ARCHITECTURAL REVIEW COMMISSION
CITY OF PALM DESERT, CALIFORNIA
MINUTES
(HYBRID MEETING)
Pursuant to Assembly Bill 361, this meeting may be conducted by teleconference and there
will be in-person public access to the meeting location.
1. CALL TO ORDER
A Regular Meeting of the Architectural Review Commission (ARC) was called to order by
Chair Vuksic on Tuesday, November 8, 2022, at 12:38 p.m. in the Development Services
Conference Room, City Hall, located at 73510 Fred Waring Drive, Palm Desert, California.
2. ROLL CALL
Present: Commissioners Dean Wallace Colvard, Nicholas Latkovic, Michael McAuliffe,
Francisco Sanchez, and Chair John Vuksic.
Absent: Vice Chair McIntosh
City Staff
Present: Chris Escobedo, Assistant City Manager; Richard Cannone, Director of
Development Services; Rosie Lua, Deputy Director of Development Services; Nick
Melloni, Senior Planner, and Melinda Gonzalez, Recording Secretary, were
present at Roll Call.
3. NON-AGENDA PUBLIC COMMENT
Chair Vuksic opened and closed the non-agenda public comment period. No public
comments were provided.
4. CONSENT CALENDAR

MOTION BY COMMISSIONER LATKOVIC, SECOND BY COMMISSIONER COLVARD,
CARRIED 4-0; (VICE CHAIR MCINTOSH and COMMISSIONER MCAULIFFE ABSENT), to
approve the consent calendar.

A. APPROVAL OF MINUTES
MOTION BY COMMISSIONER LATKOVIC, SECOND BY COMMISSIONER COLVARD,
CARRIED 4-0; (VICE CHAIR MCINTOSH and COMMISSIONER MCAULIFFE ABSENT),
to approve the Architectural Review Commission Meeting minutes of October 25, 2022.
CONSENT ITEMS HELD OVER: Items removed from the Consent Calendar for separate
discussion will be considered at this time.
None

A. FINAL DRAWINGS
1. CASE NO: MISC21-0019 Amendment No.1
NATURE OF PROJECT/APPROVAL SOUGHT: Request for approval for a revision
to the Design Review approval for the Lennar University Park Tract 36342 to allow a
modification of propose roofing materials and fascia trim material.
APPLICANT AND ADDRESS: Lennar Homes, Corona, CA 92879
LOCATION: University Park TTM 36342
ZONE: Planned Residential (PR) 18 units per acre
Due to lack of a quorum, review for both items listed under Final Drawings were moved
after Miscellaneous item No. 1, Case No. PP/CUP20-0003.
Commissioner McAuliffe joined the meeting at 1:03 p.m. Commissioner Sanchez
advised the Commission of his need for recusal from the following items: Case No.
MISC21-0019, Case No. MISC22-0013 Amendment No. 1, and Case No. PP/CUP20-
0003, as his employer has been retained for services on these projects. Commissioner
Sanchez left for the remainder of the meeting at 1:07 p.m.
Senior Planner, Nick Melloni, narrated a PowerPoint presentation on the item and
responded to Commission inquiries. Jennifer Johnson and William Sacriste, Applicant
Representatives, and Chris Texter, Architect with KTGY, presented additional details
on the project and answered questions from the Commission.
Chair Vuksic opened and closed the public comment period. No public comments
were provided. Discussion on the item ensued with Commissioners providing
comments for the project.

