A. MINUTES of the Regular Housing Commission meeting of March 2, 2022.
Rec: Approve as presented.
Upon a motion by Vice Chair Guinaw, seconded by Commissioner Ballard, and
a 4-0 vote of the Housing Commission the Consent Calendar was approved as
presented (AYES: Buller, Guinaw, Ballard, Marcuse; NOES: None; ABSENT:
Morrison).
V. ACTION ITEMS
A. REQUEST FOR CONSIDERATION to recommend approval of an Amendment to
Contract No. C38850 with West Coast Arborist, Inc. of Grand Terrace, California,
for Arboricultural Services in an annual amount not to exceed $975,000 and
approval of Change Order No. 1 to C38850 for additional services during FY21/22
in the amount of $100,000 (Project No. 933-19).
Senior Management Analyst, Jessica Gonzales informed the Commission that the
item is part of a joint effort with the City of Palm Desert’s Public Works Department.
Ms. Gonzales introduced Public Work’s Community Services Manager, Randy
Chavez. Mr. Chavez acknowledged the staff report before the Commission and
provided details on the item. Discussion ensued with Commissioners providing
comments and questions. After thorough discussion the item was concluded with
no opposition from the Commission.
B. REQUEST FOR CONSIDERATION to recommend approval of an increase to
Contract No. HA38930 with Curtis Allan Floorcovering, Inc. for procuring floor
coverings and related supplies and services under Engineered Floors, LLC (dba
J+J Flooring Group and dba EF Contract), at the Palm Desert Housing Authority
properties for FY 2021-2022.
Senior Management Analyst, Jessica Gonzales acknowledged the staff report
before the Commission and provided a presentation on the item. She invited
questions and comments regarding the item and recommendation. Discussion
ensued with Commissioners providing comments and concerns.
Upon a motion by Commissioner Ballard, seconded by Commissioner Marcuse,
and a 5-0 vote of the Housing Commission, a recommendation to approve an
increase to Contract No. HA38930 with Curtis Allan Floorcovering, Inc. for
procuring floor coverings and related supplies and services under Engineered
Floors, LLC (dba J+J Flooring Group and dba EF Contract), at the Palm Desert
Housing Authority properties for FY 2021-2022 was approved as presented.

C. REQUEST FOR CONSIDERATION to recommend approval of an Amendment to

Senior Management Analyst, Jessica Gonzales acknowledged the staff report
before the Commission and informed the Commission the Amendment is relevant
to the contract previously discussed and approved for item B, for an additional two-
year term. She invited questions and comments regarding the item and
recommendation. No discussion or concerns were raised for this item.
Upon a motion by Commissioner Ballard, seconded by Commissioner Marcuse,
and a 5-0 vote of the Housing Commission, a recommendation to approve an
Amendment to Contract No. HA38930 with Curtis Allan Floorcovering, Inc., for
purposes of procuring floor coverings and related supplies and services with
Engineered Floor, LLC (dba J+J Flooring Group and dba EF Contract), for the
Palm Desert Housing Authority properties for a two-year term in a total annual
amount not to exceed $250,000 was approved as presented. (AYES: Buller,
Guinaw, Ballard, Morrison, and Marcuse; NOES; None).
VI. REPORTS AND REMARKS
A. Commissioners Reports and Remarks
Chair Buller beckoned the Commission for Reports and Remarks. Commissioner
Marcuse inquired about bathroom/shower conversions in the senior apartments,
and possibly discussing the matter on a regular basis and working through the
legal process with the Commission. Ms. Gonzales advised Commissioner Marcuse
the item is not on the agenda; therefore, the Commission is unable to discuss it at
this time. Additionally, the item will be deferred to the following regular Housing
Commission meeting in which a response will be provided by staff. No additional
Reports and Remarks were provided.
B. Commission Reports
Chair Buller prompted Senior Management Analyst, Jessica Gonzales, to provide
any Commission Reports. Ms. Gonzales provided an oral summary of the Housing
Authority actions, reporting the Liberty renewal contract that was presented to the
Authority board was approved as recommended by the Commission. No additional
reports were provided.
C. RPM Company Monthly Reports for January 2022
RPM Company Vice President, Teresa Vakili acknowledged the RPM reports
before the Commission, stating the occupancy rate was at 98%. Furthermore,
approximately 500 individuals were contacted from the property wait list, and over
80 recertifications were conducted. Ms. Vakili informed 321 services requests
were received for the month of February, primarily for standard maintenance such

