COMMISSION MEMBERS AND STAFF TO ATTEND THE COMMISSIONERS
FUNDAMENTALS SEMINAR IN PHOENIX,ARIZONA ON APRIL 23 AND 24, 1999
RECOMMENDATION:
By minute motion, approve travel to Phoenix,Arizona for the following Housing Commission members and staff:
Carrie McLeod, Philip Sladick, Lawrence Saindon, Leo Sullivan, Charlene Sumpter, and Carlos Ortega to
participate in the Commissioners Fundamentals Seminar on April 23 and 24, 1999, and appropriate the funds from
housing unobligated fund balance.
„wACKGROUND:
The Redevelopment Agency is a member of the National Association of Housing and Redevelopment Officials
(NAHRO). NAHRO offers various workshops and seminars to public housing officials throughout the year. One
such seminar is the Commissioners Fundamentals Seminar which is designed to teach Housing Commissioners how
to strengthen their performance as advocates, leaders, strategists, team-builders and goal-setters.
Staff feels that since the Housing Commission is fairly new, it would be beneficial for our commission to attend
this seminar as it will help to increase their knowledge of the roles and responsibilities of a commission.

SUBJECT: Housing Commissioner Roger Da
I received a phone call today from Mrs. Dash expressing Mr. Dash's concern over his
impending removal from the Housing Commission due to an absence from meetings. It
appears that Mr. Dash has been gravely ill and has been in Los Angeles receiving treatment
at UCLA on a regular basis. Per Mrs. Dash, he wishes to continue as a member on the
commission and hopes to complete his treatment sometime in April. He will be submitting
a letter for consideration along with a doctor's note regarding his illness.
Mr. Dash is a relatively new member to the commission and is deeply interested in the issues
of affordable housing for lower income households. I encourage reconsideration of his
termination from the commission allowing him enough time to recover and return as an
active member.

Dear Mr. Dash:
In accordance with City Council policy with regard to Committee/Commission member
attendance, three (3) absences constitute an automatic resignation of any member of a City
board, with the exception of the Planning Commission, Parks & Recreation Commission and
the Architectural Review Commission which are allowed five (5) absences because they meet
twice a month.
Our records indicate that you have missed two Housing Commission meetings in 1999 -
January 13th and February 10th. This letter is to make you aware that the next absence will
be the one that constitutes automatic resignation.
The City Council is very aware of the time constraints that many members have with regard to
serving the City, and it appreciates the efforts those members put forth. If your schedule does
not allow attendance at this time, you may reapply in the future when it is more convenient for
you.
If you have any questions or need further clarification of this policy, please do not hesitate to
call me.

ORAL
COMMUNICATIONS Terre informed the Commission of Commissioner Dash's status and
that an opening existed on the Commission. She will advise RPM
Company so that they could inform the Housing Authority property
tenants.
MINUTES It was moved by L. Sullivan and seconded by Phil Sladick to
approve the minutes of the Housing Commission meeting of
February 10, 1999 with the following corrections:

NEW BUSINESS A. COMMISSIONERS FUNDAMENTALS SEMINAR
APRIL 23 AND 24, 1999 - PHOENIX, ARIZONA
Travel and hotel accommodations will be made for commissioners
and staff to attend the Commissioners Fundamentals Seminar in
Phoenix, Arizona on April 23 and 24. Terre asked that
Commissioners please save all receipts for reimbursement. She
said that a request for approval of out-of-state travel for the housing

NEW BUSINESS commission members and staff to attend the seminar in Phoenix,
(CONTD) Arizona on April 23 and 24, 1999 will go before the Housing
Authority for approval at their meeting of March 25, 1999.
It was moved by L. Saindon and seconded by P. Sladick to
forward recommendation to approve out-of-state travel for the
Housing Commission and staff to attend the Commissioners
Fundamentals Seminar on April 23 and 24, 1999 to the Housing
Authority for approval. Motion unanimously carried.
B. MAKE A DIFFERENCE DAY - MAY, 1999.
Bryce said that the Make A Difference Day event is in its conceptual
stage. Staff is targeting Focus Area #2 off Cook Street. A specific
day has not been scheduled, however, the event will take place in
May. Bryce has contacted both the Marriott Desert Springs and
Home Depot. Marriott has indicated that they are interested in
participating in the event. No commitment from Home Depot as of
yet. He said that he will provide more information at the next
commission meeting.
CONTINUED A. ACQUISITION/REHAB/RESALE PROGRAM - UPDATE
BUSINESS - REBECCA ROAD PROPERTIES BID RESULTS
Two bids received for the Rebecca Road property rehab. Staff is
waiting to receive performance bond information.
• Charlene will research whether the properties are on septic tanks or
not. She will report her findings at the next meeting.
B. HOUSING AUTHORITY PROPERTIES
1. ONE QUAIL PLACE - CAPITAL IMPROVEMENT
UPDATE
- Roofs
Re-roofing has been completed on 5 buildings.
Recovery board will be used in place of the crickets.
Additionally, some of the roof decking has been
replaced as a result of bad sheeting due to dry rot.

