ORAL COMMUNICATIONS Mr. Stan Ford introduced Mr. Glenn Miller, the new Executive Director of The First Tee. He has been with the La Quinta Resort for the last three years, and was with Indian Wells for twenty-one years. In regard to The Golf Center, Mr. Ford announced that Arnold Palmer Golf Design has offered their services for the redesign of the course on Cook Street. Mr. Ford stated that they are getting ready to host the Coachella Valley Pet Parade in La Quinta. He distributed a chart of their valley wide events. Commissioner Hall stated that she thought that the Golf Cart Parade is actually a Chamber of Commerce event. Mr. Ford said that it is and they have traditionally participated, but they are not entering a cart this year. Commissioner Babcock commented that the September 11 program in the Civic Center Park had the best acoustics he's ever heard. It was one of the better shows that he's seen in ten years of coming here. Mayor Spiegel asked Ms. Steele to find out what sound system was used. IV. APPROVAL OF MINUTES A. MINUTES OF THE MEETING FROM SEPTEMBER 15, 2009 The Minutes of the meeting of September 15, 2009, were approved as submitted. Motion moved/seconded by Guyer/Schukart, and carried by a 8-0 vote with Commissioner Munson ABSENT. V. UNFINISHED BUSINESS - None VI. NEW BUSINESS A. LEGENDS FIELD COLUMN HONOREE RECOMMENDATION Ms. Steele stated that she's not officially nominating Johnny Bench, but noted that he's been on the list for a few years. Mr. Stendell stated that they have attempted to contact him through Johnny Bench Enterprises and they have not had funds available to pay for his appearance. They also received recommendations for Bill Sudakis and Chris Clapinski. Ms. Steele noted that there was not a lot of information available for either of these two individuals. Mr. Ford stated that someone he works with knows Mr. Sudakis and could contact him. Ms. Steele asked for other nominations or recommendations. Chairman Barnard asked when a decision is needed. Ms. Adair stated that they hope to have their marketing books out in the next two weeks. They don't need the honoree included in their marketing books. They will be doing other advertising and can include the honoree later. There is some time before the final decision needs to be made. Commissioner Guyer asked if they were looking at sports figures other than baseball for a local legend. Chairman Barnard said they had considered other sports, but decided to stick to baseball because the Legends Column is near the baseball fields. He further noted that after having Steve Garvey last year, we should take time in considering this year's choice. Ms. Steele stated that while Steve Garvey did a good job with the baseball opening, but he did not attend the actual International Sports Festival event. It would be good to have an honoree who will attend the event. Commissioner Housken asked if any of the three people mentioned thus far live in Palm Desert. Ms. Steele was not certain, but could find out. Mr. Tanner noted that he works with Darol Salazar, the Athletic Director for Palm Desert High School, and suggested we speak with Mr. Salazar to see if he has any recommendations. He also noted that Chris Clapinski is only 30 years old and wondered if he really is a legend. He also mentioned that Steve Garvey might be a good contact for reaching Johnny Bench. Ms. Adair stated that she has left a message for Don Sutton to see if he can help. Mr. Niemczak noted that a city staff member knows Mr. Sutton and he'll talk to him before the next meeting. Ms. Steele asked if Commissioner Schukart was aware of anyone. He will check with one of College of the Desert's coaches who may have some recommendations. Commissioner Dawson suggested that recommendations be given to Ms. Steele well in advance of the next meeting so that detailed information on the recommendations can be included for the Commissioners to analyze before the next meeting. VII. REPORTS AND UPDATES A. AQUATIC CENTER Ms. Steele reported that the Commission's recommendation to the City Council for the design concept and site for the aquatic center was 3 G.IPubWorks\Meetings\Parks and Rec Commission120091Packets12009111-03-091002 Minutes 10-06-09.docx PARKS AND RECREATION COMMISSION PRELIMINARY MINUTES OCTOBER 6, 2009 approved on September 24, 2009. They also received authorization to proceed with the request for proposal. The vote was 3 in favor and 2 opposed. Mayor Spiegel commented that he was one of the dissenting votes because he feels that the competition pool is too large and didn't like the diving boards. He noted that other pool operations visited by the Commissioners had provided usage information indicating that they have greater usage of the recreational pools and their amenities, while the 50 meter pools were mainly unused. Mayor Spiegel noted that Councilwoman Benson also voted no because of the cost. Discussion regarding the various advantages and disadvantages of different size pools and amenities ensued. Chairman Barnard noted that while the recommendation made by the Commission and approved by the City