Holmes, W. Winfield, Carrie Wick Others Present: C. Ortega, T. LaRocca, M. Hunt ORAL COMMUNICATIONS None. MINUTES It was moved by G. Holmes and seconded by W. Winfield to approve the January 8 meeting's minutes as submitted. Motion was carried. CONTINUED BUSINESS MOBILE HOME PARK ISSUES PORTOLA PALMS MOBILEHOME PARK Staff has been directed by Agency Board to proceed with necessary legal action to resolve this issue. Agency's legal counsel is preparing a letter to cure to be mailed to the Acquisition Association. Ms. LaRocca advised that election of the new Board would be held on February 25. She will be meeting with the new Board and wants one of the Committee members to join her. Committee agreed to send one of its members. • Minutes FEB. 12, 1997 HOUSING ADVISORY COMMITTEE CONTINUED BUSINESS (Contd) SILVER SPUR MOBILE HOME MANOR Staff reported that there has been no additional contact with them. Residents have entered into negotiations with owner. The owner has requested a letter of condemnation from the Agency. Agency's legal counsel will be providing opinion. PROPOSED REHABILITATION PROGRAM UPDATE Staff reported that the County of Riverside has a Single- Family Rehab Program, which has $1 .3M funds available to families with 80% of median income. The Riverside County Economic Development Agency is in charge of the Program. Applications are processed through the mail. County will be providing staff with information on how many Palm Desert homeowners have been helped by the Program. CDBG funds are available ($137,000). Perhaps City of Palm Desert can enhance the County Program, i.e., assistance with sewer hookups. Terre reported that she will be looking at rehab programs of repossessed homes in San Bernardino. HOUSING AUTHORITY AUDIT Mr. Ortega reported that once all the information is received from the Housing Authority, a summary report will be prepared by the auditor. 2 Minutes FEB. 12, 1997 HOUSING ADVISORY COMMITTEE NEW BUSINESS APPOINTMENT OF NEW COMMITTEE MEMBER • Ms. Carrie Wick was introduced to the Committee. She was welcomed by all members. Motion was made by G. Holmes and seconded by W. Winfield to recommend approval of Carrie Wick's appointment as a member of the Committee. Motion was unanimously carried. SANTA ROSA APARTMENTS RELOCATION/DISPOSITION Staff reported that Southern California Housing had been advised by the County that they would not be able to access HOME funds. This would leave a $55,000 shortage of funds for the rehabilitation of the Santa Rosa Apartments. Agency can request that $55,000 of the $137,000 rehab program funds be reprogrammed to the Santa Rosa Apartment Project. Motion was made by J. Richards and seconded by W. Winfield to recommend to the City Council that $55,000 from the 22nd Year Community Development Block Grant Funds allocated to the Housing Rehab Funds be reprogrammed to the Santa Rosa Apartment Rehab Project. Motion was unanimously carried. REPORTS DESERT ROSE UPDATE Staff announced that the Fall TV Campaign had started on February 10. Four home sales have occurred within the past two days. Phase 3 will open this week. Price will be $108,000. The Jean Benson Child Care Center Grand Opening is scheduled on March 7. Invitations will be sent soon. 3 Minutes FEB. 12, 1997 HOUSING ADVISORY COMMITTEE REPORTS (Contd) HOUSING PROJECTS UPDATE Committee was referred to memorandum included in packet. Committee requested that Staff look at the 49 units on Cook Street (Country Club Village Apartments). It was noted that a Texas bank holds the property. Staff will provide Committee with report.
