COMMUNICATIONS None. MINUTES It was moved by L. Saindon and seconded by L. Sullivan to approve the minutes of September 13, 2000. Motion carried to approve the minutes. INFORMATIONAL A. RPM WEEKLY STATUS REPORT ITEMS L. Sullivan inquired about the number of deposits received. Terry Parker said that they try to pre-lease the apartments so that when a tenant gives them a 30-day notice thereby creating a vacancy, new tenants are ready to move in within one to two weeks. Therefore, vacancies have a shorter turn around time. Terry Parker discussed the RPM Weekly Status Report with the Commission. B. REPORT #1 - MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT (SEPTEMBER) `.. Terry Parker summarized Report #1. 1 Minutes oct. 11, 2000 HOMING COMMISSION INFORMATIONAL C. REPORT #2 - MONTHLY NET OPERATING INCOME ITEMS (CONTD) STATEMENT (AUGUST) Terry Parker discussed the Monthly Net Operating Income Statement for August. D. HOUSING AUTHORITY PROPERTIES NEWSLETTER (OCTOBER 2000) The Commission complimented RPM Company on having a well written newsletter of nice quality. E. HOUSING AUTHORITY PROPERTIES - FOLLOW-UP ITEMS Charlene said that the memorandum provided indicates the follow-up items that she and Terry Parker are working diligently to correct. She said that the correction items recommended by the RPM Company Performance Evaluation Subcommittee. Terry Parker said that the gas bar-b-ques at the properties were converted from gas to charcoal. C. McLeod suggested having a dumpster for hot coals. She asked Terry Parker to look into the possibility of obtaining such a dumpster and provide the Commission with the price at the next meeting. Charlene asked what type of shading would be installed for the tennis courts. Terry said they have found some sun screening material which will blend in with the color of the buildings. NEW BUSINESS A. 43-740 KELSEY COURT PROPERTY Rec: By Minute Motion: Review staff report and make recommendation for Redevelopment Agency consideration on resale of 43-740 Kelsey Court. Action: It was moved by L. Sullivan and seconded by L. Saindon to forward approval of sale of 43-740 Kelsey Court to the Redevelopment Agency. Motion carried. 2 Minutes Oct. 11, 2000 HOUSING COMMISSION NEW BUSINESS B. 42-662 REBECCA ROAD PROPERTY (CONTD) Rec: By Minute Motion: Review staff report and make recommendation for Redevelopment Agency consideration on sale of 42-662 Rebecca Road property. Action: It was moved by L. Sullivan and seconded by L. Saindon to forward approval of: 1. Resale of 42-662 Rebecca Road to the Lopez Family. 2. Request to authorize an exception to the allowable maximum income for the Lopez family allowing them to close escrow. 3. Authorize an increase to the second trust deed for 42-740 Rebecca Road not-to-exceed `.. $30,000. Motion carried. C. PALM VILLAGE APARTMENTS — DEMOLITION Rec: By Minute Motion: Review staff report and make recommendation for Redevelopment Agency consideration of the demolition of Palm Village Apartments. Action: It was moved by L. Sullivan and seconded by R. Dash to forward the approval of Demolition of the Palm Village Apartments to the Redevelopment Agency. Motion carried. L. Sullivan asked if he could receive a copy of the options provided by staff for the project. Charlene said that she would fax Commissioner Sullivan a copy. 3 Minutes Oct. 11, 2000 HOT S NT ONNISSZON NEW BUSINESS D. RPM CONTRACT (CONTINUED) (CONTD) Rec: By Minute Motion: Review and forward recommendation to Housing Authority to approve contract with RPM Company to provide property management to the seven Housing Authority properties. Action: Continued to Housing Commission meeting of November 8, 2000. CONTINUED BUSINESS A. 40 ACRE SITE DEVELOPMENT - UPDATE At this time there is no additional information to provide to the Commission. REPORTS A. HOME IMPROVEMENT PROGRAM UPDATE (BRYCE) Bryce said that quite a few applications were received and that the guidelines for the program have been expanded to include work that was not previously approved. At the Council meeting where the expanded and revised guidelines were approved, it was discussed that the program might consider including apartments and multi-family units. The Code Compliance Department has identified some apartments that they felt can benefit from the program. Bryce will be contacting the potential participants to create a program that would address the problems of multi-family units (i.e. landscaping, improvements of right- of-way and other appearance issues). A few months ago, Bryce contacted 30 cities to inquire about the housing improvement programs they offer. He discovered that there were a few multi-family unit programs whose funding allocation was based on the number of units. He said he would be bringing the item to the Housing Commission at a future meeting for discussion and recommendation. MAKE A DIFFERENCE DAY EVENT (OCTOBER 28, 2000) - UPDATE The Make a Difference Day which was scheduled for October 28 has been re-scheduled for the first part of December as Habitat for Humanity has had delays in receiving necessary building permits for the work to be done. On October 6, 2000, Habitat for Humanity held a groundbreaking ceremony. Habitat will be constructing a single-family 4 Minutes Oct. 11, 2000 HOT SIN G COMMISSION ',..