Should there be design development changes to the elevator, drawings should be updated to reflect changes. 4. Applicant shall provide a physical material sample of the rooftop screening. ARCHITECTURAL REVIEW COMMISSIONERS Vice Chair McIntosh reported attending a subcommittee meeting with Commissioner McAuliffe to review the construction documents for the Millennium Apartments project. Principal Planner Melloni added upon review of the final construction drawings the apartments were found to be in conformance with a revision for a recess detail however, it was determined the final construction drawings for the clubhouse were not in substantial conformance. Depending on the applicant’s revisions they will be scheduled for a second subcommittee review or go before the ARC for approval of an amendment to the original approval. B. CITY STAFF Principal Planner Melloni advised due to a conflict there is a need for another commissioner to volunteer for the ARC subcommittee for West Coast Storage. Commissioner McAuliffe volunteered to fill in for this committee. Deputy Director Lua provided an update on DSRT Surf noting the applicant has until June 2023 to finalize their Final Map and obtain a grading permit. Principal Planner Melloni provided an update on Spanish Walk Apartments noting they recently obtained a rough grading permit and are currently in review for a precise grading permit and building permit for the apartments and clubhouse. Bravo Gardens is in review for a precise grading permit and building permit for the apartments and clubhouse. The entitlements for this project, formerly “The Sands,” are set to expire in April 2023 and the developer will be submitting a request for extension to the Planning Commission. C. ATTENDANCE REPORT The attendance report was provided with the agenda materials. The Commission took no action on this matter. BACKGROUND The Applicant, Signarama, is requesting approval of two (2) monument signs to replace the existing monument signs at the southwest corner of Willow Ridge and Desert Willow Drive and on the roundabout landscape area in front of the main building of the Hilton Grand Vacation Club. This request is part of a sign packet submission which includes modifications to three (3) existing directional monument signs and one (1) wall identification sign as part of the hotel rebranding from Embarc Resort to Hilton Grand Vacation Club. PROJECT SUMMARY A. Property Description The project site is an existing resort club located at 1 Willow Ridge that was previously Embarc Resort. The project site was originally Intrawest Resort which consists of 310-unit residential vacation ownership with a 7,850-square-foot amenity building (theater, change rooms, and lobby) located on 44.4 acres of Final Subdivision Map of Tract No. 28450 approved by City Council on May 22, 1997, by Resolution 97-40. Access to the resort is from Country Club Drive to Desert Willow Drive, then to Willow Ridge. There are currently two monument signs for the existing timeshare resort which feature an identical design characterized by unilluminated weathered steel cabinets shaped to resemble a mountain silhouette. B. Project Description The applicant, Signarama, requests Architectural Review Commission (ARC) approval for two (2) free standing monument signs which will replace the existing monument signage for Embarc. Sign one, referenced as “A1” on the plans, is located at the southwest corner of Desert Willow Drive and Willow Ridge. The second sign, “A2”, is located within a roundabout landscape area in front of the main building of the Hilton Grand Vacation Club. The two proposed monument signs are designed as rectangular cabinet signs to identify “Hilton Grand Vacation Club – Palm Desert”. Both signs feature a rectangular body with a combination of metal cladding and stone veneer base. Each sign is segmented in two halves with the top half designed using a fabricated aluminum tube frame cabinet and reveal with aluminum faces and cladding (power coated to simulate weathered steel) and bottom half designed using a tube base frame with stone veneer (El Dorado stone) cladding. The letters are a white color finish with aluminum Flat Cut Out (FCO) letters at 3/8” thickness mounted to the top half of the monument sign. Table 1 identifies the changes in the overall size of the existing and proposed monument signs. The sign identified as “A1” shows the existing monument sign as 3 feet, 6 inches in height by 12 feet, 6 inches in length. The proposed new monument is 4 feet in height by 10 feet in length. In comparison to the existing sign, the proposed sign will increase in height by 6 inches and decrease in length by 2 feet, 6 inches. The sign identified as “A2”, shows the existing sign as 1 foot, 9 inches in height by 6 feet, 5 inches in length, the proposed new monument sign is 3 feet in height by 5 feet, 10 inches in length. The proposed sign will increase in height by 1 