ORAL COMMUNICATIONS None. MINUTES It was moved and seconded to approve the minutes of the Housing Commission meeting of November 18, 1998 with the following change: Page 1, Acquisition/Rehab/Resale Program Proposal Update, 3rd paragraph add... "The purpose of the request for release was in order to reduce the sales commission from 6% to 4% per agreement with listing agent." Motion was unanimously carried to approve the minutes with the change. NEW BUSINESS A. ACCEPTANCE OF LETTER OF RESIGNATION FROM MARION "RUSTI" OLSEN It was moved and seconded to accept letter of resignation submitted by Marion "Rusti" Olsen. Motion unanimously carved. B. REDEVELOPMENT AGENCY BUDGET The Commissioners were provided with a copy of the Redevelopment Agency Budget and the RPM Housing Authority budget as well as an organizational chart. Budget items were briefly discussed. Minutes Dec. 9, 1998 ll0US% NQr COMMTSSIGNI REPORTS A. ACQUISITION/REHAB/RESALE PROGRAM PROPOSAL - UPDATE Staff has estimated a cost for renovation not to exceed $23,000 per home at Rebecca Road. The project will go out for bid. The lot on Catalina Way is going through probate. We currently have it in escrow awaiting the outcome of probate. Anticipate escrow closing the end of January. Virginia lot has closed escrow and will be landbanked for future development. B. Housing Authority Properties 1. One Quail Place - Capital Improvement Update Roofs Three bids were received and reviewed by the Housing Commission. Legal counsel has approved the bid process and contract award is scheduled for action on 12/10/98. Work will commence in mid January. Trees Tree pruning will be done at One Quail Place to prepare for roof replacement. Tree removal will be necessary as a result of the potential safety hazard. Tree stumps on the property will also be removed. In addition, the City will be preparing a city-wide tree inventory analysis which will address trees city-wide and will include the Authority's property. Tree removal will be phased through the next 4-5 years. It was moved by P. Sladick and seconded by L. Saindon to approve the Capital Improvements at One Quail Place. Motion unanimously carried. C. MOBILE HOME PARK ISSUES 1. PORTOLA PALMS MOBILE HOME PARK - UPDATE 1. Portola Palms Mobile Home Park Sale of Lots - (Informational) An offer of$19,000 was received and rejected for lot 58, by staff. The buyer counted with a full offer of $22,500 which will be accepted at the January 14, 1999 Redevelopment Agency meeting. 2 Minutes Dec. 9, 1998 EIZOJT,ITSING rCOMMI861O N • REPORTS D. Home Improvement Program (Bryce) (CONTD) Bryce White reported on the November 11, 1998 "Make a Difference Day" held in conjunction with Habitat for Humanity, a group of 400-450 volunteers from Production Group International (PGI) and Insurance Conference Planning Association (ICPA). 14 homes in Focus Area #2 (along Merle Drive, Rebecca and Leslie) were painted and landscaped. Bryce provided the Commission with pictures of the event. Bryce advised that he will be talking with local contractors through the Building Industry Association (BIA) and the Desert Contractors Association (DCA) on an idea for a special event to construct a new home in one weekend, whereby the contractors provide the labor and the City provides the material. Perhaps some of the material can be donated by local merchants. This would provide a home for a low income family. Terre said that the Agency owns property which can be designated for this type of event. E. SANTA ROSA APARTMENTS REHABILITATION - UPDATE Charlene provided an update of the on-going renovation at Santa Rosa Apartments. She reported that Change Order#3 was scheduled to be presented to the Agency on December 10, 1998. The change order is for additional construction work to include the upgrading of the balconies, the removal and rebuilding of the laundry room, and additional flooring and framing cost. The amount of the change order is $66,660.28. The Commission suggested that staff add the installation of block walls along the east and west property line and include as part of Change Order #3. It was moved by B. Kurtz and seconded by P. Sladick to approve forwarding Change Order #3 and to include the proposed construction of the block walls along the east and west property line at an estimated cost of $30,000 for a total requested amount of$96,660.28. Motion unanimously carried. 3 Minutes Dec. 9, 1998 HOUSING COMMISSION REPORTS F. 40 ACRE SITE UPDATE (CONTD) A Concept Team (RDA, planning staff, architect, landscape architect, engineer and housing consultants) meeting has been scheduled for December 15, 1998 at 10:00 a.m. The purpose of the meeting will be to review the topography map of the site and discuss development possibilities. The concept team will hold meetings on a regular basis. (Dates and times to be announced). It was suggested that two members of the Housing Commission attend the meetings to provide input as well as keep the Housing Commission informed of the progress of the project from beginning to end. The Chairman appointed G. A. Holmes and Roger Dash to be a part of the conceptual planning team. G. HABITAT FOR HUMANITY A low income family was selected to live in the home built by Habitat for Humanity. The program requires that the homebuyers provide "sweat equity" by assisting in the office or with other Habitat for Humanity projects. Construction on the Palm Desert house is well underway. H. HOUSING PROJECTS UPDATE Committee was provided with a copy of the housing projects status report. ADJOURNMENT Motion was made by G.A. Holmes and seconded by P. Sladick to adjourn the meeting. The Agency's Desert Rose Program is a program to provide single family affordable C housing for moderate income families. This 161 unit development program has ' completed construction,and now is in the sales phase. LAROCCA, HOUSING MANAGER SUBJECT: AWARD OF CONTRACT AND APPROPRIATE FUNDS FOR THE PRUNING AND REMOVAL OF TREES AT ONE QUAIL PLACE Recommendation: That the Palm Desert Housing Authority, by minute motion, appropriate $21,250 and award a contract to Tree Rite Services for the pruning and removal of certain trees at One Quail Place. Background: Staff proposes the pruning of trees adjacent to buildings designated to be re-roofed,and the removal of up to 45-50 trees that are either dead or are unbalanced and leaning against buildings and which pose a potential health safety threat and residents. Trees scheduled for removal have been identified and designated with the concurrence of the City's Urban Forester, Jerry Clark. Award of a contract for the re-roofing of the Housing Authority properties is