They use the revenue from special events to fund some of their programs. 1 PARKS AND RECREATION COMMISSION PRELIMINARY MINUTES NOVEMBER 6, 2009 Ms. Janis Steele introduced Mr. Ricardo Torres who is attending the meeting in place of Mr. Jay Niemczak. IV. APPROVAL OF MINUTES A. MINUTES OF THE MEETING FROM OCTOBER 6, 2009 A Motion was made by Commissioner Dawson, seconded by Commissioner Schukart, that the Minutes of the meeting of October 6, 2009, be approved as submitted. Motion carried 8-0 with Commissioner Munson ABSENT. V. UNFINISHED BUSINESS A. LEGENDS FIELD COLUMN HONOREE RECOMMENDATION Ms. Steele reported that they sometimes struggle with determining an appropriate nominee for this award. She has discussed the matter with Mr. Craig DeWitt and Ms. Barb Adair of the Desert Recreation District, and they are in agreement that it would be acceptable to skip a year. Ms. Adair thought that Don Sutton could be asked to return as the emcee at International Sports Festival banquet that will be held at The Living Desert. Commissioner Hall recalled that they previously discussed looking at other sports as possibilities for selecting an honoree because there are other sports taking place in the park. Ms. Steele recalled that the City Council wanted to limit honorees to baseball. Mayor Spiegel agreed with that recollection. Commissioner Guyer recalled that tennis was considered because they had discussed putting columns near the tennis courts; and that would have allowed expanding the selection of nominees to include individuals associated with tennis. He feels that eventually other sports will have to be included considering that the International Sports Festival is built around other sports too. Mayor Spiegel asked if there weren't someone from the area who could be selected. Ms. Steele noted that some younger people had been nominated, but the feeling was that they hadn't achieved legend status yet, and she did not receive any other nominations. Ms. Steele said that rather than selecting just anyone, we should take time to select an appropriate honoree. Throughout the year if commissioners think of a baseball figure to nominate for the award, please let Ms. Steele know and she will compile a nominee list to be discussed in the fall when an honoree is usually selected. 2 G.IPubWorkslMeetings\Parks and Rec Commission120091Packets12009112-01-091002 Minutes 11-03-09.docx PARKS AND RECREATION COMMISSION PRELIMINARY MINUTES NOVEMBER 6, 2009 ACTION: Commissioner Guyer moved to recommend that we skip nominating an honoree this year and continue to search for next year's nominees. Commissioner Schukart seconded the motion, and the recommendation carried by an 8-0 vote with Commissioner Munson ABSENT. Mayor Spiegel asked Ms. Steele to send note to the City Council advising them of this action. VI. NEW BUSINESS - None VII. REPORTS AND UPDATES A. AQUATIC CENTER Ms. Steele presented a time line for the design and eventual construction of the aquatic center. The Request for Proposals (RFP) is out, and the pre-proposal meeting held last week was well attended. Proposals are due November 13, 2009. Commissioner Dawson asked what caused the volume of interest in the pre-proposal meeting. Ms. Steele stated that design consultants attended and that they have an interest in submitting a bid. She also noted that there were contractors, subcontractors, architects, and engineers in attendance. Mr. Greenwood noted that this will be a team approach because there's no one consultant who can do the entire project. Ms. Steele noted that there were at least four reputable pool designers at the meeting, but none were local firms. Commissioner Guyer asked at what point in the process do we arrive at a final design to present to the City Council. Ms. Steele said it will be spring before that point is reached. The upcoming recommendation to the City Council is to hire the design consultant with design work expected to begin in January 2010. Based on Ms. Steele's time line, construction is expected to begin in September 2010. Ms. Steele has made presentations of the plans for the aquatic center to the AIPP Commission and the Youth Committee and has received positive feedback. B. AMPHITHEATER UPDATE Ms. Steele reported that the amphitheater will close on November 9, 2009, and construction on the new structure will begin with a completion date of no later than December 10, 2009. Additional lighting will also be installed and includes up-lighting on the trees and at the perimeter. Ms. Steele stated that they will be manually turned on and off for events being held at the amphitheater. Ms Steele noted that there was money in the capital improvement budget to upgrade the lights. There will be a dedication and reopening of the amphitheater on December 11 , 2009, and Ms. Steele would like the commissioners to attend if possible. The Side Street Strutters, a Dixieland jazz band will perform. The final event of the movie series is "The Grinch Who Stole Christmas" on December 18, 2009. C. HOMME/ADAMS PARK PALAPA REPLACEMENT Ms. Steele reported that the Palapa that was destroyed by fire has finally been replaced. The new one is fire retardant. D. PLAYGROUND REPLACEMENT AT WASHINGTON CHARTER SCHOOL PARK Ms. Steele stated that the staff report to the City Council will not be on the November 12, 2009, agenda; hopefully, it