A meeting for the subcommittee review was scheduled for November 15, 2022, at 1:30 p.m. The subcommittee was formed solely for this review and will be dissolved after the plans have been accepted. CITY STAFF Deputy Director of Development Services, Rosie Lua, coordinated potential dates and times to hold a special ARC meeting for today’s continued action item, Case No. MISC22- 0013 Amendment No.1. Deputy Director Lua informed there were numerous projects which are ready for final review and proposed Commissioners form subcommittees for each of the non-action item reviews, to which the Commission agreed. Senior Planner, Nick Melloni, shared a list of seven projects requiring an ARC subcommittee review and Commissioners volunteered to review the various projects. Deputy Director Lua stated these subcommittees have been formed solely for final plan review of each case and will be dissolved after the plans have been accepted. The subcommittees will provide an oral report to the Commission at a future ARC meeting. In response to inquiry, Deputy Director Lua, reported a study session will be conducted for ARC Commissioner’s to provide information regarding current and upcoming Housing Laws and to establish objective design standards. A tentative date and time of December 6, 2022, at 2 p.m. was provided for the study session meeting. BACKGROUND The project is a request by Gruen Associates (applicant) for approval of exterior modifications to an existing Louis Vuitton storefront located at 73515 El Paseo, Suite 1708 and expansion into 1710, at the Gardens on El Paseo. The application request consists of: • A Design Review for façade modifications for a tenant improvement to expand the existing 2,900 square-foot Louis Vuitton by 2,239 square-feet by combining the space with an adjacent suite. • A Sign Program to place five (5) new exterior wall signs on the expanded storefront. PROJECT SUMMARY A. Property Description: The project site is an existing ground-floor storefront located at the Gardens on El Paseo, an approximate 200,000 square-foot, two-level, open-air shopping mall located on the south side of El Paseo between Larkspur Lane and San Pablo Avenue. In November 1995, the City Council originally approved the development by Resolution No. 95-103 (Case. No. PP 95-5, VAR 95-2). The shopping mall includes retail and commercial storefronts fronting El Paseo, and landscaped plazas. The project is proposed within Suite 1708 and expands to include Suite 1710, located at the primary El Paseo frontage adjacent to the central landscaped courtyard and fountain area. Suite 1708 has been occupied by Louis Vuitton since 2008. Suite 1710 was previously occupied by Vince, a retail clothing store. The applications include: MISC22-0029 – A Design Review request including: 1. Expansion of the existing 2,900 square-foot Louis Vuitton store into an adjacent 2,239 square-foot space to create a 5,139 square-foot retail store. 2. Addition of new ceramic tiled façade over the existing storefront windows on the El Paseo (front) elevation and portion of the east (side) elevation. 3. Relocation of the primary store entry to the side elevation. 4. Repainting existing brown entry trellis to white. 5. Addition of new elliptical skylight window. SARC22-0006 – A Sign Program request: 1. Addition of five (5) total exterior wall signs including four business identification sign and one logo sign. 2. The exterior signage consists of internally illuminated channel letters. Site Plan, Parking and Landscaping The project will expand an existing retail store by acquiring an existing adjacent commercial space. No building additions or increases in square-footage are proposed. No expansions to existing parking areas are proposed as a part of the project. Additionally, no modifications are proposed to existing site landscaping. Screening and Roof Plan The project is not proposing to relocate or add additional rooftop HVAC units. Existing rooftop units will continue to be screened by existing roof-top metal screen panels. The applicant will MISC22-0029 / SARC22-0006 – Louis Vuitton Page 3 of 5 November 22, 2022 construct a new elliptical shaped sky light, however, this element will be screened by existing parapet heights. Architecture and Materials The primary exterior modification proposed by the project is to construct a decorative screen wall to obscure views of existing storefront windows fronting El Paseo. The wall will be constructed from white ceramic screen blocks featuring an ellipse-shaped opening. The screen wall will be placed so that it is flush with the fascia of the existing neutral piers and leave a two-foot (2’-0”) gap from the storefront windows to provide a space to maintain the blocks and existing window. On the eastern (side) building elevation, the applicant will provide a transparent backlit window area to provide a display area. The existing trellis located at the building