Mejia, City Clerk Subject: City Council Meeting of October 27, 2022 Below you will find questions received from the Mayor and/or Councilmembers and answers provided by City staff regarding tonight’s City Council meeting: ITEM 1H: APPROVE AMENDMENT NO. 1 TO CONTRACT NO. C43390 WITH IDEA PEDDLER FOR MARKET RESEARCH AS EXTRA WORK Q1. What was the original contract amount with Idea Peddler? A1: The original contract amount is $670,000 of which $409,000 comprises pass-through costs for the City’s advertising media buy. Q2: Taking all contracts with Idea Peddler into consideration, how much is Idea Peddler expected to be paid this fiscal year? A2: The original contract amount of $670,000 plus the additional $30,000 requested in Amendment No. 1, for a total amount of $700,000. Q3: How much were they paid in total last fiscal year (ending June 30, 2022)? A3: In the Fiscal Year 2021-2022, Idea Peddler was paid a total of $1,242,175.49 of which $1,021,627.39 comprised pass-through costs for the City’s advertising media buy. This number is higher than a typical year because the City paused its media buy in Fiscal Year 2020-2021 due to COVID travel restrictions. The savings from that pause were then used with City Council approval in the summer of 2021 to help support Palm Desert hotels and restaurants once restrictions were lifted. ITEM 2C: RECEIVE AND FILE AN INFORMATIONAL REPORT ON THE CURRENT STATE OF THE CANNABIS INDUSTRY IN PALM DESERT Q1: Can staff provide the revenue details for the individual dispensaries? A1: Palm Desert Municipal Code (PDMC) Section 5.04.310 (Information Confidential) prohibits the disclosure of the amount or source of income, profits, losses, or expenditures to any person other than the tax administrator, with certain exceptions. However, the City may disclose the general statistics regarding taxes collected or business done in the city. Supplemental 1H & 2C - Q&A Memo Presentation to The Palm Desert City Council October 27, 2022 Supplemental 0B-1 •According to The Americans for the Arts, overall economic impact of the McCallum Theatre for the City of Palm Desert is just under $20 million annually. •According to data compiled for the California Department of Tourism: •35% of McCallum Ticket Revenue comes from patrons beyond a 50 mile radius from Palm Desert (i.e. visitors/tourists). Supplemental 2D-9 Resolution Fred Waring and San Pablo Supplemental 2E-1 Overview and Next Steps This Resolution declares the City-owned vacant parcels (6) and a section of Right of Way at the southeast corner of Fred Waring Drive and San Pablo Avenue “Not Surplus” for the purposes of the Surplus Land Act (SLA). “Not Surplus” for the purposes of the SLA means a legally binding agreement for property disposition was executed prior to December 31, 2020. An ENA for this property was executed with Chandi Group, USA on March 14, 2019.