being considered at the December 10, 1998 Housing Authority meeting. In preparation for the work to commence after the first of the year, it is necessary to prepare the property and clear away trees and tree limbs that pose a danger via the pruning and removal of trees that are adjacent to those buildings to be re-roofed. Management staff was provided with a list of tree service contractors by the City's Urban Forester to contact with request for proposals. Management contacted the contractors listed in the attached memo. Of those, only one written proposal for the pruning was received from Tree Rite Services in the amount of$250 per building x 30 buildings = $7,500 for the job. (See attached.) The proposal includes pruning and clearance around the roof areas for those buildings designated to be re-roofed. Upon further inspection of the property, management along with City staff determined that some • trees pose a threat to the buildings as a result of their close proximity to the buildings. Tree removal cost is estimated at$275 per tree. Based on this,staff is recommending an appropriation of$21,250 for the pruning and removal of trees at One Quail Place. '+► SANTA ROSA APARTMENTS: • Building Number 1 and 2- Baseboards and casings are installed. Vinyl and carpeting are being ordered and vinyl will be installed so that the cabinets can be installed. Carpeting will be installed when the project is near completion. • Building Numbers 3 & 4 -Drywall installed. Building is currently being taped, mudded, and textured. Interior doors have been installed. Painting will be done by December 4, 1998. • Building Number 5- Rough plumbing and electrical Inspection have been completed. Insulation inspection will occur by December 4, 1998. Drywall installation will begin and should be completed by December 10, 1998. • The roofs on building 1-5 are completed. The roofs on the water heater closets will be installed by December 4, 1998. Once the Laundry Room has been rebuilt, the roof will be scheduled to be installed. • Landscaping- I am currently working with Eric Johnson on the trees that need to be removed and the plant material needed for the project. The majority of the trees that needed to be removed have been. I'm still trying to get him to agree to save some of the trees. • The landscape contract is being prepared and is ready. Once all contract documents have been signed, Desert Isles will begin. • Tree trimming was necessary for the installation of the new roofs. Additionally, nine dead trees have been removed completely. • A report regarding the swimming pool was taken to council on November 12, 1998. This has caused a delay on the project because the grading and demolition could not be started until a decision on the pool was made. • The grading contract was prepared and is ready. Once the contract documents have been signed, Contreras Construction can begin. • Color-coating the exterior of the buildings will begin within the next two weeks. Once he is completely through with Buildings 1 and 2, he will move to Buildings 3 and 4 which should be ready. Building 5 will be the last building to be color-coated. DELAYS: • A one-week delay occurred on the project due to a short rainstorm that occurred over a weekend causing the interiors of buildings one and two to become wet. Therefore,the apartments needed repainting. • A three-week delay has occurred on the project due to the fact that the roof sheeting and the fascia boards had to be replaced. • A one-week delay occurred on the project due to the replacement of the fascia boards. • A five-week delay occurred on the project due to the replacement of dryrot, damaged framing and subfloors. In addition, it is my understanding that in December those residents who receive social security will receive their SSA 1099 and a social security income adjustment during the month of January, therefore, to recertify those month-to-month tenants at this time will give you an incorrect picture of their income as there is an anticipated raise for all social security recipients at that time. Please keep in mind that the staff report and recommendation approved by the Agency states as follows: "For those tenants receiving increases, management will adjust the increases gradually as not to cause a financial hardship. Rental adjustments will be made at the end of each lease term at the time of recertification of tenant income." While there is some difference of opinion on the matter, this requirement has generally been held to mean that the rent or housing cost cannot exceed 25% of the upper income limit for the target income category (e.g. , 25% of 120% of area median income if the target income category is moderate income households) , adjusted for family size appropriate for a particular size unit. Our plan is to recertify the month to month agreements first, enabling us to sign the residents to a one year lease agreement as discussed. If a resident has been recently certified, but remained on the month to month agreement, we will review the certification for completeness and have them sign a lease ending one year from their last certification date. No term fees will be assessed to the affordable program, since we will be able to move in someone from the waiting list as soon as a resident vacates. As required by law the 30 day written notice will apply 7 the program. The Social Security recipients are receiving a 1.3%increase, per the Social Security office. We've begun the process of gathering information from the residents anticipating the SST increase. The Housing Authority of Riverside did not use third party verifications and neither are we. The SSA 1099 would be considered a third party verification. The only reason we would request a third party verification is if the file is tardy and we need additional information or verification to qualify the resident. The deductions for medical expenses are a HUD guideline and do not apply to our program. But, after reviewing the stipulation and applicable health and safety codes, I did not see any criteria for calculating income_ All programs are different, but with no regulatory agreement, it's up to the Palm Desert Housing Authority to set the criteria. The households gross income (not adjusted gross income) should be used when calculating income eligiblity. Our program should have no income deductions. We did not want to change this with the exsisting residents, since the Housing Authority of Riverside was using HUD guidlines, but would recommend it for new residents entering the program, unless you would like to use no income deductions for both existing and new residents.
