CALL TO ORDER A Regular Meeting of the Public Safety Commission was called to order by Chair Luhring on Wednesday, June 8, 2022 at 3:30 p.m., in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL Present: Commissioners Jeff Alley, Gary Bindman, Joseph Butts, Vice Chair Frank Taylor and Chair Doug Luhring. Absent: Commissioner Terry Kramer Staff Present: Andy Firestine, Assistant City Manager, Heather Horning, Assistant to the City Manager; Erika Castellano, Recording Secretary, were present at Roll Call. Other staff members presented reports or responded to questions as indicated in the minutes. 3. ACTION CALENDAR A. APPROVAL OF MINUTES MOTION BY COMMISSIONER ALLEY, SECOND BY COMMISSIONER BUTTS, CARRIED 5-0, to approve the Public Safety Commission Regular Meeting minutes of May 11, 2022. B. RECEIVE AND FILE PALM DESERT PUBLIC SAFETY COMMISSION ROLLING ATTENDANCE REPORT FOR MAY 2022 Assistant City Manager Andy Firestine notified the Commission that Wendy Cross will no longer be serving on the Public Safety Commission. RECEIVE AND FILE PALM DESERT SPECIALIZED UNITS END OF MONTH REPORT FOR APRIL 2022 MOTION BY COMMISSIONER ALLEY, SECOND BY VICE CHAIR TAYLOR, CARRIED 5-0, to: receive and file Palm Desert Specialized Units end of month report for April 2022 D. RECEIVE AND FILE RIVERSIDE COUNTY FIRE DEPARTMENT/CAL FIRE END OF MONTH REPORTS FOR MAY 2022 MOTION BY COMMISSIONER BUTTS, SECOND BY VICE CHAIR TAYLOR, CARRIED 5-0, to: receive and file Riverside County Fire Department/Cal Fire end of month report for May 2022 E. RECEIVE AND FILE CODE COMPLIANCE WEEKEND REPORTS FOR MAY 2022 MOTION BY COMMISSIONER ALLEY, SECOND BY COMMISSIONER BUTTS, CARRIED 5-0, to: receive and file Code Compliance weekend reports for May 2022 F. RECEIVE AND FILE EMERGENCY SERVICES COORDINATOR MONTHLY REPORTS FOR MAY 2022 MOTION BY COMMISSIONER BUTTS, SECOND BY COMMISSIONER ALLEY CARRIED 5-0, to: receive and file Emergency Services Coordinator monthly reports for May 2022. G. REQUEST FOR FEEDBACK AND DIRECTION ON THE TRAFFIC ENFORCEMENT WITH THE CITY OF PALM DESERT. During the discussion, individual Commissioners offered commentary as follows. The below points do not necessarily reflect Public Safety Commission consensus: • There is a shortage in staff within the Traffic Unit at the Riverside County Sheriff Department. • A City Deputy or Investigator specifically for city police law enforcement issues would be ideal. • Staff to evaluate whether an investigator already in the budget may handle traffic collisions. • The traffic reports given at each monthly meeting is sufficient. • Staff to evaluate what the value would be of having more traffic motors and how it would affect the community if funding was available for a full Traffic Unit staff. • Consider having a motor unit or COP vehicle parked in certain locations to encourage a reduction in speeding. • Blinking signs and signs with radar usage are efficient. • Black and white COP patrol vehicles were more successful during the festival season than plain white vehicles. PUBLIC SAFETY COMMISSIONERS Commissioner Alley spoke on the COP program updates. B. POLICE AND FIRE Lt. Chris Willison gave an update on previous months Police activity and answered any questions from the Commissioners. Battalion Chief Pete Tierney summarized the previous months Fire activity and answered any questions from the Commissioners. C. CITY STAFF Andy Firestine, Assistant City manager provided an update regarding the Matrix Consulting Group Study, offering more information during the September 2022 meeting. As well as an update on SRO and Traffic during September's meeting. D. HOMELESSNESS TASKFORCE Commissioner Butts and Assistant to the City Manager Heather Horning provided an update from the Homelessness Taskforce and answered any questions from the Commission. 5.