CONTINUED Charlene said that the re-roofing would take 90 days to

Vacant units have been re-roofed and will be available
for renting once the interior damage has been repaired
in building #5.
Landscaping
Two demonstration areas were set up to show what
the landscaped perimeter would look like. Residents
voted to select design made by Eric Johnson.
Painting/Carports
Charlene presented the bids received,for the Re-
painting of the Various Properties (One Quail,
Neighbors, Desert Pointe and Taos) and the
Installation of Carports at Las Serenas.
It was moved by L. Saindon and seconded by P. Sladick
to forward to the Housing Authority for approval
recommendation to award:
1. Re-painting of the Various Properties to the
following lowest responsible bidders contingent
upon the estimate of a certified paint supplier.
• 1. Award re-painting of One Quail Place to
Alamo Painting in the amount of$192,610.
2. Award re-painting of Neighbors Gardens to
South West Coatings, Inc. in the amount of
$17,500.
3. Award re-painting of Desert Pointe to
Alamo Painting in the amount of $37,400.
4. Award re-painting of Taos Palms to
Ignacio Sanchez, Inc. In the amount of
$14,588.
2. The Installation of Carports at Las Serenas to
James E. Simon Company in the amount of$59,813.00.
Motion unanimously carried.

SALE OF LOTS - (UPDATE)
P. Sladick said that he contacted Greg
Pettis, Councilmember of the City of Cathedral
City. Mr. Pettis indicated that they are
interested is speaking with the City of Palm
Desert regarding the possible relocation of
mobile home from the park located on the south
side of Hwy. 111 to Portola Palms.
HOA MOBILE INSTALLATION PROPOSAL
Terre reported that she spoke with Ingrid
Baddour. Ingrid informed her that the Portola
Palms Mobile Home Park Homeowners
Association has offered to pay for the
installation of a mobile home model on a lot to
help with the marketing of the lots. They will
pay all installation fees and monthly flooring
costs as required by the distributor.
They are requesting authorization from the
Agency to install a coach on one of the Agency-
owned lots.
It was moved by L. Sullivan and seconded by
B. Kurtz to authorize the Portola Palms
Mobile Home Park Homeowners Association
to utilize an Agency-owned lot to install a _
mobile home for marketing purposes.
Motion unanimously carried.

REPORTS A. HOME IMPROVEMENT PROGRAM (BRYCE)
Bryce advised that he is in the process of making an application to the
Department of Housing and Urban Development (HUD) for the City of
Palm Desert to be designated as an Entitlement City.
Bryce stated that approximately 35 requests for Home Improvement
Program applications have been received as a result of an article which
was carried in the City's The Brightside. In addition, he said that he will
be presenting a staff report to the Housing Authority for their approval to
include sewer installation as an authorized expenditure to the Home
Improvement Program.
It was moved by L. Sullivan and seconded by L. Saindon to forward
to the Housing Authority for approval recommendation include
sewer installation as an authorized expenditure to the Home
Improvement Program. Motion unanimously carried.

Charlene said rough grading will be done next week. Trenching has
been done for the electric, cable and t.v. lines.
C. 40 ACRE SITE UPDATE
Terre reported that the Concept Team has met and is developing a site
plan. The development cost proformas will be submitted by Community
Development and Dan Horn as part of the Concept Team's analysis for
the potential development of the site. The site plan will be reviewed at
the next Commission meeting.
D. HABITAT FOR HUMANITY
Terre reported that she has driven by the property and Habitat for
Humanity has begun to set the footing forms.
E. HOUSING PROJECTS UPDATE
Committee was provided with a copy of the housing projects status
report.
The commission asked that the item indicating that the One Quail
Name Change be tabled be removed from the report.
ADJOURNMENT Motion was made by L. Saindon and seconded by P. Sladick to
adjourn the meeting. Meeting was adjourned at 5:07 p.m.