as ADA accommodations. Ms. Vakili presented the photos of the completion of
Taos Palms and Desert Pointe Roofing, noting additional insulation was installed
on the Desert Pointe roof to address the numerous complaints from residents on
the second floor regarding excessive heat. Commissioner Morrison queried on the
estimated warranty/guarantee on the new insulation on these roofs. Senior
Management Analyst, Jessica Gonzales, informed the Commission that the roof
warranty is for about 30 years, and the specific insulation’s warranty is about 15
years.
Commissioner Morrison asked whether the Riverside County Income Eligibility
Guidelines, which were last updated 7/1/2021, would be updated this year. Ms.
Vakili informed the Commissioner that the California Department of Housing and
Community Development (“HCD”) publishes the income limits typically in April but
with the process of estimating the new rental rates per property, the annual rental
rates are implemented on July 1st of every year.
Chair Buller inquired with Ms. Vakili if there will be changes expected this year with
the lift on COVID-19 restrictions. Ms. Vakili informed the Chair there was an
eviction rent moratorium enacted in 2020, in which they were not allowed to evict
residents due to non-payment of rent. Additionally, there was also a rental
assistance program residents had to apply for, and they have been working
diligently with residents who are behind or delinquent on rent to get them through
the application process and approval for emergency rental assistance. Ms. Vakili
continued by describing the eviction moratorium & rental assistance. Chair Buller
reiterated what Ms. Vakili stated and acknowledged the anticipated increase in
activity for the month of June with upcoming evictions.
Additionally, Ms. Vakili informed the Commission that RPM has opened all
amenities, such as pools and restrooms. As of this moment they have decided not
to plan for community functions to bring people together, especially in the senior
communities. Ms. Vakili explained that for now, they are going to remain as is,
without functions that bring groups of people together. Commissioner Morrison
asked if they expect to have events this year, Ms. Vakili could not confirm that they
will, but they are waiting for changes to current state guidelines. Commissioner
Morrison then followed up if it will be okay to have outside events, Ms. Vakili
responded outside events will need to be evaluated individually to remain cautious.
Ms. Vakili finished her report and Chair Buller expressed her appreciation for the
informative report.
D. Update on the Home Improvement Program

Ms. Gonzales provided a summary of the Home Improvement Program activity,
noting a few inquiries were made for the month. They do expect activity in the
coming months due to the heat and anticipate an increase in requests for Air
Conditioning units. Ms. Gonzales finished by saying they will be trying to aid the
eligible residents with those repairs.

