Winfield Members Absent: G. Holmes, R. Murphy Others Present: J. Benson, T. LaRocca, C. Ortega, M. Hunt ORAL COMMUNICATIONS None. MINUTES It was moved by J. Benson and seconded by J. Richards to approve the August 14 meeting's minutes as submitted. Motion was unanimously carried. NEW BUSINESS PROPOSED REHABILITATION PROGRAM Staff has been directed by the Council to develop a residential rehab program. Need to start addressing conditions that are existing at present time. A request for proposal will be sent out for the purpose of obtaining consultants that can assist the Agency with the creation of a program. Agency will have to do a survey. Ms. LaRocca reported that she had met with staff from the Cities of Ontario and Riverside regarding their rehab programs, and has obtained some good information. Code Enforcement personnel and Agency staff will be working together to identify deteriorating properties that pose health and safety hazards. Once identified, Code will cite on violation issues and work with Housing staff to correct with use of rehab program funds if family qualifies. Rehab Program will also include cosmetic Minutes • SEPT. 11, 1996 HOUSING ADVISORY COMMITTEE NEW BUSINESS (CONTD) improvements to property. Community Development Block Grant (CDBG) Funds are currently available, additional funding sources will have to be identified. Committee requested that staff obtain the pictures that Cindy Finerty took of the deteriorating properties for presentation at the next meeting. CONTINUED BUSINESS PORTOLA PALMS MOBILE HOME PARK Ms. LaRocca introduced Ms. Ray Wolfe to the Committee. Ms. Wolfe expressed her views on the problems at Portola Palms. One of the issues is the scheduled February election of the Board. Another was onsite vs. offsite management company. • Committee requested staff review the Park's Bylaws regarding elections of the Board and report back. Discussion followed regarding the vacant unsold spaces. Ms. Wolfe suggested that the package needs to be more enticing, i.e., offer three months free HOA dues, or give them $500 to move in. Will also need to reduce the sales price of the lots ($2,000 - $5,000). It was suggested that a record search of comparables be done on the properties that have been privately sold. 2 Minutes SEPT. 11, 1996 HOUSING ADVISORY COMMITTEE CONTINUED BUSINESS CONTD) Update on Responses to Survey It was reported that 123 questionnaires were mailed, and 41 were returned. Attached is copy of summary of responses received. The Committee recommended the following: 1. Staff to summarize the results of this meeting; 2. Obtain copy of Park's Bylaws regarding Bylaw amendment and election of Board of Directors and summarize. Letter Received from Pat Long Ms. LaRocca provided the Committee with a copy of letter received from Pat Long (copy attached) and requested the Committee review and advise as to how she should respond to the letter. REPORTS DESERT ROSE UPDATE Ms. LaRocca reported that 45 homes have been sold. On 9-16-96, a two-week television campaign will begin .A tree-week radio campaign will begin on 9-30-96. Began the outdoor advertising bus shelters campaign on 9-2-96 and will run through the week of 1-13-97. JEAN M. BENSON CHILDCARE CENTER UPDATE It was reported that the Agency Board has authorized staff to negotiate a lease agreement with the YMCA 3 Minutes . SANTA ROSA APARTMENTS RDA legal counsel is finalizing the draft Development Agreement between the RDA and Southern California Housing Corporation. Once reviewed and approved by both parties, it will be forwarded to the RDA Board for review and consideration. Targetting the September 26, 1996 RDA meeting. HOUSING AUTHORITY AUDIT Agency auditors are finalizing both Phase I, expenses, Phase II, income and certification, of the audit on the 7 properties subsidized by the Agency. A meeting has been scheduled for September 25, which will include Agency auditors, Agency staff and Housing Authority staff to discuss the findings . Once the Housing Authority has been given an opportunity to respond, staff will make recommendation on how to proceed. PORTOLA PALMS MOBILE HOME PARK Attached are the results and responses to the questionnaire which was mailed to each resident of the park. Interest payment for the month of August has not yet been received from the Acquisition Association, as of September 10, 1996. Have until September 30, 1996 to make payment. MOBILE HOME PARK CONVERSION The RDA Board will review the findings of the PMW Associates Affordable Housing Assistance Program Alternatives for Manufactured Housing Communities at their September 12, 1996, meeting. Staff recommendations will include: 1. Acceptance of findings as reported and require Parks requesting conversion to: *.. 2. (a) meet all conditions as described in the Policies and Procedures for conversion of mobilehome parks adopted by the RDA by Resolution 308, on December 14, 1995. (b) Identify and/or form a qualified non-profit who will hold ownership of the park on an interim basis pending sales to residents and assist the resident homeowners' association with the day-to-day park management. (c) Develop and submit a Management Plan which places responsibility for park management with the resident's organization within the park. RESIDENTIAL REHAB PROGRAM The City Council has directed staff to develop a "Residential Rehab Program" to address the needs of existing deteriorating single family housing throughout the city. In preparation for that, staff has met with the cities of Ontario and Riverside to discuss their existing rehab program. Both cities have recommended that in order to safe- guard the city from making costly mistakes, as they have both experienced, and to assure the development of a rehab program that will directly address needs and concerns within the city, we should consider contracting with a consulting firm that specializes in providing technical assistance to cities on the development or rehabilitation program, preparation of necessary program guidelines, policies and procedues, brochures, and applicationand qualification documents necessary for establishing and implementing a successful residential rehab program. To that end, I have contacted two such firms and requested information that can be used to develop a request for proposal (RFP) which would be sent to prospective consulting firms. Once the material has been received, staff will work with the Housing Advisory Committee to begin the process of developing an RFP. Park entrance lights not working. ► Vacant lots need clearing up. ► Older coaches need improvements. ► Better security at storage area and the park. ► Management company should follow through on maintenance repair, eg. Broken pool gate, decking around pool. ► Speed bumps should be installed in the park. ► Work needed where row of trees were cut down. ‘4,mor Streets are not cleaned of debris at times. ► Grass around clubhouse is not kept up - gardeners not supervised. ► Some occupied spaces not complying with CC&R's - junk around properties. ► Speed limit and stop signs need enforcement - children driving golfcarts. ► There is a need for a `playground' for children in pool area or elsewhere (too many restrictions against children). ► Suggest hiring the previous managers (they did an outstanding job). THE RENT IS SO OUTRAGEOUS , FOR THE AMENITIES WE HAVE, I THOUGHT "LOW INCOME" LOANS WOULD BE USED FOR "LOW INCOME" , NOT RENT INCREASES . THE COSTS OF THE LOTS IS WAY OUT OF LINE FOR RIVERSIDE COUNTY, SINCE PROPERTY VALUES ARE DECREASED SEVERELY IN THE PAST THREE YEARS . THE RENT IS WAY OUT OF LINE FOR THE AMENITIES . HOW WILL I EVER SELL MY HOUSE??? ANY HELP OR SUGGESTIONS WOULD CERTAINLY BE APPRECIATED. WE HAVE BEEN STRIPPED OF OUR RIGHTS , WE HAVE SUFFERED LARGE MONETARY SET-BACKS , ESPECIALLY THOSE WHO GAVE UP THEIR HOMES , BECAUSE WE CANNOT SELL OUR MOBILE HOMES AND HAVE BEEN EXPECTED TO PAY FOR THE PURCHASE OF THE PARK THROUGH OUTRAGEOUS RENT INCREASES .
