Pursuant to Assembly Bill No. 361, the Parks and Recreation Commission
may be conducted via Teleconference/Virtual Meeting and there will be no in-
person public access to the meeting location.
Any person wishing to discuss any item not appearing on the agenda may address
the Parks and Recreation Commission via the Zoom session at this point by giving
his/her name and address for the record. Remarks shall be limited to a maximum of
three (3) minutes unless the Parks and Recreation Commission authorizes additional
time. Because the Brown Act does not allow the Parks and Recreation Commission
to take action on items not on the Agenda, members will not enter into discussion with
speakers but may briefly respond or instead refer the matter to staff for a report and
recommendation at a future Parks and Recreation Commission meeting.

IV. CONSENT CALENDAR
A. MINUTES of the Virtual Adjourned Parks and Recreation Commission meeting of
September 8, 2021.
Rec: Approve as presented.
Upon a motion by Commissioner Dawson, seconded by Commissioner
Murphy, and a 7-0 vote of the Parks and Recreation Commission, the minutes for
September 8, 2021, were approved as presented. (AYES: Guyer, Akkerman,
Dawson, Flint, Hardin, Murphy, and Perry; NOES: None; ABSENT: Henderson,
Tanner).

VI. NEW BUSINESS
A. REQUEST FOR CONSIDERATION of a recommendation to approve an
Amendment to Chapter 11.01.080 of the Palm Desert Municipal Code Relating to
the Improper Feeding of Wild or Domestic Birds in City Parks.
Management Analyst, Jennifer Nelson, acknowledged the staff report before the
Commission. Ms. Nelson reported there is an issue with an over population of
ducks and other fowl at the Civic Center Park. She requested the Commission
select one of the recommended options presented in the staff report, which they
believe will be the best method for staff to proceed with to work toward resolution
on this matter. Ms. Nelson invited comments and questions regarding this item.
Discussion ensued on this item with Commissioners providing comments and
concerns.
Upon a motion by Chair Guyer, seconded by Commissioner Hardin, and a
7-0 vote of the Parks and Recreation Commission, the request to approve a
recommendation to amend Chapter 11.01.080 of the Palm Desert Municipal Code
Relating to the Improper Feeding of Wild or Domestic Birds in City Parks
(Recommendation Option 1) was approved as presented. (AYES: Guyer,
Akkerman, Dawson, Flint, Hardin, Murphy, and Perry; NOES: None; ABSENT:
Henderson, Tanner).

VII. PRESENTATIONS AND UPDATES
A. PARK AMBASSADOR UPDATE REPORT
Commissioner Dawson provided an update on Civic Center Park. He
acknowledged his written report provided in the agenda packet. Commissioner
Dawson expressed it would be beneficial to add signage and a QR Code which
provides the story of the art sculptures, the Monarch Butterfly Garden, and
other items within the Civic Center Park. Commissioner Perry commented it
may also be of benefit to add verbiage to the signage which states no climbing
on the sculptures.
Commissioner Akkerman provided an update on Cahuilla Park. He
acknowledged his written report provided in the agenda packet.
Commissioner Akkerman shared during his visit to the park he noticed a
concern with the bike rack and reported it on the City's In Touch app and within
approximately two hours he received an update that the issue was resolved.
He was very complimentary to staff's response time. Commissioner Akkerman
inquired about the graded parking lot adjacent to the park and suggested a sign
be added letting patrons know this is a permitted overflow parking area for the
park.
Commissioner Murphy provided an update on Ironwood Park. He
acknowledged his written report provided in the agenda packet. Commissioner
Murphy reported he spoke with numerous patrons in the park and discovered
most of them were unaware of the various trails available in the park. He
suggested installing a sign which alerts patrons there are trails available for
them to take advantage of.
B. PARK USE REPORT
Management Analyst, Jennifer Nelson, reported the dog parks have been closed
for the month of October for annual reseeding. Ms. Nelson also shared the City's
Concerts in the Park series will be at the Civic Center Park, Thursday evenings
at 6 p.m. for the month of October. Ms. Nelson stated she has had several dog
owners inquire about the possibility of a temporary dog park being created to
help alleviate the inconvenience of the dog park closures in October for
reseeding. Ms. Nelson informed there are still a few community garden plots
available for anyone who may be interested.
Landscape Supervisor, Randy Chavez, reported the new LED lights for the
volleyball courts at the Civic Center Park have been successfully installed.
Chair Guyer opened discussion on the possibility of a temporary dog park during
the reseeding season. Discussion ensued on this item with Commissioners
providing options, comments, and concerns. Management Analyst, Jennifer
Nelson, advised the Commission the item would be placed on a future agenda
for further discussion.

