NOTICE OF STUDY SESSION
OF THE
PALM DESERT CITY COUNCIL
NOTICE IS HEREBY GIVEN that the Palm Desert City Council will convene for a
Study Session on Thursday, March 10, 2022, at 2:00 p.m. – a Virtual Meeting.
Said Study Session will be to review a design proposal for Lupine Plaza. Resulting
recommendations will be considered at an upcoming Regular City Council Meeting.

NOTE: Pursuant to Assembly Bill 361, this meeting may be conducted by
teleconference and there will be no in-person public access to the meeting
location.

Subject: Lupine Plaza Study Session, March 10, 2022
On June 10, 2021, the City Council directed staff to release a Request for Proposals
(RFP) to seek design firms that could facilitate the creation of a permanent public plaza
located at Lupine Lane and El Paseo. On September 30, 2021, the City Council approved
a professional services agreement with MIG, Inc. for design services and public outreach
related to the project. MIG and City staff have worked with the design team to conduct
outreach to the following groups:
• 2 Community engagement meetings, one on-site and one virtual
• 3 Lupine Plaza Subcommittee consisting of the following appointees
o 2 City Council members
o 1 representative each from the Architectural Review Commission, Planning
Commission, Cultural Affairs Committee, Parks and Recreation
Commission, and the El Paseo Parking and Business Improvement District
o 1 representative from El Paseo Square
• 1 Key Stakeholder group meeting including representatives from neighboring
businesses and properties
• 1 meeting each with a representative from adjacent properties/businesses CODA
Gallery, El Paseo Square, and the Coble Building
• Meetings with key City, Police, and Fire representatives
• Presentations to the Parks and Recreation Commission and Cultural Affairs
Committee
• Biweekly meetings between MIG and the City staff Lupine Plaza Project Manager
Through these meetings, MIG compiled information that was used to create the final
design proposal that is the subject of the March 10, 2022, City Council Study Session.
After the City Council Study Session, MIG will use the City Council’s input to create a final
design proposal inclusive of a proposed budget. This final proposal is tentatively
scheduled to be presented to the City Council at its regularly scheduled meeting on April
14, 2022.