► REPORTS home on Catalina Way and the Agency will be holding its Make a (CONTD) Difference Day to improve homes on Catalina Way on the same day. A supplemental memorandum was distributed to the Commission regarding a Make a Difference Day(all day event from 7:00 a.m.to 4:00 p.m.)was held on September 21, 2000 that utilized volunteers from the Church of Jesus Christ Latter Day Saints. - RESIDENT LETTER RECEIVED Copy of the resident letter received was distributed to the Housing Commission. B. HOUSING AUTHORITY PROPERTIES (TERRE) 1. ONE QUAIL PLACE - LANDSCAPE REDESIGN - UPDATE (CHARLENE) Charlene said that the bid opening has been postponed to October 20 because the lighting specifications need to be revisited. An addendum has been sent out and the landscape redesign project will be reviewed by the Housing Authority on November 9. At this time, CSL Landscaping has expressed their interest in submitting a bid. A lighting expert has gone out to the property to check the lighting. He recommended that the fixtures be changed. - REPAIR AND RESURFACING OF PARKING LOTS - UPDATE (CHARLENE) Preliminary,drawings have been received for One Quail Place. The civil engineer has until November 24 to complete his work. The work will be'confirmed with the Public Works Department. Ron Gregory and Associates has gone out to Catalina Gardens to survey the property and have done a preliminary drawing. A meeting will be held to discuss the drawing. Staff will continue to have monthly walk- ,,` throughs and weekly drive-throughs to make sure that the properties stay up to par. 5 Minutes Oct. 11, 2000 mamma cOMNISSION ister REPORTS Charlene met with the landscaper at Las Serenas. She (CONTD) discussed the plantings, shrubbery, tree roots, how to make the properties impactful when people first walk in and what the key focal points will be. - PALM DESERT HOUSING AUTHORITY PROPERTIES AFFORDABLE PROGRAM (TERRY PARKER) Terry Parker discussed the affordable program status per property. She said that the stipulated goal for 2001 has been met and is rented at plus 25. In the last 12 months RPM has converted close to 150 units to work towards the 2001 stipulated goal. C. DESERT ROSE UPDATE (TERRE) A list was provided to the commission which lists the available resales. ADJOURNMENT Motion was made by C. McLeod and seconded by L. Sullivan to adjourn the meeting. Upon notification of the owner's intent to sell, the Agency has the right of first refusal to either purchase the property or identify another qualified buyer. A qualified buyer could not be identified in a specified time prescribed in the Unit Regulatory Agreement. As a result, the Agency executed its option to purchase the property in order to keep the unit affordable and in compliance with the program guidelines. The Agency purchased the unit for $92,704. The seller received a second trust deed in the amount of$6,121 from the Agency upon initial purchase of the property in 1998 which was paid at closing. The Agency offered the unit for sale at the allowable resale price of$96,000 which includes closing costs and commission. A qualified lower income family has been qualified to purchase the property, and will require a new $6,000 second trust deed in order to purchase the property. The second trust deed will allow the Agency to carry over the terms and conditions of the Unit Regulatory Agreement to the new buyer. Staff recommends approval of the sale and authorization of the new $6,000 silent second trust deed to the new buyer and authorize the Executive Director to execute all necessary documents on the sale of the subject property. Background: In February of 2000 the Agency established the resale price for 42-662 Rebecca Road, one of two single-family residences purchased by the Agency for purpose of rehabilitation and resale. We entered into a real estate sales agreement to identify a lower income family who would qualify for the purchase of the home. Since the house is a two bedroom three bath, staff directed the realtor to locate a family with a minimum of four members in the household. The Lopez family qualified based on the number of people in the household, two adults and three children, and their estimated income at the time of qualifying to purchase. The program guidelines allowed for an income not to exceed 80% of the County median. Mr. Lopez is a waiter and Mrs. Lopez Justo is a housekeeper, as a result, their income can vary from month to month. The Lopez family is in escrow to purchase the Rebecca home. Upon recalculation of their income by the lender, based on recent pay stubs and employment information, the Lopezes' income exceeds the program guidelines by approximately $2,000. Staff is herein requesting an exception to allow the Lopez family to participate in the Acquisition Rehab Resale Program ("ARR"), close escrow on the purchase of 42-662 Rebecca Road, and authorize staff to release a letter to the lender approving the sale to the Lopez family. The intent of the ARR program is to identify lower income, larger families for purchase