ORAL COMMUNICATIONS 1 PARKS AND RECREATION COMMISSION PRELIMINARY MINUTES OCTOBER 06, 2020 None IV. CONSENT CALENDAR A. MINUTES OF THE REGULAR MEETING OF TUESDAY, SEPTEMBER 01, 2020 Rec: Approve as presented Upon a motion by Commissioner Housken, second by Vice Chair Guyer, carried by a 6-0-1 vote of the Commission, (AYES: Guyer, Dawson, Housken, Hardin, Kelly, Tanner; NOES: None; ABSENT: Murphy) the Consent Calendar was approved as presented. V. NEW BUSINESS NONE VI. CONTINUED BUSINESS A. APPROVE STAFF RECOMMENDATION FOR PLAQUE STYLE, LOCATION AND CEREMONY DATE DEDICATING PEDESTRIAN BRIDGE ON SAN PASCUAL IN CIVIC CENTER PARK IN HONOR OF LONG TIME RESIDENT, JOHN MARMAN Jennifer Nelson stated that the item was introduced to City Council and it was unanimously approved and it is ready to move forward. Ms. Nelson would like suggestions and feedback on the type of plaque style and possibly a future dedication, from the Commission. Ms. Nelson shared a PowerPoint with the group on different design styles as she has been working with staff and is trying to come up with the best place to install the plaque. Next thing is the type of signage and the material of the plaque itself. Staff would like to stay consistent with what's already in the park — a sample of the Dreamer Plaque or the Palm Desert Rotary Garden sample, which would be the best route to go. Ms. Nelson is hoping to get a response from the Commission, either to go with staff recommendation or the rock stone. Commissioner Hardin agrees that the flagstone would be consistent. Ryan Stendell commented that ball fields are a bit different, by in large majority of signs in parks is the flagstone. Commissioner Tanner thinks that it should say something that dedicates his part in Parks & Recreation. Commissioner Kelly thinks the dedication to the City of Palm Desert would be a great idea, to thank John Marman for everything he has done for the City. Commissioner Tanner reconfirmed he is not suggesting to leave out the City, rather include the Parks & Recreation Commission. Commissioner Housken would like to see something addressing the longevity of his time. 2 PARKS AND RECREATION COMMISSION PRELIMINARY MINUTES OCTOBER 06, 2020 Upon a motion by Vice Chair Guyer, second by Commissioner Tanner, carried by a 6-0-1 vote of the Commission, (AYES: Guyer, Dawson, Housken, Kelly, Hardin, Tanner; NOES: None; ABSENT: Murphy) the Commission moves to recommend use of flagstone and inscription for the John Marman plaque. VII. OLD BUSINESS NONE VIII. PRESENTATIONS AND UPDATES A. RANDY BYNDER, INTERIM CITY MANAGER The interim City Manager, Randy Bynder, introduced himself to the Commission. Mr. Bynder joined the City of Palm Desert about three weeks ago and is getting to know staff, review staff reports, and working his way to Commission meetings. He introduced his family's background; they live in Palm Desert since 1998, raised his daughter in Palm Desert who now resides in San Diego. Ms. Bynder is a meeting planner and an executive director for a non-profit environmental group. Mr. Bynder worked for an adjacent community in the Coachella Valley for 32-years. Started in 1986, 25-years in the Planning Department, starting as a Planning Technician, then Community Development Director, and last seven years as City Manager. Mr. Bynder is currently working with staff, trying to put a plan in place to reopen Development Services in a few weeks. B. PARK USE REPORT - Randy Chavez & Jennifer Nelson Randy Chavez stated the dog parks and parks are closing from Oct. 15 — Nov. 2 for over seeding and tree pruning all together to not inconvenience regular park patrons later on in the year. Homme/Adams is still available for use during these closures. C. PALM DESERT AQUATIC CENTER David Keyes stated that everything has been going well and they are at 93% capacity. The Youth Sports has been going well in the afternoon (5-days a week), along with the Palm Desert Swim Club and Scorpion Group, which is about 20-kids per hour. Water exercise will be returning, and the facility is now open 7-days a week with 7-hours and extended an hour each day for the weekend. D. Soon we will be offering the following: • Pickleball instruction • Line Dancing • Tennis • Doggie Disco classes • Swing and Salsa Workshops We were a polling place for voting October 31, November 1st, 2nd and 3rd,2020 We partnered with the County of Riverside to have Covid Testing in the gym November 12th and 13th 2020. We currently partner with Borrego Health to have the drive through Covid testing every other Tuesday. We partnered with FIND Food Bank and have a free food drive every Thursday from 1:30pm to 3:30pm. Portola Community Center Ed Rec Connect distance learning academic support has 13 participants and runs daily form 7:30am to 5:30pm Palm Desert Parks Palm Desert Youth Soccer Club and Desert United are both reserving field for conditioning, but no games are permitted at this time. Palm Desert Skate Park The skate park is now open with limited days and hours. Saturdays and Sundays 10:30am to 4:30pm and Mondays, Tuesdays and Fridays, from 3:00pm to 9:00pm. We are limiting guests to 10 and masks are required.