foot 3 inches and decrease in length by 7 inches. Both sign locations do not create a line-of-sight issue as all traffic flows along Willow Ridge and does not obstruct visibility when entering or leaving the site. The proposed monument signs will be placed on an existing landscaped area utilizing the existing exterior ground lighting for exterior illumination. Page 10 of 75 SARC 23-0001 – Willow Ridge Monument Signs Page 3 of 5 March 28, 2023 Zoning Ordinance Summary Pursuant to Section 25.68.050 of the Palm Desert Municipal Code (PDMC), all freestanding signs (monument signs) require Architectural Review Commission (ARC) review and approval. The standards for permanent identification signs are listed under Section 25.56.070 (C) and Section 25.56.080 (B)(2) of the Sign Ordinance. Compliance with the PDMC is summarized below. The proposed monument signs will be surrounded with existing landscape. The messaging on the sign is limited to the resort name with no phone numbers included. Per PDMC 25.56.030 (E), when approving or rejecting a sign permit application, the ARC shall consider the design review criteria provided below and shall make the following findings: 1. That the sign is necessary for the applicant’s enjoyment of substantial trade and property rights. The monument signs are necessary to provide adequate and accurate identification to customers and employees of the resort along Willow Ridge from Country Club Drive. 2. That the sign is consistent with the intent and purpose of this chapter and title. The monument signs are consistent with the intent and purpose of the Sign Ordinance as the monument signs are designed in harmony with the existing resort and complies with all applicable development standards. 3. That the sign does not constitute a detriment to public health, safety, and welfare. The design of the monument signs will not constitute a detriment to public health, safety, and welfare as the design does not incorporate elements that are distracting or intrusive to motorists or pedestrians. The placement of the monument signs are not anticipated to create sight obstruction to motorists or pedestrians as they are setback away from line of sight areas, adjacent streets, and drive aisles. The proposed monument signs will be installed on the same location as the previous monument sign. 4. That the size, shape, color, height, and placement of the sign is compatible with and will have a harmonious relationship with the building it identifies, the surrounding neighborhoods, and other signs in the area. Page 11 of 75 SARC 23-0001 – Willow Ridge Monument Signs Page 4 of 5 March 28, 2023 The size and height of the proposed monuments signs complies with the development standards established in the City’s Sign Ordinance. The shape of the proposed monument is simplified to a rectangular shape to accommodate the resort name deviating from the existing monument signs which are shaped to resemble a mountain silhouette. The color combination is of simulated rusted cor-ten steel in Hickory Rust with stone veneer cladding in El dorado stone to ensure the compatibility with the surrounding landscaping and the main building. The location of the proposed monument signs are as follows; monument sign A1 located on the existing landscape area at the entrance gate of the resort and monument sign A2 located on the roundabout landscape area at the resort building entrance. 5. That both the location of the proposed sign and the design of its visual elements (lettering, words, figures, colors, decorative motifs, spacing, and proportions) are legible under normal viewing conditions prevailing where the sign is to be located. The monument signs are oriented in a manner to be visible to pedestrians and motorists traveling along Willow Ridge. The white colored letters are applied against the aluminum tube frame of the monument sign providing enough contrast to be legible under typical viewing conditions. The letters are also externally illuminated to allow for visibility during non-daylight hours. 6. That the location, height, and design of the proposed sign does not obscure from view or unduly detract from existing or adjacent signs and does not in any way compromise the health or safety of any person(s). The location, height, and design of the proposed monument signs does not obscure view or unduly detract from existing signs in the vicinity and does not adversely affect the public health safety or welfare. The height of the monument signs conforms to the Ordinance and are placed in the same location as the previous monument signs. 7. That the location and design of the proposed sign and its size, shape, illumination, and color are compatible with the visual characteristics of the surrounding area so as not to detract from or cause depreciation of the value of adjacent developed properties. The height and size of the monument signs comply with the requirements found in Table 25.56-2 of the Sign Ordinance. The Applicant is proposing a rust finish and stone veneer to complement the landscape area and colors of the resort building structures. 