MINUTES It was moved by Jean Benson and seconded by Carrie Wick to approve
'N.y the minutes of the December 23, 1997 Special meeting. Motion was
carried to approve the minutes.
NEW BUSINESS A. ACCEPT JIM RICHARDS RESIGNATION FROM COMMITTEE
Motion moved by C. Wick and seconded by J. Benson to
accept Mr. Richards' resignation. Motion carried.
CONTINUED ITEMS A. MOBILE HOME PARK ISSUES
• 1. PORTOLA PALMS MOBILE HOME PARK - UPDATE
Deed in Lieu of Foreclosure has been negotiated. A vote of the general
population with regard to the transfer of the property was taken and
received an overwhelming approval to transfer the property. Our
Attorney is working on the agreement. The Agency has just been made
aware of the Acquisition Association owing property taxes in the amount
of$13,000. Terre La Rocca working with the Home Owners' Association
(HOA) to see if the HOA fees can be forgiven. Thereby, using those funds
to cover the amount owed on the property taxes. A financial review is
being conducted to assure that the funds were properly distributed.
Motion moved by G.A. Holmes to accept the Deed in Lieu of
�,.. Foreclosure subject to the results of the audit and seconded by W.
Winfield. Motion carried.

CONTINUED ITEMS A. SILVER SPUR MOBILE HOME PARK -
(CONTD) PROPOSED ORDINANCE
Staff forwarded the Westminster Ordinance to the City Attorney Dave
Erwin for his review and clarification of liability to the City. Mr. Erwin has
assigned Ms. Helen Dreyer to handle this matter. The Housing Advisory
Committee would like to have a work session with Ms. Dreyer to discuss
the ordinance with the committee members and staff. Staff will make the
necessary arrangements.
Motion moved by G. Holmes and seconded by W. Winfield
to hold a work session with Ms. Helen Dreyer to discuss the
Westminster Ordinance. Motion carried.
B. HOME IMPROVEMENT PROGRAM
Charlene Sumpter, Rehabilitation Specialist is assisting eight applicants
with the securing of bids and commencement of rehab work. One
matching fund for roof repair ($1,600), 2 loans and 5 grants will be
utilized for these homes. She is also assisting three other applicants with
the application process. The program has been received with lots of
interest and enthusiasm.
The Redevelopment Agency Attorney is preparing Deed of Trust and
Promissory Note forms to be used in the program. Yard signs will be
ready and up at the various participant homes within 2 weeks.
C. HOUSING AUTHORITY NEGOTIATIONS
The Palm Desert Redevelopment Agency took possession of the Riverside
County Housing Authority's eight properties (725 units) on January 29,
1998. RPM Company the property management firm selected to manage
the properties commenced work on January 30,1998. RPM Company is
in the process of doing a detailed analysis of capital improvement work
to be done at each of the properties.
D. SANTA ROSA APARTMENTS REHABILITATION - UPDATE
No bids were received as a result of the release of a bid package.
Therefore staff has been negotiating with various contractors and has
separated the various rehab components in order to accomplish our goal
to rehab but control cost. A request for the appropriation of $598,398.00

CONTINUED ITEMS for the Santa Rosa Rehabilitation project will be reviewed by the City
(CONTD) Council at its meeting of February 12, 1998. In addition, staff is negotiating
with RPM Company to seek a better price to do some of the rehabilitation
work such as roof, grading and carports. Construction is expected to begin
within thirty days. It is anticipated that the major rehabilitation work will
take approximately six months to complete.
Motion moved by G. A. Holmes and seconded by W. Winfield to
recommend approval of the appropriation of funds for the Santa Rosa
Apartments Rehabilitation work and forward the request for
appropriation to the Council for final approval. Motion carried.
REPORTS A. DESERT ROSE UPDATE
152 units out of 161 units have been sold to date, 9 units left. Because
of the Stipulation for Entry of Judgment in which the Agency is required
to provide housing to low and very low income households, an increased
subsidy, of up to $55,000, to assist in qualifying lower income households
has been established.
B. HOUSING PROJECTS UPDATE
Committee was provided with a copy of the status report.
ADJOURNMENT Motion was made by G. A. Holmes and seconded by W. Winfield to
adjourn the meeting. Meeting was adjourned at 4:45 p.m.

