ORAL COMMUNICATIONS Principal Planner, Rosie Lua, read aloud oral communications advising the public of their opportunity to speak on items not on the agenda at this time in the meeting. No public comments were provided. IV. APPROVAL OF MINUTES A. MINUTES of the Architectural Review Commission meeting of February 8, 2022. Rec: Approve as presented. MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 2022 Upon a motion by Vice Chair Lambell, seconded by Commissioner Latkovic, and a 6-0 vote of the Architectural Review Commission, the minutes for February 8, 2022, were approved as presented. (AYES: Lambell, Latkovic, McAuliffe, McIntosh, Van Vliet and Vuksic; NOES: None; ABSENT: None). V. A. FINAL DRAWINGS 1. CASE NO: SARC 22-0002 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a request to install a new awning with signage on a commercial storefront for Everything But Water located at 73425 El Paseo, Suite 112. APPLICANT AND ADDRESS: Jeanine Willson, Valley Glen, CA LOCATION: 73425 El Paseo, Suite 112 ZONE: D.O. Associate Planner, Nick Melloni, presented the item. The request is to install a new awning with signage for Everything But Water, located on El Paseo next to Sundance. Mr. Melloni turned the presentation over to the applicant, Jeanine Willson. Discussion on the item ensued with Commissioners providing comments and concerns for the project. Upon a motion by Commissioner McIntosh, seconded by Chair Van Vliet, and a 6-0 vote of the Architectural Review Commission, Case No. SARC 22- 0002, was continued subject to the following: 1) Awning should be Sunbrella fabric or a comparable material approved by staff; and 2) Resubmit a revised design with consideration to placement and proportion of the awning and hardware to the facade/glazing. (AYES: Lambell, Latkovic, McAuliffe, McIntosh, Vuksic, and Van Vliet; NOES: None; ABSENT: None) 2. CASE NO: MISC 22-0005 NATURE OF PROJECT/APPROVAL SOUGHT: Consideration for approval to construct a new 9,418 square -foot clubhouse building for Stone Eagle Development. APPLICANT AND ADDRESS: Steven Platt —Habitat Design, Palm Desert, CA 92260 LOCATION: 72500 Stone Eagle Drive ZONE: HPR MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 2022 Associate Planner, Kevin Swartz, presented the item. Mr. Swartz advised in 2002 the City Council approved Resolution No. 02-137 approving a Tentative Tract Map, Precise Plan, General Plan Amendment, Change of Zone, and a Final Environmental Impact Report (EIR) for 61 residential units, an 18-hole golf course, and a 15,000 square -foot clubhouse. Stone Eagle did not build the originally approved clubhouse and is proposing to demo the temporary clubhouse and build a permanent one. Mr. Swartz turned the presentation over to the applicant and their architect, Steven Platt, with Habitat Design, who answered questions from the Commission and provided additional details on the proposed clubhouse. Discussion on the item ensued with Commissioners providing comments and concerns for the project. Principal Planner, Rosie Lua, invited comments from the public, to which there were none. Upon a motion by Commissioner Vuksic, seconded by Commissioner Latkovic, and a 6-0 vote of the Architectural Review Commission, Case No. MISC 22-0005, was approved subject to the following: 1) Revise rocks on rendering to show an accurate depiction of what is being proposed; 2) Applicant should be mindful of transitions between different materials which are engaged, with particular attention to the engagement of the roof and parapets; 3) Provide accurate dimensions for proposed tile detail. (AYES: Lambell, Latkovic, McAuliffe, McIntosh, Vuksic, and Van Vliet; NOES: None; ABSENT: None) B. PRELIMINARY PLANS None C. MISCELLANEOUS ITEMS None VI. COMMENTS Vice Chair Lambell requested an update on the Chandi project, located on San Pablo and Fred Waring Drive. Associate Planner, Kevin Swartz, stated a couple of weeks ago they resubmitted their plans to the building department addressing second round comments. Staff is still working with their engineer team on a complete submittal for engineering documents. Vice Chair Lambell inquired about Avenida, Palm Desert. Mr. Swartz reported they submitted elevations for review last week. Comments have been provided by Commissioner McAuliffe and staff is awaiting Commissioner Vuksic's comments. Staff will conduct a meeting with the subcommittee, Commissioners Vuksic and McAuliffe, to go over the submittal. Commissioner McIntosh inquired as to how staff confirms the ARC's condition of approvals are being adhered to. In response, Mr. Swartz explained Planning staff reviews the final construction drawings to ensure these items have been addressed, 3 MINUTES ARCHITECTURAL REVIEW COMMISSION FEBRUARY 22, 2022 however, Planning relies on the Building inspectors to confirm these conditions out in the field. Planning does complete a final review in the end stages of the development process. Principal Planner, Rosie Lua, further explained that currently, Planning is scheduled for one review as part of the permitting process. An inspector is assigned to confirm compliance with these conditions, although, at times, structural safety and life -threatening conditions are the focus. Discussions have been had and will continue to assess and potentially modify this process to ensure conditions are being met. Commissioner McIntosh asserted the ARC spends a significant amount of time developing these conditions and felt it was unfortunate to have them not implemented. Commissioner Latkovic asked about the number of housing and/or dwelling units potentially being developed in the next few years as he has heard there could be an upwards of 2,000 to 3,100 units developed. Ms. Lua confirmed the City could potentially have this many units developed as the City's Regional Housing Needs Allocation (RHNA) is within the given range. Since December 2021 there are approximately 400 units from applications that are currently being reviewed for entitlements, all of which are all multi -family. If development interest continues as it has for these first few months there may be potential for over 1,000 or more units by the end of the year. Ms. Lua provided an update on the Cultural Arts Committee. The artist registry will be revamped with a new website platform which is more interactive. This will also make it easier to connect developers with artists, encouraging the installation of art pieces for their project instead of paying the in -lieu fee. Ms. Lua further reported the Committee has recommended staff prepare a report which includes the proposed San Pablo Public Art Development Plan, to be placed on the City Council agenda for adoption. This plan will include a site map which identifies the location of all the art pieces on San Pablo. Commissioner Vuksic added the Arts in Public Places documentary series is gearing up for the season. VII.