C. PALM DESERT AQUATIC CENTER
Palm Desert Aquatic Center Manger, David Keyes, provided an update on PDAC
services, staffing, and programs. Mr. Keyes stated items they have been waiting
for which have been on backorder are starting to arrive and has allow them to
repair equipment. PDAC will be closed the first week of November to allow for
access to a large filter and to replace the socks which will help with the clarity of
the water. Holiday hours will be posted, as well as notice of the upcoming closure.
A radio ad will be going out to promote hiring at PDAC. Mr. Keyes stated PDAC
has been very busy.
D. FAMILY YMCA OF THE DESERT
CEO of Family YMCA of the Desert, Paula Simonds, reported restrictions which
limited the number of students in the aftercare programs have been relaxed and
all their aftercare programs in the City are at or close to max capacity and have
waiting lists. They have restarted several of their programs and registration is
underway for their Basketball program. The Gardens on El Paseo with be hosting
a fundraising opportunity, Gather at the Gardens, for the YMCA on October 30,
2021, from 2 p.m. to 6 p.m.
E. DESERT RECREATION DISTRICT
Community Services Coordinator, Brenda Nutcher, provided an update on DRD
services, programs, and recreation. Ms. Nutcher reported the DRD has been
busy and all their classes are full. They are getting ready for the Senior Games
and will be hosting a holiday Jackets and Blankets Gift Drive.
F. FRIENDS OF THE DESERT MOUNTAINS
Executive Director, Tammy Martin, stated there have been a lot of hikers. Ms.
Martin reminded the Commission Carrizo Canyon and Dead Indian Canyon have
reopened from October 1, 2021 to December 31, 2021. Ms. Martin informed the
second gate is tentatively scheduled to be installed mid-October. The Visitor
Center remains closed at this time, however, they hope to open back up early
November. Ms. Martin noted there have been staffing issues for the Visitor
Center, so when they reopen it will be Friday, Saturday, and Sunday. Barriers
have been installed on Hwy 74, off Pine View Road to help protect the land and
allow it to return to its natural state. Ms. Martin noted this is in response to an
incident with the biking community in which they removed plants and disrupted
private, protected land to build bike ramps. She stated she is available to speak
with anyone in the community who may have questions or comments about the
new barriers.
G. PALM DESERT LIBRARY
Riverside County Libraries Zone Manager, Susan Duran, provided an update on
the Palm Desert Library. Ms. Duran shared there were 6,322 patrons and ten
volunteers who volunteered a total of 381 hours for the month of September.
They conducted interviews for Young Adult Services and selected an internal

candidate who will start on October 18, 2021. They have pulled their postings for
Branch Manager and Librarian 2 positions as they have not gotten the right
candidates and anticipate reposting these positions tentatively in December or
January. Their programs have been going well and have had good participation.
The library had 106 patrons take advantage of the cooling center. They are
working on additional programming including Sunday Sounds, Knitting, Crafting,
and potentially a Speaker Series. They are also looking at returning the Chef
Table Series.
VIII. COMMISSIONER, COUNCIL-LIAISON, AND STAFF COMMENTS
Chair Guyer stated he would like to discuss the funding streams for the development
of parks and the maintenance of the parks. Chair Guyer stated this information would
be beneficial for the new Commissioners and would also let the Commission know
how much funding is available. He requested staff put together an informational report
for the Commission regarding how parks are developed and how they are maintained
financially. Chair Guyer also noted he would like to discuss the North Sphere as there
is land set aside for parks and in his experience it has been easier to develop the park
prior to development of the land.
Principal Planner, Rosie Lua, advised the Commission staff has begun discussion on
the park designated for the North Sphere. This month should reveal more information
regarding this park and potential amenities. Planning staff will provide an update on
this item at a future meeting. Ms. Lua shared recently approved residential
entitlements as well as a quick update on DSRT Surf. Ms. Lua reported the developers
for DSRT Surf recently submitted a request for an amendment including a reduction
to the originally approved 350 hotel rooms to approximately 92 rooms and an increase
with their residential uses including single-family homes and attached products. The
site plan has changed some, however, the architecture has not changed. It is
anticipated DSRT Surf will go before the Planning Commission late October, early
November and to City Council in December.
Commissioner Murphy inquired about the possibility of having in-person meetings.
Management Analyst, Jennifer Nelson, advised the Commission staff is working on
this and waiting for further direction from City Council and the City Manager.
Commissioner Flint advised she is on the Art in Public Places Commission (AIPP) and
has advised AIPP of the request for installation of a new sculpture in Freedom Park.
AIPP will be meeting next week and will discuss this item.
Management Analyst, Jennifer Nelson, reminded the Commission about the San
Pablo and CV Link Grand Opening event scheduled for October 23, 2021 and the
upcoming Paint El Paseo Pink event scheduled for Saturday, October 9, 2021.