8. That the location and design of a proposed sign in close proximity to a residential district does not adversely affect the value or character of the adjacent residential uses. The monument signs are compatible with the design of the existing building and meet the requirements established in Table 25.56-2 for commercial signage, therefore, they will not adversely impact the character of adjacent commercial use. Additionally, the monument signs are located within the interior streets of the resort, not visible from the major arterial Country Club Drive. The monument signs do not directly face existing residential uses. 9. That any neon tubing used in conjunction with any sign is incorporated as an integral part of the sign design with careful attention to color, intensity of light, and the use of colors that are not overly bright. The monument signs will be externally illuminated conditioned the external light sources shall be shielded from view and directed to illuminate the sign face only. 10. That the quantity of information displayed in the sign does not cause visual clutter. The signage text is limited to the name of the resort “Hilton Grand Vacation Club – Palm Desert”. Staff Recommendation. Staff recommends the ARC determines that the requirements of the findings have been met based on the analysis and approves the Sign Design Review. The sport court will be used for pickleball and is 20’-0” wide by 44’-0” long. No lighting is proposed for the court area. The court area includes landscape screening adjoining the neighboring properties with 15-gallon Ficus trees. Sport courts are subject to review and approval by the Architectural Review Commission (ARC) pursuant to Palm Desert Municipal Code (PDMC) Section 25.40.070. Background In early 2022, the sport court was constructed without City approval and remains the subject of an open Code Compliance case. A decision by the ARC is required to resolve the code compliance case and make a final determination of the use. Staff has mailed a courtesy notice of the ARC meeting to property owners within 300 feet of the project site. On October 11, 2022, planning staff presented the project to the ARC for design review. The ARC voted to continue the item with a 6-0 vote providing the following comments: 1) Applicant must conduct sound analysis to record actual noise decibels to determine if the sports court is within the Palm Desert Municipal Code (PDMC) allowable noise requirements; and, 2) Staff to provide Commissioners further clarification of PDMC Noise Requirements, specifically on the “average” decibel of noise. On March 13, 2023, the Applicant submitted a Noise Impact Assessment to the City, which is currently under review by the City’s third-party consultant. Page 32 of 75 PP/EA23-0001 Discover Palm Desert Page 2 of 9 March 28, 2023 BACKGROUND The City of Palm Desert has historically operated a visitor center at various locations throughout the City of Palm Desert. Since 1998, the visitor center has operated at various lease locations including Highway 111, El Paseo and San Pablo, and in 2015 moved to its current location at Palm Desert City Hall. The new visitor center location will provide informational services regarding local events, attractions, and businesses. On January 10, 2019, the Palm Desert City Council held a study session to discuss options for the operations of the visitor center and decided to explore the construction of a building in a new location. The Council provided direction that the visitor center provide multi-function use and a connection to the Palm Desert Link. In May 2019, the City began work with PVG Architects to design a new stand-alone building for the visitor center (Visitor Center) at the Civic Center under an existing on-call professional design services contract (Contract No. C38040E) which ultimately expired in July 2020. On October 28, 2021, the City Council approved a new professional services agreement (Contract No. C42290) with PVG Architects to continue work related to the design of the Visitor Center at the Civic Center. On May 26, 2022, the City Council held a study session to view drafts of the Discover Palm Desert architecture and were supportive of the proposed architecture and site design. PROJECT SUMMARY A. Property Description: The project site is a vacant 21,151-square-foot (0.49-acres) area within the 58.65- acre Palm Desert Civic Center. The site is adjacent to the existing skate park and electrical vehicle (EV) charging stations. The site is developed with existing Civic Center parking areas to the east and south and San Pablo Avenue to the west. The perimeter of the site is landscaped with rows of southern live oak trees. B. Site Landscaping. b. Outdoor courtyard areas. c. Connections to the Palm