassador commented to her that no one had reported it to him. He told her that he doesn't go out on the grass, but rather observes from a distance. Commissioner Hall says he should be taking a much more active role as a park ambassador. I. NEWS ARTICLES No comments. VIII. COMMISSIONER COMMENTS Commissioner Babcock commented that at Homme/Adams Park he'd like to see stronger wording on the signs advising people to pick up their dog's droppings. Also, he has been talking to people on the trail and has told them where dogs can be on or off leash. No one is obeying these rules. The sign stating the leash rule is off to the side and people don't see it. Commissioner Babcock asked why the police aren't patrolling better. Ms. Steele and Mr. Foote will follow up on the matter. Commissioner Guyer stated that he recently played volleyball at the Anaheim Senior Games. He said the men's division had a total of 14 teams, which is equivalent to the number of teams at the Palm Desert games. Commissioner Housken asked when the landscaping was going to be completed at the Bighorn/Chia well site. Mr. Niemczak stated they have requested a landscape plan for the front portion. Once the plan for the front portion is approved, they will proceed with the landscaping. He will check with Mr. Spencer Knight, Landscape Manager, on the timing of the plan check process. Mayor Spiegel thanked all the Commissioners for the work that they do throughout the year. In appreciation of their service, he distributed certificates to the Commissioners. Commissioner Guyer asked if anyone went to the recent training in La Quinta. Ms. Steele replied that Commissioner Dash attended and is going to provide a report to the Commission at the January meeting. Ms. Steele noted that nominations for the 2010 chair and vice chair will be taken at the January meeting. Chairman Barnard asked about filling the open seat on the Commission. Mr. Greenwood stated that interviews would be scheduled soon. IX. CITY OF PALM DESERT PARKS AND RECREATION T ajfr STAFF REPORT To: Parks and Recreation Commission From: Jay Niemczak, Parks Facilities Manager Date: January 5, 2010 Subject: Palm Desert Rally Race On December 8, 2009, Staff met with Ms. Tatiana Hinkle, Recreation Supervisor for the Desert Recreation District. Ms. Hinkle would like the City to support the first annual Soap Box Derby of the Desert Rally Race in Palm Desert. The two day race event would be held on February 27 and 28, 2010, utilizing Gateway Drive located directly behind the Walmart store. Staff supports this event and the opportunity for racing families to visit Palm Desert. Staff also recommends that the City sponsor the event by funding the franchise fee in the amount of $750, and utilize City Staff to sweep Gateway Drive prior to the event during normal working hours. Please review the attached proposal. Ms. Hinkle will be present to provide a short overview of the event and answer any questions. lift .i* . . •i (tlf.'alit 0: t- N1/4....1,,i,, \ -.......cz‘ a 05 FrM 30 • . ......, - .., as- tr... • ® -® _ ._ DESERT Pi (RCATIO?I nitiTnIC7 PALM DESERT RALLY RACE FOR SOAP BOX DERBY OF THE DESERT Proposal created by Tatiana Hinkle December 21, 2009 45-30 Oasis Street,Indio.CA 92201 le: 76i;.Sai 3484 • Fax:760.3474660 PROGRAM INFORMATION/OBJECTIVENISION/GOALS Soap Box Derby cars are gravity powered race-cars that local community children assemble and race Although children should assemble the car by themselves, parents participate in every step, encouraging their children, offering advice and tools, helping them through the inspections and cheering them on at the race Children build cars from a kit The entire process culminates in race day, where kids roll to the finish line in hopes of securing a coveted spot at the All Amencan Soap Box Derby (AASBD) in Akron, Ohio The AASBD was recently included in USA Today's list of the Top 10 great places to find true Americana (along with Indianapolis 500, Grand Ole Opry and the Tournament of Roses ) There are only two ways to get to the AASBD One way is to win a local race and the second way is to accumulate enough points by attending rally races Although a local race may only be attended by children in a local geographical area (our race includes all of Riverside County), rally races can be attended not only by local families, but by anyone trying to gain points to get to AASBD Rally races attract racers from across the country The goals of the Soap Box Derby have not changed much since it started in 1934 It teaches basic skills in work ethics, the positive value of competition and perseverance PROGRAM SPECIFICS Race Directors-Tatiana Hinkle and Barb Adair from Desert Recreation District Location -Gateway Drive in Palm Desert Gateway was specifically chosen because of it's great off freeway location in close proximity to lodging, food and entertainment for out-of-town racing families and because it is a very quiet street with easy other access options, making it very minimally disruptive for residents for street closure (although because it is a 4 lane street, only two are totally closed for derby, therefore allowing vehicle access if absolutely necessary in the other two lanes ) Event Title - Soap Box Derby of the Desert Rally Race Ages of Participants Stock Division - 8-13 years old Super Stock Division - 10 - 17 years old Masters Division - 10 - 17 years old Dates -Annual event- 2010 Event will be held February 27th and 20th One race will be held each day, giving participants trying to get points the opportunity to double their points if they race both days A two day race will normally attract a greater number of"out-of-town" racers 2 r , EVENT OUTLINE Rally races For the 16th Annual race, we are including the addition of a rally race to our local derby This rally race would bring added attention to the event in advance of race day and give opportunities for local racing children to "practice" their techniques and skills Rally races are also promoted through All American Soap Box Derby and are open to racers from any other area Due to our favorable local climate, our local rally race will entice racing families from out of the area that are