Staff is requesting authorization to use the named -vendor to facilitate the continued
routine, recurring maintenance at the Properties for the purchase of paint and paint
related materials and suppfies, on an as needed basis·, in an annual amount not to exceed
$75,00Q.
Background Analysis
The Authority owns and operates approximately 1i100 residential rental units~ Annually
the Authority purchases varying materials, supplies and appliances for the Properties
from local vendors. :To assist the Authority's contracted Management Company, RPM
Company, to purchase routine and recurring items from vendors expeditiously, the
Authority would like to use Sherwin Williams as a vendor during the 2022/2023 fiscal year
through a government purchasing cooperative contract, National Cooperative Purchasing
Alliance Agreement ("NCPA").
Sherwin Williams has been utilized by RPM for the purchase of varying items such as
paint, building materials, supplies (gloves, trays, tape, brushes, etc.), general building
items, handheld general-purpose tools, and other miscellaneous supplies.
Under the provisions set forth in the City of Palm Desert Municipal Code, Section
3:30.160(L), the _Authority may obtain routine and recurring services, supplies, and
maintenance by adopting a procedure approved by the Executive Director/City Manager.
The paint products, materials and supplies solicited from -Sherwin Williams have been
accepted as purchases for continued routine and recurring maintenance. Further, the
provisions of the City· of Palm Desert Municipal Code Section 3.30.160(E) allow the
Authority to participate as a government entity with NCPA under their cooperative pricing
_ for purchases through the named vendor. Sherwin Williams has,·confirmed they will
provide to the Authority, as a_ participating entity, NCPA contract terms, ,products, product
warranty, services, and pricing. Any increases in the pricin·g of materials, supplies and
appliances will be pursuant· to the terms and price·s · of the government purchasing
cooperative contract.
Supplies when possible are being procured from the local Palm Desert location for the

appliances and materials throughout all Authority owned residential rental properties from
several different suppliers ("Vendors"). The Authority would like to use Lowe's Home Centers,
Inc. ("Lowe's"), Home Depot U.S.A., Inc. ("Home Depot") and HD Sµpply Facilities
Maintenance ("HD") as vendors through a government purchasing cooperative cot1tract for
the purchase of materials, supplies and appliances for the Authority owned residential rental

Staff is requesting authorization to use the named vendors to facilitate the continued routine,

appliances as follows: $220,000 for Lowe's, $45,000 for Home Depot, and $210,000 for HD.
Background/Analysis
The Authority owns and operates approximately 1,100 residential rental units. Annually the
Authority purchases varying materials, supplies and appliances for. the Authority owned
residential rental properties from local vendors. To assist the Authority's contracted
Management Company, RPM Company, to purchase routine and recurring items from these
vendors expeditiously and efficiently, the Authoritywould lil~e to use Lowe's, Home Depot and
HD ·as vendors during . the 2022/2023 fiscal ·year through a governm_ent purchasing
cooperative contract, "Omnia· Partners," which ·includes the Region 4 Education Service
Center, National IPA and U.S. Communities.
The named vendors have been utilized by RPM for the purchase of varying items such as
cabinets, countertops, garbage disposals, light fixtures,. paint, building materials, some
flooring, A/C ·compressors, plumbing supplies, plumbir:ig parts (toilet seats, stoppers, faucet
spouts, etc.), hardware, bathroom fixtures (toilets, sinks, vanities, medicine. cabinets),
janitorial supplies (gloves, vacuum bags, cleaners, etc.), light bulbs, thermostat controls, A/C
filters, general building items, hand held general purpose tools, varying appliances (including
but not limited to refrigerators with freezer, microwaves,• freestanding ranges, range hoods,
dishwashers. and .other appliance accessories),· and any _other necessary miscellaneous
maintenance, repair and operating supplies.
Staff is requesting authorization to use the named vendors ~or the purchase· of -materials,
supplies· and appliances as follows: $220,Q00 for Lowe's, $45,000 for Home Oepot, and
$210,000 for HD. _ The not to exceed amounts establish_ed and being requested for each
respective vendor is based on actual expenditures purchased in the previous fiscal year. With
Lowes and HD established at higher. amounts for the twelve (12) month period due to .the
nature of purchases from these two vendor~; specifically appliances and more industry
specific items for apartments.
Under the provisions set forth in the City of Palm Desert Municipal Code, Section 3.30: 160(L),
the Authority may obtain routine and recurring services,.· supplies, and maintenance by
adopting a procedure approved by the Executive Director/City Manager. The materials,
supplies and appliances solicited from the named vendors have been accepted as purchases
for continued routine and recurring maintenance. Further, the provisions of the City of ~aim