• Trenching for gas and water lines has been completed. Lines have been inspected and
backfilled.
• Electrical lines will be backfilled once inspection has occurred.
• Concrete has been poured for patios. Patios are complete.
• Construction of balconies will occur once inspection of electrical lines has occurred. Color-
coating of the outside of the buildings will begin when the balconies have been completed.
• Building Numbers 1, 2, 3, 4 & 5 - Delivery of cabinetry to all buildings. Cabinetry will be
installed when trenching is completed. Carpeting will be installed when we are near
completion of the project.
• Building Number 5 - Painting completed.
• The roofs are complete.
• Laundry room- Painting completed.
• Landscaping-Planting material confirmed and selected. Agreement between Landscaper and
Agency is currently being prepared.
HOUSING AUTHORITY PROPERTIES
• Roofing for One Quail Place has begun.
• Roofing for Taos Palms, Neighbors Gardens, Desert Pointe will begin once the asbestos
issue has been resolved.
• Currently working with RPM on the deferred maintenance regarding All Housing Authority
properties.

The Regional Property Manager's position for the Desert portfolio has been filled.
After reviewing numerous resumes and interviewing those applicants who I felt may
have been best suited for this important position, I selected Terry Parker a RPM
Assistant Property Manager from our Anaheim market.
Terry has been a valued RPM team member since 1997. She came to us with over
14 years of extensive, multi-faceted experience. Her tenure in the Hospitality/Hotel
industry provided her with the training and skills that have been most advantageous
for her position with us. Terry's duties included staff hiring, training, overseeing
budgets, purchasing, payroll and implementing company policies and procedures.
She also coordinated the daily operations of new retail construction, repairs and
renovations on rehab projects and the scheduling of maintenance for a large Hotel
property.
While in Anaheim, Terry has been responsible for assisting the Regional Manager
during the renovation process and implementation of the Tax Credit Section 42
Affordable Program. As you know, the Tax Credit program is an extremely
complicated program and demands a person who excels in organization, verification
and documentation. Both Donnie and I feel Terry will be very successful in her new
position. She will be working with me the week of the 22n`' to familiarize herself with
the portfolio and will be in the Desert the following week. If possible, I will bring her to

• Trenching for gas and water lines has been completed. Lines have been inspected and

• Electrical lines have passed inspection and have been backfilled.
• Gas Company is re-instating service. Should be completed by April 9.
• Patios and walkway have been completed. Drive ways will be poured once the Gas Company
re-instates their service to the buildings.
• Construction of balconies has begun and is completed on buildings 1, 2, & 3. Scratch coat
and brown coat have been applied. Balconies on buildings 4&5 are scheduled to be
completed by April 2, 1999. Scratch and brown coat will be applied April 5 thru 11, 1999.
Color-coating of the outside of the buildings will begin once the balconies have been
completed.
• Building Numbers 1, 2, 3, 4 & 5 - Delivery of cabinetry to all buildings. Cabinetry is
currently being installed. Carpeting will be installed when we near completion of the project.

A Pre-Construction meeting was held on March 30, 1999 to discuss the projects mentioned below:

• Neighbors Gardens: Contract awarded to South West Coating.
• Taos Palms: Contract awarded to Ignacio Sanchez, Inc.
Work schedule and commencement of work were determined at that time.
INSTALLATION OF CARPORTS
• Las Serenas- Installation of Carports Contract was awarded to James Simon Co. Pre-
Construction meeting was held on March 30, 1999. Work schedule and commencement
were determined at that time.
PROPERTY ACQUISITION AND RESALE
• Catalina Way- Escrow closed.

• Rebecca Road-Contract has been signed. Bond has been issued and Pre-Construction

Re: Status of Buena Cirete House
Dear Boyd:
I visited the Buena Circle site today and noticed that there has been little, if any, progress. Also, please be aware
that the chainlink fence is laying on the ground thereby rendering the property and the work done to date unsecured.
4y concern is that there are copper tubing water lines coming out of the ground can easily be vandalized and
damaged. Please have someone secure the site in order to avoid any problems.
In addition, it appears that because of the delay in continuing the work,the trenches have refilled with dirt which
could require re-trenching in the future. Please let me know if you have called for preliminary inspection on the
work done to date as there were no inspections tags on site.
In your January 14, 1999 letter,you indicate that the Cathedral City houses will be completed by May or June and
the Buena Circle house will be your next project. Please let me know if you still anticipated completion of the
Buena Circle house by August or September_
I would appreciate receiving a monthly update on the status of the construction of the Palm Desert house in order
to keep the Housing Commission and the Agency informed. Call should you have any quest'
