The seating area at Palma Village Park was designed for a piece of art work that was
never approved for installation. Staff would like to receive recommendations from the

Subject: Community Center Update
On Thursday, June 19, 2008, the City of Palm Desert City Council held a follow up
strategic planning retreat to review the progress of the five identified goals that were
labeled a priority in January 2008. There are five goals that the City Council identified as
being a priority for the City in the next three years. Following is one goal:
➢ Complete an indoor recreation center with a pool
Attached is a copy of the updated target components of the goal. Staff is currently
working towards Objective No. 1: Develop and present to City Council for action specific
criteria, alternative sites, associated costs for each site and financial resources needed
to develop a multipurpose recreation center with a pool.
Attached is a copy of the Informal Request for Proposal requesting proposals for Master
Plan Services for the Palm Desert Community Center. Proposals must be submitted by
4:00 p.m. on June 27, 2008. Staff is seeking a consultant who will be able to provide the
following services and information:
1) Program Development: Review and confirm existing recommendations (center
components, program areas, etc.)
2) Site Analysis: Review existing documents and recommended site conditions.
3) Master Planning: Present two options for locating the community/aquatic center.
The master plan will include a parking analysis, circulation diagram, building
location, utilities and services.
4) Conceptual Plan and Building Massing: Develop plans and massing studies.
5) Final Master Plan Presentation of one scheme.

6) Submittal Inclusions:
• Firm name, address and phone number.

comparable projects.
• Listing of completed projects comparable to this project (at least three).

The consultant who is selected to prepare the master plan will also assist Staff with
Objective No. 2: Present to the City Council for action a site for the multipurpose
recreation center with a pool. This is listed in No. 5 of the proposal (above).
Members of the committee and other stakeholders will be involved in the process once
the consultant is hired.

Subject: Dog Park Improvements
Throughout the year, Parks Staff has made improvements to the dog parks in response
to user requests. Changes that have been made are as follows:
1) Added rock aprons around the concrete shade areas. Adding an apron of rock
reduces the wear around the busy seating area, and eliminates the mud puddles
that occur after turf irrigation has been completed. Attached are pictures showing
the shade area in the small dog park at the Civic Center Park.
2) Added containers of sand to fill holes that the digging dogs create.
3) Parks Staff installed a final misting system at the only shade area in the dog park
not equipped with one.
4) Staff has increased the frequency of pressure washing at the dog park. In the
past, the dog parks were pressure washed once a week. The new schedule
requires the parks to be washed three times a week.

Subject: Palma Village Park Picnic Tables
The original picnic tables installed at Palma Village Park were made of a recycled
plastic material molded to look like wood. The recycled material is somewhat brittle and
breaks when a large amount of weight is placed on it. Parks Staff removed the plastic
tables and replaced them with plastic coated metal tables. This type of table stands up
to the constant use and weather conditions in the desert.
Attached are pictures of the plastic type of table and the replacement table.

Subject: University Parks
Hover Development, the builders of the University Parks, has requested that Parks Staff
perform a preliminary punch list to identify deficiencies that need to be corrected before
the City accepts the parks as complete.
During the week of June 23, 2008, Staff will identify deficiencies and forward these to
Hover Development for correction. The preliminary punch list is being performed as a
courtesy to Hover Development, and does not represent the formal walk through that
will be required prior to the City accepting the parks.
Attached are pictures of the University Parks progress to date.

Subject: Park Inspections
Attached is the summary of park inspections from the past few months. Please be sure
to continue your inspections even though we will not be meeting again until the second
meeting in August (August 19, 2008). I am attaching a copy of Commission inspection
assignments for your convenience. Please note that if you are assigned to the
University Parks, you receive a month of rest, until further notice. The City does not yet
maintain these parks.
At the last Commission meeting, Commissioner Dash noted that it might be useful to
make suggestions and recommendations while completing park inspections, in addition
to just noting deficiencies. Staff agrees that this would be a very useful tool, and has
revised the "Inspector Checklist" to include a space for suggestions and
recommendations. The "Action" form has also been revised so that you may include
both items needing correction and any recommendations you might have. Both revised
forms are attached.
