CALL TO ORDER Madam Chair Diane Vines called the meeting to order at 9:01 a.m. II. ORAL COMMUNICATIONS None. IV. CONSENT CALENDAR A. MINUTES of the Homelessness Taskforce meeting of May 2, 2022 Upon a motion by Vice Chair Wittie, seconded by Member Butts and 5-0-2 vote of the Homelessness Taskforce, the Members all items on the consent calendar were approved as presented . (AYES: Burreson, Butts, Meyer, Vines, Wittie; NOES: None; ABSENT: Guinaw, Munson) V. ACTION CALENDAR A. REQUEST FOR CONSIDERATION to recommend approval of an amendment to the contract with Riverside University Health System or local homelessness services to extend the term by (1) year. Upon a motion by Vice Chair Wittie, seconded by Member Butts and 5-0-2 vote of the Homelessness Taskforce, the Members recommended approval of an amendment to the contract with Riverside University Health System or local homelessness services to extend the term by (1) year. (AYES: Burreson, Butts, Meyer, Vines, Wittie; NOES: None; ABSENT: Guinaw, Munson) B. REQUEST FOR CONSIDERATION to recommend approval of a Memorandum of Understanding with Coachella Valley Association of Governments supporting the CV Housing First Program and authorize payment for fiscal year 2021/22 Upon a motion by Member Butts, seconded by Member Burreson, and a 5-0-2 vote of the Homelessness Taskforce, the Members forwarded a recommendation to the City Council to approve a Memorandum of Understanding with Coachella Valley Association of Governments supporting the CV Housing First Program through June 30, 2023; and authorize payment for this Program in the amount of $100,000 for fiscal year 2021/22 (AYES: Burreson, Butts, Meyer, Vines, Wittie; NOES: None; ABSENT: Guinaw, Munson) Homelessness Taskforce Preliminary Minutes May 2, 20222 Page 3 C. REQUEST FOR FEEDBACK AND DIRECTION on the draft bylaws for the Homelessness Taskforce. Upon a motion by Vice Chair Wittie seconded by Member Butts, and a 5- 0-2 vote of the Homelessness Taskforce, the Members requested the Councilmembers be removed as Voting Members on the Bylaws, and a correction be made for the number of Alternates. They also appointed Vice Chair Wittie and Member Butts on the subcommittee to generate a survey to gather information on a strategic plan and goal setting for the Taskforce with a Study Session to be held in June of 2022. (AYES: Burreson, Butts, Meyer, Vines, Wittie; NOES: None; ABSENT: Guinaw, Munson) VI. REPORTS AND REMARKS A. Homelessness Taskforce Members a. Madam Chair Vines mentioned she is working with CVAG Housing 1st and helping with permanent housing. b. Member Meyer mentioned she went on a Ride -Along with Deputy Nelson, which expanded her perspective on the Homelessness issues in the City of Palm Desert. B. Council Liaison a. Mayor Pro Tem Jonathan encouraged Members to feel comfortable questioning Staff and their Staff Reports moving forward. He also encouraged them to do a Ride Along with HHOPE or Deputy Nelson to gain first hand experience in their fields, and education on Homelessness in the City of Palm Desert. C. Staff Reports & Remarks a. Staff Liaison Heather Horning informed the Members of the Homelessness Taskforce that Member Randy Florence resigned from the Taskforce. She also informed the Members that Member Jann Buller would no longer be the Housing Commission Representative; they designated Dennis Guinaw as the new Homelessness Taskforce Member. b. Staff will be sending out Doodle Polls for the upcoming Study Session on Strategic Planning and Goal Setting, as well as the July and September meetings, as they both fall on a holiday.
