begin in February at intersections and on the Traffic Operations Center installation in Public Works in February. Scope: Multi-phased, regional traffic signal synchronization project including ITS infrastructure at signals and fiber optic interconnect installation including 9 roadways in Palm Desert. Scope: Construction of a new interchange at Portola Avenue and I-10. Total Project Budget: $114,000,000 + Project Expenses: $651,014.27 expended by City prior to County of Riverside assuming lead role for project development. Funding Source: City retains $5,000,000 in Fund 213, Measure A for local share of project. Project Status: Design: 95% Construction: 0% In August of 2014, the City requested that Caltrans turn over the role of Lead Agency to the County of Riverside. The City will be participating in a cost share of the project, as well as participation on the Project Team. The plans are currently at 90%. The project is currently on hold as additional, necessary funding is identified. Schedule: On hold pending identification of a Funding Source for unfunded project cost. Scope: The proposed project will implement an improved pedestrian crosswalk at the intersection of Haystack Road at Highway 74, which will include modification of the existing traffic signal, sidewalks and wheelchair ramps, roadway markings and signage. Due to continued utility relocation delays, the project team plans to implement a two-phase paving plan in the West Lot to provide a better drivable and walkable surface as we continue to work with the utilities. Paving is scheduled in the West Lot for February 23-24 with temporary striping. The final layer will be placed once all underground work is completed. CVWD will continue their work at San Luis Rey followed by work on Larkspur. Staff is coordinating with CVWD to determine if their schedule can be expedited. SCE continues relocations in the West Lot to be completed before paving. Scope: Reconstruction of the President’s Plaza East and West parking lot located between Larkspur Lane and Portola Avenue. Project includes extensive utility relocations. Scope: Reconstruct approximately 1,100 feet of roadway from San Marcos Avenue to Alley east of Monterey Avenue. City staff will next develop the bid package. Scope: The proposed project will implement a northbound right turn lane at the intersection of Monterey Avenue and Fred Waring Drive. Improvement will consist of modifications to pavement markings, signage, traffic signal equipment, and signal re-timing. NV5 has submitted the draft update of the UUMP for staff review. 830-15 (Tamarisk UUD)– The easement documents have been received by the City and the proponent is contacting the affected property owners. Staff will set up appointments to have the easement documents to be signed and notarized by the property owners. Scope: 880-17 - NV5 will update the Master Plan (MP). The City will pursue a consultant to assist with informing residents of the opportunities to underground power lines in neighborhoods throughout the City. 830-15 The Tamarisk Utility Undergrounding District is set up to eliminate overhead lines and power poles for 101 houses in a neighborhood in South Palm Desert. Subcommittee convened and a series of community meetings have ensued. Subcommittee is finalizing details on two options and plans a discussion with City Council at a study session in March 2022. Scope: • Define the area limits and what treatments, roadway closure methods, and design approach is proposed along El Paseo and to the north. • Provide a design that is welcoming, inviting, and enjoyable for a variety of users. • Provide a design that allows the Plaza to be at the same height as the existing curb face. • Propose a method for cooling and shading inclusive of mist systems, water features, shade trees, and shade structures. • Propose a method to support future events (water, electrical, other sanitation needs). • Develop a landscape plan for decorative landscape. • Provide a method for nighttime use and lighting. • Provide a selection of aesthetically pleasing furnishings. • Work with an artist to provide other art enhancements to the Plaza area. • Provide additional concepts and design principles based on experience. Staff will meet with contractor on 2/11 to discuss updated schedule, materials, etc. Council seating is being fabricated. Staff plans to hold the Pre-con meeting in February. Scope: The project consists of ADA improvements to the chamber and restrooms, security improvements, new seating and flooring, and related work. Project Status Report 20 Project No. 777-14: Civic Center Photovoltaic Repair Updates Since Last Report: The PUC did not approve the proposed decision as expected at the January 27 meeting. It is anticipated that the decision related to NEM 3.0 will be delayed a few months. Staff is working with BB&K and NV5 to review the PPA from Forefront Power. BB&K is reviewing the legal aspects and NV5 is reviewing the technical aspects. Scope: The project consists of evaluating existing city facilities for upgrades or new solar panels, and implementation of options to be approved by the City Council. Total Project Budget: $250,000 Project Expenses: $0 Funding Source: Building Maintenance Fund Project Status: Forefront power has completed an evaluation of the City’s usage and has proposed PV improvements at three locations. Staff is drafting the RFP to be reviewed by Hurdzan once the contract is executed. Staff anticipates the RFP will be posted in February. Scope: Various maintenance and replacement projects at Desert Willow Golf Resort (DWGR). Was the apparent low bidder. The contract will be presented for award 2/10/22. Scope: Annual maintenance program to clean storm drain lines, catch basins and under sidewalk drains, and the installation of debris catching retrofit unit through the City to comply with the NPDES permit. Staff provided feedback and is expecting a revised draft on February 8. Looking ahead, the consultant and city traffic team will be: Completing the report recommending improvements to 50 intersections; Continuing to support CVAG with the construction of CV Sync Phase 1, and the continued development of plans and specifications for Phase 2; Updating signal timing and coordination on Country Club Drive; Reviewing the intersection of Dinah Shore Drive and Monterey Avenue for improvement – the intersection is the City’s second-highest ranking location for accident volume; Conducting an Engineering & Traffic Survey of Park View Drive, San Pablo Avenue and Magnesia Falls Drive to establish a legal speed limit following completion of the CV Link and San Pablo Phase 2 projects; Assisting with further enhancements of CV Link. Scope: Study, design and construction of capacity and operational improvements at intersections citywide. The project team is still accepting public input on Engage Palm Desert. To date, we have had 353 visitors to the project page and 41 people have registered for project updates. We have had the most participation on the “Ideas” widget with 9 entries for bike and ped environment. MBI submitted the Draft Gap Analysis Memo and is currently finalizing the Memo per City comments and determining priority projects. Scope: Preliminary engineering, design and construction of bikeway and pedestrian improvements to fill gaps on connectivity citywide.
