C. CASE NOS. C/Z 17-78 AN DP 21-78 RO N CATHOLIC BISHOP OF
AN BERNARDINOj APPLICANT: onsi ration o a Request or
Approval o a Change of Zone-1-9,000 to PR-5, or Any
Other Zone Deemed Appropriate, and a Development Plan Con-
sisting of 39 Dwelling Units on Approximately 8 Acres
Generally Located Near 44th Avenue and Deep Canyon Road.
Mr. Williams reviewed the Staff Report stating that the
request was for the development of 9 duplexes, 1,050 sq.
ft. each, and one single family residence. The project
would include recreational amenities such as a swimming
pool, recreational building, etc. He pointed out that
the COD Specific Plan called for low density in this area.
In their review, the Planning Commission had felt that
the zone designation of PR-4 with a restriction of total
number of units to 31 was more appropriate than the request.
He reviewed the written opposition received by the Planning
Commission to this development. He concluded by stating
that it was Staff's recommendation that the Council support
the recommendation of the Planning Commission and approve
the PR-4 zone designation, limiting the number of units to
31.
Councilman McPherson asked what number of units would be
permissible if the zone remained the same. Mr. Williams
responded 4 units to the acre or a total of 32 which would
be developed as single family units.
Mayor Mullins declared the Public Hearing open and invited input
in FAVOR of the project.
MR. ROLAND F. SWEET, 73-535 Pinyon Street, addressed Council
as representative for the applicant. He explained that the
Church wanted to provide housing for their elderly parishioners
and that the development would be of high quality. The plans
had been prepared by a leading architect in the area who had
tried to meet all quality criteria. He pointed out that the
City did have a deficiency in available housing for the
elderly and this project would meet that need. He stated
their concurrence with the Planning Commission's recommen-
dation with the exception of the requirement of one enclosed
garage on each duplex with the other being a carport. He
felt this would look unbalanced. He asked Council's con-
sideration of this condition. With respect to the opposition
received from residents on Florine Street, Mr. Sweet stated
their proposed development was certainly compatible if not
better than some. He distributed pictures of Florine Street
residences for Council's review, including pictures taken
from the Church's property.
Mayor Mullins invited input in OPPOSITION, and the following
was offered:
MR. JIM CHRISPMAN, 43-770 Florine, addressed Council stating
that this is a low-income development providing mobile type
homes which would be 25-100% smaller than those already

In REBUTTAL, 1 following was offered:
MR. ROLAND SWEET pointed out that the pictures he had sub-
mitted had been of all the property on Florine; he had not
been selective. He stated that when people were not aware
of what was to be done, they became afraid of high density
and change of zone. He pointed out that the density is not
being increased if the zone is changed. He stressed the
high quality of the proposed project.
Councilman Newbrander asked if the units would be rentals.
Mr. Sweet responded that the property would remain in the
hands of the church.
Councilman McPherson asked Mr. Williams to give a brief
explanation of a Planned Residential Development. Mr.
Williams stated that in the R-1 zone, the intent is to
have ownership of lots on an individual basis. In a PR
zone, there is a combination of land developed with specific
stipulations such as 50% common space, recreational amenities,
setbacks of the project from adjacent residences and public
streets, and the total complex must be well maintained
including the structures. PR must be contained by some
type of wall structure and must be totally landscaped.
In essence, the difference between Planned Residential and
single family is that the PR project must be all completed
at once vs R-1 (single family) where there are different
levels of development and maintenance.
Mayor Mullins asked if maintenance was required outside of
the wall, and Mr. Williams responded that it was, noting that
more parking was required in Planned Residential also. Mr.
Williams explained the Commission's philosophy with regard
to the carport vs enclosed garages which Mr. Sweet had
mentioned. The Commission had felt that it was better to
have at least one covered space to provide for storage in
each unit.
Councilman McPherson pointed out that he had been on the l_
Council for 5 years, and that the City had far better con- 1111
trol over projects developed as Planned Residential. These
controls included completion as one project, maintenance,
open space, setbacks, and the type of development. He
assured the individuals protesting that they would be getting
a much better development this way with one less unit than
would be allowed under single-family development.
Councilman Wilson stated that the objections heard at the
hearing would actually be mitigated by a Planned Residential
development. Rather than 31 different lots or homes to be
policed, it would be one development. The density is vir-
tually the same. He stated that there was a definite need
for affordable rental housing for the elderly in the com-
munity, and this seems like an ideal location.
Mayor Mullins declared the Public Hearing closed and asked for
Council's desire.
Councilman Wilson moved and Councilman Newbrander seconded to
waive further reading and pass Ordinance No. 203 to second reading,
approving a Change of Zone from R-1-9,000 to PR-4, and a related
Development Plan to allow 31 dwelling units and preliminary design
ORDINANCE NO. 203
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
PALM DESERT, CALIFORNIA, AMENDING ORDINANCE NO. 107,
THE PALM DESERT ZONING MAP, BY CHANGING THE ZONE FROM
R-1 9,000 TO PR-4, AND APPROVING A RELATED PRELIMINARY
DEVELOPMENT PLAN TO ALLOW 31 DWELLING UNITS AND PRE-
LIMINARY DESIGN REVIEW ON PROPERTY GENERALLY LOCATED
ON THE WEST SIDE OF DEEP CANYON ROAD, NORTH OF 44TH
AVENUE.

