Mrs. Gonzales provided introduction to City staff member Eric Ceja, Deputy Director
of Development Services who is currently acting as Interim Director of Development
Services and Doug Lothes, who is a temporary employee assisting the Housing
Division.

Rec: Approve as presented.
Upon a motion by Commissioner Mireles, second by Commissioner Morrison,
and a 6-0 vote of the Housing Commission the Consent Calendar was approved
as presented (AYES: Ault, Buller, Ballard, Guinaw, Mireles, and Morrison; NOES:
None; ABSENT: None).
V. ACTION ITEMS
A. REQUEST FOR CONSIDERATION of a recommendation to authorize the award
of Contract No. HA40980 to Best Contracting Services, Inc. for Taos Palms and
Desert Pointe Roof Rehabilitation, and authorize the use of Garland/DBS, Inc., for
the purchase of Roof Materials and Supplies.
Chair Buller introduced the item before the Commission. Senior Management
Analyst, Jessica Gonzales, introduced Senior Project Manager, Randy Bowman,
who provided a presentation on the item.
Mr. Bowman acknowledged the staff report before the Commission for the Roof
Rehabilitation project for Palm Desert Housing Authority (PDHA) properties, Taos
Palms and Desert Pointe Apartments. The scope of the project includes roof
rehabilitation for all four apartment buildings at Taos Palms and all four apartment
buildings including an equipment/pool room at Desert Pointe. A bid solicitation was
conducted for the project which yielded seven responsive proposals with the
lowest bid provided by Best Contracting Services. Therefore, staff recommended
an award of contract to Best Contracting Services and Garland for the purchase of
materials and supplies for the project.
In response to inquiry by Commissioner Mireles, Mr. Bowman advised Best
Contracting Services is currently the contractor for the One Quail Place and
Candlewood Apartments roof rehabilitation project, and to date have produced
satisfactory work. Mrs. Gonzales added in the last five years, Best Contracting
Services has worked with the PDHA on other projects and has performed
satisfactorily. Mrs. Gonzales also reported the total cost of the project, including
materials and labor will be $996,421 dollars. Commissioner Guinaw complimented
staff for their use of the Omnia Partners Co-op for materials, observing the removal
of material costs and soliciting for labor cost alone, allows for equity throughout the
bidding process.

Chair Buller inquired about the length of time between the identification of the need
for this project and the contract award. Mrs. Gonzales explained the initial
assessment was completed in 2016 and some time was taken to review the
assessment and prioritize the needs of the portfolio. Additionally, time was taken
to identify the most beneficial process in which to proceed forward with the needed
projects, including whether the Housing Authority would proceed with the bid in its
entirety or if the Housing Authority would procure materials for projects using
established government co-ops as seen in the current bid being presented. The
use of a government co-op for materials would help eliminate disparities
associated with the cost of materials and inconsistencies with the materials
proposed by the various vendors for the bid. Once bidding process was confirmed,
bids were solicited in order of the prioritized needs in the portfolio. Two projects
were prioritized higher than the Taos Palms and Desert Pointe project, so those
were solicited for and awarded first, bringing us to the current request for award of
contract for these two properties. In response to inquiry by Chair Buller, Mrs.
Gonzales explained once a contract is awarded by the Housing Authority it is
anticipated the project will commence within thirty to sixty days. The time is
dependent on the completion of ancillary items related to the contact with the
vendor including, but not limited to, signatures on the agreement, receipt of
required insurance coverage and bonding.
Upon a motion by Commissioner Ballard, second by Commissioner Mireles,
and a 6-0 vote of the Housing Commission the request for a recommendation to
authorize the Award of Contract to Best Contracting Services, Inc. for Taos Palms
and Desert Pointe Roof Rehabilitation, and to Garland/DBS, Inc., for the purchase
of Roof Materials and Supplies was approved as presented (AYES: Ault, Buller,
Ballard, Guinaw, Mireles, and Morrison; NOES: None; ABSENT: None).
B. REQUEST FOR CONSIDERATION of a recommendation to authorize the use of
The Sherwin-Williams Company for Purchase of Paint and Paint Related Materials
and Supplies for the Palm Desert Housing Authority Properties for FY 2021/2022.
Senior Management Analyst, Jessica Gonzales, presented the item. Mrs.
Gonzales stated the current request is to assist with Authority properties daily
operations. This annual request for Sherwin Williams is to help provide Authority
properties with an option that allows materials and supplies to be obtained
expeditiously and efficiently through the use of the government cooperative
National Cooperative Purchasing Alliance (NCPA). The amount set forth allows
the properties to access materials and supplies as needed for all Authority
properties with preference given to the local Palm Desert Sherwin Williams to
obtain the materials. Pricing for the materials is in compliance with the contracted
amount established in the NCPA agreement, however, should a price for a material
or supply be lower than the contracted rate, there is a clause which allows for the
Authority to take advantage of the lower price.
Commissioner Morrison observed the Commission approved the Sherwin Williams
contract last year and asked if the Authority's actual purchases resulted in an
amount less then what was approved. In response, Mrs. Gonzales clarified the
approval for this vendor is done on a fiscal year calendar and reported the total