Palm Desert Skate Park . ,
Desert Recreation District is responsible for selling the
memberships and staffing the skate park. The attendants make
sure the following rules are being followed.
• All participants must have a signed waiver
• All participants must have a current skate park card. Day -
passes are issued if the center is not opened, but a waiver is
completed before they skate.
• Elbow pads, knee pads and helmets are required.
• The park is free from trash and debris. .
The skate park is open daily following DSUSD School Calendar '.
School breaks and holidays open daily 8:00 a.m. to 9:00 p.m. 10
Monday through Friday 2:00 p.m. to 9:00 p.m.
Saturdays and Sundays open daily 8:00 a.m. to 9:00 p.m.

The Golf Center at Palm Desert went through a small renovation this summer.
We removed one lake and relocated the 9th hole, giving us another practice
area for our First Tee Students. Due to this project, we were able to keep our
golf course open while we overseeded our driving range. The entire property is
now completely open and is in fantastic condition!

Programming Notes:
o Fall Session has a whopping 42 classes and close to 400 participants!
Classes will run from October 11-December 18 (No classes Thanksgiving
Week). Please check out social media (Facebook, Instagram, Twitter) to
see all the pictures of our kids smiling faces!
o Open Practice: Additional practice days/times at for active participants
in the First Tee - Coachella Valley Life Skills Program.We have designated
practice spots on the driving range for participants at each program
location and golf coaches available to assist with instruction. These
additional practice sessions are picking up in popularity and parents are
seeing the value of additional days of practice for their participants.
o A Monthly Class started Thursday, October 21 from 9:30 a.m. - 11:30 a.m.
with Rancho Mirage High School Special Needs FLS (Functional Life Skills)
Class of 13 students. The next class will be held on December 2, 2021, and
we hope to continue this partnership through the spring.
o Sunnylands Volunteering Opportunity for 3 participants: Three Eagle
level participants will be volunteering at Sunnylands as recreation
assistants for retreats held from November through April. Along with
playing golf with dignitaries from around the world, our students will learn
the social and conversational skills to speak with leaders and gain a once
in a lifetime experience.
o Evans Scholar Program at The Quarry: 3 First Tee Participants are under
consideration for two (2) caddie jobs at The Quarry. The goal will be for
these caddies to accomplish 80-90 loops before their Senior Year in high

school to make them eligible for the Evans Scholarship. A full-ride
scholarship for caddies nationwide. This is an exciting opportunity as
most Southern California Youth have not been eligible in past years
because the role of the caddie has been a coveted position for adults at
high end clubs. More information on this exciting trailblazing program to
come!
o Caroline Wales and Trinity Hernandez have received ACE level
certification status and are the #2 and #3 participants at our chapter to
accomplish the pinnacle of success in our network! We will be presenting
them with the Ace Certificate of Completion over the Thanksgiving Break,
and we will post letters of congratulations on social media.
Public Relations/Communication/Events:
PAST
o San Pablo CV Link Event: On Saturday October 23, 2021 a celebration was
held for the completion of the San Pablo streetscape improvements and
the completion of a major CV Link milestone in our community, the City
of Palm Desert hosted a San Pablo Grand Opening and Street Party.
Coach Jay and Coach Kyle met with close to 50 families to spread the
word about First Tee - Coachella Valley!
o Halloween Themed Party at PGATSS: Members of First Tee - Coachella
Valley family had an amazing time on Saturday, October 30, as the PGA
Tour Superstore in Palm Desert Halloween Party. Ben& Jerry's at the River
donated Ice Cream for 100 participants. Pizza and prizes were donated
by the PGA Tour Superstore in addition to presenting the chapter with the
yearly donation of $15,000! Thank you to all the Board Members who
joined the event!