entry on the east elevation will be refinished from the existing brown color finish to white. Zoning Ordinance Summary The subject property is zoned Downtown Core Overlay District (D.O.) which allows retail stores as a permitted use. Revisions to storefront facades are subject to review and approval of a design review by the Architectural Review Commission (ARC) pursuant to Palm Desert Municipal Code (PDMC) Section 25.68.020 (A)(2). Findings for ARC decisions of design review applications are listed under Palm Desert PDMC Section 25.68.040 as follows: A. That the proposed development conforms to any legally adopted development standards. The proposed project is in conformance with the legally adopted development standards set forth by the PDMC for the DO zoning district. The modifications did not change the applicable development standards including height, coverage, and parking requirements. The proposed project will not create non-conforming conditions for this existing development. The project adds new screen walls to obscure view of storefront windows facing El Paseo. B. That the design and location of the proposed development and its relationship to neighboring existing or proposed developments and traffic is such that it will not impair the desirability of investment or occupation in the neighborhood; and that it will not unreasonably interfere with the use and enjoyment of neighboring existing or proposed developments and that it will not create traffic hazards or congestion. The proposed design is compatible with surrounding developments and will not create additional traffic which would impair investment in the neighborhood. The proposed use is a retail use that will expand into an adjacent retail space, therefore, no substantial increase in traffic generation is anticipated. That the design and location of the proposed development is in keeping with the character of the surrounding neighborhood and is not detrimental to the harmonious, orderly, and attractive development contemplated by this title and the General Plan of the City. The proposed façade is compatible with the development pattern along El Paseo as it provides a retail storefront within a walkable pedestrian-oriented district. The land use designation is City Center/Downtown in the General Plan which promotes high intensity mixed-use development anchored by civic, cultural, entertainment, and retail activity. D. That the design and location of the proposed development would provide a desirable environment for its occupants, as well as for its neighbors, and that it is aesthetically of good composition, materials, textures, and colors. The proposed project utilizes a good composition of new materials, textures, and colors for quality visual aesthetics, enhancing the front entry with consideration of the compatibility to the existing building. E. That the proposed use conforms to all the requirements of the zone in which it is located and all other applicable requirements. The proposed project conforms with legally adopted development standards set forth by the Downtown Core Overlay District. F. That the overall development of the land shall be designed to ensure the protection of public health, safety, and general welfare. The proposed project does not modify the site plan which included hard surface pedestrian pathways and connections from the public right-of-way. In addition, the overall building design does not present any adverse impacts to the protection of public health, safety, and general welfare. ARC approval is required for all comprehensive sign programs in accordance with PDMC Section 25.68.050.C.3. Per PDMC Section 25.56.100.B.2. a comprehensive sign program is required whenever three or more nonexempt signs are proposed for a single tenant. The project proposes five (5) total exterior tenant signs for a single tenant and therefore must obtain approval of a Comprehensive Sign Program. In approving a sign program, the ARC must make the following findings in accordance with PDMC Section 25.56.100.E: 1. The comprehensive sign program complies with the purpose of this chapter, including the design criteria. The proposed exterior wall signs comply with the purpose and intent of this chapter, including design criteria. All wall signs utilize a consistent size and internally illuminated construction type. Though the signs utilize the same copy, they are sized appropriately and placed on separate wall planes with appropriate separation from one another. Proposed signs enhance the overall development and are in harmony with other signs included in the plan with the structures they identify and with surrounding development. The proposed signs will enhance the overall appearance of the development. Each sign utilizes a matching construction type and size to maintain consistency. Additionally, other tenants located at the Gardens utilize multiple signs on the store front including Gucci, Tiffany’s, and Bottega Venetta, where each sign is separated by a variation in building plane or centered between neutral piers. 