MINUTES It was moved by Carrie Wick and seconded by G. A. Holmes to approve the minutes of May 13, 1998 with the following correction: `'"aw D. SANTA ROSA APARTMENTS REHABILITATION - UPDATE All five buildings interim have been demolished. All the rough plumbing and electrical and windows have been installed in building number 1. Completion is expected in three weeks. The pool was designated to be demolished. Discussion followed regarding demolition versus retention and costs. Staff will research. It is anticipated that the rehabilitation work on all five buildings will be completed by October 1998. Motion was unanimously carried. NEW BUSINESS A. PROPERTY ACQUISITION Escrow has closed on the Agency's purchase of a 40-acre site located between Gary Street and Cheryl/off of Cook Street. This site has been acquired to construct affordable homes. It is estimated that 7 to 8 units can be built per acre, ultimately serving about 280 families. Carlos Ortega said that a conceptual layout will be made for the site to ensure adequate parking, etc. The Housing Commission will review all proposals for the development of the site prior to action by Housing Authority. 1 Minutes Jun. 10, 1998 novsiNG coma SS]ON' CONTINUED ITEMS A. HOUSING AUTHORITY PROPERTIES 1. REVIEW OF RPM COMPANY MANAGEMENT PLAN Carlos introduced Jim Foley and Stephanie Skibel of RPM Company. He went on to say that the Palm Desert Housing Authority entered into an agreement with RPM Company for property management. In accordance with the agreement RPM Company was to provide: 1) Budget for remainder of Fiscal Year 1997-98 2) New 1998-99 budget 3) Operating policies 4) List of assigned personnel 5) Rehabilitation work plan and timeline Dennis Coleman stated that when staff reviewed the budget, staff looked at how the budget compared to the former Riverside County Housing Authority's expenses. RPM anticipates a net operating income $1.1 million (exclusive of debt service). Mr. Holmes asked about the Rehabilitation program. Mr. Foley said that at One Quail there are 29 down units, 4 down units at Neighbors Apartments and 1 down unit at Taos Palms. He feels that they can get the roofs repaired/replaced in approximately 4-5 months. The total rehabilitation will take approximately 1 year to complete. RPM Company to hire a general contractor to work specifically work full-time on coordinating the necessary rehabilitation and repairs. Mr. Holmes asked of a reserve study will be done. Jim Foley stated that normally they have an outside study done by a company that comes in and does a reserve study towards the end of the rehabilitation. RPM Company anticipates it is going to take about 18 months to stabilize the properties relative to completing repairs and tenant turn-over. 2 Minutes Jun. 10 , 1993 aOmS,xwor GO MM sslo)w r.. CONTINUED ITEMS G.A. Holmes commended the work done by staff in reviewing the (CONTD) budget documentation provided by RPM Company. He said that periodically estimates should be made to know what is being expended as well as projected expenses. Motion was made by Ben Kurtz that the budget submitted by RPM Company be forwarded to the Housing Authority for approval and adoption, however, that the reserve study and operating costs be held for further review,seconded by Carrie Wick and unanimously carried. AGENDA ADDITION V. CONTINUED BUSINESS A. Housing Authority Properties 1. a. Policies for waiting lists (Dave) Jim Foley said that they were still in the assessment period with regard to designation of units assigned per income groups which will determine the unit mix within each property. Recertification of income is being done as leases expire. G.A. Holmes asked when the waiting list was updated. Stephanie said that the list is updated annually. Roger Dash asked about the occupancy of the units. There are some units that will be rented to low income, median income and above income level, or in approving applicants do they try to have enough at each of the designated levels so that we are operating at profit rather than a net loss? Jim Foley said that adjustments would be made as units become available. RPM Company will provide quarterly reports on production of Amended Stipulation. Dave Yrigoyen asked RPM Company of the issue of having a waiting list that is a year or two long and asked about the process. Dave Yrigoyen said that the reason why the waiting list was being brought up today was to have the Housing Commission consider the appropriateness of the collection of the application fee for applicants to be placed on a two-year waiting list for affordable housing. 