V. INFORMATIONAL ITEMS
A. COMMISSION REPORTS
L. Ward spoke about the tour that she and staff took of the San Diego properties
which were designed by Robbins Jorgensen Christopher (RJC), the architectural
firm which is being considered for the design of Palm Village Apartments. She said
that the property at Camp Pendleton was very impressive. Logan Heights, another
project which was designed by RJC is an award -winning project, however, she felt
that there were too many shortfalls noted. T. La Rocca said that she was not
impressed with the design, although, she was impressed with RJC's use of
materials at Camp Pendleton. Charlene said that she thought that they did a great
job with the use of materials for the split -faced rock which was combined with the
various textures at Camp Pendleton. Charlene contacted the Architectural
Consultant Roberta Jorgenson and asked that a meeting be scheduled with the
person who will be designing the building and the landscape architect who will be
doing the landscape design. The meeting has been scheduled for this Friday, May
11. Charlene said she would be giving them a tour of the Housing Authority
properties and showing RJC what the Agency expects.
L. Sullivan asked if RJC are the only architects being considered. Charlene
advised that an RFQ was sent out and three companies responded. A scoring
process was used and, of the three, RJC scored the highest. T. La Rocca said that
they appear to be the most qualified based on their experience. L. Sullivan asked
if the City was obligated in accepting RJC's proposal. Staff felt that the other two
companies that submitted proposals are less qualified. If RJC cannot produce the
product the Agency desires, then the other companies can be looked at.
L. Sullivan asked how many projects RJC has completed. Terre said that RJC has
done several projects in the San Diego area which were award -winning projects.
Staff believes that RJC can deliver a good product because they have the
knowledge and staff to accomplish it. They will require some direction and they
need to understand what is expected. The design will first go before the Housing
Commission for their input prior to going to architectural review.

B. RPM MONTHLY STATUS REPORT (TERRY ERICKSON)
The RPM Monthly Status Report was reviewed by the Commission.
L. Sullivan complimented T. Erickson on the occupancy.
C. REPORT #1 - MONTHLY OCCUPANCY AND AVERAGE
RENT STATEMENT (APRIL REPORT)
Report #1 was reviewed by the Commission.
D. REPORT #2 - MONTHLY NET OPERATING INCOME
STATEMENT (MAY REPORT)
Report #2 was reviewed by the Commission.
Janet Moore said that as was expected the two smaller properties are technically
in the red, however, all of the properties are combined together and are operating
at a positive amount. There may be some transfers to cover some of the
expenses.
R. Dash asked when are the payments separated to show what is to be placed
under reserves and under maintenance. J. Moore said that it is determined at the
beginning of the year. If it is routine on -going maintenance or something that
should be done on the property that is not of a recurring nature, it is placed under
operations maintenance and repairs such as repairing a refrigerator, etc. If there
is a policy that we want to replace a certain number of refrigerators over a period
of time, that would be a replacement expense as well as some of the work which
was done at Taos such as the replacement of the concrete which was replacement
of an existing item. She went on to say that capital expenses are items that are
added to the property such as the laundry area which was added to Neighbors and
the clubhouse which was added to Catalina Gardens.

E. HOUSING AUTHORITY PROPERTIES NEWSLETTER
(MAY, 2001)
The commission was provided with copies of the newsletter for review.
F. HOUSING AUTHORITY PROPERTIES - FOLLOW-UP ITEMS
(TERRY ERICKSON)
A list of follow-up items was provided to the Commission for their review.
T. Erickson said that 7 wireless security cameras and 10 dummy cameras are
going to be installed at One Quail Place. Signage will be posted throughout the
property and the monitors will be placed in the clubhouse. Security screen doors
for Las Serenas and Catalina will be delivered. Terre said that she discussed the
screen doors for Taos with Council Member Spiegel and he suggested that staff
put these on hold for now.
L. Sullivan asked about the work that is to be done on the hallways at Desert
Pointe. Charlene said that the work for the hallways will be going before the
Architectural Review Board. She will report on the hallways at the next Housing
Commission meeting.
L. Sullivan asked about the covered parking structures for Taos Palms. T. Erickson
said that a few companies have gone out to see the site, however, she has nothing
concrete to report to the Commission. Charlene said that the work will coincide
with the parking lot repairs. T. Erickson said that the block wall at Pueblos has
been completed and new gates have been installed at Taos.
G. 2001 RESIDENTS SURVEY RESULTS
Terre advised that the only property which did not respond to the survey was
Pueblos. The Commission pointed out percentages which were incorrect on the
report presented.