MINUTES It was moved by G.A. Holmes and seconded by Carrie Wick to approve
the minutes of the February 11, 1998. Motion was carried to approve
the minutes.
NEW BUSINESS A. ELECTION OF OFFICERS AND REORGANIZATION OF
COMMITTEE
Motion moved by G.A. Holmes and seconded by C. Wick to continue this
item until the next Housing Advisory Committee meeting scheduled for
April 8, 1998. Motion carried.
CONTINUED ITEMS A. MOBILE HOME PARK ISSUES
1. PORTOLA PALMS MOBILE HOME PARK - UPDATE
The past due Home Owners' Association (HOA) fees for the 37
Acquisition Association spaces have been forgiven by the HOA. The
property taxes for 96-97 and 1st installment for 97-98 have been paid by
the Acquisition Association. The Corporate Grant Deed will be ready to
record once verification of payment of the property taxes is made by the
title company. Staff is working with a local appraiser to obtain a letter
valuation appraisal for the 37 spaces. The Agency's Auditor, Oscar
Armijo conducted a financial review of Desert Resort Management's
books and found that the income and expenses were appropriately
collected and disbursed.

CONTINUED ITEMS Motion moved by G.A. Holmes and seconded by W. Winfield to accept
(CONTD) the Deed in lieu of Foreclosure and accept and file the financial review
results. Motion carried.
A. SILVER SPUR MOBILE HOME PARK -
PROPOSED ORDINANCE
Ms. Helene Dreyer of Best, Best & Krieger informed the committee that
the State mandates that a process be in place to review impact reports
resulting from Mobile Home Park conversions whereby property owners
sell or request conversion of their property from a park use to another form
of land use. She reviewed the Westminster Ordinance and suggested that
a similar ordinance be created for the City of Palm Desert to respond to
the State mandate. The Housing Advisory Committee recommended that
staff request authorization from Council to proceed with the preparation
of an ordinance for review and action by the City Council.
Motion moved by G.A. Holmes and seconded by C. Wick to hold a work
session with Ms. Helen Dreyer to discuss the creation of a similar
ordinance to that of the Westminster Ordinance once the Agency has
given their approval to proceed. Motion carried.
B. HOME IMPROVEMENT PROGRAM
Charlene Sumpter, Rehabilitation Specialist is assisting fifteen applicants
at various stages of the rehab work. 5 homes have been completed and
14 applications have been mailed out. Yard signs have been posted in the
front yard of the participant homes. Charlene reported that the
community has shown a great interest in the program.
Applicants have been interviewed for the position of Rehabilitation
Construction Specialist. A choice has been made and staff expects to have
someone on-board soon.
C. HOUSING AUTHORITY PROPERTIES
RPM Company, property management, will be going out for bids to do
necessary repair and deferred maintenance work to the seven Housing
Authority properties. Management is in the process of making much

CONTINUED ITEMS needed improvements to each of the seven properties and evaluating the
(CONTD) extent of deferred maintenance necessary.
Jerry Clark has met with management to address issues of landscape
changes: i.e, removal of obsolete shrubs and trees.
The Management Plan will be submitted within thirty (30) days.
D. SANTA ROSA APARTMENTS REHABILITATION - UPDATE
Awaiting contractor performance bond and signed contract. RPM
Company will include cost for roofs, grading and carports in the scope of
work they are preparing for the Authority rental properties. It is anticipated
that the rehabilitation work will take approximately six months to
complete.
REPORTS A. DESERT ROSE UPDATE
158 units sold and 3 units remain. Expect to sell out this month.
B. HOUSING PROJECTS UPDATE
Committee was provided with a copy of the status report.
ADJOURNMENT Motion was made by G. A. Holmes and seconded by W. Winfield to
adjourn the meeting. Meeting was adjourned at 4:47 p.m.

SUBJECT: HOUSING AUTHORITY PROPERTIES
The following is a brief report to update you on the activities undertaken by RPM Company to date:
+ All computers are up and running with the exception of Desert Pointe which will be operable
on February 24, 1998.
+ Hired manager for Catalina/Neighbors. She will begin on February 24, 1998.
+ Established a toll free number for residents at the RPM office in Ontario. The number is
888-390-4818.
An update letter will be sent to all residents advising of the new number.
+ Jim Foley met with Jerry Clark, City's Arborist, last week and they are preparing a 3-year
plan for tree trimming, removal and clean up of shrubs at One Quail. Expenses will be
included in the replacement reserve account line item in their budget.
+ Interior decorator for RPM will be visiting the properties on February 24, 1998 and will also
visit Desert Rose to determine where and how the furnishings in the Desert Rose models can
be best used at One Quail.
+ Roof inspections for all properties scheduled for February 24, 1998 at which time repairs will
be determined and costs estimated. Preparing to go out for bids.
+ RPM is researching a service contract for maintenance operation of the numerous ponds at
One Quail. Also, researching service contract for Ray Pak boiler systems at One Quail.