3. The comprehensive sign program contains provisions to accommodate future revisions that may be required because of changes in use or tenants. The proposed sign program establishes the potential size and location of signage on the updated façade and therefore accommodates future revisions. Variations in placement or size increase will require amendments to the proposed sign program. 4. The comprehensive sign program complies with the standards of this chapter, except that flexibility is allowed with regard to sign area, number, location, and/or height to the extent that the signs proposed under the comprehensive sign program will enhance the overall development, achieve superior quality design, and will more fully accomplish the purposes of this chapter. The proposed sign program complies with the standards of PDMC Chapter 25.56. The number of signs complies with the requirements for total size, satisfies design requirements by utilizing durable sign materials, consistent illumination, does not utilize exposed raceways, and provides appropriate spacing from edges of the building facade. Staff Recommendation Staff recommends the Architectural Review Commission find the project satisfies all requirements for approval and approves Case Nos. MISC22-0029 for the Design Review and SARC22-0006 for the Sign Program as presented. BACKGROUND On August 16, 2022, the project applicant, Michael Baker International, submitted applications to the Palm Desert Planning Division for a Precise Plan (PP), Conditional Use Permit (CUP), Environmental Assessment (EA), and Parcel Map Waiver (PMW) to amend previous City approvals and expand an existing used auto sales business on behalf of CarMax Auto Superstore. On August 1, 2017, the Palm Desert Planning Commission approved Resolution No. 2703 for PP/CUP 17-059 to construct a 6,840 square-foot auto sales and service building on a 4.23-acre site located at 73-500 Dinah Shore Drive. Construction of the site was completed in 2019 and the site has remained in continuous operation. Approval of the Design Review by the Architectural Review Commission will allow the project to proceed for a determination by the Palm Desert Planning Commission. PROJECT SUMMARY A. Property Description: The project is located on a site comprised of two contiguous parcels totaling 6.13-acres on the north side of Dinah Shore Drive at 73-450 (Parcel “A” – APN 694-060-036) and 73-500 (Parcel “B” – APN 694-060-034) Dinah Shore Drive. Parcel A is a 4.23-acre site that is developed with the existing CarMax auto sales development including a PP/CUP 17-059 – Amendment #1 Page 2 of 8 November 22, 2022 sales building, auto service building, vehicle staging area, and customer parking lot. Parcel B is a vacant 1.9-acre site that adjoins the CarMax development. B. Precise Plan/Conditional Use Permit 17-059 Amendment #1: To expand existing uses on the property including: a. A 2,351 square-foot sales office expansion to an existing 6,841 square-foot sales/auto service building. b. A new 923 square-foot carwash building for service of onsite vehicles. c. A new 637 square-foot free-standing shade canopy. d. Expansion to the existing parking lot adding 55 new onsite parking spaces for customers and employees. This additional will require the removal of 14 existing spaces resulting in a net increase of 40 spaces to the site for a total of 100 parking spaces. e. Construction of a new 176 space sales staging area which will be enclosed by a six-foot high block wall and feature new parking lot lighting. 2. Environmental Assessment 22-0007: The environmental analysis prepared pursuant to the California Environmental Quality Act (CEQA) to support the use of a Class 32 Categorical Exemption for Infill Projects pursuant to CEQA Guidelines Section 15332. 3. Parcel Map Waiver 22-0008: To merge a 4.23-acre parcel and 1.9-acre parcel into a single 6.23-acre parcel. PP/CUP 17-059 – Amendment #1 Page 3 of 8 November 22, 2022 The ARC’s review of the project is focused on the Design Review of the Precise Plan/Conditional Use Permit and should focus on the design of the proposed improvements. Determinations for the Environmental Assessment and Parcel Map Waiver will be made by the Planning Commission and Director of Development Services, respectively. Site Plan and Parking The proposed project will expand the existing CarMax auto sales facility onto the adjacent vacant lot to the west of the project site. The expansion will add 55 new customer and employee parking spaces and an enclosed 176 space sales staging area to the western portion of the site. The customer and employee lots are being provided in anticipation of increases in employees and customers and will be striped and landscaped in accordance with City requirements for parking lot