I. CALL TO ORDER
Chair Luhring called the meeting to order at 3:32 p.m.

Chair Luhring, invited comments from attendees on items not on the agenda, to which
there were none.
IV. CONSENT CALENDAR
A. MINUTES of the Regular Public Safety Commission meeting of January 12,
2022.
B. RECEIVE AND FILE Palm Desert Specialized Units End of the Month Report
for January 2022.
C. RECEIVE AND FILE Riverside County Fire Department/Cal Fire End of the
Month Reports for January 2022.
D. RECEIVE AND FILE Code Compliance Weekend Reports for January 2022.
E. RECEIVE AND FILE Emergency Services Coordinator Monthly Report for
January 2022.
Upon a motion by Commissioner Alley, seconded by Commissioner Butts, and a
5-0-3 vote of the Public Safety Commission, the items on the consent calendar
were approved as presented. (AYES: Galley, Bindman, Butts, Kramer, Luhring;
NOES: None; ABSENT: Taylor, Cross, Reynar).
V. UNFINISHED BUSINESS
A. Continuation of the January 12, 2022 discussion, request to approve a
second amendment to the agreement for law enforcement services
between the City of Palm Desert and the County of Riverside (Contract
No. C38780)
Upon a motion by Commissioner Kramer, seconded by Vice -Chair Taylor, and a
6-0-2 vote of the Public Safety Commission, the request for a second amendment
to the agreement for law enforcement services between the City of Palm Desert
and the County of Riverside was approved. (AYES: Galley, Bindman, Butts,
Kramer, Luhring, Taylor; NOES: None; ABSENT: Cross, Reynar).

VI. NEW BUSINESS
A. REQUEST FOR RECOMMENTATION ON THE Advertisement of a
Request for Proposal for Automatic License Plate Recognition (ALPR)
Technology at Selected Intersections and the Formation of a Selection
Committee.
Upon a motion by Commissioner Alley, seconded by Commissioner Kramer,
and a 6-0-2 vote of the Public Safety Commission, the recommendation on
the advertisement of a Request for Proposal for Automatic License Plate
Recognition (ALPR) Technology at Selected Intersections and the Formation
of a Selection Committee was approved. (AYES: Galley, Bindman, Butts,
Kramer, Luhring, Taylor; NOES: None; ABSENT: Cross, Reynar).
B. RECEIVE AND FILE the Matrix Consulting Group Fire Facilities Study.
Upon a motion by Commissioner Kramer, seconded by Commissioner Butts,
and a 6-0-2 vote of the Public Safety Commission, the request to receive and
file the Matrix Consulting Group Fire Facilities Study was approved. (AYES:
Galley, Bindman, Butts, Kramer, Luhring, Taylor; NOES: None; ABSENT:
Cross, Reynar).
VII. PRESENTATIONS AND UPDATES
A. Citizens on Patrol Program
a. Cops Caller January 2022
b. Monthly Reports for January 2022
B. Police and Fire Departments
a. Mike Beverlin informed the commission that the Fire Department
got the UTV outfitted with the lighting package and siren.
b. Mike Beverlin commented the local hospitals are feeling the
impact with an abundance of patients which leads to
ambulances having longer waiting periods at the Emergency
Room drop offs. If a waiting period is longer than 90 minutes at
Eisenhower, they will send patients to other hospitals.
C. Staff
a. School Speed Zone Operations (Andy Firestine)
D. Future tour of Palm Desert Sheriff Station
a. Commissioners expressed their desire to do an in -person tour of
the Palm Desert Sheriff Station in March, 2022

VIII. COMMISSIONER, COUNCIL -LIAISON, AND STAFF COMMENTS
A. Public Safety Commissioners
a. Commissioner Gary Bindman
i. Would like the agenda as a PDF file rather than a link.
ii. Praised the legal classes Sabby Jonathan took part in.
iii. Informed Staff about the money the Department of
Treasury has for helping cities with their traffic issues. He
would like to know how Palm Desert can receive those
funds. Sabby Jonathan informed the Commissioners that
Palm Desert has a city-wide transportation study
addressing alternatives to transportation safety and Staff
is looking into funding and grants.
b. Chairman Doug Luhring
i. Chair Luhring assigned Commissioner Joseph Butts to be
the representative on the Homelessness Taskforce.
B. Council -Liaison Comments/Updates
a. Mayor Pro Tenn Jonathan
i. Confirmed the CVAG Homelessness Meeting is February
16, 2022, and the navigation center in Palm Springs will
be presented.
ii. First Homelessness Taskforce meeting is Monday,
February 28, 2022.
iii. Next CVAG Public Safety Committee Meeting is May 9'
2022.
IX. ADJOURNMENT
With commissioner concurrence, the meeting was adjourned at 5:46 p.m.