Following discussion, MOTION BY COMMISSIONER LATKOVIC, SECOND BY
COMMISSIONER COLVARD, CARRIED 4-0; (VICE CHAIR MCINTOSH ABSENT,
COMMISSIONER SANCHEZ RECUSED) to:
1. Approve Case No. MISC21-0019 Amendment No. 1 color schemes 2 and 8 as
presented.
2. Approve change of Hardie board fascia to wood.
2. CASE NO: MISC22-0013 Amendment No.1
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a revision
to the Design Review approval for Mechanic’s Bank, a new 3,830 square-foot building
located within the Jensen’s Shopping Center at 73611 Highway 111, and review of
Architectural Review Commission conditions of approval.
APPLICANT AND ADDRESS: McAuliffe & Co. Architects, Palm Desert, CA 92260
LOCATION: 73611 Highway 111
ZONE: Downtown Core Overlay (D-O)
Commissioner McAuliffe announced his recusal from this item as he has been retained
by the applicant for this project.
Due to lack of a quorum this item was continued to a date uncertain. Staff will schedule
a special ARC meeting to review this item.
B. MISCELLANEOUS
1. CASE NO: PP/CUP20-0003
NATURE OF PROJECT/APPROVAL SOUGHT: Final Review of Landscape Plans for
Chandi Mixed Use.
APPLICANT AND ADDRESS: Chandi Group USA, Indio, CA 92203
LOCATION: 73515 Fred Waring Drive
ZONE: Downtown Edge District (DE)
Senior Planner, Nick Melloni, provided a summary on the item and responded to
Commission inquiries. Opus Garza, Landscape Architect, presented additional details
on the project and answered questions from the Commission.
This item was continued to a date uncertain to allow the applicant to attend the meeting
and provide clarification on potential options for landscape screening on east
elevation. No action was taken on this item.
The next item to be discussed was Case No. MISC21-0019 Amendment No.1 under
Action Calendar, A. Final Drawings, Item 1.

2. CASE NO: PP/CUP21-0004
NATURE OF PROJECT/APPROVAL SOUGHT: Final Review of Project Construction
Plans for Vitalia Apartments.
APPLICANT AND ADDRESS: Pacific West Communities, Inc., Eagle, ID.
LOCATION: APN 694-310-009, Southwest corner of Gerald Ford Drive and
Rembrandt Parkway
ZONE: Planned Residential (PR) 20 units per acre
Senior Planner, Nick Melloni, provided a summary on the item and responded to
Commission inquiries. Darren Berberian, Applicant, and Dave Veneman, Architect
with A.O. Architects, presented additional details on the project and answered
questions from the Commission.
At the request of the Commission a subcommittee was formed with Chair Vuksic and
Commissioner Colvard to conduct the final review of the project construction plans for
Vitalia. A meeting for the subcommittee review was scheduled for November 15, 2022,
at 1:30 p.m. The subcommittee was formed solely for this review and will be dissolved
after the plans have been accepted. The subcommittee will provide an oral report to
the Commission at a future ARC meeting.
6. INFORMATIONAL REPORTS & COMMENTS
A. ARCHITECTURAL REVIEW COMMISSIONERS
None
B. CITY STAFF
Deputy Director of Development Services, Rosie Lua, coordinated potential dates and
times to hold a special ARC meeting for today’s continued action item, Case No. MISC22-
0013 Amendment No.1.
Deputy Director Lua informed there were numerous projects which are ready for final
review and proposed Commissioners form subcommittees for each of the non-action item
reviews, to which the Commission agreed. Senior Planner, Nick Melloni, shared a list of
seven projects requiring an ARC subcommittee review and Commissioners volunteered
to review the various projects. Deputy Director Lua stated these subcommittees have been
formed solely for final plan review of each case and will be dissolved after the plans have
been accepted. The subcommittees will provide an oral report to the Commission at a
future ARC meeting.
In response to inquiry, Deputy Director Lua, reported a study session will be conducted
for ARC Commissioner’s to provide information regarding current and upcoming Housing
Laws and to establish objective design standards. A tentative date and time of December
6, 2022, at 2 p.m. was provided for the study session meeting.

C. ATTENDANCE REPORT
The attendance report was provided with the agenda materials. The Commission took no
action on this matter.
7. ADJOURNMENT
The Architectural Review Commission adjourned at 2:25 p.m.