L. Sullivan said that the item which comes up often in every project is item #11 on
the survey; enforcement of property/tenant rules.
L. Sullivan said that Taos figures are skewed because only four responses out of
the 16 units were received. He also asked if the streams at One Quail Place were
going to be removed or worked on. Terre said that most of the One Quail Place
comments were with respect to the appearance of the property, the streams and the
trees. In all fairness to RPM, since the property is being retrofitted and gutted, the
items will be handled as noted at the bottom of the comments section. She has
directed RPM not to continue putting money into landscape items such as the
streams which are to be redesigned.
L. Sullivan said that another comment which was repeated was better noise
enforcement. T. Erickson said that when the office is notified, someone from the
office staff goes to check on the complaint. If it is after hours, the security personnel
is notified and they respond.
R. DeMarco said that he is a tenant at One Quail and has observed that most of the
noise is generated by radios in passing vehicles which makes it difficult to enforce.
T. Erickson will direct the security personnel to monitor this problem. If security
notes a certain type of car or carport number, it will be cross-referenced to the
apartment and the tenant will be sent a notice with regard to the noise and they will
do everything in their power to stop the noise. Terre said that she hopes that
having security cameras on the property will deter some of the noise.
L. Saindon said that there was an inconsistency with the responses received for
One Quail Place. J. Moore suggested that a column be added to the survey that
shows how many questions did not receive a response. Terre said that the survey
will be re -checked and corrected where necessary and will be presented to the
Housing Commission at their next regularly scheduled meeting.
T. Erickson said that she prepared a comparison based on the outstanding and
good columns for the last three years. She provided the comparison to show the
upward trend over the past few years.
L. Sullivan asked why would tenants call the district office and not deal with the
manager on site. T. Erickson said that the ultimate goal is that if the manager
cannot resolve the problem, it is sent to her and she can handle it. However, if she
cannot resolve the problem, then it is sent to Jim Foley at district. If Jim cannot

resolve the problem it would be referred to the City. However, the chain of
command is not always followed as the tenants bypass management and go
straight to the City with their complaints. Very few calls go to the district office.
Terre said that if the tenants circumvent the system, she calls the manager and
finds out what the situation is before returning the call to the tenant, and typically
sends the tenants back to the property manager for resolution. This typically works.
Charlene said that staff will continue to work with the landscape crew. In addition,
the City's Landscape Manager is paying close attention to the properties and
conducting site inspections.
L. Ward asked why some of sprinklers at Las Serenas were being shut off. T.
Erickson said that she has instructed the landscape company to cap -off sprinklers
that are wasting water by watering dirt. However, if there is an area where the timer
needs to be looked at, then the office needs to be notified in order for them to notify
the supervisor to come out to take a look at the clock.
VI. NEW BUSINESS
A. PALM VILLAGE APARTMENTS

C. RPM COMPANY FEE INCREASE
Rec.- By Minute Motion:
Forward recommendation to the Housing Authority to approve increase of
$1.00 per door management fee to RPM for the Housing Authority Properties
Action: Motion was made by L. Saindon and seconded by L. Ward to forward
recommendation to the Housing Authority to approve increase of $1.00
per door management fee to RPM Company for Housing Authority
properties. Motion carried.
VII. CONTINUED BUSINESS
A. HOVLEY GARDENS APARTMENTS - REPORT ON
COMMUNITY MEETING OF 5/7/01
Terre said that the development team: Mainiero Smith, Interactive Design,
Developer and city staff met with the surrounding neighbors on the evening of
Monday, May 7, 2001 regarding the entitlements and site plan for the 40-acre site
project. There was very little opposition to the development of the project. Most of
the people were there to take in the information and ask questions. Staff presented
the entire site as a master plan with a single-family component adjacent to the
residential section to the south and mobile home park to the west and the multi-
family in the north east corner. The residents were a little concerned that the new
homes would have sidewalks and the surrounding homes lacked sidewalks. Staff
encouraged the residents to come in to the City to discuss sidewalks and sewer
assessments in their area. The project will go before the Planning Commission on
Tuesday, May 15. The site plan has gone to architectural review and was
approved.
L. Sullivan asked if the project was still on schedule to go before the Agency on
June 14. Terre said that the team is working to meet the June deadline. Staff will
be meeting with the attorneys for both sides on Friday to iron out the final details
of the Disposition Development Agreement. Once that is accomplished, the notice
of public hearing will be published and the project will go before the Council on
June 14. The project will be presented to the Housing Commission once again at
their meeting of June 13.