will be on the December 10, 2009, agenda. The equipment replacement is included in the five year capital improvement plan. The equipment planned for this park is the same type as that at Freedom Park. Fabricating takes about eight weeks with an additional one to two weeks for installation. Commissioner Housken asked about the light exercise component. Ms. Steele stated that the lighting can be used to play many different games, and gave examples such as using colored lights to play capture the flag. It is a new, innovative concept and can be used by children and adults. It promotes exercising through fun so children won't think of it as exercising. The light exercise component can be added to similar type equipment, such as that at Freedom Park, but not to traditional playground equipment. Ms. Steele will send the commissioners a link so they can get a better understanding of this component. Ms. Steele noted that the current playground equipment is suitable for the five to twelve year old age group, and they will be adding equipment suitable for the two to five year old age group. The pour-in-place play surface will be replaced. It has been patched numerous times and doesn't hold up well in the desert climate. They are looking at an engineered wood fiber product, but may use a pour-in-place surface under the shade structure. Commissioner Guyer asked if it was a shared expense with the school. Ms. Steele said it is not. E. CAHUILLA PARK DRINKING FOUNTAIN The old drinking fountain has been replaced. It wasn't ADA accessible and the new one meets the requirements. It is installed in the same place. F. VETERAN'S DAY CELEBRATION Ms. Steele reported that the Veteran's Day Celebration on November 11, 2009, will again be at Freedom Park. The program begins at 11 a.m. Refreshments will be offered, and commissioners are encouraged to attend. G. COMMISSIONER TRAINING Ms. Steele reminded the commissioners who have signed up for the training that it will be held at the La Quinta Library on Saturday November 14. This is not required training, but it is a good opportunity to meet other commissioners. The City Clerk will provide notification to commissioners when the required ethics training is due. H. DESERT RECREATION DISTRICT Ms. Steele reviewed the agenda attachment provided by the Desert Recreation District, and noted that this is the type of information that the commissioners have been asking for in regard to membership participation numbers, reservations, and daily usage. Mr. Craig DeWitt stated that they are continuing to adjust their reporting categories. Commissioner Housken asked about the July activity summary; and in regard to the programming commented that Palm Desert had the second highest population, but the lowest participation in programs. Mr. Dewitt stated that July is the lowest participation month and as such they program fewer activities. The gym and weight room numbers during this time period are okay, but program participation typically drops. Ms. Steele and Mr. DeWitt both noted that the other divisions had higher numbers due to camps and after school programs. Mr. DeWitt further commented that the Palm Desert location has a higher adult population, which is a different demographic than some of the other divisions. 5 G.IPub WorkslMeetings\Parks and Rec Commission120091Packets12009112-01-091002 Minutes 11-03-09.docx PARKS AND RECREATION COMMISSION PRELIMINARY MINUTES NOVEMBER 6, 2009 Commissioner Guyer noted that the report mentions that people purchase memberships in areas other than where they live. Mr. DeWitt stated that part of the application includes residence information, which gives them the ability to track memberships by where people live as well as where they purchased the membership. Ms. Steele mentioned that there will be an increase in fees effective on November 16. Commissioner Babcock asked about the benefits of having a membership. Mr. Dewitt stated that in the past the membership has allowed use of facility and discounts in program fees. The new facility use pass will provide use of the gym, weight room, and multi-purpose spaces. All district residents will pay the same fee for programs, and non-district residents will pay an upcharge. Commissioner Hall asked if there will be a Palm Desert resident pass. Mr. DeWitt stated that there has always been a district pass; the Palm Desert resident pass is only for Desert Willow. Ms. Steele noted that the difference is that Palm Desert and Indio residents pay $25 for the pass that can be used at either the Palm Desert or Indio facilities, and district residents pay $50 for the same usage. Commissioner Housken asked where the resident membership fees go. Mr. DeWitt stated that fees for all of the district passes, including the Desert Willow resident rate passes, go to the Desert Recreation District. Ms. Steele stated that the City Council requested that the Desert Recreation District serve as the administrator for the Desert Willow passes, and the amount they collect covers only the cost of the cards. Mr. DeWitt said it's very difficult for them to manage due to the requirements set by the City. Ms. Steele stated that the program is intended for permanent rather than seasonal residents, and the resident is required to produce a California driver license or ID with a Palm Desert address and a utility bill