DISCUSSION: This request was reviewed and approved by the Planning Commission at the meeting of January 14, 1981. There was discussion regarding Fire Department response time, the proposed annexation, and project design. The applicant requested and received clarification for two of the proposed conditions. There was no audience participation or questions regarding the proposed project. The Planning Commission then unanimously adopted Planning Commission Resolution Nos. 674 and 675 (3-0 McLachlan, Kryder, Miller). The development of the property shall conform substantially with Exhibits on file with the Department of Environmental Services, as modified by the following conditions. 2. Prior to the issuance of a building permit for construction of any uses contemplated by this approval, the applicant shall first complete all the procedural requirements of the City which include, but are not limited to, Design Review, Subdivision process, and building permits procedures. 3. Construction of the total development may be done in phases; however, each individual phase shall meet or exceed all Municipal Code requirements to the degree that the City could consider each phase as a single project. 4. Install a water system capable of delivering 2500 GPM fire flow for a two (2) hour duration in addition to domestic or other supply. The computation shall be based upon a minimum of 20 psi residual operating pressure in the supply main from which the flow is measured at the time of measurement. 2. Install Riverside County super fire hydrants so that no point of any building is more than 250 feet from a fire hydrant measured along approved vehicular travel ways. A. Hydrants shall not be located closer than 25 feet to any buildings. B. Exterior surfaces of hydrant barrels and heads shall be painted chrome yellow, and the tops and nozzle caps shall be painted green. C. Curbs (if installed), shall be painted red 15 feet in either direction from each hydrant. 3. Prior to issuance of a building permit, the developer shall furnish the original and three (3) copies of the water system plan to the Fire Marshal for review. Upon approval, one copy will be sent to the Building Department, and the original will be returned to the developer 4. Mr. Sawa replied that the Land Use Element does not specify what type of residential use can be developed as long as the density is the same. Chairman Miller noted that the proposed project would be out of the 5 minute reach for the fire department. He also asked why there would be a vacant lot between the City limits and this project. Mr. Sawa replied that this is a pre -annexation zone change request and upon annexation the City would make sure an island would not be created. Commissioner Miller asked if the mobile home lots would be for sale. Mr. Sawa replied that they would. Commissioner Kryder asked if there were any plans for the vacant property. Mr. Sawa stated that the next Public Hearing Case would address this. Chairman Miller opened the Public Hearing asking if the applicant wished to make a presentation. MR. ROBERT MCFARLAND, Ballew-McFarland, stated he had a plan of the north annexation area available. He presented this plan to the Commission and explained that they would submit a letter requesting annexation of the whole area. He described the mobile home project. Mr. McFarland asked for clarification on two Special Conditions; Mr. Sawa and Mr. McClellan responded. Chairman Miller felt that the parking should be scattered. Mr. McFarland explained that there would be off-street, driveway, and on -street parking, which he felt was adequate. Chairman Miller asked if there was anyone present who wished to speak in FAVOR or OPPOSITION to this case. There being none, the Public Hearing was closed. The proposed project complies with applicable requirement of the RM zone and applicable sections of the code. IV. STAFF RECOMMENDATION: Based on findings and justification contained in draft Resolution: Recommend approval to the City Council of C/Z 03-80, by adoption of Planning Commission Resolution No. and, approve CUP 17-80, by adoption of Planning Commission Resolution No. subject to the conditions attached thereto. PLANNING OBJECTIVES The proposed plan is a mobile home subdivision, intended for home —ownership by families with moderate income. It is de— ' signed as an open —space community with a central recreation facility and open park area connected by greenbelts'io an area of the Project. The primary circulation system is a loop collector street which circles the property near its perimeter. The main entrance is security gated and provides direct access to the loop collector street as well as to the recreation center. Local circulation is provided by residential loop streets which extend from the loop collector inward to the open space system. Without exception, every street in this Project leads to and provides access to a greenbelt. Thus, a resident has only a short walk down a residential street to the open space, and from there along a landscaped and tree shaded greenbelt to the open park area and recreation center. The residential loop streets front directly on the open space, rather than having a row of lots along the end. This provides both access to the greenbelt and an uninterrupted view of it from homes further away. The Amenity Package consists of a main club house of approximately 7500 sq. ft. along with a swimming pool, sun terrace, shuffleboard courts, and parking for 100 cars. .There are 4 satellite. recreation areas consisting of pool, cabana' and sun terrace, 3 of which are located at the extremities of the greenbelt system, adjacent to the loop collector street. Additionally there are six tennis courts, located in pairs near the extreme corner of the Project. y Page Two.