B. Kurtz complimented staff on a job well done with the mail -out flyer sent to
residents as the questions and answers were very informative. Terre said that she
believes that is why there wasn't much opposition. There was one person who was
opposed and challenging the environmental issues. L. Sullivan asked if the notice
was sent to all the residents. Terre said that the notice was sent to all of the
surrounding residents more so than the 300 foot radius that is required including
Portola Country Club and the residents to the south. Terre said that she felt it was
a productive meeting.
VIII. REPORTS
A. PROJECTS UPDATE (CHARLENE)
Charlene said that the landscaping work at One Quail Place has begun. It will be
completed in August. The repair and resurfacing of the parking lots is still on
schedule.
B. HOME IMPROVEMENT PROGRAM UPDATE (BRYCE)
An update on the Home Improvement Program was distributed to the Commission.
Bryce said that 137 homes have been assisted to date through the program.
Duplexes were recently added to the program. A couple of duplexes have been
assisted due to code compliance issues. Multi -family improvements are expected
to be added to the program soon.
L. Sullivan pointed out that there were many homes which were being assisted in
the Palm Desert Country Club area. Bryce said that it is one of the focus areas.
There have been a great deal of people inquiring about the program.
L. Sullivan asked how the residents are being informed of the program. Bryce said
that he has done mailings; has provided flyers through the school system for
children to take home; has placed information in the City's Brightside newsletter
which has been very successful; signs are posted at the properties which are
improved, and sometimes contractors inform interested individuals that the City has
a program that can assist them.

R. Dash asked about the sewer system connection noted in the report. Bryce said
that through the HIP homeowners are able to abandon their septic system and tie
into the sewer lateral.
R. Dash asked if there is a law that requires the homeowner to connect when there
is a sewer lateral available. Carlos said that there is a City ordinance that states
that if you sell your home and have a sewer to connect to, you must do so in order
to sell the home. The assessment district allows you to place the lateral all the way
to the property line. The homeowner must then go from the property line to the
lateral and take out their septic tank. This can be done through HIP.
L. Saindon asked that a column be added to the form that shows if it is a loan or
a grant.
L. Sullivan suggested that staff generate a map showing the homes that have
benefitted from the program.
C. HABITAT FOR HUMANITY UPDATE
Bryce said that Habitat for Humanity is doing a great job. If they continue at the
pace that they have maintained, they should complete the home within a month.
D. HOUSING AUTHORITY PROPERTIES
1. ONE QUAIL LANDSCAPE RETROFIT
The retrofit has begun. Design of the irrigation is being done. Trees that will
be removed are being identified. City staff and Ron Gregory will go out to
inspect the trees that are marked for removal. Terre said that Charlene has
held on -site meetings with Willdan, the construction management company,
and Tony's Landscape Company to make sure that the work is being
coordinated. Terre said that staff is waiting for the contracts to be fully
executed and returned by the City Clerk's office and for the contractors to
submit necessary insurance information. Staff hopes to start the work on
Monday, May 14.

2. CATALINA LANDSCAPE RETROFIT
Charlene said that no bid responses were received in the first week and no
one attended the job walk. She contacted contractors and held another job
walk on May 9. Three contractors were present on the job walk. To date, a
total of 6 plans and specs have been picked up. The bid closing is scheduled
for May 22.
3. PALM DESERT HOUSING AUTHORITY PROPERTIES
AFFORDABLE PROGRAM (TERRY ERICKSON)
The Commission reviewed and discussed the report. T. Erickson said that
the numbers for the next couple of months will vary as they are finishing up
the tenant recertifications.
L. Sullivan asked if San Tropez Apartments were included in the plan. Terre
said that they have been counted for the Stipulation in the past. These
apartments are as a result of a City density bonus and not infusion of cash by
the Agency. These apartments also don't include utility allowance in their
overhead cost which is built in to the Agency's overhead cost.
The report that T. Erickson prepares for the Commission is an internal
tracking of their units and of the conversion of market rate or moderate to low.
E. DESERT ROSE UPDATE (TERRE)
There are two homes in escrow.

