Our records indicate that you have missed two Housing Commission meetings in 1999 - March 10th and May 12th. This letter is to make you aware that the next absence will be the one that constitutes automatic resignation. The City Council is very aware of the time constraints that many members have with regard to serving the City, and it appreciates the efforts those members put forth. Commissioners Fundamentals Seminar - Phoenix, AZ April 23 and 24, 1999 The following Housing Commission members and staff: Carrie McLeod, Philip Sladick, Lawrence Saindon, Leo Sullivan, Charlene Sumpter, and Carlos Ortega attended the Commissioners Fundamentals Seminar on April 23 and 24, 1999. The Commissioners which attended indicated that they found the seminar to be informative and beneficial. Minutes Jun. 9 , 1999 SOUSING COMMISSION r NEW BUSINESS Chairperson McLeod suggested that when new commissioners are (CONTD) appointed, a tour of the Housing Authority properties and an informational meeting should be part of the orientation. Staff concurred. B. RPM PERFORMANCE EVALUATION Terre stated that the Finance Department and the Agency will further define changes of the RPM agreement. Items which will be looked at include, but are not limited to, capital improvements schedule for future needs and audit, the recertification and internal controls. Further, staff will come back to the commission with the new management agreement, management fee recommendation and proposed changes to the agreement. The new start date for the RPM contract is expected to be August 1, 1999. C. HOUSING AUTHORITY PROPERTIES RESIDENTS' SURVEY Terre reported that the Housing Authority Properties Residents' Survey was mailed out to all occupied units (740 mailed) with a requested return date of June 7. To date, approximately 260 have been returned. The results of the survey will be given to the commission at their next regularly scheduled meeting. D. ONE QUAIL FIRE UPDATE Staff informed the Commission that RPM Company will be doing a walk through of all the Housing Authority properties to ensure that all smoke alarms are working properly. It was moved by L. Sullivan and seconded by B. Kurtz to direct staff to conduct an alarm needs assessment of the Housing Authority properties and determine cost for an alarm battery back-up system. Further, that the Fire Department be requested to perform an annual or semi-annual inspection of the fire sprinklers at all of the Authority properties. Motion unanimously carried. 2 Minutes Jun. 9 , 1999 11017SING CC_ MISS O NEW BUSINESS E. RESERVE STUDY (CONTD) Terre stated that a Reserve Study was needed for all the Housing Authority properties to determine future needs for capital improvements. A Request for Proposal will go out to companies that perform this type of work. The results will be presented to the Housing Commission at a future meeting. CONTINUED A. MAKE A DIFFERENCE DAY - JUNE, 1999 (BRYCE) BUSINESS Bryce stated that on Saturday, June 19, 1999, from 7:00 a.m. to 11 :00 a.m. RDA will be holding its Third Make A Difference Day event where homeowners and volunteers come together to improve our community. Landscaping improvements will be made to homes needing assistance on Timothy Circle and Merle Drive. Bryce said that in addition to the four houses that will be improved on June 19, one house had been painted on May 26, 1999, by Americorp volunteers, as part of the Make A Difference Day. The Palm Desert Redevelopment Agency is providing the funds for the materials for the event. Home Depot is sponsoring the event and providing the majority of the volunteers. Marriott's Desert Springs Resort is a co-sponsor providing financial assistance. Staff anticipates the participation of 50-75 volunteers. Bryce extended an invitation to the Housing Commission to stop by to observe and/or participate in the event. Also, before and after photos will be taken so that everyone can see the difference the event made. B. ACQUISITION/REHAB/RESALE PROGRAM - UPDATE REBECCA ROAD PROPERTIES Terre reported drywalling of the 2 units has started. The units were gutted and windows were retrofitted. Rehab will be done to the interior and exterior of the two properties. C. HOUSING AUTHORITY PROPERTIES 1. PORTOLA PALMS MOBILE HOME PARK - UPDATE PORTOLA PALMS MOBILE HOME PARK SALE OF LOTS - (UPDATE) The sale of Lots 5, 67 and 114 are scheduled for action by the Redevelopment Agency and City Council at their meeting of June 10, 1999. It was moved by L. Saindon and seconded by L. Sullivan to forward to the Redevelopment Agency Board for approval of the sale of lots 5, 67 & 14 at their meeting of June 10, 1999. Motion unanimously carried. REPORTS A. HOME IMPROVEMENT PROGRAM (BRYCE) Bryce reported that 10 homes were receiving grants or loans. Bryce stated that staff is working with homeowners to construct an 8' wall that will replace a substandard wall along Hovley Lane East from Kansas Avenue to Warner Trail. B. SANTA ROSA APARTMENTS REHABILITATION - UPDATE Commission was provided with a copy of the Santa Rosa Apartments Rehabilitation status report prepared by Charlene Sumpter. C. 40-ACRE SITE UPDATE Terre stated that the Redevelopment Agency is proposing the development of affordable single-family and multi-family units on a 40 acre site located east of Portola Country