design (Palm Desert Municipal Code Sections 25.46 and 25.52.050). The staging expansion area is an overflow lot where vehicles will be staged and stored for processing and service by CarMax. This lot will not be striped or landscaped as it will be used exclusively for CarMax business operations and non-accessible to the public. Vehicles within the space will be parked in tandem for storage by CarMax staff. This operation is consistent with the existing vehicle staging area located on the CarMax site to the north of the main sales building. The lot will be screened by a continuous 6-foot- high block wall and landscape area along the perimeter of the lot. In addition to the expanded parking areas, the project will make additions to the existing facility by adding a carwash tunnel within the existing sales staging area, a sales area expansion to the main building, and the addition of a free-standing canopy. Figure 2 – Proposed Site Plan PP/CUP 17-059 – Amendment #1 Page 4 of 8 November 22, 2022 Access and Circulation Access to the site is provided at the signalized intersection of Dinah Shore and Gateway Drive. The project will not add new vehicle access drives onto Dinah Shore Drive. There is an existing public sidewalk developed along the entirety of the project frontage. Internal access and circulation will be maintained for the additions to the employee and customer parking lot. The vehicle sales staging area will be separated from the public parking areas by an electric vehicle gate. Architecture and Screening The project will add a 2,351 square-foot building addition to the primary building, which will contain an expanded sales area and employee breakroom area. The architecture of this addition is contemporary and will match the existing finishes and architectural forms used on the primary building. The materials include stucco, finished in earth tone colors, split face concrete masonry unit (CMU) block, metal shade awnings, and pre-finished coping. The height of this addition will match the existing service building at a height of 18 feet, 8 inches and tower element at 21 feet, 8 inches. The proposed 935 square-foot car wash tunnel will be located within the existing vehicle sales staging area at the north edge of the site. The tunnel will feature tan colored stucco and tan split-face CMU block to match the primary building materials. The structure will have a flat roof with a maximum height of 17 feet, 4 inches. The proposed 637 square-foot shade canopy will be placed on the western building elevation, adjacent to an existing port cochere at the service entrance. This structure will be a metal shade canopy with an angled roof. The roof of the sales additions to the primary building will be flat with a continuous 2- foot, 8-inch parapet. No rooftop equipment is proposed on the addition area. New rooftop equipment for the sales addition will be placed on the existing sales building and will be screened by an existing 5-foot-tall parapet. Landscaping Landscape for the site consists of a mix of desert appropriate live plantings which includes: Trees: • Golden Wreathwattle (Acacia Saligna), Blue Palo Verde (Parkinsonia Floridia), Honey Mesquite (Prosopis Glandulosa). • All tree specimens will be a minimum 24-inch box size at the time of planting and low water use. PP/CUP 17-059 – Amendment #1 Page 5 of 8 November 22, 2022 Shrubs/Accents/Groundcover: • Low Water Usage: Desert Carpet, Parry’s Agave, Baccharis, Dwarf Bottlebrush, Century Plant, Octopus Agave, Centennial Baccharis, Damianita, Bat-Face Cuphea, Sierra Gold Dalea, Black Prairie Clover, Trailing Indigo Bush, Grey Desert Spoon, Brittle Bush, Red Yucca, Cimmeron, Blackfoot Daisy, Wild Petunia, Chaparral Yucca. • Medium Water Usage: Trailing Lantana, Autumn Sage, Esperanza Yellowbells, Wedelia. • All shrubs and plants will be a minimum 5-gallon size at the time of planting • Cimmeron and Esperanza Yellow Bells are used for screening to soften the wall of the new vehicle sales staging area from the street. Hardscape: • Primary ground cover: 3/8” Tan Decomposed Granite (Palm Springs Gold) • Accent: Rock Mulch – 1.5” to 3” round river rock mulch. • Boulders (sixteen total) ranging from 3 feet to 4 feet in diameter. Live plantings are located along the perimeter street frontages. The plan identifies the landscape area will use a drip irrigation system. ANALYSIS Development Standards The project site is zoned SI and allows the development of outdoor auto sales as a conditionally permitted use with the approval of a Precise Plan (PP) and Conditional Use Permit (CUP) by the Palm Desert Planning Commission in accordance with Palm Desert Municipal Code Section (PDMC) 25.72.030. The existing CarMax facility was approved subject to a PP and CUP, and the proposed expansion will require Planning Commission approval of an amendment. Development in the SI zone is subject to development standards provided under