MINUTES It was moved by L. Saindon and seconded by L. Sullivan to approve the minutes of August 9,2000. Motion carried to approve the minutes. INFORMATIONAL A. RPM WEEKLY STATUS REPORT ITEMS Terry Parker discussed the RPM Weekly Status Report with the Commission. Vice Chair McLeod inquired about the procedure used when a potential tenant calls one of the Housing Authority rental properties to find out status. Terry Parker said that at the time of the call a potential renter is informed as to the availability of an apartment. People who are on the Housing Authority properties' existing waiting lists are given first priority. Terre La Rocca asked if a criminal background check is done on all new potential tenants. Terry Parker said that a criminal background check is run on all applicants and RPM is working with their attorney to determine if tenants can be rejected based on finding of criminal background. 1 Minutes Sept. 13 , 2000 ROUSING COMMISSION INFORMATIONAL B. REPORT #1 - MONTHLY OCCUPANCY AND AVERAGE ITEMS (CONTD) RENT STATEMENT (AUGUST) Terry Parker summarized Report #1. C. REPORT #2 - MONTHLY NET OPERATING INCOME STATEMENT (JULY) Terry Parker said that Report #2 runs 30 days in arrears because it is based on a profit and loss statement. D. HOUSING AUTHORITY PROPERTIES NEWSLETTER (SEPTEMBER 2000) Terry Parker said that the back section of the newsletters will be used to explain the rules and regulations to tenants. r,.. Terre La Rocca said that a complimentary letter was submitted by a One Quail tenant who works in the advertising field who enjoys the format and quality contents of the newsletter. NEW BUSINESS A. REBECCA ROAD PROPERTY Rec: By Minute Motion: Review staff report and make recommendation for Redevelopment Agency consideration on sale of 42-662 Rebecca Road. Action: It was moved by L. Sullivan and seconded by L. Saindon to forward approval of sale of 42-662 Rebecca Road to the Redevelopment Agency. Motion carried. 2 Minutes Sept . 13 , 2000 ROUSING COU.ISSION° NEW BUSINESS B. PORTOLA PALMS MOBILE HOME PARK SALE OF LOTS (CONTD) Rec: By Minute Motion: Forward sale of Lot #26 to the City Council and the Redevelopment Agency for approval. Action: It was moved by C. McLeod and seconded by L. Sullivan that the Commission forward to the Redevelopment Agency recommendation to approve the Portola Palms Mobile Home Park sale of Lot#26. Motion carried. C. RESERVE STUDY PROPOSAL Rec: By Minute Motion: Review and make recommendation for Housing Authority Now, consideration of Proposal for Reserve Study Update from Association Reserves, Inc. Action: It was moved by L. Saindon and seconded by L. Sullivan to take no action at this time and forward to the Housing Authority recommendation reconsider updating the Reserve Study in two -three years. Motion carried. CONTINUED A. 40 ACRE SITE DEVELOPMENT - REVIEW OF SITE BUSINESS UPDATE The Council approved the Exclusive Right to Negotiate and conceptual design on August 24, 2000. The Subcommittee composed of two council members and three housing commission members. Several residents from Portola Country Club (the mobile home park next door) attended the Council meeting and expressed their concerns with respect to the project. During the initial and throughout the process, staff will meet and answer concerns residents may have regarding the project. Council assured the residents that they would be kept informed as the project moves forward. Staff met today with the developer to discuss the preliminary proforma and discussed the various methods available to 3 Lt Minutes Sept . 13 , 2000 HOVSING COMMISSION Nifty CONTINUED finance this project. The exclusive agreement is currently being BUSINESS prepared by the Agency's legal counsel. (CONTD) C. McLeod asked if the project would only allow for very low and low income households. Terre La Rocca stated that, typically, the tax credits programs are geared toward low and very low income tenants, however,there are proposed changes currently being considered by the state that could change that standard. B. RPM PROPERTY MANAGEMENT Rec: By Minute Motion: Review Subcommittee recommendation and forward to Agency for action. Action: It was moved by L. Sullivan and seconded by L. Saindon to forward to the Housing Authority approval of the RPM vow Contract with a $1 increase per door cost . Motion carried. REPORTS A. 73-610 SANTA ROSA — PALM VILLAGE APARTMENTS - UPDATE (CHARLENE/TERRE) The original offer to purchase was sent to the owner and no response was received. The Housing Authority will take action to proceed with possible eminent domain to provide affordable housing. L. Sullivan asked why the demolition of the complex was not done. Terre La Rocca said that staff made the decision to not demolish the complex until a decision was made to either rehabilitate or pursue new construction. The Commission recommends that a one-level affordable project be built on three parcels and that the existing dilapidated 12-unit complex be demolished prior to construction of the units. Terre La Rocca said that she will provide a plan of action for the project at a future Housing Commission Meeting. 4 Minutes Sept . 13 , 2000 HOT SING COMMISSION REPORTS B. HOME IMPROVEMENT PROGRAM UPDATE (BRYCE) (CONTD) A Home Improvement Program Update report was provided to the Commission. Bryce said that he has been working on the following projects: 1. Demolition of the homes located on Fred Waring Drive. To date, 13 homes have been demolished and 9 have been boarded. In addition, 6 homes will be removed on Portola Avenue. 2. Assisting a company that provides evaporative coolers through Southern California Edison get the word out to qualified low income customers. 