with the same address. Commissioner Housken questioned where the increased fees collected for the nighttime use of lights at the baseball fields were going. Her understanding was that these fees would go to the City to offset the cost of electricity. She supported the fee increase based on that understanding, but now she has found out that the additional fees are going to the Desert Recreation District. It doesn't seem reasonable for them to collect more money at night to do the same job while the City continues to pay for the electricity. Commissioner Babcock stated that he has the same question. FAMILY YMCA OF THE DESERT Mr. Ballew provided an update on upcoming events sponsored by the YMCA. Mr. Ballew also noted that the YMCA had 200 senior citizens in their VIP area at the Golf Cart Parade and they thoroughly enjoyed the event. They are working with area senior homes to get the seniors out to more events, but the main issue seems to be transportation. He asked if there is an area at the amphitheater for seniors to be wheeled in to enjoy programs. Ms. Steele noted that there is a concrete lip area that can be used for this purpose. J. OCTOBER PARK INSPECTIONS Commissioner Schukart commented that he likes the feedback provided on the report and feels that it completes the cycle. Commissioner Hall was at Palma Village Park twice and noted that it's a great park and gets a lot of use, which is probably due to its location in the middle of a neighborhood. K. NEWS ARTICLES No comments. VIII. COMMISSIONER COMMENTS Commissioner Housken asked for an update regarding the trees that were cut down at Homme/Adams Park. Mr. Torres noted that a resident cut down the trees to improve their view. Ms. Steele noted that it's a destruction of property crime and is being investigated by the police department. Mr. Torres commented that a few years ago the adjacent resident claimed that the trees were on his property, but they are not. Ms. Steele commented that the fence at the Chia Well site has been removed and some excavation holes were exposed. Bighorn has been contacted to take care of the problem. IX. Hobbytown USA formerly operated the track. Mr. Stendell will be present to answer any questions, along with Mr. Chris Marrale, the applicant. CITY OF PALM DESERT DEPARTMENT OF COMMUNITY DEVELOPMENT STAFF REPORT REQUEST: Recommendation of approval to the City Council for a one-year lease agreement with Palm Desert RC Raceway / Chris Marrale for the use of a remote controlled car racetrack. Subject property is a vacant City owned parcel located on Painters Path to the rear of the Desert Crossings Shopping Center. SUBMITTED BY: Ryan Stendell, Senior Management Analyst APPLICANT: Palm Desert Raceway/Chris Marrale CASE NO: TUP 09-443 DATE: December 1, 2009 Recommendation That the Parks and Recreation Commission recommend approval to the City Council of a one-year lease agreement for the operation of a remote controlled (RC) racetrack on vacant City owned property. Background In October of 2002, the City Council authorized a lease agreement on the subject property with HobbyTown USA for the use of a RC car racetrack on the subject property. At the time, Hobbytown USA was occupying space within the Desert Crossings Shopping Center. Hobbytown USA operated an RC track on this property for several years until the business closed in 2008. City staff secured the site once the City was notified that HobbyTown USA was no longer in business. The previous operator left behind most of the equipment used to operate the business. Staff had no issues or complaints with regards to the track during the years of operation by HobbyTown USA. Discussion I Analysis Chris Marrale/Palm Desert RC Raceway has proposed to reopen the RC racetrack facility as it was during the operation of HobbyTown. Mr. Marrale has teamed up with Uncle Don's Hobby Shop of Palm Desert to form the team that will manage the facility, Staff Report Palm Desert RC Raceway December 1, 2009 Page 2 of 2 Based on staff's experience with the use of this property as an RC track, staff is proposing a similar arrangement as was given to HobbyTown USA. Proposed is a one- year temporary lease agreement with Palm Desert RC Raceway / Chris Marrale. This lease agreement was drafted by the City Attorney and includes all necessary insurance and hold harmless requirements. The one-year agreement will give staff time to evaluate the use and determine its long term viability. In addition, it will allow Palm Desert Raceway time to get up and running. Staff can revaluate this use after one year and determine whether a longer term lease could be considered. WHEREAS, Tenant operates and; B. WHEREAS, Landlord is the owner of a parcel of property("Premises"), described with particularity in Exhibit"A" attached hereto and incorporated herein by this reference; and C. WHEREAS, Tenant desires to lease from Landlord and Landlord desires to lease to Tenant the Premises on the terms and conditions set forth herein. AGREEMENT NOW, THEREFORE, in consideration of the mutual covenants and agreements contained herein and for other good and valuable consideration, the receipt and sufficiency of which are hereby acknowledged, the parties hereto agree as follows: 1. During the Term of this Lease and any extension thereof Tenant shall pay Landlord $1.00 per year as minimum yearly rent. 4. Utilities & Maintenance. 