amount of expenditures from July 1, 2020 to current date is approximately$30,000
dollars. RPM Vice President, Teresa Vakili, added the Commission previously
approved a contract amount of$100,000 dollars and the requested amount for the
current contract been decreased to $75,000 dollars based on the current fiscal
years' expenditures to date.
Upon a motion by Commissioner Ault, second by Commissioner Morrison, and
a 6-0 vote of the Housing Commission the request for a recommendation to
authorize the use of The Sherwin-Williams Company for Purchase of Paint and
Paint Related Materials and Supplies for FY 2021/2022 was approved as
presented (AYES: Ault, Buller, Ballard, Guinaw, Mireles, and Morrison; NOES:
None; ABSENT: None).
VI. REPORTS AND REMARKS
A. Commissioners Reports and Remarks
Commission Mireles requested a letter from the Housing Commission be provided
to former Director of Community Development, Ryan Stendell, thanking him for his
service on the Commission. Mrs. Gonzales stated a draft of the requested letter
would be provided to Commissioners at the May Housing Commission meeting.
B. Commission Reports
Chair Buller moved on to the next agenda item, the summary of City Council and
Housing Authority Actions. Senior Management Analyst, Jessica Gonzales,
advised the Commission there were no reportable actions from the City Council
and Housing Authority since the last commission meeting. Mrs. Gonzales
proceeded to the next item stating as recommended by the Housing Commission
to the Outside Agencies Funding Committee, a letter of appreciation for the Jewish
Family Service of the Desert, has been sent to the organization and a copy of the
letter was provided in the agenda packet.
C. RPM Company Monthly Reports for January 2021
RPM Company Vice President, Teresa Vakili, acknowledged the RPM reports
provided to commissioners for the month of January 2021. Ms. Vakili reported
currently the occupancy rate is at 99% for Authority properties. She reported in the
month of January 2021 RPM staff contacted 460 individuals and added 228
individuals on the interest waitlist. Ms. Vakili further reported RPM staff completed
82 re-certifications in the reporting month. From January 2021 to the current date
there have been 42 move-ins and 33 move-outs for the Authority properties
collectively.
Ms. Vakili acknowledged the Housing Authority Properties Projects report for the
months of February 2021 and March 2021. She reported 301 service requests

were completed during the month of February 2021. Ms. Vakili reported that
currently, the roof rehabilitation project for fifteen buildings at One Quail Place is
underway and the contractor has started on the four buildings at Candlewood
Apartments, adding so far the project has been running smoothly.