Listed below please find an update to the pending items from the sub -committee's
inspection of the properties that required attention from RPM Company. Should you
have any questions or require any additional information, please do not hesitate to
contact my office.
One Quail Place -
Security Cameras -Approval has been received and the cameras have been
ordered. Installation is set for the third week of May, installation will take
approximately 7-10 working days.
Las Serenas-
Security Screen Doors -Delivery is scheduled for Monday, May 7, 2001.
Installation to begin immediately following delivery.
Catalina Gardens -
Security Screen Doors -Delivery is scheduled for Monday, May 7, 2001.
Installation to begin immediately following delivery.
Desert Pointe -

Newsletter is probably only read by women, especially those with nothing else to do.
Need a page which states clearly the guidelines for tenants. Example: quiet times 10:00 p.m. to 8:00
a.m.
The Palm Desert Redevelopment Agency does a great job. Thank you for asking how tenants feel.2
I never receive a copy of the newsletter. I have to pick one up every month.
Don't enforce the rubbish on some entrances.
The apartments are truly a blessing. Thank you and God bless you.
Kathryn Young does an outstanding job of getting things done.
I have lived here 12 years, best management by far.
10. Appearance of Landscape Maintenance. Please explain if your response is poor.
Well kept front, back is not as kept up.2
Shrubbery has been trimmed to the point that they look like dead twigs. Drainage very poor. 2
Why have they clipped the bushes so they look like skeletons? For easy maintenance? They took so
many out — come take a good look! !
Good only in publicly seen areas (outside of One Quail).
They seem to have overtrimmed (photo enclosed)
Let the bushes grow.
Every year there is a gradual decline in landscaping.
Bushes are too dry and they trim too much, it looks bad.
They never water plants in hot season.
Too many trees were cut down.
Maintenance lacks ground cover, flowers.2

Lack of flowers in uncommon areas such as outside of apartments.
Lack of interior painting of apartments.
Pools dirty during summer.

Get rid of the dead trees, one area at a time.
Keep up a standard - choose tenants who comply. Otherwise, the property goes down.

What makes us the angriest is the pot -smoking. The police have been called. But, they are given
chance after chance. I thought there was a no tolerance policy regarding drug use. I think this needs to
be enforced for everyone.2

The sidewalk is bad by 1005. The tenant is wheelchair bound.
Mess created by trees. Trees should be trimmed and all dead branches removed.

Staff is not friendly. It seems like inquiries really bother them.
Fountain in front of apartment complex is not clean. It always look s gross and dirty.
Everything with the exception of the front office.
Pets.
Smoking in common areas. Some people have allergies and can't be around the pool area if they are
smoking because they can't breathe.
Hallways need more lighting.
Trash areas. The overflow of trash. One dumpster is not enough.
Water in the streams is filthy. 2
People are using the pools until really late at night and don't let other tenants sleep.
People driving too fast in parking areas.
17. What changes would you make if you were the management on the property?

Get after the young people riding bikes, scooters and skateboards on the sidewalks, and check for
swimmers late at night. They get quite noisy.2
Yearly trimming especially trees around pool areas.
More active enforcement of rules.2
Paint doors in ladies restroom (all chipped) office area. Also paint under sink in laundry room. It's a
mess!
Improve maintenance, watering system and change garden care.
Do something about the dried up trees, still a mess especially in the water and patios — Fire hazard.
Regular upkeep of property.
Loud music, especially in car wash area - awful.
Inspection of the security as it is not very efficient.
I would check the lighting around the property on a regular basis.
Better noise enforcement!!
Pay more attention to needed repairs.
Stop tenants from warming up their cars between 5 and 6 a.m. for long periods of time.
Provide more activities.
Improve laundry rooms. Update kitchen and baths. Have quality level the same at the back of the
complex as the front. It is rather sad to be shown the nice laundry rooms, pools and maintenance of the
model apartments and then be given an apartment toward the back of the complex where things are not
kept up as well.
Improve newsletter.
I would fix run down material in the older apartments such as rugs, tile, bathroom and wallpaper.2
More flowers.
Listen to the tenants.2
Spraying on a regular basis.
Gate the property.
Childcare to help single parent families.

I would use brooms instead of leaf blowers to clean pool areas. This would be cheaper quieter and
cleaner!
Improve response time to do maintenance request repairs.
I wouldn't allow so much junk in patios and common areas.
Have the security monitor the pool areas as people are using the pool between the hours of 1:00 a.m
and 3:00 a.m.
Some how make the cars drive slower in the parking lot. A lot of "close calls".
Install railings at the pool.
Improve overall appearance of landscaping for tenants enjoyment not just front and pool areas.
Recycling.2
Install new carpet and new paint in between the moves.
Better response time to repair requests.
Have some type of a school on the premises to teach the children when they are not in school.