4.1 Provided by Landlord. Except as otherwise provided in this Lease, Tenant shall pay any and all expenses required and keep and maintain the Premises and every part thereof in and about the Premises in good order, condition and repair, normal wear and tear excepted. Tenant shall be responsible for general upkeep of the Premises and shall provide service therefore. Tenant shall also inspect and provide reasonable daily upkeep for the grounds of which the Premises are a part, to the extent that such areas are used by Tenant. 5. Taxes. 5.1 Landlord Taxes. Landlord shall have no responsibility for payment of any real property taxes and assessments levied and assessed against the land of which the Premises are a part. 5.2 Tenant Taxes. Tenant agrees to pay, before delinquent, all real and personal property taxes levied or assessed on Tenant's property located on the Premises, at Tenant's sole cost and expense, if any. 6. Insurance and Indemnification. 6.1 Landlord's Insurance. Landlord shall obtain and maintain, at Landlord's sole cost and expense, insurance in such coverages and in such amounts as Landlord determines, in Landlord's sole discretion. 6.2 Tenant's Insurance. Tenant shall obtain and maintain, at Tenant's sole cost and expense, broad-form comprehensive public liability insurance with limits of not less than One Million Dollars ($1,000,000) per person and$1,000,000 each occurrence, insuring any and all liability of Tenant with respect to the Premises, and property damage liability insurance with a limit of not less than $1,000,000 each accident or$2,000,000 combined single limit, and Tenant shall name Landlord as an additional insured, at Tenant's sole cost and expense. Each of the parties hereto hereby agrees to indemnify, defend, protect and hold harmless the other and any and all agents, employees and representatives of the other from and against all losses, liabilities, claims, damages costs and expenses, including without limitation, attorneys' fees, arising out of or in connection with its activities or the activities of its employees, agents and contractors, and this Lease. 7. Permitted Use. 7.1 Tenant shall use the Premises solely for the purposes of operating a remote controlled car race track. 8. Landlord's Right to Enter Premises. Landlord reserves, and shall at any and all times have, the right to enter the Premises upon reasonable notice to Tenant to inspect same, to submit the Premises to prospective tenants, to post notices of non-responsibility, and to repair the Premises. 9. Assignment and Subleasing. Tenant shall not assign, mortgage, or hypothecate this Lease in whole or in part, nor sublet all or any part of the Premises, without the prior written consent of Landlord in each instance, which consent may be withheld, reasonably or otherwise, in Landlord's sole and absolute discretion. 10. Termination. Either party hereto may terminate this Lease upon thirty (30) days' prior written notice to the other party. 11. No Waiver of Breach. No failure by either Landlord or Tenant to insist upon the strict performance by the other of any covenant, agreement, term or condition of this Lease or to exercise any right or remedy consequent upon a breach thereof, shall constitute a waiver of any such breach or of such covenant, agreement, terms, or condition. No waiver of any breach shall affect or alter this Lease, but each and every covenant, condition, agreement, and term of this Lease shall continue in full force and effect with respect to any other then existing or subsequent breach. Time is of the essence of this Lease, and of each provision. All notices and other communications hereunder shall be in writing and shall be delivered in person or sent by registered or certified mail, postage prepaid, commercial overnight courier (such as Express Mail,Federal Express, etc.) with written verification of receipt or by facsimile. A notice shall be deemed given: (a) when delivered by personal delivery(as evidenced by he receipt); (b) three (3) days after deposit in the mail if sent by registered or certified mail; (c) one (1)business day after having been sent by commercial overnight courier as evidenced by the written verification of receipt; or(d) on the date of confirmation if faxed. The subject headings of the sections and paragraphs of this Lease are included for purposes of convenience only and shall not affect the construction or interpretation of any of its provisions. Should either party commence any legal action or proceeding against the other based on this Lease, the prevailing party shall be entitled to an award of attorney's fees. 11.7 Counterparts. This Agreement may be executed in any one or more counterparts, and all so executed shall constitute one and the same instrument. 