MEETING DATE: May 13, 2021

REQUEST: Streamline the use of named vendors for the Palm Desert Housing
Authority ("Authority") by granting an exception to the bidding
requirements and approving the Authority Vendor List.
Recommendation
By Minute Motion, that the Authority Board,
1) Grant an exception to the bidding requirements, as provided for by Section
3.30.160(K) of the Palm Desert Municipal Code; and
2) Approve the Authority Vendor List pursuant to Section 3.30.160(K) for purposes
of providing recurring, routine contractual services, including maintenance work,
and materials, supplies, and equipment effective July 1, 2021, not to exceed
$25,000 or as noted on the vendor list, for each named vendor per property (in
a 12 month period).
Housing Commission Recommendation
The Housing Commission will review this recommendation at its regular meeting of May
5, 2021. Upon request, a verbal report will be provided at the Authority's regular
meeting of May 13, 2021.
Strategic Plan
This request does not apply to a specific strategic plan goal.
Executive Summary
By authorizing the use of the attached updated vendor list for the Authority properties
("Properties"), the Authority's staff and contracted management company will be able to
utilize the vendors for services and supplies expeditiously and efficiently for the
Authority's fifteen (15) properties. The list is updated and amended as needed to ensure
quality, availability, compliance with California Labor Code Section 1720, et seq., and
1770, et seq., as well as California Code of Regulations, Title 8, Section 16000, et seq.,
("Prevailing Wage Laws"), and competitive pricing as prescribed by the Palm Desert
Municipal Code policies and procedures for the procurement of materials, supplies,
equipment and contractual services. Whenever possible, local vendors will be used for
the desired supplies and services.

The approval of the Authority list will simplify the process to purchase and acquire the
services needed especially during emergency events, release of units, required routine
and recurring repairs, and where time is of the essence.
Background Analysis
The Authority owns and operates fifteen (15) properties that includes approximately
1,100 residential rental units. Pursuant to Section 3.30.160(K) of the Municipal Code,
the Authority may create an open vendor list for the purposes of obtaining routine and
recurring contractual services, including maintenance work, and materials, supplies, and
equipment by obtaining competitive pricing in the best interests of the Authority and City
from each vendor and establishing a threshold for each vendor, at the recommendation
of the Executive Director/City Manager and approval by the Authority Board.
By creating the attached list, vendors may be utilized by staff and the contracted
management company in order to provide routine, recurring contractual services,
including maintenance work, and materials, supplies, and equipment to each of the
fifteen (15) properties. The contracted management company has a responsibility to
obtain the best prices and throughout the year obtains quotes on varying items
depending on the type of supply, service or maintenance to be completed. Generally,
more than one vendor has been listed to ensure availability and competitive pricing.
Quotes are requested of local vendors, as well as outside the area, to ensure
competitive pricing. This list does not preclude any vendor or service provider from
providing pricing for their services during the time the list is active. Fifty-two percent
(52%) of the listed vendors are local in the Coachella Valley, twelve percent (12%) of
the listed vendors are outside the Coachella Valley but within Riverside County and
remainder thirty-six percent (36%) are outside of Riverside County. Whenever possible,
local vendors are used for the desired supplies and services.
On April 21, 2021, a notice inviting interested vendors was posted soliciting submittal of
qualifying information to be included on the list. The attached list has been revised and
supersedes all previous vendor lists and amendments.
Vendors on the approved open vendor list will be utilized at any one property in an
amount not to exceed $25,000 or as noted on the vendor list, per property, per fiscal
year. Otherwise, procurement of services and/or supplies provided by one vendor at
any one property will follow the standard procedure for procurement pursuant to the
Palm Desert Municipal Code.
Staff will request changes to the list from time to time as is necessary to ensure quality,
reliability, competitive pricing and availability of contractual services, including
maintenance work, and materials, supplies, and equipment providers. Staff requests
approval of this request to facilitate the continued routine, recurring maintenance of the
the Authority properties.

Fiscal Analysis
There is no direct fiscal impact with the approval of the request with the exception of the
cost for the contractual services and/or materials, supplies, and equipment.
Nonetheless, without having a vendor list established, there is a potential for loss of
revenue due to the timing constraints associated with scheduling routine maintenance
items from vendors who have not previously provided pricing.