normally unable to race during cold times of the year These rally races will bnng additional tourism revenue to the city that hosts it, as well as expand the reach and interest for our local race with other Riverside County residents and sponsors Other Southern California rally races dunng this time of year normally see approximately 40 race families attend from other areas These families will race both days and utilize local hotels and restaurants during their stay We have specifically chosen Palm Desert as a prime rally race location because Gateway is a quiet street close to Freeway access, hotels and food options On race days, street will be closed from 6am — race finish time (approximately 4pm) City will sweep street that morning pnor to race set up time and provide street closure signage DRD will provide enough people all day to monitor closure and direct traffic needing access to area Race safety is always a priority, and race will be conducted utilizing all safety measures outlined by AASBD and adhered to in our local annual race EXPENSES/RESOURCES/PROMOTION Projected Costs• The following budget has been proposed for the rally race City of Palm Desert expenses Franchise Fee for weekend race — 3 divisions - $750 — Paid for by City Sweep street, close street— Cost covered by City Desert Recreation District expenses Equipment rental to operate race - $1,000 — Paid for by DRD Awards, car parts, volunteer meals, etc - $750— Paid for by DRD Promotion of rally race - $450 — Paid for by DRD Staff Costs (approx 40 staff needed) to run race — Cost covered by DRD Total projected expense of event - $2,950 (plus staff expenses) $750 covered by City, $2,200 covered by DRD (plus staff expenses) 3 P t Promotion Event is prominently featured in DRD Catalog, which is mailed to all District residents and Soap Box Derby direct mail information is submitted to all current and previous local racers News media coverage was extremely good last year, and with press release generation, we expect ongoing strong media coverage from our local media Assistance from Palm Desert to promote event through their website and media contacts will also help generate additional promotion sources Advertising is done in conjunction with AASBD to reach racers trying to get race points Website listings, direct email and flyers are distributed to racing families across the United States so they can plan their calendar for attending rally races BENEFITS OF PARTICIPATING IN THE PROGRAM • Parents and children working together to build and race cars • Children from across Valley come together to participate • Rally races attract out-of-town tourism • Program provides valuable skills for children in vanous areas Work ethic, problem solving, perseverance, competition, science of aerodynamics and mechanics • Life enriching community event attracts wide spread media coverage OUTCOME MEASUREMENTS Desert Recreation District would like to see this event, which truly ennches the lives and relationships of participating families, grow over time Growth of this event is contingent on community support in both time and dollars This event takes a large amount of time and man power, and we would like to see more families benefit from this effort each year 2009 Race Participants— 25 2010 Goal —40 2011 Goal — 55 2012 Goal — 70 Outcome measurements will include the following Increase in # of racers Increase in # of spectators Increase in #of event/car sponsors Addition of one rally race in 2010 Quality of overall event— gauged by survey of participants 4 - One of the programs that will be implemented in 2010 is an array of exercise or fitness type programs that will be held on Saturdays throughout the year free of charge. The events will be held the 2nd and 4th Saturday of the month from January through May, and September through November. The program will be held the 1st Saturday of the month during June, July and August. A "tentative" schedule of events is attached. All programs will be held at 8:30 a.m. unless otherwise indicated. Staff is working with local partners and businesses to provide a variety of offerings, so that all citizens of Palm Desert can find something that interests them to participate in. The events will be held in City Parks, at the Palm Desert Recreation Center or at local businesses. An initial article will be placed in the Brightside in February, with other articles and press releases to follow. A calendar of all events will be provided on the City's website, with links to the partner's websites. In hopes of increasing programming opportunities in the City, Staff had previously indicated a desire to work with local partners and businesses to increase awareness and opportunity. This is a first step in that direction. Local businesses, as well as the Desert Recreation District Staff have been very enthusiastic and willing to assist with the program. GET FIT — Palm Desert As part of the Governor's Fitness Council Desert Fitness Challenge kick off, A.K.A. The well site is located on the northwest corner of Ironwood Park. The City agreed to allow Big Horn to utilize a small section of the park located directly east of the well site with the understanding that the park would be restored to the original condition when work was complete. Landscape plans were approved by the City in early December, and landscape construction began the week of December 14, 2009. The contractor has installed irrigation and plant material at the entrance to the site. The rear portion of the site has been graded. The rubber safety surface surrounding the feature is the type used at playgrounds throughout the City. Exposure to the sun and water has cracked the rubber and allowed the surface to peel away from the subsurface. During the week of December 14, 2009, T.J. When necessary, repairs must be made to ensure the fields are free of hazards and in the best possible playing condition. In November of 2009, Staff determined that the infield clay at the Freedom Park ball fields were in need of additional clay and leveling. During the week of December 1, 2009, Simon Contactors added twenty five tons of ball field clay to each of the three fields at Freedom Park.