11.8 Governing Law. This Agreement shall be construed and governed by the laws of the State of California. The application was submitted on August 14, 2009. In November 2009, Mr. Kevin Swartz, Assistant Planner for the City of Palm Desert, was notified that the City received an "Honorable Mention." See attached informational update that Mr. Swartz submitted to the City Council. Mr. Bill Nesper, Director of Bicycle Friendly America Program, also supplied the City with feedback and recommendations for future submittals. Please see attached. Mr. Nestor mentioned that the City will find some significant measures that should be taken to improve the community's bicycle friendliness in addition to program and policy measures in each of the Five E's (Engineering, Education, Encouragement, Enforcement and Evaluation/Planning). He noted that the BFC application is broad and that no one right or wrong answer will put a community over the edge either way, rather it takes a breadth of programs across each category to make a truly Bicycle Friendly Community. Each question of the BFC application is designed to point the community to a good measure for improving cycling. The feedback document is intended to be utilized in conjunction with the BFC application as a roadmap to building a great community for cycling. Mr. Swartz will be scheduling a meeting of the BFC committee in the near future, in order to formulate an action plan to address the feedback and re-submit the application. Since the Parks and Recreation Commission serves as the oversight committee for the BFC, Staff is requesting that the Commission support the review of the feedback and development of an action plan in order to re-submit the application next year. Background On July 9, 2009, the City Council authorized staff to submit an application to the League of American Bicyclists to become a recognized Bicycle Friendly Community. The application is a comprehensive application that is designed to yield an overall picture of the community's work to promote bicycling through a detailed audit of the Five E's: engineering, education, encouragement, enforcement and evaluation efforts in the City. Representatives of Planning, Police, Public Works, Building and Safety, and Parks and Recreation, as well as the local League Cyclists, worked together to fill out the application. The application was submitted to the League of American Bicyclists on August 14, 2009. The League of American Bicyclists reviewed the application and determined that the City of Palm Desert should be recognized with an Honorable Mention. The League wants the City to be proud of this accomplishment, and indicates that a few additional improvements could earn the City a Bicycle Friendly Community award. The League will promote the City's Honorable Mention status on their website for one year. They will also gladly review an updated application next year, if the City chooses to resubmit. They will be sending specific feedback in a few weeks on what the City of Palm Desert can do to achieve the higher level of designation as a Bicycle Friendly Community. The Bicycle Friendly Community review committee was impressed with the potential and growing commitment to make Palm Desert a great place for bicyclists. The Honorable Mention given by the reviewers reflects their view that some of the key building blocks of creating a bicycle friendly community are in place but that significant measures remain to be done. Some of the highlights of the application included the expansion of the Midvalley Bike Path; bicycle safety articles in town newsletter; and reduced-speed, low trafficked roads and active cycling clubs providing for great riding opportunities. The BFC review team expects great things in the future given recent accomplishments and momentum. The two most important items reviewers felt your community should work on are: • Continue to increase Bike to Work Day events in the city. Consider hosting a Corporate Commuter Challenge. Record participation and set targeted growth rates each year. This is a great way to encourage others to commute by bike; distribute safety information and messaging; and document the effects of the city's other infrastructure and programs. Seek funding through the city's Transportation Demand Management budget, local corporate sponsors and buy- in through local Business Improvement Districts. The coordinator can oversee the implementation of the city's planned infrastructure as well as educational and encouragement efforts. • Increase the number of arterial streets that have wide shoulder or bike lanes, shared lane arrows and signed routes. Set annual targeted implementation goals until the bike network is complete. On-street improvements coupled with the expansion of the off-street system will continue to increase use and improve safety. These improvements will also increase the effectiveness of encouragement efforts by providing a broader range of facility choices for users of various abilities and comfort levels. • Ensure that new and improved facilities to accommodate bicyclists conform to current best practices and guidelines—such as the AASHTO Guide for the Development of Bicycle Facilities and CalTrans design guidebooks. • Continue to provide opportunities for ongoing professional training on accommodating bicyclists for engineering and planning staff. Consider a membership to the Association of Pedestrian and Bicycle Professionals www.apbp.org for city Bicycle and Pedestrian Staff. Training opportunities and the listsery provided by this organization are excellent resources. Education • Continue to get bicycling and motorist education messages added to routine local activities such as tax renewal, drivers licensing and testing, or inserts with utility bills. • Expand in-school bike safety curriculum to include all 6 Palm Desert schools. Consider expanding