REQUEST: Authorize the use of Lowe's Home Centers, Inc., Home Depot
U.S.A., Inc., and HD Supply Facilities Maintenance for Purchase of

Authority ("Authority") Properties for FY 2021/2022.
Recommendation
By Minute Motion, that the Authority Board,
1) Authorize the use of Lowe's Home Centers, Inc., Contract No.
for the purchase of materials, supplies and appliances pursuant to Section
3.30.160(L) and 3.30.160(E) of the Palm Desert Municipal Code, for FY
2021/2022 in an amount not to exceed $220,000 (includes approximately
$115,000 for the purchase of appliances and approximately $105,000 for
materials and supplies); and
2) Authorize the use of Home Depot U.S.A., Inc. Contract No.
for the purchase of materials and supplies pursuant to Section 3.30.160(L)
and 3.30.160(E) of the Palm Desert Municipal Code, for FY 2021/2022 in
an amount not to exceed $45,000; and
3) Authorize the use of HD Supply Facilities Maintenance, Contract
No. for the purchase of materials and supplies pursuant to
Section 3.30.160(L) and 3.30.160(E) of the Palm Desert Municipal Code,
for FY 2021/2022 in an amount not to exceed $210,000; and
4) Authorize the disposal and recycling of inefficient, damaged, obsolete and
non-functioning appliances as appropriate in accordance with EPA
standards and declare as surplus at the time of removal from the
properties.
Monies have been included in the FY 2021/2022 proposed Palm Desert Housing
Authority's operating budget, in the appropriate Authority account.
Housing Commission Recommendation
The Housing Commission will review this recommendation at its regular meeting of May
5, 2021. Upon request, a verbal report will be provided at the Authority's regular
meeting of May 13, 2021.

Executive Summary
Each fiscal year the Authority replaces inefficient, damaged, obsolete or non-functioning
appliances and materials throughout all Authority owned residential rental properties
from several different suppliers ("Vendors"). The Authority would like to use Lowe's
Home Centers, Inc. ("Lowe's"), Home Depot U.S.A., Inc. ("Home Depot") and HD
Supply Facilities Maintenance ("HD") as vendors through a government purchasing
cooperative contract for the purchase of materials, supplies and appliances for the
Authority owned residential rental properties ("Properties") for FY 2021/2022.
Staff is requesting authorization to use the named vendors to facilitate the continued
routine, recurring maintenance at the Properties for the purchase of materials, supplies
and appliances as follows: $220,000 for Lowe's, $45,000 for Home Depot, and
$210,000 for HD.
Background Analysis
The Authority owns and operates approximately 1,100 residential rental units. Annually
the Authority purchases varying materials, supplies and appliances for the Authority
owned residential rental properties from local vendors. To assist the Authority's
contracted Management Company, RPM Company, to purchase routine and recurring
items from these vendors expeditiously and efficiently, the Authority would like to use
Lowe's, Home Depot and HD as vendors during the 2021/2022 fiscal year through a
government purchasing cooperative contract, "Omnia Partners," which includes the
Region 4 Education Service Center, National IPA and U.S. Communities.
The named vendors have been utilized by RPM for the purchase of varying items such
as cabinets, countertops, garbage disposals, light fixtures, paint, building materials,
some flooring, A/C compressors, plumbing supplies, plumbing parts (toilet seats,
stoppers, faucet spouts, etc.), hardware, bathroom fixtures (toilets, sinks, vanities,
medicine cabinets), janitorial supplies (gloves, vacuum bags, cleaners, etc.), light bulbs,
thermostat controls, A/C filters, general building items, hand held general purpose tools,
varying appliances (including but not limited to refrigerators with freezer, microwaves,
freestanding ranges, range hoods, dishwashers and other appliance accessories), and
any other necessary miscellaneous maintenance, repair and operating supplies.
Under the provisions set forth in the City of Palm Desert Municipal Code, Section
3.30.160(L), the Authority may obtain routine and recurring services, supplies, and
maintenance by adopting a procedure approved by the Executive Director/City
Manager. The materials, supplies and appliances solicited from the named vendors
have been accepted as purchases for continued routine and recurring maintenance.
Further, the provisions of the City of Palm Desert Municipal Code Section 3.30.160(E),
allows the Authority to participate as a government entity with Omnia Partners under

