5. ACTION CALENDAR
A. APPROVE AMENDMENT TO CONTRACT NO. HA-39040.
MOTION BY COMMISSIONER MORRISON, SECOND BY COMMISSIONER BAUER,
CARRIED 4-0, to approve the request for consideration to approve Amendment No. 1 to
Contract No. HA-39040 with Service First, LLC., for pool and water feature maintenance
and repair and repair services at the Palm Desert Housing Authority properties in a total
amount not to exceed $347,147.
B. AWARD A CONTRACT FOR TAOS PALMS TRELLIS AND ENTRANCE DESIGN
BUILD TO DOUG WALL CONSTRUCTION, INC.
Commissioner Morrison and Commissioner Bauer provided remarks. Commissioner
Morrison asked Chris Gerry, Project Manager whether this project would be a total re-
model and asked what the timeline would be to complete the project would be, and finally
she asked if all options were considered regarding the material being used. As a follow-
up questions, Commissioner Bauer asked Mr. Gerry where the savings to the project were
coming from. Mr. Gerry responded by confirming the use of alumni-wood would not only
be where the projects savings were determined but would also allow for a total
rehabilitation of trellis and entrance to TAOS Palms.
In response to Commissioner Morrison and Teresa Vakili, RPM Company Southern
Region Vice President question about the project timeline, Mr. Gerry responded by
addressing the need to finalize the design and have the project approved by the Palm
Desert Housing Authority before coordinating with RPM staff on the best timeframe to
complete the project that will also fit the schedule of residents.
MOTION BY COMMISSIONER BULLER, SECOND BY MORRISON, CARRIED 4-0, to
award contract to Doug Wall Construction, Inc., for the design build of Taos Palms trellis
and entrance structure rehabilitation in the amount of $1,067,588.35.
6. INFORMATIONAL REPORTS & COMMENTS
A. HOUSING COMMISSIONERS
Chair Guinaw informed the Commission of Homelessness Taskforce meeting
cancellation. Chair Guinaw reminded the commission of the different web-based
platforms the City of Palm Desert offers, such as Discover and Engage Palm Desert.
B. SUMMARY OF CITY COUNCIL AND HOUSING AUTHORITY ACTIONS
Jessica Gonzales provided an update regarding action items approved by the Housing
Authority and City Council during the September 15th and 29th, 2022, meetings. Mrs.
Gonzales also provided a brief overview of what important items would be presented
during the upcoming meeting of October 13th, 2022.

Teresa Vakili, Vice President of RPM Company provided an update regarding monthly
occupancy reports, average rent summary, monthly net operating income statement, and
project report of July, Project Report for August 2022 including a full renovation for Laguna
Palms Apartments Unit 43 of the Housing Authority affordable housing properties. Before
and after pictures were included.
D. CITY COUNCIL LIAISON
City Council Liaison Councilmember Kathleen Kelly alerted Chair Guinaw about the
prospect of the Care Program being implemented in the County of Riverside which the
City of Palm Desert may have commitment with other cities to make housing available to
participants of the Care Program. Councilmember Kelly provided this comment in case
this item at some point in a future City Council meeting comes up, Chair Guinaw and the
Housing Commission could potentially consider volunteering should a taskforce be
established for this purpose in finding alternatives to housing participants of the Care
Program; particularly the Authority owned and operated affordable housing communities
as a probable choice for this.
E. CITY STAFF
• Housing Manager, Jessica Gonzales opened a discussion to talk about the interim
Vice-Chair position.
• Housing Manager, Jessica Gonzales provided an update to the inquiries for the Home
Improvement Program during the months of August and September 2022.
F. ATTENDANCE REPORT
The attendance report was provided with the agenda materials. The Commission took no
action or discussion on this matter.
7. ADJOURNMENT

The following is a summary update from Palm Desert’s Housing Commission (“the
Commission”) Chair Guinaw.
Chair Guinaw, is the Commission’s designee for the Homelessness Task Force. The Chair will
report on updates heard during the Homelessness Taskforce meeting, and community
engagement opportunities and the best resource to stay up to date.
Todays’ report highlights are included below.

