Upon a motion by Vice Chair Lambell, seconded by Commissioner Latkovic,
and a 5-0 vote of the Architectural Review Commission, the minutes for April 26,
2022, were approved as presented. (AYES: Lambell, Latkovic, McIntosh, Vuksic,
and Van Vliet; NOES: None; ABSENT: McAuliffe).

A. FINAL DRAWINGS
1. CASE NOS: PP/CUP 20-0003, DDA and TPM 38023
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration for approval of
the final construction documents for the Chandi mixed -use project located at
73515 Fred Waring Drive.
APPLICANT AND ADDRESS: Chandi Group USA, Indio, CA 92203
LOCATION: 73515 Fred Waring Drive ZONE: DE
Associate Planner, Kevin Swartz, presented the item. Mr. Swartz provided a
summary of the project background; on May 27, 2021, City Council approved
Resolution 2021-28 approving the three-story, mixed -use project which
included approximately 16,000 square -feet of retail and restaurant on the
ground floor and 60 residential units on the second and third floors. The
presentation was turned over to the applicant, Chandi Group USA, and their
architect, Joe Wicentowich, with Danielian and Associates, who provided a
presentation of the construction documents and answered questions from the
Commission.
Concern was expressed by Commissioners that they were unable to decipher
the shared documents via zoom and did not feel comfortable approving this
item without access to a legible copy of the construction documents for review.
Discussion ensued regarding the possibility of having commissioners meet in
person for the next regular ARC meeting to review this item with a hard copy
version of the construction documents. Planning Manager, Rosie Lua, advised
the commission she would look into making arrangements to obtain a physical
copy of the construction documents for commissioners to review and to
conduct the next ARC meeting in person.
Upon a motion by Vice Chair Lambell, seconded by Commissioner Vuksic,
and a 5-0 vote of the Architectural Review Commission, Case No. PP/CUP 20-
0003, DDA and TPM 38023 was continued to the next regular ARC meeting
date of May 24, 2022. (AYES: Lambell, Latkovic, McIntosh, Van Vliet and
Vuksic; NOES: None; ABSENT: McAuliffe).

B. PRELIMINARY PLANS
None
C. MISCELLANEOUS ITEMS
1. CASE NO: PP 22-0005
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary review and
discussion to provide architectural comments for a precise plan for West Coast
Storage Facility, a 53,378-square-foot personal storage facility located at the
northwest corner of Dick Kelly Drive and Dinah Shore Drive.
APPLICANT AND ADDRESS: Scott A. Mommer Consulting, Peoria AZ, 85383
LOCATION: NWC - Dick Kelly Drive and Dinah Shore Drive ZONE: SI
Associate Planner, Nick Melloni, presented the item. The preliminary review
and discussion is regarding a proposed 53,378 square -foot personal storage
facility. Mr. Melloni noted the applicant's project submittal was reviewed by
Planning staff and determined to be incomplete at this time.
Mr. Melloni turned the presentation over to Janay Mommer of Scott Mommer
Consulting, (applicant) and the owners representative Jim Fitzpatrick, who
provided a more detailed presentation on the proposed project and answered
questions from the Commission.
Discussion on the item ensued with Commissioners providing comments and
concerns for the project. Planning Manager, Rosie Lua, invited comments from
the public, to which there were none.
Comments and concerns provided during the discussion include, but are not
limited to:
• Explore other options for design concepts utilizing integrated
architecture. Create more variety and strengthen design elements,
avoid monotonous/repetitious patterns.
• Incorporate more architecture into roof line.
• Revisit details/elements including but not limited to, blue metal roof cap,
repetitive elements, material transitions in same plane, midsection wall
plane setback on north elevation (Sheet A-3), window articulation, utility
equipment locations and screening materials.
• Revisit the design of the north elevation to incorporate more screening
of the roll -up doors to reduce the visibility of the doors from Spyder
Circle.
• Revisit the design of elevation located at the corner intersection of
Dinah Shore Drive and Dick Kelly Drive to create an articulated facade.
• Revisit parapets to ensure all ends are concealed and/or returned
inward enough to provide a three-dimensional appearance.

• Revisit parapets to ensure they fully screen all roof -mounted equipment,
provide a line -of -sight study that confirms equipment is screened from
all angles.
• Consider adding more ground coverage to landscape plan and ensure
tree and plant selection is appropriate for the desert.
No formal action was taken on this item as it was brought forth solely for
commissioner's comments to the applicant.
VI. COMMENTS
Planning Manager, Rosie Lua, reported staff will be going before City Council with two
ordinance amendments. The first request will impact the R-2 zoning areas and require
ARC review of any existing or new structures proposing a second story. The second
zoning ordinance will amend some land uses requirements recommended in the 2021
Commercial Broker's Report accepted by City Council.
In response to inquiry by Commissioner Latkovic, Ms. Lua advised the ARC will not
review applications submitted under S1219 as the process is state regulated and
ministerial, unless the applicant requires an exception.
In reply to Vice Chair Lambell's inquiry regarding Avenida Palm Desert, Associate
Planner, Kevin Swartz, informed they have submitted the final details for the drawings
which have been forwarded to subcommittee members for review. Once they have
been reviewed and approved, they will order materials to complete the project.
Commissioner Vuksic advised the Cultural Arts Committee will have their meeting
tomorrow, May 11, 2022.
VII. ADJOURNMENT
With Architectural Review Commission concurrence, Chair Van Vliet adjourned the
meeting at 1:58 p.m.
