MINUTES It was moved by W. Winfield seconded by C.Wick and carried to approve the June 11, 1997 meeting's minutes with a minor correction to a typographical error , Page 1, Item A. NEW BUSINESS A. FOUNDATION FOR THE RETARDED EXPANSION REQUEST A presentation was made by Dr. Richard Farmer describing background, history and purpose of the Foundation. He gave an overview of the Foundations need for expansion of their facility to increase floor space for the production of goods and materials contracted with Desert Valley Industries, (A.k.a. the Foundation for the Retarded). He gave an overview of the type of product and service, job training and work shops that will be conducted in the expanded facility. • • The expansion will be comprised of a 25,744 sq. ft. MINUTES JULY 9, 1997 HOUSING ADVISORY COMMITTEE NEW BUSINESS In order to make the home affordable to lower income (CONTD) households, the Agency will be required to subsidize the buyer. Discussion ensued and the Committee requested that Building Horizons review their proposed budget to see where reductions can be achieved thereby reducing the cost of construction. Motion was made by Mr. Winfield, seconded by Ms. Wick and unanimously carried to recommend approval of the proposal contingent upon a reduction to the overall proposed budget to reflect an interim zero interest construction loan request of $150,000 plus the contribution of the lot along with a request for consideration by the City to reduce or waive City building permit fees. IL CONTINUED BUSINESS A. PORTOLA PALMS MOBILE HOME PARK UPDATE Staff gave a brief overview advising that foreclosure documents are currently being drafted for release to the Acquisition Association. The Acquisition Association's attorney has contacted Staff advising that they are willing to Deed in lieu of foreclosure in exchange for a hold harmless agreement relative to past, present or future financial obligations of the Acquisition RDA attorney and Acquisition Association attorney are currently working out the acceptable wording for inclusion into the legal documents. t3 MINUTES JULY 9, 1997 HOUSING ADVISORY COMMITTEE NEW BUSINESS (CONTD) free-standing building located to the rear of the current facility. Production hours would be 8-4 daily, no Saturday and Sunday work is scheduled. Pick-up and delivery scheduled once a week. Anticipate one additional delivery every two weeks during the next one to two years. Truck delivery and pick-up dock located on westerly side of the building. Delivery truck size 20- 24 foot long type trucks. Dr. Farmer advised that they had met with Sagewood residents and Riverside County Housing Authority staff and are currently working to address their concerns relative to lighting, noise, traffic, etc. Will be providing on -site security in response to neighbor concerns. Motion by Ms. Wick, seconded by Mr. Winfield and unanimously carried to recommend Committee's • support of the expansion with the caveat that all concerns of the surrounding neighborhood be addressed and made a part of the approval of the conditional use permit. B. BUILDING HORIZONS PROPOSAL Mr. Steve Jones gave an overview of the program purpose as a vocational educational program introducing youth into building trade careers. They are proposing the construction of 2 single-family homes in Palm Desert, requesting the donation of 2 lots, and an interim construction loan from the Agency. The homes will be sold to families of low income. The proposed budget for the two homes is $241,000, or $120,500 per home. Proposed sales price of $107,000 per home. The difference in the cost of construction and the sales price of $13,500 per house will be made up from grant monies and private donations. • 2 ( MINUTES DULY 9, 1997 HOUSING ADVISORY COMMITTEE CONTINUED BUSINESS (CONTD) B. SILVER SPUR MOBILE HOME PARK Reviewed a request by the Silver Spur Mobile Home Park Home Owners' Association that the Housing Advisory Committee recommends to the City Council's consideration on the adoption of an ordinance similar to the one adopted by the City of Westminister pertaining to the conversion of mobile home parks. Additional information and discussion is required before emulation of Westminster's ordinance is done, presented to the Housing Advisory Comittee and forwarded to the City Council for their review. C. HOME IMPROVEMENT PROGRAM Agency has approved the guidelines of the Home • Improvement Program along with a temporary position for purpose of implementation. Human Resources is currently doing a salary analysis and will be advertising for the position within the next 2-3 weeks. D. HOUSING AUTHORITY NEGOTIATIONS UPDATE Staff reported that negotiations are still in process. A meeting was held on July 7 with representatives of the Cities of Palm Springs, Palm Desert, Corona, the Housing Authority and the Board of Supervisors. A follow up meeting has been scheduled for July 11 in Riverside. E. SANTA ROSA APARTMENTS Robert Ritchey is currently in the process of developing scope of work, working plans, and bid documents. It was anticipated that we will be out to bid within the next 4-5 weeks. • 4 MINUTES JULY 9, 1997 HOUSING ADVISORY COMMITTEE CONTINUED BUSINESS (CONTD) F. DESERT ROSE UPDATE 110 units have been sold to date. 88 escrows have closed and 22 escrows are currently open. Traffic has slowed as was anticipated during the month of June. Sales continue consistent at an average of 7 per month. G. HOUSING PROJECT UPDATE Committee was provided with a copy of the status report. H. SB-71 (KELLY) CVAG PROPOSED BILL Staff advised that SB-71 is being moved to yet another legislative review committee. CVAG is currently negotiating with various housing advocacy groups and anticipate changes to the bill prior to approval.
