A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
DESERT, CALIFORNIA, REQUESTING THE BOARD OF SUPERVISORS
OF THE COUNTY OF RIVERSIDE TO CONSOLIDATE A GENERAL
MUNICIPAL ELECTION TO BE HELD ON TUESDAY, NOVEMBER 8,
2022, WITH THE STATEWIDE GENERAL ELECTION TO BE HELD ON
THAT DATE PURSUANT TO ELECTIONS CODE SECTION 10403
WHEREAS, the City Council of the City of Palm Desert called a General
Municipal Election to be held on Tuesday, November 8, 2022, for the purpose of the
election of two (2) Members of the City Council nominated from District 2 for a full term
of four (4) years each and submitting to the voters an advisory measure relating to City
Council districts; and
WHEREAS, it is therefore desirable that the General Municipal Election be
consolidated with the Statewide General Election to be held on the same date and that
within the City of Palm Desert the precincts, polling places, and election officers of the
two elections be the same, and that the County of Riverside Registrar of Voters canvass
the returns of the General Municipal Election and that the election be held in all respects
as if there were only one election.
' NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PALM DESERT
DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. That the foregoing Recitals are true and correct and are
incorporated herein by this reference
Section 2. Pursuant to the requirements of California Elections Code Section
10403, the County of Riverside Board of Supervisors is hereby requested to consent
and agree to the consolidation of a General Municipal Election with the Statewide
General Election on Tuesday, November 8, 2022, for the purpose of the election of two
(2) Members of the City Council nominated from District 2, to conduct said election
using ranked choice voting in accordance with Section 2.38.050 of the Palm Desert
Municipal Code, and submitting to the voters substantially the following advisory
measure:

Shall the measure relating to City Council districts be adopted?
Limited to 75 words
"In Palm Desert now, District 1 (the area surrounding Civic
Center with 20% of the population) selects one Council YES
representative every four years, and District 2 (the other 80%
of the City) votes for a total of four Council representatives,
picking two representatives every two years. Should District 2 NO
be divided into four smaller districts, with all voters electing a
single person from their smaller district every four years?"
Section 3. That the County of Riverside Registrar of Voters is authorized to
canvass the returns and perform all other proceedings incidental to and connected with
the General Municipal Election. The Election shall be held in all respects as if there
were only one election, and only one form of the ballot shall be used. Pursuant to
Elections Code sections 10403 and 10418, the election will be held and conducted in
accordance with the provisions of law regulating the Statewide Election.
Section 4. The Board of Supervisors is requested to issue instructions to the
County of Riverside Registrar of Voters to take any and all steps necessary for the
holding of the consolidated election.
Section 5. The City of Palm Desert recognizes that additional costs will be '
incurred by the County of Riverside by reason of this consolidation and agrees to
reimburse the County for any costs.
Section 6. The City Clerk is hereby directed to file a certified copy of this
resolution with the County of Riverside Board of Supervisors and the County of
Riverside Registrar of Voters.
Section 7. The City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.