Council is not exactly what they originally wanted, it is a balance and each side made concessions. Mayor Spiegel stated that the City Council will never approve a design with only a 25 yard pool. Commissioner Guyer noted that this may be the only opportunity to get a municipal aquatic center built in the City of Palm Desert. He believes that it's imperative to include as many amenities as possible in order to appeal to as many people as possible while working within the approved design. B. CIVIC CENTER PARK LANDSCAPING Mr. Niemczak noted that CVWD began tiered water rates in September. Staff is working on the Calsense watering programs and converting turf areas to desert landscaping. The areas being slated for conversion are small islands of turf that are difficult to maintain. Commissioner Dawson noted that the areas selected will not be noticed by the public, and that additional areas for conversion should be periodically reviewed. C. HOVLEY SOCCER PARK RESTROOM PAINTING Mr. Niemczak stated that staff had identified this restroom as needing paint and the work has been done. Commissioner Housken asked if extra paint was kept for touch up. Mr. Niemczak stated that there is extra paint, and that they are trying to standardize paint colors. D. BALL FIELDS IN PALM DESERT Mr. Niemczak stated that staff assesses and repairs fields on an annual or semi-annual basis. The Palm Desert Youth Sports Association has requested that turf be added to the infields, and that a homerun fence is erected on two fields. Commissioner Guyer asked if it would be a permanent fence. Ms. Steele said probably not because there is too much cross usage of the fields. He would not recommend using PVC. Commissioner Housken stated that turf infields are useless turf areas. Commissioner Schukart noted that COD's infield maintenance is an issue and he is opposed to adding turf to the infields. Commissioner Housken asked if it would be better to wait until spring to perform maintenance on the clay infields at Freedom Park. Ms. Steele stated that there are a lot of tournaments coming up and it's also a safety issue. Usage is slow this time of year and now is the appropriate time to perform maintenance. Commissioner Housken asked if the fees collected for light fees and field rental go into a fund for field maintenance. Ms. Steele said it goes to the Desert Recreation District because they administer the fields. E. DESERT RECREATION DISTRICT No comments. F. FAMILY YMCA OF THE DESERT Mr. Ballew provided an update on upcoming events sponsored by the YMCA. G. SEPTEMBER PARK INSPECTIONS Ms. Steele reminded that everyone turn in their park inspection reports. H. NEWS ARTICLES No comments. VIII. COMMISSIONER COMMENTS Ms. Steele noted that although she had previously reported that Commissioner Munson resigned, her resignation was not accepted. She asked Mayor Spiegel to provide an update. Mayor Spiegel stated that the interviews for people for various committees and commissions would not occur until December, and he suggested that Commissioner Munson stay on the Commission until the interviews are conducted. If her circumstances change she can remain a commissioner, or a replacement can be selected at that time. Commissioner Hall asked if the dog parks can be rented out. Commissioner Hall commented that the shade structure on the Community Garden at Freedom Park is and odd color. Mr. Niemczak stated that it was selected by the Director of Special Programs. Commissioner Schukart asked what the plan was for determining the amenities for the aquatic center. Ms. Steele stated that the design team has not yet been hired, but the Commission will be involved. If there are any suggestions or recommendations, get them to her. Commissioner Guyer asked how much of the area the aquatic center will occupy. Ms. Steele noted that it will use all of it. He also asked if the wash area could be used. Mr. Greenwood said that it would add too much expense to the project. Commissioner Hall asked if the design was approved. Ms. Steele stated that it was the conceptual design that was approved not the final design. The process will be design, bid, build. Vice Chairman Dash noted that the closing of Eisenhower therapy pool has created concern in the senior community. Ms. Steele stated that they are interested in partnering with others to possibly use the pool for therapy sessions. Ms. Steele noted that amphitheater will be closed for renovation from November 10 to December 11. IX. It was requested that the item be continued to the November meeting so that Commissioners could consider various options and make suggestions. The only suggestion staff received was that we not nominate or honor anyone this year. It seems that if there is not a clear candidate, it is okay to not add someone to the column this year. I spoke to with Desert Recreation District Staff and they agree that this is acceptable. We could work together to select a good speaker for the International Sports Festival "kick-off" dinner. Staff is requesting that the Parks and Recreation Commission recommend that we do not select a Legends Field Honoree