PDMC 25.16.50. The building will add 2,351 of building area devoted to sales use and therefore requires an additional five (5) parking spaces. The carwash will require a minimum of three (3) spaces. The existing parking lot provides sixty (60) spaces, and the project will add forty (40) more spaces for a total of 100 parking spaces. The project exceeds minimum parking requirements. ZONING ORDINANCE SUMMARY ARC approval of a design review is required for all Precise Plan applications per PDMC Section 25.68.020 (A). Findings for ARC decisions are listed under PDMC Section 25.68.040 – Findings of the ARC. Findings in support of the project are listed below: To approve a design review application, the ARC shall find the following: A. That the proposed development conforms to any legally adopted development standards. The proposed development conforms with legally adopted development standards set forth by the Service Industrial zoning designation as established by PDMC 25.16.050. A summary of the conformance with these development standards, including setbacks, floor area ratio, building height, and parking is provided in the above analysis section. As summarized, the project conforms with all applicable development standards. The proposed rooftop units are screened by a continuous 5-foot tall parapet or within the building in accordance with PDMC 25.40.090. B. That the design and location of the proposed development and its relationship to neighboring existing or proposed developments and traffic is such that it will not impair the desirability of investment or occupation in the neighborhood; and that it will not unreasonably interfere with the use and enjoyment of neighboring existing or proposed developments and that it will not create traffic hazards or congestion. The proposed project is located at the intersection of Gateway Drive and Dinah Shore Drive. The existing site has been previously approved and developed as an automobile sales facility. The project will expand the facility in a manner consistent with zoning requirements and prior approvals. Adjacent development in the area is predominantly light industrial to the south and east of the site. The areas to the west are developed and zoned for commercial uses. The adjacent Monterey Crossings PP/CUP 17-059 – Amendment #1 Page 7 of 8 November 22, 2022 Specific Plan to the west is planned for future auto sales uses. The applicant has prepared an analysis of traffic impacts and concludes that the proposed expansion will not create traffic congestion. Additionally, the design has considered turning movements of large delivery vehicles and vehicle line of sight to ensure the use will not create traffic hazards. C. That the design and location of the proposed development is in keeping with the character of the surrounding neighborhood and is not detrimental to the harmonious, orderly, and attractive development contemplated by this title and the General Plan of the City. The project design is consistent with the existing approval issued by the Planning Commission for PP/CUP 17-059. Exterior architecture and landscaping are consistent with existing areas. Landscaping and block walls are provided to screen vehicle storage areas from public view and will not be detrimental to the harmonious, orderly, and attractive development envisioned by the General Plan and Zoning Ordinance. The vicinity of the project site is developed with light industrial and commercial uses, and the project will be compatible with the existing land use mix. The proposal implements design goals and policies of the General Plan including: Land Use Policy 2.9 – Preserves continuous sidewalk areas along high-volume traffic corridors, minimizing vehicle intrusions across sidewalks, and screens parking areas by installing landscaping and a continuous block wall for the vehicle sales storage area. Land Use Policy 2.10 – The existing area is auto-oriented and located in an auto- oriented area due to proximity to the Interstate 10 freeway. Land Use Policy 3.16 – The proposed use and building provides an appropriate transition between Employment land use areas and Regional Retail Land Use Designation. D. That the design and location of the proposed development would provide a desirable environment for its occupants, as well as for its neighbors, and that it is aesthetically of good composition, materials, textures, and colors. The proposed design utilizes high-quality finishes and features a quality contemporary style characterized by varying parapet heights, smooth stucco exterior finishes, and desert compatible colors. The buildings provide for a quality visual aesthetic along Dinah Shore Drive. The project also includes extensive onsite landscaping along perimeter frontages. PP/CUP 17-059 – Amendment #1 Page 8 of 8 November 22, 2022 E. That the proposed use conforms to all the requirements of the zone in which it is located and all