of the single-family homes, this task has not been an easy one since the families must meet all the requirements for a loan through a conventional lending institution, thereby eliminating many lower income families from qualifying. Approximately 70 families were interviewed before the Lopez family was identified and qualified to purchase. It has become evident to staff that in order to reach our target group, lower income families, it will be necessary to increase the second trust deed subsidy to the remaining unsold home to an amount not-to-exceed $30,000 in order to expedite the sale of the 42-740 Rebecca Road home. The second home remains unsold and the Agency's realtor continues to seek a qualified family to purchase the unit. Background: The Agency purchased 73-610 Santa Rosa Way, a run-down dilapidated 12 unit multi- family property in October 1977. The purpose for acquisition was to remove the i"' blighted condition that currently exists either through rehabilitation or new construction. In reviewing the existing configuration of the structures and parking layout, Staff has concluded that it would be better to redesign the entire site with a new project that would make better use of the site and allow us to add additional units in order to maximize the site. On September 13, 2000, the Housing Commission reviewed and discussed the development of the site, and concluded that the existing configuration is inefficient and a new site design to include parking and additional units would be of greater benefit to the community. Based on this, the Housing Commission is recommending the demolition of the existing 12 units; demolition cost will range between $50,000 and $65,000. Staff has researched the potential for development of this site using a 25% density bonus. As a result of meetings with Planning, we have concluded that we can increase the size of this project to 16 units through new development. ORTEGA, CITY MANAGER FROM: BRYCE LYNN WHITE, REHABILITATION CONSTRUCTION SPECIALIST SUBJECT: "MAKE A DIFFERENCE DAY" BACKGROUND FOR COUNCIL NEWSLETTER The Make a Difference Day of September 21, 2000, utilized "missionary"volunteers from the Church of Jesus Christ of Latter Day Saints. There were approximately 20 college-aged volunteers who participated in the home improvement at 74-459 Peppergrass Street. The exterior siding and paint were in very poor condition requiring extensive scraping of loose paint, nailing down loose siding, and patching numerous cracks. After the home was painted, it showed remarkable improvement. The Agency provided the materials and equipment, and provided lunch and refreshments for the volunteers. The owner is a very low-income participant in the Home Improvement Program. She works full time and helps put her daughter through college. The Home Improvement Program has also been working with Edison International Company in providing evaporative coolers to qualified very low-income households and low-income senior households. Under this program, the owner is only required to pay $40.00 and Edison will provide and install an evaporative cooler if the household does not already have one. I found four Palm Desert police cars in the parking area and they were attempting to make contact with the resident from apartment #36. They asked if I could get the name and phone number of the resident. I handed ON es to the police the file of the resident ( ) and gave them his number. They asked for a master key to the apartment as the resident was unwilling to open the door for the officers. A key was given and the officers opened the door to find the resident coming towards them with a hammer threatening to kill them. At this point the officers informed me that they would be calling out the SWAT team to assist with the situation. The SWAT team arrived and asked me for an emergency contact for the resident. In the file I found the number to the resident's mother and the officers contacted her. She gave them the name and number of the resident's psychologist to come and try to talk to him. Before the doctor could arrive, the police brought down the resident in handcuffs and escorted him off of the property. (It was later discovered that the resident from apartment #33, , is the one who originally called the police when she discovered 1111110116 throwing food out of his front door down the hall.) I was informed that he would be transported to the hospital for a psychological evaluation. Before the police left the property they contacted Keith Davis with Adult Protective Services, who had spoken to the resident after the last incident, in which the resident had been over-medicated and fell asleep with a cigarette and his couch had caught fire. Keith Davis requested the on-site manager take photos (see attached copies) of the apartment and keep on file. I have instructed the on-site manager to serve SIM with a 30-Day Notice to Vacate for violating the Crime-Free/Drug-Free Housing Program, which the property participates in. We feel this is necessary, due to the violent nature that was witnessed this morning, as to ensure the well being of the other residents and to the entire property.