Desert Municipal Code Section 3 .30 .160(E), allows the Authority to participate as a
government entity with Omn ia Partners under their cooperative prici ng for purchases through
the named vendors . The named vendors have confirmed they will provide, to the Authority,
as a participating entity, Omnia Partners contract terms , products , product warranty, services
and pricing . Any increases in the pricing of materials, supplies and appliances will be pursuant
to the terms and prices of the government purchasing cooperative contract.
The procurement of appliances from the named vendors includes delivery and whenever
appropriate, the removal and recycling of old appliances. The condition of the appliances to
be hauled away may range from non -functioning to non-efficient or obsolete to repair. Staff is
requesting authorization to dispose of or recycle all appliances removed from the Properties
in accordance with Environmental Protection Agency (EPA) standards for responsible
appliance disposal at the appropriate recycling centers. Any appliances not eligible to be
dispose of or recycled as part of the purchase of a new appliance through the named vendors ,
the Authority will dispose of or recycle in accordance with EPA standards . Such disposed of
or recycled inefficient, damaged , obsolete, and non-functioning appliances are hereby
declared as surplus at the time they are removed from the Properties .
When possible , supplies are procured from the local Palm Desert location for the desired
supplies and services.
Staff recommends approval of this request to facilitate the continued routine, recurring
maintenance at the Properties for the fiscal year 2022/2023.
Financial Impact
Approval of staff's recommendation would result in an amount not to exceed for the named
vendors to facilitate the continued routine , recurring maintenance at the Properties for the
purchase of materials , supplies and appliances as follows : $220,000 for Lowe's , $45,000 for
Home Depot, and $210 ,000 for HD.

John Harrison Contracting, Inc. for HVAC Mechanical
Systems Maintenance Services at the Palm Desert Housing
Authority properties in a total annual amount not to exceed
$175,000.
By Minute Motion, that the Housing Authority Board,
1) Approve an extension to Contract No. HA37273 with John Harrison Contracting
("JHC") for the HVAC Mechanical Systems Maintenance Services at the Palm
·. , Desert Housing Authority ("Authority") properties'for a period of twelve (12) months
in the total amount not to exceed $175,000 for contract services; and
2) -Authorize the Chairman or Executive Director and her designee to take all
necessary actions to execute the extension and any documents necessary to
effectuate the actions taken herewith.
Monies have been included in the FY 2022/2023 proposed Auth9rity's
replacement reserve budget in the appropriate Authority accounts.

Executive Summary -
By authorizing the-continued use of John Harrison Contracting, Inc. ("JHC") for HVAC
Mechanical Systems Maintenance Services ("Services") at· the Authority properties, the
Authority will work exclusively with JHC to ensure all HVAC systems are repaired and
replaced in accordance with the terms of the agreement. The work performed under this
contract meets the current prevailing wage requirements.

Background/Analysis
On July 12, 2018, the Authority approved a contract with John Harrison Contracting for the
purpose of providing Mechanical Systems Maintenance Services at the Authority properties
for a one-year contract with four (4) one-year extensions. JHC has continued to perform·
satisfactorily under its current contract obligations, therefore, to maintain continuity in the
quality of services that currently exists; staff is requesting the Authority Board to approve
extending the contract for one (1) additional year.
In addition, as part of the approval, the Authority authorized participation in the Eriergy1
Savings Assistance Program ("ESAP"). As a cooperative party to the program, the.Authority
was required to pay for a small co-pay and coil replacement costs.

Prior to participating in the ESAP, the average cost to replace an HVAC system ranged from
$5,432 to $7,333 per system (including permits and testing). By participating in the ESAP,
the Authority has been able to recognize a cost savings of approximately $5,866 to $6,306
per system. Not all systems qualify, but for those that do, this is a considerable cost savings
that ultim~tely ~enefits the residents.
The Authority properties collectively have approximately 1,114 AC systems. Of those units,
at least 388 have qualified through ESAP and have been replaced. Even with all those
completed, many systems remain that may or may not reqllire repair and/or replacement in
the immediate future.