o IndiGO Stadium Shoot Out to benefit FTCV: The Coachella Valley's top
club pros battled it out for a $1,000 cash prize in a one-hole challenge
competition on the Stadium Course at PGA West. The proceeds of the
ticket sales for this event benefit First Tee - Coachella Valley. We have
been promised over $3,000 in proceeds for the event. The Shoot Out will
air on Sunday, November 21 at 6:30 p.m. on KESQ. Thank you to Mohab
Suliman and Jerry Upham for organizing this first of its kind event!
o Youth putting qualifier: First Tee - Coachella Valley hosted Qualifier #9 of
the 2021 Youth Putting Championship on Saturday, November 20, at The
Golf Center at Palm Desert. The top two finishers (plus ties) advanced to
the Youth Putting Championship on Sunday, November 28, at Coto de
Caza Golf and Racquet Club in south Orange County.
o Family Fall Festival at SilverRock: The Festival was held on Sunday
November 21, 2021. Outreach Coordinator Jay Gilstrap set up a fun and
engaging activity for kids over 200 kids!
o Giving Tuesday: The Tuesday after Thanksgiving (November 30), Board
Member Channing Benjamin promoted Giving Tuesday, a national
philanthropy day to his 40,000 lnstagram and Facebook followers.
FUTURE
o Inaugural Golf-A-Thon: The 30-day fundraising competition leading up
to our first-ever Golf-A-Thon to benefit First Tee - Coachella Valley
began on November 8. Families and supporters of Team Captains are
encouraged to spectate on Sunday, December 5 at The Golf Center at
Palm Desert as they cheer on their team. Each team captain has pledged
to play a pledged number of golf holes in the fund-raising campaign.

o Holiday Charity Drive and Parade of Trees: presented by Goldenvoice and
created by the Marker Broadcasting Group. Raffle ticket sales will take

online. One lucky winner will win the entire list of gifts under the First Tee
"Tree" including a 3-day pass to Coachella and a 3-day pass to
Stagecoach. The raffle tickets are priced at $25 each and 3 tickets for
$50.
o Farm to Table Dinner: December 11th from 5:00 p.m.-9:00 p.m. at The Golf
Center at Palm Desert, the Indian Wells Certified Farmers Market will host
a Farm to Table, 5 course dinner, music, games, and a small farmers
market! Tickets are on sale and are limited to the first 150 guests. The
night will benefit First Tee - Coachella Valley as patrons will be asked to
donate to the chapter.
o FTCV Family Holiday Picnic:will be on Sunday, December 19 from 11:00 a.m.
to 1:00p.m. at The Golf Center at Palm Desert. All Participants, Board
Members, Volunteers, and families have been invited! There will be fun
games, prizes, and end of the year awards! Ben & Jerry's at The River will
be sponsoring Ice Cream for this event!
o Hailey Hays was selected to attend the First Tee Innovators Forum
October 8-11 in San Jose, Calif. The forum challenged teens to develop a
meaningful service project at their chapter. Hailey chose to expand First
Tee programs at Middle Schools throughout the valley! Her service
project is to plan a fundraiser at Shots in the Night at IWGR on February
17th to benefit FTCV.

Joe Mann Path
I checked Joe Mann Park a couple days ago and found most
everything looking good. The one exception is the Board of
Remembrance which still looks bad and desperately needs
repair. Also, the roses could use some fertilizer TLC, they look sad.
a) The grass looks greener than ever, it's beautiful.
b) The big hedge is nicely trimmed.
c) Both the courts look good both basketball and volleyball.
d) People were eating and enjoying the picnic tables.
e) The restrooms looked clean.
f) The dog park looked good. People were inside with their dogs
in both the big and small areas.
g) The playground looked clean and nice.
h) The parking lot looped fine.

Park Ambassador Report

Freedom Park
• I visited Freedom Park on several separate occasions
this month. First, and most notable, is that the park is
used much more in the fall than in the summer.
• On my last report we had just had a severe wind event
that left many fallen trees and branches in the park.
• As of late, I can tell you that the park has been
extremely clean and there is no debris and there are no
broken or fallen trees.
• Very few children use the play areas. The dog park is
heavily used. Many people walk their dogs throughout
the park.
• Landscaping is at a premium and I found no unkept
lawn areas.
• The men's restroom was messy and smelly on one
occasion.
• The baseball field and soccer fields do not have lights at
night and are very dark.
• The basketball area is very well lit indeed. I believe it is
one of the most popular areas in the park day and
night.
• This concludes my report.