other applicable requirements. The proposed development conforms with legally adopted development standards for the Service Industrial zoning district. A summary of the conformance with these development standards, including setbacks, lot coverage, building height, open space, and parking is provided on the conformance analysis table on pages 5 and 6 of this staff report. As summarized, the project conforms with all applicable development standards. The proposed utilities are screened or within the building in accordance with PDMC 25.40.090. F. That the overall development of the land shall be designed to ensure the protection of the public health, safety, and general welfare. The preliminary grading plan has been reviewed to ensure the design of the project incorporates the proper improvements including adequately sized retention basins for onsite drainage and drainage to the existing retention basin established for Section 29 under AD 2004-01. In addition, the overall building design ensures the protection of the public health, safety, and general welfare. STAFF RECOMMENDATION Staff recommends the ARC determines that the requirements of the findings have been met based on the analysis and approves the Design Review and a recommendation of approval to the Planning Commission for Precise Plan/Conditional Use Permit Amendment #1 with the following conditions of approval: 1. The applicant shall construct the wall enclosing the vehicle staging area with a tan split face block and pilasters facing Dinah Shore Drive, and the northern property line, spaced no greater than 30 feet apart. 2. All roof drainage on the proposed additions shall utilize internal roof drains. 3. Any modifications required by the ARC be added to the motion as conditions of approval. CarMax is requesting Conditional Use Permit and Precise Plan approval, together with the application for a Parcel Map Waiver. Proposed Development: The proposed addition to the CarMax development will be constructed on a portion of the existing 6.13- acre parcel. Presently there exists a CarMax pre-owned automobile dealership, service building with associated access drives, parking lots and landscaped areas. The site is currently developed on approximately 4.23 acres. The proposed expansion project will include an expansion of the sales building and presentation area, a sales staging area on the westerly portion of the subject property, and a car wash building (tunnel style) for use by CarMax only. The Car Wash is being proposed on the north side of the existing service portion of the existing building. An expansion to the existing customer and employee parking lot is also being proposed. The remaining 1.9-acre parcel is being developed as a sales staging area along with the construction of landscape for screening purposes and additional parking spaces for employees and customers visiting the CarMax development. Access to the proposed expansion portion of the property will be provided as shown on the precise plan, utilizing the existing commercial driveway approach at the intersection of Dinah Shore Drive and Gateway Drive. A traffic signal presently exists at this location. Site Layout The proposed CarMax site design includes two existing access points along Dinah Shore Drive along the south side of the site. The customer/employee access will be located at the Dinah Shore Drive / Gateway Drive intersection with the secondary access for test drive vehicles utilizing the shared access with the Bedrosian Tile store. The sales inventory display area will be located at the east and south side of the property. The sales display area is secured by highway guardrail and embassy-style security gates for security purposes. Customer and employee parking will be located west of the sales building. The sales and presentation buildings are located center of the site with customer access from the parking lot on the west side of the building. The service building is located adjacent to the sales building. The main sales staging area will be located north of the service building and will be surrounded by a six-foot-high masonry wall for screening and security purposes. The staging area will also be secured with embassy- style security gates. An additional Sales Staging Area is being proposed west of the customer/employee parking lot with the same security features that include a six-foot-high chain link fence with slats embassy style security gates and a highway guardrail. Architecture The proposed architecture of the expansion portion of the main building as well as the Car Wash building has been designed to match the existing building presently on site. The design includes earth- tone colored stucco with a base of split face CMU block. 