their cooperative pricing for purchases through the named vendors. The named vendors
have confirmed they will provide, to the Authority, as a participating entity, Omnia
Partners contract terms, products, product warranty, services and pricing. Any
increases in the pricing of materials, supplies and appliances will be pursuant to the
terms and prices of the government purchasing cooperative contract.
The procurement of appliances from the named vendors includes delivery and
whenever appropriate, the removal and recycling of old appliances. The condition of the
appliances to be hauled away may range from non-functioning to non-efficient or
obsolete to repair. Staff is requesting authorization to dispose of or recycle all
appliances removed from the Properties in accordance with Environmental Protection
Agency (EPA) standards for responsible appliance disposal at the appropriate recycling
centers. Any appliances not eligible to be dispose of or recycled as part of the purchase
of a new appliance through the named vendors, the Authority will dispose of or recycle
in accordance with EPA standards. Such disposed of or recycled inefficient, damaged,
obsolete and non-functioning appliances are hereby declared as surplus at the time
they are removed from the Properties.
When possible, supplies are procured from the local Palm Desert location for the
desired supplies and services.
Staff recommends approval of this request to facilitate the continued routine, recurring
maintenance at the Properties for the fiscal year 2021/2022.
Fiscal Analysis
Approval of staff's recommendation would result in an amount not to exceed for the
named vendors to facilitate the continued routine, recurring maintenance at the
Properties for the purchase of materials, supplies and appliances as follows: $220,000
for Lowe's, $45,000 for Home Depot, and $210,000 for HD.

REQUEST: Authorize the use of Lowe's Home Centers, Inc., Home Depot
U.S.A., Inc., and HD Supply Facilities Maintenance for Purchase of

Authority ("Authority") Properties for FY 2021/2022.
Recommendation
By Minute Motion, that the Authority Board,
1) Authorize the use of Lowe's Home Centers, Inc., Contract No.
for the purchase of materials, supplies and appliances pursuant to Section
3.30.160(L) and 3.30.160(E) of the Palm Desert Municipal Code, for FY
2021/2022 in an amount not to exceed $220,000 (includes approximately
$115,000 for the purchase of appliances and approximately $105,000 for
materials and supplies); and
2) Authorize the use of Home Depot U.S.A., Inc. Contract No.
for the purchase of materials and supplies pursuant to Section 3.30.160(L)
and 3.30.160(E) of the Palm Desert Municipal Code, for FY 2021/2022 in
an amount not to exceed $45,000; and
3) Authorize the use of HD Supply Facilities Maintenance, Contract
No. for the purchase of materials and supplies pursuant to
Section 3.30.160(L) and 3.30.160(E) of the Palm Desert Municipal Code,
for FY 2021/2022 in an amount not to exceed $210,000; and
4) Authorize the disposal and recycling of inefficient, damaged, obsolete and
non-functioning appliances as appropriate in accordance with EPA
standards and declare as surplus at the time of removal from the
properties.
Monies have been included in the FY 2021/2022 proposed Palm Desert Housing
Authority's operating budget, in the appropriate Authority account.
Housing Commission Recommendation
The Housing Commission will review this recommendation at its regular meeting of May
5, 2021. Upon request, a verbal report will be provided at the Authority's regular
meeting of May 13, 2021.