The walkways when it rains.

Too much noise. Runaway kids loud in halls. Young adult tenants play loud music.
Junky bar-b-ques, umbrellas and mis-matched lawn chairs on balconies facing Monterey Avenue.2

Have rent due on 3' or 4t' of the month when the social security checks are in the tenants' accounts.
Evict the constant complainers.
Some guests feel they can park anywhere they please.
Provide contact numbers for the district office (Rancho Cucamonga).
All rules apply to everyone!
They are doing a great job.

RECOMMENDATION
1. That the City Council adopt Resolution No. authorizing Palm Desert

BACKGROUND
On March 10, 1998 the Portola Palms Mobile Home Park Acquisition Association Board
of Directors approved the conveyance of 37 lots from the Acquisition Association to the
Redevelopment Agency by Deed in lieu of foreclosure in consideration for full satisfaction
of all obligation secured by Deed of Trust dated September 25, 1992 (Ring Note) and Deed
of Trust dated September 22,1992 (Natter Note). The Corporate Grant Deed in favor of
the Agency dated February 25, 1998 was recorded on March 31, 1998 by Instrument No.
120533.
Health and Safety Code §33433 requires that before any property of the Agency is sold or
leased, the conveyance must first be approved by the City Council by resolution at a public
hearing. The purpose of the public hearing is to receive public testimony as prescribed by
law. Notice of the time and place of the public hearing must be published in a newspaper
of general circulation in the community for at least 2 weeks prior to the public hearing.

Fair market value was established by an appraisal dated 4/15/98 prepared by R.F. Sweet
and Associates which establishes the average price per lot at $22,500 with a minor pricing
differential depending on lot orientation within the park. Fair market value of lots: #30,
#128, 130, 139 herein described is established at $25,500 each.
Funds for payment of taxes and closing costs are available in the housing fund balance
account from funds transferred to the Agency from the Portola Palms Mobile Home
Acquisition Association at close of escrow.

Pursuant to Health and Safety Code §33433 (a) and (b), the Agency provides the following
summary:
A. Agreement cost to the Agency includes:
1. Estimated acquisition cost plus interest per lot: $32,900
2. Appraised fair market value of the interest being conveyed
through the sale based on an appraisal dated 4/13/98:
Lots #30, #128, #130 and #139 each:

3. The purchase price to be paid by the buyers of lots #30, #128,
#130 and #139 each: $25,500
4. Elimination of blight
The lots are four (4) of 141 mobile home spaces located at Portola Palms
Mobile Home Park, a low and moderate income park developed prior to the
1973 incorporation of the City. The park was converted from private
ownership to resident -ownership in 1992 with assistance from the State
MPROP Program and the Palm Desert Redevelopment Agency. Thirty
seven of the spaces were not purchased by the occupant tenants and are
now owned by the Palm Desert Redevelopment Agency. The Agency
wishes to sell the spaces to create 100% resident stability of the park,
thereby eliminating the vacant spaces scattered throughout the park and
encouraging ownership of rental spaces thereby turning total control of the
park over to its residents.
RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT,
CALIFORNIA AUTHORIZING THE PALM DESERT REDEVELOPMENT AGENCY TO
SELL MOBILE HOME LOT #30, #128, #130 AND #139 LOCATED AT 43-155 PORTOLA
AVENUE (PORTOLA PALMS MOBILE HOME PARK) AND MAKING A FINDING THAT
THE MONETARY CONSIDERATION RECOVERED FOR THE SALE IS NOT LESS THAN
FAIR MARKET VALUE
RECITALS:
A. Pursuant to Health and Safety Code §33433, the City Council, is required to hold
a public hearing before any property of the Agency acquired in whole or in part, directly or
indirectly, with tax increment money is sold or leased for development pursuant to the
Redevelopment Plan, said sale shall first be approved by the City Council by resolution
after public hearing.
B. Pursuant to Health and Safety Code §33433 (b) the City Council must make a
finding that the price to be paid for the property is not less than its for market value at the
highest and best use under the Redevelopment Plan.
C. Pursuant to Health and Safety Code §33433 (a), the Agency is required to make
available for inspection a report containing: proposed sale; cost to the Agency, value of
interest to be sold, sales price for inspection and available to the public.
NOW, THEREFORE, the City Council of the City of Palm Desert hereby finds, determines,
resolves and orders as follows:
Section 1. That a duly noted public hearing in conformity with the requirement of Health
and Safety Code §33433 (a) was held on May 10, 2001.
Section 2. The City Council has reviewed and considered all written and oral comments,
questions and concerns regarding the Agency's proposed sale of mobile home lot #30,
#128, #130 and #139 received prior to and at the public hearing on said sale.
Section 3. The City Council accepts and has filed with the Office of the City Clerk, the
report required by Health and Safety Code §33433 (a).
Section 4. The City Council finds that the price to be paid for the property is not less than
fair market value at the highest and best use under the Redevelopment Plan for Project
Area 1 Amended.

