ARCHITECTURAL REVIEW COMMISSION
CITY OF PALM DESERT, CALIFORNIA
MINUTES
(HYBRID MEETING)
Pursuant to Assembly Bill 361, this meeting may be conducted by teleconference. There
will be in-person public access to the meeting location.
1. CALL TO ORDER
A Regular Meeting of the Architectural Review Commission (ARC) was called to order by
Chair Vuksic on Tuesday, February 28, 2023, at 12:30 p.m. in the Development Services
Conference Room, City Hall, located at 73510 Fred Waring Drive, Palm Desert, California.
2. ROLL CALL
Present: Commissioners Dean Wallace Colvard, Michael McAuliffe, Vice Chair Jim
McIntosh, Francisco Sanchez, and Chair John Vuksic.
Absent: Commissioner Nicholas Latkovic
City Staff
Present: Richard Cannone, Director of Development Services; Rosie Lua, Deputy Director
of Development Services; Chief Building Official, Jason Finley; Nick Melloni,
Principal Planner; Anna Dan, Assistant Planner; Audrey Nickerson, Associate
Planner II; and Melinda Gonzalez, Recording Secretary, were present at Roll Call.
3. NON-AGENDA PUBLIC COMMENT
Chair Vuksic opened and closed the non-agenda public comment period. No public comments
were provided.
4. CONSENT CALENDAR:
Associated staff reports, memos, attachments, and discussion on the following items can be
viewed by visiting the Architectural Review Commission Information Center website at,
https://www.palmdesert.gov/our-city/committees-and-commissions/commission-information.
Chair Vuksic opened and closed the public comment period for the Consent Calendar. No
public comments were provided.
MOTION BY VICE CHAIR MCINTOSH, SECOND BY COMMISSIONER MCAULIFFE,
CARRIED 5-0 (COMMISSIONER LATKOVIC ABSENT); to approve the consent calendar.

A. APPROVAL OF MINUTES
MOTION BY VICE CHAIR MCINTOSH, SECOND BY COMMISSIONER MCAULIFFE,
CARRIED 5-0 (COMMISSIONER LATKOVIC ABSENT); to approve the Architectural
Review Commission Regular Meeting minutes of January 24, 2023.

A. FINAL DRAWINGS
1. CASE NO: MISC22-0010 (Continued from June 28, 2022)
NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a Design
Review for a façade modification to an existing Del Taco drive-through restaurant
located at 34540 Monterey Avenue.
APPLICANT AND ADDRESS: Insignia Rising, Fullerton, CA, 92837
LOCATION: 34540 Monterey Avenue
ZONE: Planned Commercial (PC-3)
Assistant Planner, Anna Dan, narrated a PowerPoint presentation on the item and
responded to Commission inquiries. Cassandra Gallardo with Insignia Rising,
Applicant, and David Conners with Hilton Displays, Sign Designer Representative,
were present and answered questions from the Commission.
Chair Vuksic opened and closed the public comment period. No public comments
were provided. Discussion on the item ensued with Commissioners providing
comments for the project.
Following discussion, MOTION BY CHAIR VUKSIC, SECOND BY VICE CHAIR
MCINTOSH, CARRIED 5-0 (COMMISSIONER LATKOVIC ABSENT); to continue
Case No. MISC22-0010 with the following conditions:
1. Signage on south, east, and west elevations are lowered and more centered to the
architectural mass they are on.
2. Add more accent color to the building so it is similar to the same variety of color,
not same colors, on existing building.
3. A new awning or architectural element be added where awnings have been
removed.
4. Provide legal documentation which shows green banded background is a
registered trademark of Del Taco and any other registered trademarks for Del Taco
if there is more than one option.
5. Provide physical samples of existing stone veneer and paint colors.

6. The Applicant shall bring the existing landscape into conformance with PDMC
25.52.060 and ensure that all missing, dead, dying, or significantly injured trees or
plant material is replaced.

7. INFORMATIONAL REPORTS & COMMENTS
A. ARCHITECTURAL REVIEW COMMISSIONERS
Commissioner Colvard provided an update on the Cultural Arts Committee (CAC). The
CAC reviewed preliminary drawings for Discover Palm Desert Visitor Center which
presents a lot of opportunity for public art. Principal Planner, Nick Melloni, added this
project is going through staff review and will also have a community engagement
component to gather public input. It’s anticipated this project will be brought before the
ARC for review late March, early April 2023.
B. CITY STAFF
Chief Building Official, Jason Finley, provided an oral update on International Lodge. They
are currently working to restore the buildings and amenities with building G ready for
occupancy soon.
Recording Secretary Gonzalez provided an update on the new requirements for remote
participation for commissioners.
Principal Planner Melloni narrated a PowerPoint presentation, providing an update on the
application for Case No. MISC22-0020. The City has received noise complaints as the
applicants continue to use the unpermitted pickleball court. Last week, the City sent the
applicants a Cease and Desist letter, noting a noise study and updated plans must be
submitted to the Planning Division by March 14, 2023. The case is tentatively scheduled
to be reviewed by ARC on March 28, 2023.
Additionally, staff prepared and presented a Zoning Ordinance Amendment (ZOA) to the
Planning Commission last week which received a recommendation of approval to the City
Council. The ZOA included a new provision in which applications that have no activity for
a period of 60 days or longer would be deemed inactive and withdrawn by the City to
ensure applicants are responsive and applications do not remain open and inactive for
long durations.
Principal Planner Melloni shared a PowerPoint presentation informing the ARC
subcommittee for Palms to Pines met with the applicant and approved the planning review
and permits have been issued. A meeting has been scheduled for the ARC Subcommittee
to review the Millennium Apartments. A request for a volunteer for this meeting was made
as Commissioner Sanchez would be unavailable, in which Commission McAuliffe
volunteered to take his place. Case No. PP/CUP20-0009 (Former Pizza Hut) will be ready
for review in the next two weeks by the ARC subcommittee comprised of Commissioner
Sanchez and Vice Chair McIntosh. Chair Vuksic and Commissioner Colvard volunteered
for the ARC subcommittee for West Coast Storage which was identified by staff as ready
for review of final construction drawings.

Principal Planner Melloni introduced the Planning Division’s newest staff member
Associate Planner II, Audrey Nickerson.
C. ATTENDANCE REPORT
The attendance report was provided with the agenda materials. The Commission took no
action on this matter.
8. ADJOURNMENT
The Architectural Review Commission adjourned at 1:56 p.m.