The Services also include equipment maintenance and repair. The equipment to be
maintained includes, but ,is not limited to, air handlers, condensing units,. split systems,
pumps, gas fired unit heaters, package units and forced air systems. ·
JHC also continues to be an approved contractor for the ESAP program. They have done an
exemplary job over the past years in meeting both the program and Authority's, needs to allow

This request will extend JHC's contract for HVAC maintenance services at the Authority

Strategic Plan Objective
Parks & Recreation, Priority 1 states in part, ''Prepare· for the financial requirements of
maintaining existing parks to the .highest level of service". _This request also furthers the
Authority's mission "to serve the citizens· of Palm Desert by providing decent, safe, sanitary,
and affordable housing". ·
Executive Summary:
On April 28, 2022, the Palm Desert Housing Authority Board consider the Amendment
("Amendment") to Contract No. C38850 with West Coast Arborists, Inc. of Grand Terrace,
California, for Arboricultural Services fo(City of Pain, Desert ("City"), Desert Willow Golf Resort
("Desert Willow") and Palm Desert Housing Authority ("Auth.ority''), effective July 1, 2022, for a
two-yew.term in an annu~I amount not to exceed $975,0bq.

At its regular meeting of April 6, 2022, the-Palm Desert Housing Commission considered and
discussed the agenda recommendation to approve the Amendment to Contract No. C38850
and related actions. The Housing Commission members had no opposition to the·
recommendation, only no motion was made. Approval of staff's recommendation will ratify
the Amendment and related actions as approved by the Housing Authority Board. ·
Background Analysis··
On July 11, 2019, the City Council approved Contract No. C38850 With West Coast Arborist,
Inc., for a term· of th fee years, with an option of two, one-year extensions. This contract
consolidates several annual tree maintenance services such as palm tre.e pruning, broadleaf
tree pruning, emergency removal, and tree planting work into one comprehensive contract. It
also covers the City's entire Urban Forest, which includes parks, medians; City-maintained
properties, Desert Willow .Golf Resort, and the Palm Desert Housing Authority properties.
Neighboring cities such as Indio, Coachella, and Palm Springs adopted this .unified tree
maintenance model and have found this type of agreement beneficial.

The contract is ·set ·to expire on June 30, 2022: therefore, WCA has agreed to extend the
contract for the remaining two contract extensions commencing July 1, 2022 and ending June
30, 2024. Due to the increase in the State's mandated minimum wage and related operating
costs, WCA is requesting a contract increase of 4.5% totaling $85,000 for the extended two-
year term.· The total not to exceed annual contract amount will be increased from $890,000
to $975,000 to accommodate work performed for the City, Desert Willow Golf Resort, and the
Housing Authority properties. City staff determined the requested amount is sufficient for the.
performance of the .various arboricultural services needed throughout the City.
The proposed Amendment to WCA will continue to provide the-same scope.of services for
annual palm tree pruning and hardwood tree pruning, consistent with existing practices.
Emergency work due to vandalism, accidents, and other unforeseen work will be performed
on an as needed basis. Under this contract, staff will issue work orders for maintenance and
emergency repairs that detail the work to be performed and the timeframe to complete. it per
the proposed pricing schedule.

In addition, during the current Fiscal Year 2021-22, wind events, excessive heat, compliance
with ADA requirements necessitated the removal of several trees that were not part of tree
maintenance schedule. Specialty work such as the removal of dead plant material and
excessive brush in the Haystack channel was also performed. To accomplish this unforeseen
work in a timely manner, $50,000 earmarked for the annual palm tree pruning program was
us~d. ·
Due to increased development and above average visitor turnout at the Desert Willow Golf
Resort, staff expanded the tree pruning program along the club house and perimeter areas.
This work addressed tree encroachment, viewing corridors, and safety issues for a cost of
$50,000. Therefore, staff requests approval of Change Order No. 1 in the amount of-$100,000
to replenish the palm tree annual contract amount that is scheduled to commence at the end
May. .
Fiscal Analysis
The amount of $981,625 is included in the City's proposed budget for Fiscal Year (FY)
2022/23 exclusively for tree maintenance. This budget includes annual pruning and
emergency work (wind damage, vandalism, vehicle accidents) that occurs throughout the
year. Staff will allocate the $975,000 between the City, Desert Willow, and Housing Authority
according to actual work performed. The following is the estimated allocation budget for each
account; however, this does not necessarily mean the full amount will be allocated to each
budget nor that the full amount will be spent:

A. REQUEST FOR CONSIDERATION to recommend approval to authorize the use of

and Supplies for the Palm Desert Housing Authority Properties for FY 2022-2023.
Senior Manag.ement Analyst, Jessica, acknowledged the staff report before the
Commission and provided details on the item. Discussion ensued with
Commissioners providing comments and questions. After thorough discussion the
item was ~oncluded with no opposition from the Commission.

Senior Management Analyst, Jessica Gonzales, acknowledged the staff report
before the Commission, stating this request for consideration is to extend the
contract with John Harrison Contracting, Inc. Mrs. Gonzales stated that this.is the
Housing Authority ("Authority") last extension allowed under the original solicitation
that the Authority did for our HVAC systems. Discussion ensued with
Commissioners Morrison asking clarifying questions regarding the extension
timeline. After thorough discussion the item was concluded with no opposition from
the Commission

Vice-Chair Guinaw acknowledged the Commission, stating he had two reports to
provide. Vice-Chair Guinaw stated he attended the Homelessness Task Force
meeting at 9 am on May 2, 2022. He provided a summary of the meeting. He
expressed his gratitude regarding the people who are part of the Homelessness
Task Force. The Homelessness Task Force has dedic~ted, creative,

He stated that in the meeting there were tnree action items. Two contracts and a
planning item. The first contract is with the University of Riverside Public Services.
They are responsible for staffing our two outreach workers. The community
workers go into the City and do orie on one_ with persons who essential needs
including services and supplies. The total of the contract is $160,000. The second
contract is with the Coachella Valley Associations of Government ("CVAG"). CVAG
has two programs: Coachella Valley-200 ("CV-200"). CV-200's goal is to assist
200 individuals in need of emergency, temporary, and permanent housing when
able. The City of Palm Desert's share is $100,000 which is shared with other CVAG
cities in the Coachella valley. The term of the contract is three years.
The final action item was to develop a schedule of planning committee sessions to
scope out what the task force can do and bring those efforts to the council to
develop common goals and common efforts. All these items were all approved
unanimously.

Chair Buller moved on to the next agenda item, the summary of City Council and
Housing Authority Actions. Senior Management Analyst, Jessica Gonzales
provided an oral summary to the Commission advising the Authority Board
approved the one action item, adopt Housing Commission meeting the City
Council and Housing Authority Board meeting held on said dates.

RPM Company Vice President, Teresa Vakili, acknowledged the RPM reports
provided to commissioners for the month of February 2022. Ms. Vakili currently
reported the occupancy rate is at 99% for Authority properties. She reported in the
months of February 2022 RPM staff contacted 541 individuals and added 220
individuals to the interest waitlist. Ms. Vakili further reported RPM staff completed
76 re-certifications.
Ms. Vakili acknowledged the Housing Authority Properties Projects report for the
months of March 2022. She reported 328 service requests were completed during
the month throughout RPM's portfolio. Ms. Vakili reported that t_he services are
routine maintenance at the communities.
Commissioner Morrison addressed Teresa Vakili with a question. Commissioner
Morrison asked what the turnaround time of a unit is after a tenant moves out and
another moves in. Teresa Vakili replied that RPM's policy is 5-7 days make ready
after move-out depending on the condition of the unit's condition.

Mrs. Gonzales provided a summary of the Home Improvement Program activity for
March 2021. She reported there were two inquiries during the month of March. One
inquiry was regarding the Home Improvement Program. The second inquiry was
regarding the application process itself. The caller was provided the application.