3 Minutes Jun. 10 , 1998 O'USING COMMISSION • AGENDA ADDITION Carlos asked that this matter be placed on the next agenda to give (CONTD) RPM an opportunity to provide the Commission with the current waiting list. G.A. Holmes motioned to table the issue of the Housing Authority properties waiting lists to the next Housing Commission meeting. Motion was seconded by Ben Kurtz and unanimously carried. CONTINUED ITEMS 2. ONE QUAIL PLACE-SUGGESTIONS FOR NAME CHANGE (CONTD) Suggestions given at Housing Commission meeting of 4/8/98: a. Babbling Brook Apts. b. Waring Palm Apts. c. Willow Bend Apts. d. Center Lane Apts. e. Desert Swan Apts. Suggestions given at meeting of 5/13/98: a. Town Center Apts./Place N` b. Plaza Center Apts./Place Jim Foley said that he believes that a name change is the best thing for a property under new management with former issues. It would be a fresh start. If the new name could be extended through the renovation and rehab and stability and management consistency. Carlos suggested that maybe the item could be tabled since no urgency existed and that the item can be brought to Council for their input as well. G.A. Holmes motioned to table the item until such time that more names are presented to the Housing Commission. Motion was seconded by Ben Kurtz and unanimously carried. 3. Tour of May 27, 1998 Carlos advised that a second tour of the Housing Authority properties was held on May 27 which was similar to the original tour held on May 7, 1998. The second tour included a visit of the 40-acre site. Residents want to communicate with the management company about on-going issues proposed, timeline, etc. the improvements are going to be made and why the ownership and management was changed. Carlos extended an invitation to the Housing Commission to attend as observers. He further advised that the Commission needed to be aware of the Brown Act with regard to proper notification of meetings. B. MOBILE HOME PARK ISSUES 1. PORTOLA PALMS MOBILE HOME PARK - UPDATE Two proposals have been received from local realtors regarding an exclusive listing for Agency-owned Portola Palms Mobile Home Park. Rent is being collected on 17 rented lots. 20 lots are vacant. G.A. Holmes said that he would leave it to the staff's judgment on the type of listing. G.A. Holmes said that he would like a recommendation before the next meeting. Carrie said that she could get together with Terre to discuss the matter. 2. MOBILE HOME PARK CONVERSION - PROPOSED ORDINANCE Staff forwarded a request for direction to proceed with the preparation of an ordinance pertaining to the conversion of mobile home parks similar to one adopted by the City of Westminster. Council has authorized the preparation of an ordinance for consideration. Terre is working with Best, Best and Krieger on this matter. G. A. Holmes motioned to hold a work session on the draft ordinance with the attorney assigned to prepare the ordinance. Motion was seconded by Carrie Wick and unanimously carried. C. HOME IMPROVEMENT PROGRAM Bryce White advised that 8 projects that have been completed. He provided Home Improvement Program spreadsheets to the Commission for their information. He said that 6-7 homes are currently in process. 5 Minutes Jun. 10, 1998 a01,13SING COMMISSION • CONTINUED ITEMS Desert Sands Unified School District has agreed to assist us by allowing (CONTD) us to distribute program literature to be distributed to local schools. Distribution was made through the four elementary schools in our area. D. SANTA ROSA APARTMENTS REHABILITATION - UPDATE On the tour of May 27, 1998, it was suggested that perhaps the swimming pool at Santa Rosa be saved. Staff is looking into the possibility of trying to save the pool. There are a couple of things that will be affected by doing so: 1) landscaping and 2) the parking which would have to be re- configured. Charlene has done a plot plan and met with the Planning Director, Phil Drell to discuss the figures. Estimates have been received from swimming pool contractors to save the swimming pool that range anywhere from $5,000 to $9,000. REPORTS A. DESERT ROSE UPDATE Desert Rose is sold out! B. HOUSING PROJECTS UPDATE G.A. Holmes said that he attended the ceremony for the 2 homes recently completed by Building Horizons. There were 18 young people who had 6 months to a year experience in learning a trade and seeing what they had accomplished. When the two young families were presented with the keys, it was a very moving experience. • C. MAKE A DIFFERENCE DAY EVENT - MAY 9, 1998 Bryce said that approximately $35,000 of improvements went into Catalina Way. An additional $9,200 that went into the street which would not have happened without the encouragement of staff. A total of improvements on that street of approximately $44,600. Actual funds distributed was around $8,200 (Benefit-to-Cost Ratio: 