Desert Link pedestrian and bike paths (PD Link). • Conditional Use Permit: To allow the proposed use consisting of a general institution use for public gathering, office, recreation-oriented services including a café and retail. • Environmental Assessment: An environmental analysis was prepared pursuant to the California Environmental Quality Act (CEQA) to support a categorical exemption for a Class 32 exemption (Infill Development). Per the statement of use prepared for the project conditional use permit, the visitor center will operate Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m., with the potential to operate on Saturday and Sunday, and will be staffed by two (2) city employees. In addition to the visitor center operations, there is additional “flex space” which can be used for staging of special events, an operations hub for City events such as Concerts in the park, and space for community meetings. The ARC’s review of the project will focus on the building and landscape architecture. Site Plan and Access The site plan (see Figure 1 on next page) shows the placement of the building. There existing perimeter landscaping will remain in place and new sidewalk connections will be constructed to provide pedestrian connections to the Palm Desert Link (PD Link) located along San Pablo Avenue. As depicted, the areas immediately adjacent to the building will provide outdoor flex space areas serving as courtyards with potential public art spaces or may be used for City events. The site also shows areas for two optional accessory buildings which would provide for future kiosks such a bike repair amenity or pop-up café kiosk on the west and east side of the building. Potential locations for future public art are shown on Sheet A101 of the project plan set. The final placement of those art pieces and future art will be subject to review by the Public Art Division and Cultural Arts Committee. The site plan shows new carport spaces located adjacent to the existing skate park to provide future solar in accordance with state requirements. No modifications are proposed to existing parking areas except for the addition of two accessible parking spaces near the proposed structure. Architecture and Screening The project architecture is characterized as desert contemporary with elements of midcentury modern design including long horizontal forms, low-pitch roof, long overhangs, and large floor-to-ceiling windows. The exterior material palette consists of venetian plaster, metal veneers, laser-cut back-lit metal panels, standing seam metal roof, and perforated corrugated metal (fencing). Wood veneer will be placed on the underside of the roof structure. Two of the existing southern live oaks located on the east side of the structure will be removed in conjunction with project development. The remaining seven (7) oaks will be preserved in place. All shrubs and plants will be a minimum 5-gallon size at the time of planting. Exterior building and pole lighting fixtures are proposed to be directed downward and fully shielded to prevent and reduce glare and light trespass. Landscaping lighting will be low intensity and decorative in nature and consist of ground- mounted up lighting. ANALYSIS Development Standards The project site is zoned Public Institution (P). The proposed use is a general institution with event space with ancillary commercial use and requires the approval of a conditional use permit. New development requires the approval of a precise plan by the Palm Desert Planning Commission in accordance with Palm Desert Municipal Code Section (PDMC) 25.72.030. Development in the P zone is subject to development standards provided under Table 25.22-2 within Section 25.22.040 of the PDMC. The project will not add any additional parking spaces but will reconfigure existing spaces to provide two accessible parking spaces. The building will have access to the approximately 1,100 spaces available at the Civic Center. The portions of the parking area adjacent to the visitor center are not typically occupied during regular City Hall operational hours of 8:00 a.m. to 5:00 p.m. ZONING ORDINANCE SUMMARY ARC approval of a design review is required for all Precise Plan applications per PDMC Section 25.68.020 (A). Findings for ARC decisions are listed under PDMC Section 25.68.040 – Findings of the ARC. Findings in support of the project are listed below: To approve a design review application, the ARC shall find the following: A. That the proposed development conforms to any legally adopted development standards. The proposed development conforms with applicable development standards for the Public Institution zoning designation. The project conforms with other applicable standards including, building height, and parking as provided in the above analysis section. As summarized, the project conforms with all applicable development standards. The proposed rooftop units are screened by a