Bike/Walk to School Day, setting up a school system wide participation competition. • Continue to increase bicycling education opportunities for adults. Better utilizing Palm Desert's League Cycling Instructors will enable the community to expand cycling education, to be cycling ambassadors, to deliver education to motorists, provide cycling education to adults, and have an expert to assist in encouragement programs. Partner with local community centers, adult continuing education and/or safety programs provided through the University to host these trainings. Encouragement • Expand joint community bike ride with Palm Springs. Ensure routes of various lengths to encourage cyclists of all abilities to participate. Enlist the Mayor or other elected officials to get involved and join the ride. • Consider offering a 'Ciclovia' or 'Summer Streets' type event, closing off a major corridor to auto traffic and offering the space to cyclists, pedestrians and group exercise events. • Consider a bike fleet system for use by city staff to encourage bicycling for short trips during the day and to help reduce city owned auto fleet costs. Enforcement • Continue to ensure that police officers have knowledge regarding traffic law as it applies to bicyclists. Within the first week the contractor had removed the old structure and poured the footings for the three giant columns that will support the structure. The remaining structural components and sails will be installed during the final week of construction. The contractor anticipates completion by November 25, 2009. Staff will also be installing a minimal amount of colored lighting to the stage area for nighttime performances and safety. Attached are photographs of the construction in progress. Remember, the ribbon cutting for the renovated amphitheater will be held Friday, December 11, 2009. I was GENERAL MANAGER of the Desert Recreation District, something I have talked about since I started working here. 1 worked at the administrative office with Stan, where we went over paperwork and prepared for the board meeting we had later on that night. I read through countless papers and numbers throughout the day which were all dealing with our district's policies and city council meetings Mr. Ford attends. I see and understand now how much work is done in the background from our dedicated team members at the Administrative Office. Every person there has a hand in our success as a business, from the courtesy counter to the back offices. I learned as a team that our district has great opportunities for our guests and participants. Mr. Ford and I discussed many subjects pertaining to our work ethics and strategies that we all use at our centers and sites. We both agree we have pushed to new boundaries that many companies only wish they had in their repertoire. We provide a place where people can have fun and are welcomed, in the words of Mr. Ford himself, "We work hard, so our guests can PLAY."As I read through every paper, I saw heads popping in and out of the room to ask Mr. Ford questions regarding concerns on certain matters for our company. I realized that this job was tedious and needed great focus in order to accomplish the tasks at hand. Than I had my debut in the board meeting! The board was very open and accepting to the temporary change for the meeting. I sat in the General Manager's chair and waited for my cue,The Manager's Report. As I sat there listening to the topics and issues we had to discuss, I was anxiously waiting sitting, watching everyone's demeanor and professionalism. Finally I had my chance, I sat there and recited my notes I had wrote down throughout the day. It felt great to have every person's undivided attention to listen to what I had to say, and better yet to have their RESPECT as General Manager for the day. I gained so much from this day and THANK MR. FORD for the opportunity to work with him for the day. It's a day I will never forget and something I will keep in front of me. We were so disappointed the table tennis program was cut off last March regardless we had about 15 people signed a request to continue this program. We are much appreciated you and Brab had paid attention and put up your efforts to make the table tennis alive in the desert. The table tennis sport is not only an Olympic game, more importantly is a sport suitable for player as young as 6 year old to over eighty years old. It is not as easily get injury as regular tennis and other sports. This sport is convenient, inexpensive and eases to achieve, but involve with great deal of mental and physical exercises. It is a sports recommended by doctors for seniors. The benefits of this sport bring to the residents in the Coachella Valley will justify you have done a right thing for your residents as the majority senior population and the hot whether in the desert. On Tuesday, construction crews installed support posts for the new shade structure that will replaced the original weather-beaten arch structure. Construction had been scheduled to run through Dec. 10, but the contractor has told city officials to expect the work to be completed before the Thanksgiving holiday, said Jay Niemczak, parks facilities manager. In addition to the structural improvements, lights will be placed on the trees west of the stage and along the walkway in front of stage.
