Because the Brown Act does not allow the Architectural Review Commission to take action on items not on the Agenda, members will not enter into discussion with speakers but may briefly respond or instead refer the matter to staff for a report and recommendation at a future Architectural Review Commission meeting. PRELIMINARY MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 26, 2022 2 Upon a motion by Commissioner Latkovic, seconded by Vice Chair Lambell, and a 4-0-1 vote of the Architectural Review Commission, the minutes for April 12, 2022, were approved as presented. (AYES: Lambell, Latkovic, McAuliffe, and Vuksic; NOES: None; ABSTAIN: Van Vliet; ABSENT: McIntosh). V. A. FINAL DRAWINGS 1. CASE NO: SARC 22-0003 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a canvas color change for five (5) existing awnings for T-Mobile. APPLICANT AND ADDRESS: AKC Permit, Lake Elsinore, CA LOCATION: 73495 Highway 111, Suite 1 ZONE: D.O. Associate Planner, Nick Melloni, presented the item. The presentation was turned over to the applicant and their representative, Chris Kelly, with AKC Permit, who answered questions from the Commission. Discussion ensued with commissioners providing comments and concerns on the item. It should be noted, during discussion Commissioner Vuksic excused himself briefly, however, a quorum remained with four commissioners still present. Planning Manager, Rosie Lua, invited comments from the public, to which there were none. Upon a motion by Commissioner Vuksic, seconded by Commissioner McAuliffe, and a 4-1 vote of the Architectural Review Commission, Case No. SARC22-0003 was approved subject to the following: 1) Awning fabric should be resistant to wear and sun damage and include a condition of maintenance to the awning with regular cleaning to maintain a like-new appearance; and 2) Project revisions will be reviewed by staff and return to the ARC should there be any conditions of approval which cannot be resolved with Applicant. CASE NO: MISC 22-0008 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a request for a height exception for a new 4,917-square-foot single-family residence with a roof height of up to 17’-8”. PRELIMINARY MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 26, 2022 3 APPLICANT AND ADDRESS: Mark Temple Construction Inc., Palm Springs CA LOCATION: 49425 JFK Trail ZONE: R-1, 20000 Associate Planner, Nick Melloni, presented the item. The presentation was turned over to the applicant and their architect, Bob Tyler, who answered questions from the Commission. Discussion ensued with commissioners providing comments and concerns on the item. Upon a motion by Chair Van Vliet, seconded by Commissioner McAuliffe, and a 5-0 vote of the Architectural Review Commission, Case No. MISC22- 0008 was approved as presented. (AYES: Lambell, Latkovic, McAuliffe, Van Vliet and Vuksic; NOES: None; ABSENT: McIntosh). 3. CASE NO: MISC 22-0009 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a request for a new front entry façade modification and minor addition to the Palm Desert Community Center located within the Civic Center Park. APPLICANT AND ADDRESS: Desert Recreation District, Indio, CA LOCATION: 43900 San Pablo Avenue ZONE: P Planning Manager, Rosie Lua, presented the item. The presentation was turned over to the applicant and their project manager, Tamika Watts, with Holt Architects, who provided a more detailed presentation on the proposed project and answered questions from the Commission. Discussion ensued with commissioners providing comments and concerns on the item. Planning Manager, Rosie Lua, invited comments from the public, to which there were none. Upon a motion by Vice Chair Lambell, seconded by Commissioner Vuksic, and a 5-0 vote of the Architectural Review Commission, Case No. MISC22- 0009 was continued subject to the following: 1) Explore other options for design concepts, consider use of materials in a different arrangement; 2) Items to consider include but are not limited to, revisit color palette to ensure new colors being introduced are harmonious with the existing color palette, a change in plane between stone veneer columns and roof overhang, an increase in the depth between the roof overhang and stone veneer parapets, and on the north elevation, extend the proposed roof overhang to overlap the existing building to provide integration between the new and existing structures; and 3) Special attention should be given to corner details of stone veneer application to ensure pattern remains natural looking. (AYES: Lambell, Latkovic, McAuliffe, Van Vliet, and Vuksic; NOES: None; ABSENT: McIntosh). PRELIMINARY MINUTES ARCHITECTURAL REVIEW COMMISSION APRIL 26, 2022 4 B. PRELIMINARY PLANS None C. COMMENTS Commissioner Vuksic provided an update on the Cultural Arts Committee (CAC) and shared a picture of a proposed mural for the McCallum Theater, noting it was not well received by the CAC. Planning Manager, Rosie Lua, advised the Commission the Lupine Plaza project was approved by the City Council and will be moving forward. Ms. Lua reminded commissioners they could view the proposed schematics for this project on the City’s website, Engage Palm Desert. In response to inquiry by Commissioner McAuliffe regarding Avenida Palm Desert, Associate Planner, Kevin Swartz, advised a design concept has been worked out and the applicant, Avenida Palm Desert, is currently working on obtaining the building plans for the design to submit for approval. It is anticipated the screening will be installed