for 2010. In addition, Staff requests that if any Commissioner has a recommendation throughout the year, that this is brought forth and taken to the Commission for consideration. It is not necessary to wait until the Fall to select the following year's honoree. CITY OF PALM DESERT PARKS AND RECREATION �$ 0$ � STAFF REPORT To: Parks and Recreation Commission From: Janis Steele, Parks and Recreation Services Manager Date: November 3, 2009 Subject: Aquatic Center Update The following is a timeline that Staff developed, with input from other City Staff members, in order to stay on track with the Aquatic Center project: • October 22, 2009: RFP for Aquatic Center Design and Construction Support Services (posted) • October 28, 2009: Pre-proposal Meeting — 1:00 p.m. — Planning Conference Room • November 13, 2009: Proposals due • November 19, 2009: Interviews • December 10, 2009: Recommendation to the City Council • January 4, 2010: Consultant begins design work • July 1, 2010: Out to bid for aquatic center construction • August 2010: (at whichever Council meeting is held): Award bid for construction • September 1, 2010: Construction begins • June 14, 2011: Soft Opening • July 1, 2011: Grand Opening Staff is also working on the following items concurrently: 1. Developing a joint use agreement with the College of the Desert 2. Developing an RFP for Operations 3. Working with the Finance Department to hire a consultant to provide us with a fees and charges feasibility study. CITY OF PALM DESERT Mil' 4 eph PARKS AND RECREATION �$ 0$ � STAFF REPORT To: Parks and Recreation Commission From: Janis Steele, Parks and Recreation Services Manager Date: November 3, 2009 Subject: Amphitheater Update The amphitheater renovations will begin on November 9, 2009, and are due to be complete by December 10, 2009. The amphitheater will be closed during this time. In addition to the amphitheater structural improvements, perimeter lighting will be added. See the attached drawing for locations. • The palm trees west of the stage will be fitted with up-lighting. • In front of the stage, flush walkway lighting will be added on the concrete edge. • On the concrete pads at the back of the amphitheater (North of stage), bollard style area lighting will be installed. On December 11, 2009, as part of the Music and Movie Madness series, there will be a dedication for the "re-opening" of the amphitheater. Details will be provided at the December Commission meeting. Please mark your calendars to be available for the celebration on December 11 th. We anticipate the start time to be at 6:30 or 7:00 p.m. The concert starts at 7:30 p.m. The Side Street Strutters will be performing. They are a Dixie-land jazz style group. The Side Street Strutters capture the excitement and spontaneity of one of America's greatest musical heritages -- JAZZ! This vivacious six-piece band has raised many a roof throughout the U.S., Canada, Mexico and Europe, featuring the legendary sounds of Jelly Roll Morton, Louis Armstrong, and Fats Waller. A few dynamic arrangements of popular Big Band tunes adds a little swingin' spice to their down-home New Orleans repertoire. With colorful costumes, tap dancing, novelty numbers and rare instrument features, it's no wonder that the Side Street Strutters is still going strong after 25 years. See attached Bio. While in Arizona, Mr. Verdi was a featured soloist with the Phoenix Symphony Orchestra,performed in several chamber ensembles;and enjoyed the challenge of teaching junior high school music. Shortly after his participation in the Disney'World All-American Band, Mr. Verdi relocated to southern California to accept his current position with the Entertainment Division at Disneyland. He enjoys collecting rare antique saxophones, directing school clinic and assembly programs, as well as performing and recording with various ensembles in the Los Angeles area. As your Master of Ceremonies, Mr. Verdi will be choosing this evening's musical selections. Vince Verdi Vince holds an undergraduate degree in Education and Masters Degree in Business Management from Arizona State University. Originally from Ossining, N.Y., Verdi began studying clarinet at age 10 with encouragement from his father, a schoolteacher and self-taught drummer. Although always involved with music, Verdi's undergraduate degree is in cabinetmaking, a hobby that he continues to enjoy. He has held the position of business manager and tour director for the Side Street Strutters since 1983. Greg Varlotta Studying trumpet under his father's direction in Lockport, Illinois, beginning at the age of 5, Greg received his music degree in Trumpet Performance from Arizona State University in 1985. He has performed with numerous symphony orchestras, brass quintets,jazz ensembles, and is the recipient of the prestigious Anion Trumpet Award. In addition to his accomplishments on trumpet and trombone, this multi-talented performer also enjoys singing, tap dancing, playing banjo, piano, guitar, tuba,and slide trumpet. Mr. Varlotta has a strong interest in music technology and enjoys working with computers, programming