2 Roof forms are also used to help distinguish the main customer entry to the building. All existing customer entries are pronounced with a covered entry feature constructed of white stucco pilasters and a blue standing seam gable roof with the CarMax logo above the entry doors. Solar shades have been and will continue to be installed above all windows. Roof-top equipment is currently screened by a pre- finished earth-tone metal RTU screen and a parapet walls. Landscape Landscaping has been incorporated into the proposed 1.9 acre site customer and employee parking lot and around the perimeter of the site. Landscaping will match the existing site landscape and includes deciduous trees and shrubs, decomposed granite and rock mulch and is designed to be water conscious by eliminating water intensive vegetation. The landscape has been carefully designed to adequately shade the customer and employee parking lots and screen the guardrail around the perimeter of the sales staging area. The following information outlines the proposed operations based on similarly operating CarMax facilities. Hours of Operation For informational purposes, the showroom (sales) areas of the store are typically open to the public Monday through Saturday from 9:00 a.m. to 9:00 p.m. with limited hours on Sundays, subject to market factors and local law; while the retail service areas are typically open to the public Monday through Friday from 7:30 a.m. to 6:00 p.m. Associates will be present at the store several hours before and after the public operating hours. Deliveries Deliveries of vehicles, parts and supplies are made on-site and typically require the presence of associates to receive the delivery. Vehicle carriers will enter the site through the main access and load and unload vehicles in the designated area on the north side of the customer parking lot. Unloaded vehicles will be driven by employees from the parking lot into the staging area to await preparation for resale. Sales & Marketing CarMax operates differently from traditional car dealerships in that it physically separates its inventory area from customer and employee parking. This is both for loss prevention control as well as operational efficiency and safety. All inventory display areas will be separated from the general public by means of guardrails, gates and fencing. Ornamental wrought-iron fencing is used to separate the customer and employee parking from the display area. Vehicular access to the display areas is controlled by embassy-style security gates through the use of a secured key-card. Prospective customers are typically accompanied by an employee when they are in the display area. Only employees are permitted to drive cars within the display area. Emergency access will be provided within the staging and display area as required by the local fire department. CarMax does not use outdoor loudspeakers to page associates, instead the use of cell phones is utilized to communicate. In addition, CarMax does not use flags, balloons, inflatable gorillas (or any other animal), placards in open car hoods, painted window lettering or the like in its marketing. Instead, they promote a high-end retail operation, and a welcoming environment to their customers and associates. Service Operations CarMax currently offers retail vehicle service (primarily routine maintenance, tires, diagnostic and mileage services) and provides repairs of vehicles often covered by their extended service plans. All service work is performed inside fully-conditioned buildings equipped with rollup doors, providing the associates with a great work environment and eliminating the need to conduct operations with open bay doors. 3 Retail service vehicles and vehicles awaiting disposition off-site are stored in the secured non-public staging area on a temporary basis. As a visual screen and to provide security for these vehicles, the existing staging area is surrounded by a six-foot-high masonry wall. CarMax is proposing a chain link fence with slats around the perimeter of the proposed Sales Staging Area on the west side of the subject site. Vehicular access to these areas is strictly controlled through the use of embassy-style security gates. Because the staging and storage of vehicles within this area is constantly changing on a daily basis, parking spaces are not designated on the plan. Site Lighting & Security CarMax uses full cutoff LED lighting fixtures mounted on 26-foot tall light poles for visibility and security. The LED fixtures are downcast to reduce light spill onto adjacent properties. Exterior lighting will be reduced after operating hours and designed to match the existing light standards presently on site. The lot will be screened from public view by means of a 6’ high masonry split face block wall that includes a 2” cap and will match the existing wall presently constructed on the easterly lot. Associated improvements include expansion of 2,325 square feet to the existing 6,841 SF sales building; constructing a 923 square foot carwash; and adding 55 parking spaces to the customer/employee parking lot.
