public comments were provided.

APRIL 26, 2022
Upon a motion by Commissioner Latkovic, seconded by Vice Chair Lambell,
and a 4-0-1 vote of the Architectural Review Commission, the minutes for April
12, 2022, were approved as presented. (AYES: Lambell, Latkovic, McAuliffe, and
Vuksic; NOES: None; ABSTAIN: Van Vliet; ABSENT: McIntosh).

A. FINAL DRAWINGS
1. CASE NO: SARC 22-0003
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a
canvas color change for five (5) existing awnings for T-Mobile.
APPLICANT AND ADDRESS: AKC Permit, Lake Elsinore, CA
LOCATION: 73495 Highway 111, Suite 1
ZONE: D.O.
Associate Planner, Nick Melloni, presented the item. The presentation was
turned over to the applicant and their representative, Chris Kelly, with AKC
Permit, who answered questions from the Commission.
Discussion ensued with commissioners providing comments and concerns on
the item. It should be noted, during discussion Commissioner Vuksic excused
himself briefly, however, a quorum remained with four commissioners still
present. Planning Manager, Rosie Lua, invited comments from the public, to
which there were none.
Upon a motion by Commissioner Vuksic, seconded by Commissioner
McAuliffe, and a 4-1 vote of the Architectural Review Commission, Case No.
SARC22-0003 was approved subject to the following: 1) Awning fabric should
be resistant to wear and sun damage and include a condition of maintenance
to the awning with regular cleaning to maintain a like -new appearance; and 2)
Project revisions will be reviewed by staff and return to the ARC should there
be any conditions of approval which cannot be resolved with Applicant. (AYES:
Latkovic, McAuliffe, Vuksic, and Van Vliet; NOES: Lambell; ABSENT:
McIntosh).
2. CASE NO: MISC 22-0008
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a
request for a height exception for a new 4,917-square-foot single-family
residence with a roof height of up to 17'-8".

APPLICANT AND ADDRESS: Mark Temple Construction Inc., Palm Springs

Associate Planner, Nick Melloni, presented the item. The presentation was
turned over to the applicant and their architect, Bob Tyler, who answered
questions from the Commission. Discussion ensued with commissioners
providing comments and concerns on the item.
Upon a motion by Chair Van Vliet, seconded by Commissioner McAuliffe,
and a 5-0 vote of the Architectural Review Commission, Case No. MISC22-
0008 was approved as presented. (AYES: Lambell, Latkovic, McAuliffe, Van
Vliet and Vuksic; NOES: None; ABSENT: McIntosh).
3. CASE NO: MISC 22-0009
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a
request fora new front entry fagade modification and minor addition to the Palm
Desert Community Center located within the Civic Center Park.
APPLICANT AND ADDRESS: Desert Recreation District, Indio, CA
LOCATION: 43900 San Pablo Avenue ZONE: P
Planning Manager, Rosie Lua, presented the item. The presentation was
turned over to the applicant and their project manager, Tamika Watts, with Holt
Architects, who provided a more detailed presentation on the proposed project
and answered questions from the Commission.
Discussion ensued with commissioners providing comments and concerns on
the item. Planning Manager, Rosie Lua, invited comments from the public, to
which there were none.
Upon a motion by Vice Chair Lambell, seconded by Commissioner Vuksic,
and a 5-0 vote of the Architectural Review Commission, Case No. MISC22-
0009 was continued subject to the following: 1) Explore other options for design
concepts, consider use of materials in a different arrangement; 2) Items to
consider include but are not limited to, revisit color palette to ensure new colors
being introduced are harmonious with the existing color palette, a change in
plane between stone veneer columns and roof overhang, an increase in the
depth between the roof overhang and stone veneer parapets, and on the north
elevation, extend the proposed roof overhang to overlap the existing building
to provide integration between the new and existing structures; and 3) Special
attention should be given to corner details of stone veneer application to ensure
pattern remains natural looking. (AYES: Lambell, Latkovic, McAuliffe, Van
Vliet, and Vuksic; NOES: None; ABSENT: McIntosh).

VI. COMMENTS
Commissioner Vuksic provided an update on the Cultural Arts Committee (CAC) and
shared a picture of a proposed mural for the McCallum Theater, noting it was not well
received by the CAC.
Planning Manager, Rosie Lua, advised the Commission the Lupine Plaza project was
approved by the City Council and will be moving forward. Ms. Lua reminded
commissioners they could view the proposed schematics for this project on the City's
website, Engage Palm Desert.
In response to inquiry by Commissioner McAuliffe regarding Avenida Palm Desert,
Associate Planner, Kevin Swartz, advised a design concept has been worked out and
the applicant, Avenida Palm Desert, is currently working on obtaining the building
plans for the design to submit for approval. It is anticipated the screening will be
installed late May 2022.
Vice Chair Lambell stated she was advised there were single-family affordable homes
being built in the City and inquired as to whether the architecture for these homes will
be reviewed by Architectural Review Commission (ARC). Staff advised these homes
would be subject to the regular staff review process, which does not include ARC
review, as the plans submitted are within development guidelines and do not require
an exception.
VII. ADJOURNMENT
With Architectural Review Commission concurrence, Chair Van Vliet adjourned the
meeting at 2:08 p.m.