5.4/$1 expended) for $8,200 25 homes and two lots were improved. Most of the monies expended on Make a Difference Day will be reimbursed by the Riverside County EDA. Ortega Secretary TLR:dcl 7 PALM DESERT REDEVELOPMENT AGENCY MEMORANDUM DATE: MAY 13, 1998 TO: CITY MANAGER, HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: TERESA LA ROCCA, HOUSING PROGRAMS COORDINATOR SUBJECT: HOUSING AUTHORITY/HOUSING COMMISSION-APPOINTMENTS I am herein requesting a continuation of the May 14, 1998 Agenda Item XV C appointment of two housing authority property tenants to the Housing Commission to a future date. The reason for this request is as follows: 1. The tenant at One Quail who was interviewed and selected for appointment has recently undergone major surgery and may not be able to serve. As a result, it will be necessary to • solicit additional applicants from this property for consideration. 2. Interviews for two tenants of Las Serenas were scheduled for May 13, one of the two candidates called and canceled. Interviews will be rescheduled for a later date and additional applicants solicited. Currently,there are five members appointed to the Housing Commission which constitutes a quorum for any action necessary at this time. Therefore, it would not create a hardship on the Commission to delay the appointment of the additional two members to a later date. cc: Carlos Ortega Sheila Gilligan • PALM DESERT REDEVELOPMENT AGENCY MEMORANDUM IP DATE : JUNE 3, 1998 TO : HOUSING AUTHORITY BOARD/HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL ,p FROM: CARLOS ORTEGA, HOUSING AUTHORITY EXECUTIVE DIRECTOR sa"` 0 SUBJECT: ONE QUAIL PLACE COMPLAINTS COMPLAINT#1 Ms. Rita Giroux,tenant of Unit 1901 at One Quail Place submitted a complaint to this office (see attached letter dated May 10, 1998). Ms. Giroux claimed that there was a major disturbance at Pool #3 which occurred on May 7, 1998 and the situation was not attended to or corrected appropriately. A letter with her concerns was forwarded to RPM Company,the Property Management Company for a response. RPM Company researched Ms. Giroux's claims of what occurred on May 7, 1998. Mr. Jim Foley,Vice President of RPM Company has provided the attached documentation which indicates what happened on May 7. This documentation was given to him by two of his staff • members and the Courtesy Patrol who responded to pool#3 when they were alerted,via phone calls, that an alcoholic party existed. After their response,they noted that the usage of bar-b-ques and only non-alcoholic beverages existed in the pool area. Consequently, no one was in violation of the pool rules,therefore, no corrections were needed. COMPLAINT#2 Mrs. Cox, a former tenant of One Quail Place has moved from the complex. She submitted a complaint that the management company did not return her$300.00 security deposit. Mrs. Cox has not paid her$595.00 rent--including cable --for May. She claims that she would be willing to pay the difference between the full rent and the 24th of May.The City Manager and I have met with Mrs. Cox. In addition, I looked at the apartment on May 27, and concur with Steve Skibel that some cleaning needs to be done in the apartment. On June 2, 1998, I spoke with Mrs. Cox and relayed the information obtained from Steve Skibel, One Quail Place Manager, who inspected the unit and stated that about $40.00 worth of cleaning needed to be done to the unit. I would appreciate it if your response would include, specifically, what the RPM policy is for the use of the pool by groups. Call me if you would like to discuss your response before finalizing it. At the May 7 tour of the Housing Authority properties, scheduling of a meeting with the residents at One Quail Place was discussed. Mayor Pro-tem Bob Spiegel is interested in attending the meeting. I called the office around 1:30pm or 2pm. The manager came and said nothing to them. Around 3pm I called again, he came the second time and ALL he said to them was"keep it down" and walked away. More and more young kids started coming in with more bags of food and drinks. I phoned the office around 3p and Jacqueline said she would send someone- one of the maintenance men came and he is not a security man, so there was nothing he could do. Around 3:15pm I called again and Jacqueline said the manager had gone to the bank with his wife and that they would be back soon. In the pool areas the posted rules are that NO FOOD OR DRINKS ARE ALLOWED and 2 guests are allowed per unit and NO children in diapers in the pools or jacuzzis, which this manager is now allowing! By 4:15p it was getting very loud and boisterous out there. Some had their clothes on in the pool and hot tub and only a few had bathing suits on. They were