Club between 42nd Avenue and Merle Drive. Staff has been working on developing a site plan with input from a development team including Community Dynamics, Palm Desert Development Company and City staff. The preliminary site plan proposes the development of 166 single family detached homes and 144 multi-family rental units along with a potential child care component on site, for a total production of 300 5 Minutes Jun. 9 , 1999 EEOVSING COMMISSION REPORTS affordable units available to families of very low and low income. An (CONTD) analysis of the concept will be conducted prior to final decision. It was moved by L. Saindon and seconded by L. Sullivan to recommend to the Redevelopment Agency Board to have the Concept Team proceed with the concept plan to build low and moderate housing. Motion unanimously carried. D. HABITAT FOR HUMANITY Terre reported that Ms. Lini Handy, President of Habitat for Humanity is in charge of the Palm Desert project. She advised that the foundation, underground plumbing and the cement slab are in place on the Palm Desert House, located at 43-945 Buena Circle. E. HOUSING PROJECTS UPDATE Commission was provided with a copy of the housing projects status report. ADJOURNMENT Motion was made by L. Sullivan and seconded by B. Kurtz to adjourn the meeting. Excepcional Bueno Justo Mal 1 O PALM DESERT REDEVELOPMENT AGENCY MEMORANDUM DATE: JUNE 2, 1999 TO: HOUSING COMMISSION FROM: TERESA LA ROCCA, HOUSING MANAGER SUBJECT: FIRE - ONE QUAIL PLACE On May 12, 1999, at approximately 12:00 p.m., they reported a fire at one of the units at One Quail Place. Unfortunately,there was a fatality as a result of smoke inhalation. In this particular fire, it was impossible to determine the performance of the smoke detector system due to heat damage. Per the fire report,the form of the heat was due to a cigarette. The factor was "recklessness/failure to use ordinary care;"the contributing factor was"careless act." It appears that the resident fell asleep on the couch with a cigarette, thereby causing the fire. 111 As a result of the above, and due to some concerns expressed by tenants, a letter has been sent to RPM Company requesting information regarding the annual inspection of smoke detectors (see attached). In addition, I contacted Riverside County Fire Department and was informed as follows: • Battery-backup fire smoke alarms are not required. • Hard-wire systems are required. • Smoke alarm systems can be tested by pushing the exposed red button to test the system. • Smoke alarms in adjacent units may or may not go off during a fire dependant upon the amount of smoke generated into the adjacent unit. How are the smoke alarms wired? 2. Do they all have battery back up systems? 3. Which units or buildings are equipped with fire sprinklers? 4. How often are the batteries and/or the systems checked on an annual basis? 5. Is there an office log of dates when systems were checked? If so,please provide a copy. In addition, on another subject, have there been any instances in the past year where due to plumbing or other problems, residents have been allowed to shower at the outdoor pool shower? Also, are there property policies in the form of rules and regulations that are given to tenants upon the renewal of a lease, recertification of income, or upon the signing of a new lease? B.Ugly dirt has been filled with grass. I had a dead tree and bushes that were unattractive outside of my front window.There is now beautiful grass and flowers that cover me ranascape cuisine ormy aparmnesx. G Plant have been properly trimmed and pruned. Before the plants were pruned there was a potential safety concern because the shrubs were overgrown and ping windows.There was also tom of dead foliage under the overgrown shrubs which has all beer removed and kept clean since new management took over. A.Roofs finally repaired after 4_years of complaints about leaks. B. Grass is beautifully maintained for the fast time in years and looks healthy. C. Walkways are kept clean. D. 2 service requests I called into the office were completed on the same day I called them is E. The whole complex finally looks cared for and lights that haven't worked for years have been fixed. Maideasnoe responds promptly and office calls residents to make sure work was completed satisfactorily. D. I appreciate the quiet surroundirkgs and peaceful atmosphere of One Quail Place. A.Complex now reflects proactive care rather than passive deferred maintenance. B. 1 have lived here since June 20th, 1988. C. $50.00 early bird rent drawing is really neat for the residents.