B. This is the time and place for any person who wishes to comment on
nonhearing Agenda items. It should be noted that at Committee discretion,

MINUTES It was moved by G. Holmes and seconded by W.
Winfield to approve the January 8 meeting's
minutes as submitted. Motion was carried.

BUSINESS MOBILE HOME PARK ISSUES
PORTOLA PALMS MOBILEHOME PARK
Staff has been directed by Agency Board to proceed
with necessary legal action to resolve this issue.
Agency's legal counsel is preparing a letter to cure to
be mailed to the Acquisition Association.
Ms. LaRocca advised that election of the new Board
would be held on February 25. She will be meeting with
the new Board and wants one of the Committee
members to join her. Committee agreed to send one of
its members.

BUSINESS (Contd) SILVER SPUR MOBILE HOME MANOR
Staff reported that there has been no additional contact
with them. Residents have entered into negotiations
with owner. The owner has requested a letter of
condemnation from the Agency. Agency's legal
counsel will be providing opinion.
PROPOSED REHABILITATION PROGRAM UPDATE
Staff reported that the County of Riverside has a Single-
Family Rehab Program, which has $1 .3M funds
available to families with 80% of median income. The
Riverside County Economic Development Agency is in
charge of the Program. Applications are processed
through the mail. County will be providing staff with
information on how many Palm Desert homeowners
have been helped by the Program. CDBG funds are
available ($137,000). Perhaps City of Palm Desert can
enhance the County Program, i.e., assistance with
sewer hookups.
Terre reported that she will be looking at rehab
programs of repossessed homes in San Bernardino.
HOUSING AUTHORITY AUDIT
Mr. Ortega reported that once all the information is
received from the Housing Authority, a summary report
will be prepared by the auditor.

NEW BUSINESS APPOINTMENT OF NEW COMMITTEE MEMBER

Ms. Carrie Wick was introduced to the Committee. She
was welcomed by all members.
Motion was made by G. Holmes and seconded by
W. Winfield to recommend approval of Carrie Wick's
appointment as a member of the Committee.
Motion was unanimously carried.
SANTA ROSA APARTMENTS
RELOCATION/DISPOSITION
Staff reported that Southern California Housing had
been advised by the County that they would not be able
to access HOME funds. This would leave a $55,000
shortage of funds for the rehabilitation of the Santa
Rosa Apartments. Agency can request that $55,000 of
the $137,000 rehab program funds be reprogrammed
to the Santa Rosa Apartment Project.
Motion was made by J. Richards and seconded by
W. Winfield to recommend to the City Council that
$55,000 from the 22nd Year Community
Development Block Grant Funds allocated to the
Housing Rehab Funds be reprogrammed to the
Santa Rosa Apartment Rehab Project. Motion was
unanimously carried.
REPORTS DESERT ROSE UPDATE
Staff announced that the Fall TV Campaign had started
on February 10. Four home sales have occurred within
the past two days. Phase 3 will open this week. Price
will be $108,000. The Jean Benson Child Care Center
Grand Opening is scheduled on March 7. Invitations
will be sent soon.

Committee was referred to memorandum included in
packet.
Committee requested that Staff look at the 49 units on
Cook Street (Country Club Village Apartments). It was
noted that a Texas bank holds the property. Staff will
provide Committee with report.
ADJOURNMENT Motion was made, seconded and unanimously
carried to adjourn the meeting. The meeting was
adjourned at 5:10 p.m.

Buyer Profile
The following is a breakdown of buyers at Desert Rose:
91% Local (originated from one of the desert cities)
48% Palm Desert residents
13% Palm Springs residents
9% Cathedral City residents
9% Indio residents
6.5% Rancho Mirage residents
4% Bermuda Dunes residents
2% La Quinta residents
As you can see from the above list, the project is attracting predominantly
Palm Desert residents who were our target group from the inception.
Program Changes
Have received First Time Home Buyer(FTHB) approval for project from County of
Riverside EDA. $80,000 of FTHB funds have been set aside for Desert Rose. In addition,
have received FHA approval for the project. The combination of these two new programs
will widen the window of opportunity for participation to families who can qualify, but who
don't have the savings for the down payment.

SUBJECT: HOUSING PROJECTS UPDATE
PORTOLA PALMS MHP:
No interest payments have been received since September from the Acquisition Association.
Therefore, interest payments are now in arrears for September, October, November, December
and January. Current outstanding balance is $25,688.10. Staff has reviewed this matter with the
Agency Board and have been directed to proceed with the necessary legal action to resolve this
issue. Agency attorney is preparing a 30-day notice to cure to be mailed to the Acquisition
Association.
�► REHAB PROGRAM:
City Staff has met to discuss and review the residential rehab program proposals along with steps
for implementation. Code Enforcement is proceeding with citing property owners who are in
violation of the City's code ordinance.
It has come to our attention that the Riverside County Economic Development Agency has a
residential housing rehab program in place which is offered county-wide and includes the City of
Palm Desert proper. Staff will be meeting with County Staff to discuss ways of incorporating the
County's residential rehab program with the proposed City residential rehab program in order to
accomplish our goals.
Proposals have been submitted by consultants in response to the City's RFP for the preparation
and implementation of the rehab program. Forwarding of said consultant proposal to the Agency
has been delayed until we receive additional input from the County of Riverside regarding their
existing program.

HOUSING AUTHORITY AUDIT:
Staff is continuing its discussions and correspondence with the County Housing Authority on this
matter. Legal counsel is reviewing the various bond and agreement documents at this time. This
matter continues under confidentiality due to potential legal issues.
SANTA ROSA APARTMENTS:
Relocation and Disposition:
Staff is currently working with the remaining three tenants at Santa Rosa Apartments in an effort
to relocate them prior to February 15, 1997. California Relocation Guidelines require that a
governmental agency displacing families as a result of agency actions is required to provide
moving and rental subsidy as a result of its actions.
In addition, Staff is working with Southern California Housing (So. Cal.) on the transfer of Santa
Rosa Apartments to them for the purpose of contributing the site for the rehabilitation and
operation of the project to benefit low and moderate income families in perpetuity. The draft
Disposition and Development Agreement is currently being reviewed by attorneys for both parties
and will be forwarded to the Agency for review and action once all changes have been
incorporated.