synthesizers, composing and arranging music. Paul Johnson Paul began his musical training in Michigan at the Interlochen Arts Academy and continued his education at Arizona State University in jazz performance. Mr. Johnson's early professional career included tours with The Four Freshmen,The Ink Spots, The Four Lads,The Pied Pipers, and The Letter Men. He has performed with Sammy Davis, Jr., Milton Berle, Rosemary Clooney, George Burns, and Ella Fitzgerald. Paul also spent time touring with Woody Herman and the Thundering Herd and played Carnegie Hall with the great Joe Williams. Mr. Johnson is currently on faculty at Saddleback College and leads his own quintet in the Los Angeles area. With a strong interest in classical tuba, Mr. Noreyko enjoys performing with a variety of musical ensembles, including symphony orchestras,brass quintets and other chamber groups. He has received several honors, including being recipient of the American Bandmasters Association Award for Outstanding Musicianship, and the Outstanding Soloist award presented at the Breda International Jazz Competition, Holland. Roger Bissell Trombonist and arranger, Roger earned B.S. and M.A. degrees in music from Iowa State University and the University of Iowa. Froml971 to 1985, he"free-lanced"in Nashville, TN, playing on numerous local and national television broadcasts, commercial "jingles,"records, as well as in a variety of local jazz and dance bands. He also played three seasons at Opryland. In 1985, he joined the Disneyland Band in Anaheim, CA, and continues his free-lance work in Southern California. Among his arranging clients are Marty Robbins, Glenn Campbell, and the Oak Ridge Boys. Some of his many recording credits include albums with Bobby Goldsboro, Michael Johnson, Tom Jones, Crystal Gayle, B. J. Thomas, and Boots Randolph. Information about his recently released jazz duo album, The Art of the Duo. Mark Massey Jazz pianist-composer, Mark Massey, was born in Lynwood, CA, where he showed early talent on piano. He studied music composition and later graduated from California State University, Long Beach, with Bachelors and Masters degrees in Music. While attending CA. State, Long Beach, Mr. Massey was recipient of the Carmen Dragon Fellowship for composition. He has performed throughout the U.S., Europe, Russia, the Far East and India, as well as with David Benoit, Freddie Hubbard, Louie Bellson, Tony Williams, and Poncho Sanchez. His debut album,Acoustic Piano International, features nine original compositions inspired by his musical travels around the planet. Following in the lineage of jazz piano giants, Bill Evans, Herbie Hancock, Oscar Peterson and Chick Corea, Mark adds his own distinctive stamp, both as a composer and improviser. Curtis Brengle Mr. Brengle studied piano and music in the Seattle, WA. Area, where he graduated from the Cornish Institute of Allied Arts, receiving a Bachelor of Arts Degree. He had performed with Tom Scott,The Pointer Sisters, Sheena Easton, Ray Charles, Englbert Humperdinck and many others. Jai V� -- vi `:7..ii i_��: -..' �.-SS .; , 3 r J.' . . - +mot CITY OF PALM DESERT . .„44r, win 0-7 4 PARKS AND RECREATION �$ 0$ � INTEROFFICE MEMORANDUM To: Parks and Recreation Commission From: Jay Niemczak, Parks Facilities Manager Date: November 3, 2009 Subject: Playground Replacement at Washington Charter School In February 2008, Staff began talks with representatives of Kompan, Inc., playgrounds and Allan Lehmann, Principal of Washington Charter School, in an effort to design a replacement playground at Washington Charter School Park. The replacement playground is part of the City's Parks and Recreation five-year capital improvement plan. The current playground has outlived its useful life, and is out of compliance with many federal and state playground safety standards such as deteriorating ground surfacing and equipment that does not meet ADA (Americans with Disabilities Act) standards. The playground agreed upon by City staff and Washington Charter School staff incorporates the contemporary design with electronic lights located at multiple points on the equipment. The lighting feature encourages competition, interaction and coordination and can be programmed by the users or school staff and used as an outdoor exercise program. This type of electronic playground would be the first of its kind in the Coachella Valley. Staff will request approval from the City Council on November 12, 2009, and discuss the installation schedule with Washington Charter School Staff. Attached are pictures of the approved playground. The fountain did not meet current ADA (Americans with Disabilities) requirements. The fountain was difficult to use, and did not provide a dog watering station for hikers with dogs. During the first week in October, Vintage Landscaping installed a new ADA approved fountain with a dog watering station that Park Staff provided. Vintage Landscaping also removed a large shrub that impaired the use of the fountain. The cost for the entire project was $3,895.00. Attached are before and after pictures of the fountain at Cahuilla Park.
