ADJOURNMENT With Commission concurrence, Chair Buller adjourned the meeting at 3:57 p.m. M0i4A.d tv Gai' Le ' Melinda Gonzalez, Recording Secretary 4 STAFF REPORT PALM DESERT HOUSING AUTHORITY HOUSING DEPARTMENT MEETING DATE: June 10, 2021 PREPARED BY: Jessica Gonzales, Senior Management Analyst REQUEST: Authorize RPM Company to Enter into a Month to Month Lease Renewal Agreement with WASH Multifamily Laundry Systems, LLC, to Provide Continued Laundry Services at the Housing Authority Properties Recommendation By Minute Motion, that the Authority Board, 1) Authorize RPM Company to enter into a month to month lease renewal agreement for a period of twelve (12) months with Wash Multifamily Laundry Systems, LLC, in order to continue providing laundry services to the Housing Authority properties, more commonly known as, California Villas, Candlewood, Carlos Ortega Villas, Catalina Gardens, Desert Pointe, Laguna Palms, La Rocca Villas, Las Serenas, Neighbors, One Quail Place, Palm Village, Pueblos, Santa Rosa and Taos Palms. Housing Commission Recommendation The Housing Commission will review this recommendation at its regular meeting of June 2, 2021. Upon request, a verbal report will be provided at the Authority's regular meeting of June 10, 2021. Strategic Plan This request does not apply to a specific strategic plan goal. Background Analysis RPM Company is authorized to enter into agreements as necessary to provide certain services to the Housing Authority properties. RPM Company requested a proposal for renewal options from WASH to continue providing laundry services at California Villas, Candlewood, Carlos Ortega Villas, Catalina Gardens, Desert Pointe, Laguna Palms, La Rocca Villas, Las Serenas, Neighbors, One Quail Place, Palm Village, Pueblos, Santa Rosa and Taos Palms. WASH provided two (2) renewal options and RPM is recommending option No. 2, until further negotiations can made and agreed to with WASH. The recommended renewal lease agreement option provides a month to month term for a period of twelve (12) months, maintains the current cost of $1.25 for wash and $0.75 for dryer, with no new installations of washing machines or dryers. The Authority property will receive 90% of the monies after the per machine, per month rate, which varies between $19.35 and $26.10, depending on the property. June 10, 2021 — STAFF REPORT Housing Authority —Authorize RPM to enter into Lease Agreement with WASH Page 2 of 2 Due to numerous incidents of vandalism that have occurred at the properties, RPM requested proposals to include pay stations to eliminate cash in laundry rooms and an opportunity for new machines. With the fluctuation of income generated by each of the Authority properties, the income percentage split changes drastically. In order to arrive at terms that will maintain the current cost to residents, consistent income percentage for the Authority properties, and installation of the pay stations; RPM is recommending a month to month lease renewal until such terms can be reached or a formal solicitation can be made with other interested laundry service providers. Based on no increase in the current wash and dry prices, staff recommends authorizing RPM Company to enter into a month to month lease renewal agreement for laundry services, as described above with WASH, for a period of twelve (12) months. Fiscal Analysis The fiscal impact to the Authority will be the same lease costs for the contractual services. LEGAL REVIEW DEPT.