(Even though I haven't won yet). Rose del Rio D. BACKGROUND: On December 10, 1998, the Palm Desert Housing Authority awarded Contract No. HA15310 to Al Miller& Sons for the re-roofing of Desert Pointe. Upon tear off of the old roofs, it became necessary to replace the following: * The stuccoed fascia board was installed flush against the existing gravel edge metal. The stucco in most cases covers the raised edge of the metal creating an elevation change in the edge of the roof, causing the water to remain on the roof and not drain properly. To alleviate the transition problem, a custom made gravel edge metal was installed which extends over the roof's edge to ensure a better fit. All of the work listed above has been inspected by the Building Department, the roofing manufacturer, RPM, and the Housing Authority Property Management Firm's Construction Consultant. All are in agreement as to the necessary change, and t e method of installation of the new gravel edge. Plywood Sheeting It was determined that some of the existing sheeting was dry-rotted due to the condition of the roofs on buildings: 7, 30, 31, 37, 34, 35, 39, 19, 20, 32, 36A, 4, 5, 6, 13, 14, 15, 16, 17, 21, 23, 27, 40, 41, 42, 43, 18, 22, and 29 and are in need of replacement. Recovery Board The roofing manufacturer inspected the decking after tear off and made a determination that in order for the roofing warranty to be issued, the installation of recovery board insulation was necessary for buildings: 34, 35, 39, 19,20, 32, 36A, 7, 30, 31, 37,4, 5, 6, 13, 40,41, 42, 43, 18, 22, 29, 21, 23, 27, 14, 15, 16, and 17. This would allow the roofing material to be installed on a solid surface and would stop any separation that may occur between the roofing material and the decking. 3. REPLACEMENT OF CEILING JOIST Upon replacement of the plywood sheeting, the existing ceiling joist became visible on building number 19 and 34. In both buildings the existing ceiling joist was failing, thus necessitating immediate attention. To correct the problem, a new ledger board was attached to the side of the building and joist hanger was attached to the ridge beam. Then,new ceiling joists were attached and the existing ceiling joists were sistered to the new ceiling joist. • All of the work listed above has been inspected by the Building Department, the roofing manufacturer, and RPM, the Housing Authority Property Management Firm's Construction Consultant. All are in agreement as to the necessary changes. We realize that this is not the schedule which our previous Executive Director,Boyd Sharp,had optimistically set as being "a mere six weeks",and we do apologize to everyone concerned. On June 19th, 1999,the entire framing,roof trusses and the preformed panels will be put into place. This will be the shell for the house,protecting our volunteers from the elements,so that work can continue to completion through the summer months when it is usually too hot to be working outdoors. We have our affiliate vice president voluntarily in charge of the complete project,our volunteers are better organized, and barring extreme heat,will continue until the house is finished. The major cause of our delay in going into the Fairfield home construction was created by our need to • complete two previously begun homes in Coachella,so as to secure first time Homeowner Grants for the two families. In this we were successful,and our new Coachella homeowners each received their grants, in excess of$18,000.00! This was a major cooperative effort,by the Board of Directors,our community in supporting various fundraising events,both big and small,and of course our wonderful volunteers. Our winter"snowbirds" have left for the year,but by the grace of God,we do have a nucleus of talented volunteers willing and eager to help on the Linarez'home. We will keep you informed as to the progress of the Fairfield home,and will supply pictures as we proceed. Thank you all for your patience and understanding,as you are well aware,this our affiliate's first attempt at building more than one home per year. We have certainly stumbled and fallen,but have also learned some valuable lessons. We realize that this is not the schedule which our previous Executive Director,Boyd Sharp,had optimistically set as being"a mere six weeks",and we do apologize to everyone concerned. On June 19th, 1999,the entire framing,roof trusses and the preformed panels will be put into place. This will be the shell for the house,protecting our volunteers from the elements,so that work can continue to completion through the summer months when it is usually too bot to be working outdoors. We have our affiliate vice president voluntarily in charge of the complete project,our volunteers are better organized, and barring extreme heat,will continue until the house is finished. The major cause of our delay in going into the Fairfield home construction was created by our need to complete two previously begun homes in Coachella,so as to secure first time Homeowner Grants for the two families. In this we were successful,and our new Coachella homeowners each received their grants, in excess of$18,000.001 This was a major cooperative effort,by the Board of Directors,our community in supporting various fundraising events,both big and small,and of course our wonderful volunteers. Our winter "snowbirds"have left for the year,but by the grace of God,we do have a nucleus of talented volunteers willing and eager to help on the Linarez'home. We will keep you informed as to the progress of the Fairfield home,and will supply pictures as we proceed. Thank you all for your patience and understanding,as you are well aware,this our affiliate's first attempt at building more than one home per year. We have certainly stumbled and fallen,but have also learned some valuable lessons. Under the able leadership of our new Executive Committee of the Board of Directors,and with God's continued help,we are already planning ahead,financially,and implementing the lessons we have learned from past mistakes.