continuous screen wall or within the building in accordance with PDMC 25.40.090. B. That the design and location of the proposed development and its relationship to neighboring existing or proposed developments and traffic is such that it will not impair the desirability of investment or occupation in the neighborhood; and that it will not unreasonably interfere with the use and enjoyment of neighboring existing or proposed developments and that it will not create traffic hazards or congestion. The proposed project and design will provide a civic amenity available to all residents and visitors of Palm Desert and was commissioned by the Palm Desert City Council. The site has been designed to retain storm run-off onsite to prevent off-site flooding. C. That the design and location of the proposed development is in keeping with the character of the surrounding neighborhood and is not detrimental to the harmonious, orderly, and attractive development contemplated by this title and the General Plan of the City. The proposal complies with applicable development standards and is intended to provide an attractive amenity for residents and visitors of the City of Palm Desert. The proposal implements design goals and policies of the General Plan including: Land Use Policy 2.7 – The project will provide an additional, comfortable, and inviting public gathering space. Land Use Policy 4.10 – The project provides a civic building with distinctive architectural characteristics. D. That the design and location of the proposed development would provide a desirable environment for its occupants, as well as for its neighbors, and that it is aesthetically of good composition, materials, textures, and colors. The proposed design utilizes durable finishes and features a quality contemporary style characterized by modern forms, smooth stucco exterior finishes, and desert compatible colors. The buildings provide for a quality visual aesthetic along San Pablo Avenue as well as appropriate connections to take advantage of the non- motorized transportation options along the corridor. The project also includes extensive onsite landscaping along perimeter frontages. E. That the proposed use conforms to all the requirements of the zone in which it is located and all other applicable requirements. The proposed development conforms with proposed development standards for the Public Institution District. A summary of the conformance with these development standards, including yard measurement, building height, open space, and parking is provided on the conformance analysis table on page 6 of this staff report. As summarized, the project conforms with all applicable development standards. The proposed utilities are screened or within the building in accordance with PDMC 25.40.090. F. That the overall development of the land shall be designed to ensure the protection of the public health, safety, and general welfare. The preliminary grading plan has been reviewed to ensure the design of the project incorporates the proper improvements including adequately sized retention basin for onsite drainage. The visitor center supports the City’s goals of Economic Development by promoting the City’s hotels, restaurants, businesses, attractions and activities. They provide information directly to visitors as well as information on local events via handouts, phone calls, email, and social media posts. The Center operates Monday – Friday between the hours of 8:00 am and 5:00 pm and serves over 100 visitors per week. Saturday – Sunday operations are also possible between the hours of 8:00 am and 5:00 pm. The Center is staffed by two (2) city employees who perform the duties and services above. The Visitor Service Center accommodates over 7,000 visitors annually during Monday-Friday operations. In addition to the visitor service operations at the site, there is additional “flex space” for the center. This space can be used for staging of special events, a green room for concerts in the park, and space for community meetings. All of these functions currently existing at Palm Desert City Hall and would be shifted to this new site. Event Use Waste Plan – all potential events which may utilize the building and/or site will require a use agreement with the City of Palm Desert. As part of the use agreement event organizers will be required to contract with Burrtec Waste Management industries for all event waste needs. Therefore, no additional waste services are anticipated for the normal, or special event, operations at this site. Event Planning – all potential events at the Civic Center campus require approval by the City, and/or our contractor, Desert Recreational District (DRD). All existing events are staged at the Civic Center Campus Amphitheater, Baseball Fields, or DRD and YMCA buildings. Some of these events, particularly, those that are staged at the amphitheater will be relocated to the visitor services building.