A RESOLUTION OF THE PALM DESERT REDEVELOPMENT AGENCY AUTHORIZING
THE SALE OF MOBILE HOME LOTS #30, #128, #130 AND #139 LOCATED AT 43-155
PORTOLA AVENUE (PORTOLA PALMS MOBILE HOME PARK) AT FAIR MARKET
VALUE
RECITALS:
A. Pursuant to Health and Safety Code §33433, the Redevelopment Agency, is
required to hold a public hearing before any property of the Agency acquired in whole or
in part, directly or indirectly, with tax increment money is sold or leased for development
pursuant to the Redevelopment Plan, said sale shall first be approved by the Agency by
resolution after public hearing.
B. Pursuant to Health and Safety Code §33433 (b), a report shall be made available
for inspection by the public no later than the first publication of the first notice of the hearing
mandated by subsection (a). A resolution approving the sale shall be adopted and shall
contain a finding that the consideration received for the sale of the property is not less than
its fair market value the highest and best use under the Redevelopment Plan for Project
Area #1 Amended.
C. Pursuant to Health and Safety Code §33435, the Agency shall obligate
purchaser(s) of real property acquired in redevelopment projects to refrain from restricting
the rental, sale, or lease of the property on the basis of race, color, religion, sex, marital
status, ancestry, or national origin of any person.
NOW, THEREFORE, the Palm Desert Redevelopment Agency hereby finds, determines, -
resolves and orders as follows:
Section 1. A duly noted public hearing in conformity with the requirement of Health and
Safety Code §33433 (a) was held on May 10, 2001.
Section 2. The Agency finds the consideration received for the sale of the property is not
less than its fair market value at the highest and best use under the Redevelopment Plan
for Project Area 1, Amended.
Section 3. The Grant Deed shall contain language prescribed by Health and Safety Code
§33435 as required.
Section 4. The Agency hereby authorizes the conveyance of lots #30, #128, #130 and
#139 at Portola Palms Mobile Home Park for a fair market value.

REQUEST: Approval of an increased fee for management of Palm Desert
Housing Authority properties.
DATE: May 9, 2001
Recommendation:
By minute motion, authorize the increased fee of $1.00 per door per month to
RPM Company for the management Palm Desert Housing Authority
properties.
Background:
RPM has been managing the Palm Desert Housing Authority Properties for over three
years. During that time, they have assisted in numerous capital improvements as well as
regular on -going maintenance of the properties. RPM has been adaptive to the processes
of local government and although sometimes frustrated at the length of the process, they
have continued to provide the quality of management service required on properties of
such magnitude.
In the last year, RPM has continued to provide the detailed information required for such
things as the Housing Authority's bid process, the budget, all expenditures over $5,000 and
monthly reports as required by their contract. The monthly financial reports have been
provided on or before the 20th of each month as required. The annual financial audit found
few exceptions to the process of affordable tenant recertification or the accounting
methods. The Finance Department requires the first draft of the budget by March 1st of
each year. Not only did RPM submit the budget in a timely manner, all revisions were
compiled and provided to the Authority in time for the March 14th Housing Commission
meeting.
The tenant surveys have come back with overall favorable ratings. Tenant concerns are
being looked at and addressed accordingly. The properties, while remaining mostly
affordable, continue to operate at a near -full occupancy level and most vacancies are filled
within 30 days. This vacancy turn -around may include painting, minor repairs, vinyl and
carpet, or carpet cleaning, and window coverings.
During the last year, RPM has covered some unexpected personnel absences with the

same quality of management the Housing Authority has come to expect. Although the
personnel are employees of RPM, the Housing Authority makes sure that the level of
management on each of its properties is maintained at or above our expectations.
Based on the level of staff satisfaction, we are recommending the $1.00 per door increase,
in accordance with their contract.