3. On October 28, 2000, Habitat for Humanity will be starting construction along Catalina Way — a vacant lot donated by the City. The construction of the home is being sponsored by Jim Battin's Office, the City of Palm Desert along with corporate sponsorship, Tommy Bahama's, will be providing primary funds for construction. Time Warner and Marriott Corporation and Southwest Community Church will be providing volunteers. A groundbreaking ceremony will take place on October 6, 2000 at 2:00 p.m. Bryce will be coordinating a Make a Difference Day event to clean up and improve surrounding properties along Catalina Way. Another Make a Difference Day is scheduled to be held on Friday, September 15, 2000. The Church of Jesus Christ Latter Day Saints will provide volunteers to paint and improve a home on Peppergrass Street. C. HOUSING AUTHORITY PROPERTIES (TERRE) 1. ONE QUAIL PLACE - Landscaping Redesign - Update (Charlene) Ron Gregory and Associates have completed their plan and the project is out to bid. A walk through is scheduled for Friday, September 15, 2000. Bid closing is scheduled for September 29, 2000. 5 • Minutes Sept . 13 , 2000 110,T SING COMMISSION r. REPORTS - Repair and Resurfacing of Parking Lots - (CONTD) Update (Charlene) Charlene said that the engineer, JMS Engineering, is working on the project. The engineer has until November 24 to provide the work specified. Charlene has requested a written update. - Rental Variance/Program Analysis Terry Parker provided a copy of the Rental Variance/Program Analysis. She said that the analysis is being provided to show the effect of converting market to affordable rental units. The report shows what the current rental rates are at the various levels on the affordable program. Terry explained the gross potential differential per unit, per month, if conversion is done. The analysis shows where the Housing Authority Properties are with regard to the required units per the Stipulation as of January 1, 2001. 'leer Terry Parker said that a Program Analysis will be provided on a monthly basis. D. DESERT ROSE RESALES UPDATE (TERRE) A list was provided to the commission which lists the available resales. Terre said that an offer has been received for lot#110. The units available, at this time, are: Lot #93 and #153. Lot #153 was purchased by the Agency through foreclosure. Resale price has not yet been established. MISCELLANEOUS INFORMATION: Terre La Rocca asked the commission to calendar the Commissioner's Christmas Party scheduled for December 6, 2000. Additionally, information regarding NAHRO seminars was provided to the commission. On February 24, 2000, the Agency authorized aresales price of $115,000 based on appraised value and offered a silent second trust deed of up to $22,000 to a qualified lower income buyer, thereby making the home affordable to a family of below 70% of the County median income. In exchange for the second trust deed, the buyer will execute a 30 year affordability covenant against the property in favor of the Agency. A family of five with an income at 62% of the County median has been identified and qualified. The family will require the full $22,000 second trust deed in order to purchase the home. Staff recommends approval of the sale and authorization of the $22,000 second trust deed, and authorize the Executive Director to execute all necessary documents on the subject sale. Funds are available in the Housing Set-aside Fund balance for second trust deed on both sales. In the final analysis, the Subcommittee has recommended an increase of a dollar per door for fiscal year 2000-2001 to the compensation package for RPM Company. September 8, 2000 RE: FOLLOW-UP LIST The following is a complete follow-up list of the Housing Authority's concerns: One Quail Place: • BBO's need to be replaced immediately. • All wooden decks need to be replaced with concrete or a mixture of concrete and plastic. Additionally, metal railings need to be added to match existing railings. • Shade the pergolas near tennis courts, laundry rooms and large pergola in center of the complex. • Provide seating in large pergola area to make it more attractive and desirable for tenants use. �.. • Power wash all pergolas to remove spider webs, dust and debris. • Power wash exterior of buildings, decks and patio's. • Provide special crews to clean up the premises after wind or rain. • Resurface the concrete around the pool area. • Provide additional tapes for the security cameras outside gates at One Quail Place. The concept is to have a tape for everyday of the month. • Make sure that all Models don't have dead plants in them when the apartments are shown. • It was suggested that RPM take extreme care in dealing with the tenants and treat them with the utmost respect and respond to their complaints in a timely manner. • Provide the Housing Manager with a monthly report on service and maintenance requests. • Proposition 10 has funds available for child care activities Jean Benson knows Sonia Valdez in Desert Hot Springs who has applied for the grant money and received it. This program is for children ages 2-5 only. Jean Benson suggested we look into the program. • Address all lighting in parking lot areas. 1 rw,. Desert Pointe: • Provide screens on all windows, replace all broken screens immediately. • Provide additional carports for the remaining handicapped parking spaces. • Update interior hallways. • Replace playground equipment. • Build block wall to hide the existing business that is adjacent to the property. Catalina Gardens • It was agreed the landscaping need to be redone. • Powerwasn exterior of building and sidewalks on a regular basis. Neighbors Gardens: • Check irrigation and reduce watering. • Replace bent carport roof. • Sidewalks and driveways need to be clean of debris and leaves. Taos Palms: • Parking Structures on the sides of the building need to be covered to provided shaded parking. • Add parking structure to rear parking area. • Resurface parking areas. • Provide screen doors that match throughout the complex. Pueblos: • Replace block wall that is leaning and bowed as a result of water from the Senior Center. This is a high priority item. • Provide sun screens for all patios to match throughout.