A PUBLICATION OF THE CITY OF PALM DESERT
The City’s new 2023 calendars are arriving soon,
filled with beautiful images that celebrate the dynamic
and exciting municipality that Palm Desert has become
over its nearly 50-year history.
Palm Desert was incorporated on November 26,
1973, and throughout 2023 the City will celebrate its
golden anniversary with a series of events culminating
in a festive street party on Saturday, November
18, 2023. To set the tone for the 50th anniversary
celebration, the City’s free, 28-page calendar vividly
illustrates the sometimes-dramatic changes that our
community has experienced through the decades and
highlights the best of Palm Desert as we know and
love it today.
Telling the fascinating history of how our uniquely
wonderful community came to be would not have been
possible without the contributions of several community
partners. The Historical Society of Palm Desert, the
McCallum Theatre, and other local organizations
played a key role in the creation of this year’s calendar
by providing the historical photos that are featured
throughout its pages.
Calendars will be available for pick up at Palm Desert
City Hall, the Historical Society of Palm Desert, Palm
Desert Library, the Joslyn Center, Palm Desert Area
Chamber of Commerce, Desert Willow Golf Resort, and
other convenient locations. For more information, please

2023 CALENDARS LOOK FORWARD TO PALM DESERT’S 50TH ANNIVERSARY
The original Palm Desert Certified Farmers’ Market has returned for the 2022-2023
season with an exciting change to its schedule. The market, which has been held on
Wednesdays for the past thirteen years, is now held every Sunday from 8 a.m. to 1 p.m.
While the day may have changed, the market’s location remains the same. You’ll find
all your favorite farms and vendors at Entrada del Paseo in front of the Palm Desert Area
Chamber of Commerce at 72559 Highway 111. Customers can look forward to seeing
brand new faces, too, like Blossom Nursery, selling locally grown cut flowers, and Branch
and Vine, producers of olive oil and balsamic vinegar. Fun family-friendly activities are also
planned throughout the season.
The market is a program of the Palm Springs Cultural Center, a 501(c)(3) non-profit
organization dedicated to bringing arts and cultural programming to the entire Coachella
Valley. Now with the move to Sundays, the Palm Springs Cultural Center hopes to extend its
reach to provide even more access to fresh, farm-direct produce to community members.
Customers of the Palm Desert Certified Farmers’ Market may use their EBT card to shop
the market and can also participate in Market Match, the only nutrition incentive program
in the Coachella Valley. Market Match provides a dollar-for-dollar match for shoppers’
CalFresh EBT benefits at participating farmers’ markets, enabling low-income families to
purchase more healthy fruits and vegetables. For example, if a customer spends $15 in
CalFresh benefits, participating farmers’ markets provide a matching $15 credit to double
the customer’s purchasing power for fresh fruits and vegetables.

The City of Palm Desert has partnered with the Riverside County Sheriff’s
Department to install 49 automated license plate reading (ALPR) cameras in
strategic areas around the city to solve and reduce crime.
The main component of an ALPR system are the cameras that capture and
record a vehicle’s license plate information. Using optical character recognition
(OCR) software, the plate numbers in the image are converted to alpha-numeric
characters and compared to one or more databases (also known as “hot lists”) of
vehicles of interest to law enforcement.
A real-time alert is sent to law enforcement when a stolen car or known wanted
suspect from a state or national crime database enters the jurisdiction. The system
can also send alerts if a vehicle associated with a missing person in an AMBER or
Silver Alert is detected.
The data that is gathered is encrypted and retained for a fixed period. It is only
accessible by law enforcement officials with a legitimate law enforcement purpose.
The stored license plate data could, for example, provide investigators with a
means to help identify vehicles associated with suspects, witnesses, or victims of
criminal activities. The cameras will be used to solve and reduce property and
violent crime, and are not intended for minor traffic or parking violations.
The deployment of ALPR cameras in Palm Desert will help the Riverside County
Sheriff’s Department increase case clearance, solve more crime, and reduce crime

two-day shredding event at City Hall, 73510
Fred Waring Drive, on Friday, November 18
and Saturday, November 19. Shredding will
take place from 7:30 to 11:30 a.m. each day.
For security purposes, the following types of

This event is free and open to Palm Desert

Civic Center parking lot from Fred Waring Drive.

Palm Desert will honor the sacrifices of those who have served in the
United States military and recognize the dedication of those who continue to
serve our nation with a free Veterans Day celebration at Civic Center Park on
Friday, November 11, at 11 a.m.
Following opening remarks from the Mayor of Palm Desert, a keynote
speaker from the 7th Marine Regiment at the Marine Corps Air Ground
Combat Center in Twentynine Palms will address the crowd. Other
celebration highlights include a patriotic concert performed by the Heatwave
Boys and Girls Club Jazz Band.
This year’s event will be preceded by a Resource Fair from 9 – 11 a.m.
that includes representatives from nearly a dozen different organizations
offering veterans’ services.
Limited seating is available, or attendees may bring blankets and portable
chairs to the park’s amphitheater to enjoy the program in comfort. Light
refreshments will be served at the conclusion of the celebration.