late May 2022. Vice Chair Lambell stated she was advised there were single-family affordable homes being built in the City and inquired as to whether the architecture for these homes will be reviewed by Architectural Review Commission (ARC). Staff advised these homes would be subject to the regular staff review process, which does not include ARC review, as the plans submitted are within development guidelines and do not require an exception. VII. ADJOURNMENT With Architectural Review Commission concurrence, Chair Van Vliet adjourned the meeting at 2:08 p.m. Rosie Lua, Secretary Melinda Gonzalez, Recording Secretary CITY OF PALM DESERT DEVELOPMENT SERVICES DEPARTMENT ARCHITECTURAL REVIEW COMMISSION MEMORANDUM To: Honorable Chair and Members of the Commission From: Kevin Swartz, Associate Planner Date: May 10, 2022 Subject: PP/CUP 20-0003, DDA and TPM 38023 – Consideration for approval of the final construction documents for the Chandi mixed-use project located at 73515 Fred Waring Drive. BACKGROUND On May 27, 2021, the City Council approved Resolution No. 2021-28 approving Case Nos. PP/CUP 20-0003 and TPM 38023 to construct a three-story mixed-use building. The development of the project is approved on 1.54 acres of undeveloped land and is designed with two access driveways. • Santa Rosa Way – Full ingress and egress (right turn in/right turn out and left turn in/left turn out). • Fred Waring Drive – Right turn in and right turn out. • San Pablo – No direct vehicle access The project includes approximately 16,500 square feet of commercial space on the ground floor. Additionally, the project includes 60 residential apartment units which are located on the second and third floors, with 30 units allocated to each floor. The unit mix is between one and three bedrooms with a balcony for all units. PROJECT SUMMARY The Architectural Review Commission (ARC) held three separate meetings on July 14, September 22, and November 10, 2020, to review the proposed project. On November 10, 2020, the ARC granted preliminary approval of the project architecture and landscape plans by a 4-0 vote with Commissioners Levine, McIntosh, and Schmid absent. The ARC supported the land use, architectural style, and building massing. The Commission stated the design and materials were well thought out and requested the applicant ensure the construction documents match the proposed elevations. The Commission recommended a condition that the parapets on taller forms are returned far enough to create a well- proportioned three-dimensional form and that the Commission review the final construction documents. PP/CUP 20-0003 and TPM 38023 – Chandi Mixed-Use Project Page 2 of 2 May 10, 2022 On May 24, 2021, the applicant submitted the construction documents to the Building and Safety Division for review. The city’s outside consultant and planning staff have reviewed the construction documents four separate times and issued a final approval on April 27, 2022. Before permits will be issued, the ARC must approve the final construction documents. STAFF RECOMMENDATION At the May 10, 2022, ARC meeting, the project architect will provide a presentation illustrating the construction documents are consistent with the conceptual renderings and the ARC’s comments have been implemented. Staff recommends that the ARC approves the final construction drawings as presented. CITY OF PALM DESERT DEVELOPMENT SERVICES DEPARTMENT ARCHITECTURAL REVIEW COMMISSION MEMORANDUM To: Honorable Chair and Members of the Commission From: Nick Melloni, Associate Planner Date: May 10, 2022 Subject: PP 22-0005 - Preliminary review and discussion to provide architectural comments on a proposed 53,378 square-foot personal storage facility located at the northwest corner of Dick Kelly Drive and Dinah Shore Drive. PROJECT SUMMARY The project applicant, Scott A. Mommer Consulting, submitted a Precise Plan application on April 7, 2022. The project is a request to construct a new personal storage facility. The applicant’s project submittal was reviewed by the Planning Division and deemed incomplete. Planning staff is presenting the project for discussion purposes only and no formal action is required by the Architectural Review Commission (ARC) at this time. Staff is seeking feedback and direction on the proposed architecture and landscape design. ARC comments should be incorporated into a revised submittal to the Planning Division. The item will be presented at a future meeting for ARC review. The project site is a vacant 1.87-acre area comprised of three contiguous lots located at the northwest corner of Dick Kelly Drive and Dinah Shore Drive. The site is zoned Service Industrial (SI), which allows the development of personal storage facilities subject to the approval of a Precise Plan application. Existing surrounding uses include a single-family residential tract to the south and light-industrial buildings to the north. The project proposes to construct a 53,378 square-foot, single-story, personal storage building. The site plan is shown on sheet A-1 of the plan set. The building will have frontages facing Spyder Circle, Dinah Shore Drive, and Dick Kelly. Building elevations are presented on Sheet A-2 through A-3. The architecture is contemporary and characterized by a flat roof with varying parapet heights, colored stuccos, stone veneer designed to mimic the appearance of wood, and metal canopy awnings. STAFF RECOMMENDATION No formal action is required by the ARC as this item is being presented for discussion only.