Executive Summary
Each fiscal year the Authority replaces inefficient, damaged, obsolete or non-functioning
appliances and materials throughout all Authority owned residential rental properties
from several different suppliers ("Vendors"). The Authority would like to use Lowe's
Home Centers, Inc. ("Lowe's"), Home Depot U.S.A., Inc. ("Home Depot") and HD
Supply Facilities Maintenance ("HD") as vendors through a government purchasing
cooperative contract for the purchase of materials, supplies and appliances for the
Authority owned residential rental properties ("Properties") for FY 2021/2022.
Staff is requesting authorization to use the named vendors to facilitate the continued
routine, recurring maintenance at the Properties for the purchase of materials, supplies
and appliances as follows: $220,000 for Lowe's, $45,000 for Home Depot, and
$210,000 for HD.
Background Analysis
The Authority owns and operates approximately 1,100 residential rental units. Annually
the Authority purchases varying materials, supplies and appliances for the Authority
owned residential rental properties from local vendors. To assist the Authority's
contracted Management Company, RPM Company, to purchase routine and recurring
items from these vendors expeditiously and efficiently, the Authority would like to use
Lowe's, Home Depot and HD as vendors during the 2021/2022 fiscal year through a
government purchasing cooperative contract, "Omnia Partners," which includes the
Region 4 Education Service Center, National IPA and U.S. Communities.
The named vendors have been utilized by RPM for the purchase of varying items such
as cabinets, countertops, garbage disposals, light fixtures, paint, building materials,
some flooring, A/C compressors, plumbing supplies, plumbing parts (toilet seats,
stoppers, faucet spouts, etc.), hardware, bathroom fixtures (toilets, sinks, vanities,
medicine cabinets), janitorial supplies (gloves, vacuum bags, cleaners, etc.), light bulbs,
thermostat controls, A/C filters, general building items, hand held general purpose tools,
varying appliances (including but not limited to refrigerators with freezer, microwaves,
freestanding ranges, range hoods, dishwashers and other appliance accessories), and
any other necessary miscellaneous maintenance, repair and operating supplies.
Staff is requesting authorization to use the named vendors for the purchase of
materials, supplies and appliances as follows: $220,000 for Lowe's, $45,000 for Home
Depot, and $210,000 for HD. The not to exceed amounts established and being
requested for each respective vendor is based on actual expenditures purchased in the
previous fiscal year. With Lowes and HD established at higher amounts for the twelve
(12) month period due to the nature of purchases from these two vendors, specifically
appliances and more industry specific items for apartments.

Under the provisions set forth in the City of Palm Desert Municipal Code, Section
3.30.160(L), the Authority may obtain routine and recurring services, supplies, and
maintenance by adopting a procedure approved by the Executive Director/City
Manager. The materials, supplies and appliances solicited from the named vendors
have been accepted as purchases for continued routine and recurring maintenance.
Further, the provisions of the City of Palm Desert Municipal Code Section 3.30.160(E),
allows the Authority to participate as a government entity with Omnia Partners under
their cooperative pricing for purchases through the named vendors. The named vendors
have confirmed they will provide, to the Authority, as a participating entity, Omnia
Partners contract terms, products, product warranty, services and pricing. Any
increases in the pricing of materials, supplies and appliances will be pursuant to the
terms and prices of the government purchasing cooperative contract.
The procurement of appliances from the named vendors includes delivery and
whenever appropriate, the removal and recycling of old appliances. The condition of the
appliances to be hauled away may range from non-functioning to non-efficient or
obsolete to repair. Staff is requesting authorization to dispose of or recycle all
appliances removed from the Properties in accordance with Environmental Protection
Agency (EPA) standards for responsible appliance disposal at the appropriate recycling
centers. Any appliances not eligible to be dispose of or recycled as part of the purchase
of a new appliance through the named vendors, the Authority will dispose of or recycle
in accordance with EPA standards. Such disposed of or recycled inefficient, damaged,
obsolete and non-functioning appliances are hereby declared as surplus at the time
they are removed from the Properties.
When possible, supplies are procured from the local Palm Desert location for the
desired supplies and services.
Staff recommends approval of this request to facilitate the continued routine, recurring
maintenance at the Properties for the fiscal year 2021/2022.