PALM DESERT HONORS VETERANS AT CIVIC CENTER PARK
In the event of a natural disaster or
major emergency, Palm Desert residents
and businesses may need to be self-
sufficient for a week or more. One of the
best ways to accomplish this is to begin
planning and preparing now.
Community Emergency Response
Team (CERT) Training teaches people
how to respond to real life emergencies.
Graduates learn how to provide basic
medical aid; fight small fires; safely search
for and rescue victims; and effectively
organize community volunteers.
The next CERT training is scheduled
for Friday, December 9 from 5:30 –
9:30 p.m., and Saturday and Sunday,
December 10 and 11 from 8:00 a.m. –
5:00 p.m. The training will be held at the
Palm Desert City Hall Council Chamber,

completion of the full, 20-hour class earns
graduates a certificate and a CERT kit.

The desert’s largest celebration
of dance marks its 25th anniversary
this November as The Palm Desert
Choreography Festival returns to the
McCallum Theatre stage.
This one-of-a-kind festival, taking place
Saturday, November 12 at 7 p.m. and
Sunday, November 13 at 4 p.m.
highlights dance as an art form while
creating a venue for emerging and
established choreographers and
developing new dance audiences.
The Festival features a choreography
competition in two divisions with
over $50,000 in awards up for grabs.
Finalists were selected from submissions
from across the country. The festival
also features educational opportunities
including workshops and residencies, and
honors those who have made outstanding
contributions to dance.
The 2022 Lifetime Achievement Award
will be presented to award-winning
performer, choreographer, director,
producer and street dance historian, Toni
Basil. Perhaps best known for her 1982
smash single “Mickey,” Basil has been at
the vanguard of dance and music for the
last thirty years. She has choreography
and directorial credits on over 50 videos,
and has choreographed and co-directed
concerts for Tina Turner, David Bowie,
Mick Jagger, and many others. Recognized
as a seminal influence in bringing street
dance to the attention of the American
public, Basil will take the stage and accept
the award in conjunction with Saturday’s
festival performance.

PALM DESERT CHOREOGRAPHY FESTIVAL RETURNS
The City of Palm Desert offers programs
to encourage home ownership within the
community for individuals and families with
low to moderate incomes. If you would like to
participate in these programs, you can add your
name to an interest list maintained by the City.
The household income for participants cannot
exceed 120 percent of the area median income
for Riverside County, adjusted for family size. For
a family of four, the current area median annual
income is $87,400.
To qualify, applicants must have good credit,
some savings, and a consistent employment
history. Successful applicants will be selected to
prequalify with a lender when a home that is
suitable for their household’s size and income
becomes available. Homes that are part of these
programs are generally resales and can range in
price from $130,000 to $260,000.

In recent months, the City of Palm Desert undertook
a renovation of its Council Chamber to address American
with Disabilities Act (ADA) deficiencies while also improving
technology and updating finishes. Now complete, the Palm
Desert City Council has resumed in-person Council meetings
while retaining the option for remote public participation.
Among the many accessibility improvements addressed by
the renovation, users may notice an improved ramp slope to
the Council Chamber floor; a new ADA-compliant lectern; new
automatic door hardware on the main entrance; and upgrades
to the public restrooms with ADA compliant fixtures.
Additionally, a hearing loop was installed in the main
Council Chamber area, which can improve sound quality for
individuals who rely on assistive hearing devices. Acoustic
improvements were achieved by installing carpet in the lobby
and Council Chamber to minimize echoes, and by installing
windows between the lobby and Chamber.
Enhancing the numerous technological improvements
already made to the Council Chamber in 2019, the recent
renovation also added new video cameras and upgraded
hardware to accommodate hybrid meetings.
Residents and other interested parties who wish to attend
Palm Desert City Council meetings in person may now do
so. The option to continue to watch and participate remotely
remains unchanged. Each meeting can be accessed through
a Zoom link or for enhanced audio and video quality, it can
be viewed on the City of Palm Desert Meetings YouTube
Channel. People wishing to comment by phone may also