swinging from the lampposts and uprooted one of them. My neighbor told them to stop and one young girl said "What the hell do you want old man!?" I told me neighbor not to get mixed up with them because they might have knives and guns. My other neighbor, Helen Napolitano, in #2503 - her windows face the pool - saw a young man with a long pipe putting something in it then putting it inside a paper bag and passing it around - obviously it was crack cocaine or some other drug. She locked all her windows and door in fear of what was happening. Helen will verify what happened the afternoon of 05 07 if anyone calls her at 779-8957. The manager never came back and this is why he does not belong in there as he is obviously not tough enough to handle the bad element that is starting to come in our complex. They evidently all know now that there is no security in here during the day AT ALL and not enough at night. The next day the pool was left completely trashed with empty beer cans and liquor bottles plus styrofoam cups and paper bags. They also trashed the children's playground with the same debris. • You need a manager like Richard Briggs who would have known how to handle this BIG PROBLEM. He would have called the police or sheriffs office. He always told us never to get involved with any other tenants and that he would handle everything and he did! RPM is not the right company to handle as large and apartment complex as One Quail Place. We were very lucky this time that someone did not get killed. This bunch of kids got away with it this time and I'm sure they will be back. On May 6th Ms. Giroux called the office to inform management about people being excessively loud at pool #3. Immediate action was taken when the manager of One Quail Place went to the pool, and saw I adult(mother)with her 2 children in the poo' (ages 3 & 5 )they were laughing and enjoying the pool and not in violation of any pool rules_ The enclosed documentation from two staff members and the Courtesy Patrol report in response to Ms. Giroux's repeated phone calls on the 7th of May, also reflect immediate response from management. The calls came into the office as an alcohol party at the pool. Each noted response reflects the usage of bar-b-ques and only non-alcoholic beverages in the area. However, given the situation at One Quail Place,with the location of the bar-b-ques inside the pool area, it is impossible not to allow food. As previously discussed with Mr. Ortega and Ms. La Rocca, Ms. Giroux is a market rent resident on a month to month contract. We continually spend unnecessary time responding to her frivolous complaints. If One Quail Place does not serve R Is. I toll the operator I would go over and take a look, I walked over ':here. notice that there were people at the pool. no one inside the pool the tenants were all sitting at the table eating and drinking sodas. This meeting was to familiarize ourselves with the property and enable us to discuss the direction in which we would all like to see One Quail Place proceed. In the near future One Quail Place will be receiving some cosmetic improvements and deferred maintenance items will be addressed during this improvement process. We will be discussing these improvements and any special requests you may have, through our monthly newsletter and at monthly resident meetings. Our first meeting will be held on Monday June 15th from 5:00 p.m. -6:00 p.m. upstairs from the rental office. Please bring any request or ideas you would like us to consider, as we plan our scope of improvements. We will be keeping you updated with specific improvements and • anticipated start dates as progress develops. As many of you are already aware, we will be assessing and repairing as needed, the following areas: roofing, exterior building paint, wrought iron fencing, refurbishing amenities, including, the rental office, laundry facilities, model apartments and any deferred landscape issues. Landscaping issues will include repairing and improving the irrigation system and the pruning and removing of shrubbery and trees. The City of Palm Desert's Urban Forrester will be selecting the course of action with respect to the landscaping. To clear up some confusion, the rental office is still accepting packages for residents. The policy for accepting these packages has changed. When you receive a slip informing you, you have a package from UPS or Federal Express you will need to sign the delivery slip, which advises the carrier to leave the package at the rental office. This will not require a signature from the rental office. Packages will only be released to the person named on the parcel. Thank you for your cooperation and we hope to see you on the 15th of June.