The City Council of the City of Palm Desert, California,
DOES HEREBY ORDAIN as follows:
SECTION 1: That a portion of Ordinance No. 107 referencing
Section 257 � of the Zoning Ordinance, the Zoning Map (Chapter
25.46 of the Palm Desert Municipal Code) is hereby amended to read
as shown on the attached exhibit, labeled Exhibit 'A'.
SECTION 2: The City Clerk of the City of Palm Desert,
California, ins hereby directed to publish this Ordinance in the Palm
Desert Post, a newspaper of general circulation, published and cir-
culated in the City of Palm Desert, California, and shall certify
to the passage and adoption of this Ordinance and the same shall be
in full force and effect thirty (30) days after its adoption.
SECTION 3: That a preliminary Development Plan for 31
dwelling units on an 8 acre site is hereby granted to the ROMAN
CATHOLIC BISHOP OF SAN BERNARDINO as indicated in the exhibits on
file with the Department of Environmental Services subject to
compliance with conditions attached hereto, labeled Exhibit 'B'.
PASSED, APPROVED and ADOPTED by the Palm Desert City Council
this 8th day of February , 1979, by the following vote, to wit:

This area is protected from stormwater flows by the Whitewater
River Stornwater Channel and may be considered safe from
stormwater flows except in rare instances.

This area shall be annexed to Improvement District Nos. 54 and 80
of the Coachella Valley County Water District for sanitation
service.

Commissioner Fleshman asked about the setbacks on the units
that back onto Florine. Mr. Williams suggested that the corner
units be deleted and possibly the applicant could take out the
interior units and bring the outside units in further to allow for
better setbacks.
Commissioner Berkey amended his motion to include th3 addition
of Special Condition No. 4 - Off-street parking shall be a combination
of a single garage and single carport per unit; and, tte deletion of
Special Condition No. 2. Commissioner Kryder agreed and amended his
second.
Chairman Kelly stated that a PR-4 will provide what the church
w^.nts and will be compatible with -.he area.
Mr. Sweet asked about having 2 garages at one end
of the unit and the 2 carports at the other end.
Mr. Williams stated that it would be better to have a gara.-e
and a carport with the carport next to the porch area.
The motion made by Corunissioner Be)'key was carried unanimously

Request for a Change of Zone from PR-4 and O.S.
to R-2 8,000(8) and a tentative subdivision for
238 single family residential lots, one common
lot and a Public Park on approximately 80 acres
located at the southeast corner or the intersec-
tion of Portola Avenue (extended) and Country
Club Drive.
Mr. Williams reviewed the staff report and noted a revised
site plan. He then reviewed the conditions of approval and the revised
Resolutuion to comply with the revised site plan. This would create
233 lots, 6 common lots, and 227 maximum dwelling units.
There was some discussion about blowsand, lot widths, and pools
for each unit, and whether the applicant will have to apply for a
Variance or a Conditional Use Permit with regard to lot lines.
Chairman Kelly declared the Public Hearing open and asked
if the applicant wished to speak at this time.

ROWLAND SWEET, 73-535 Pinyon, applicant representa-
tive, referred to the letter of objection noted by
Mr. Williams and gave the Commission some pictures
of the area to review. He stated that the church
has done extensive landscaping in the area and
that a row of trees has been planted where the
wall is being required. He asked if this would be
sufficient.
Chairman Kelly asked if there was anyone wishing to speak in
FAVOR or in OPPOSITION to the proposed project.
JIM CRISPMAN, 43-770 Florine, presented a petition
(Exhibit A) to the Commission from 28 homeowners
in the area objecting to the Change of Zone. He
also noted his objection to the size of the lots
and he stated that the lot owned by the church
on Florine is the messiest lot in the block. He
also referred to a conversation he had with Mon-
signor McNellis regarding the proposed project.
He mentioned the following as his concerns: density
being increased; if property sold, new use applied;
control of residents; and, adjacent property being
devalued.
Chairman Kelly declared the Public Hearing closed and asked
if the applicant wished to make a REBUTTAL at this time.
Mr. Sweet asked if the project as proposed was
in conformance with the zoning as requested.
Mr. Williams stated that the exterior dedicated public
street is not to be calculated in the available land area.
MONSIGNOR MCNELLIS addressed the Commission and
stated that his intent had been to provide some
place for elderly parishioners on fixed incomes
to live. He also noted that the area is kept
up and the trees trimmed when it is needed.
THERE WAS A SHORT BREAK AT 7:50 P.M. THE MEETING WAS PJX N ENED AT 8:00 P.M.
Mr. Williams reviewed the renderings of the proposed project
and pointed out various aspects of the project.
There was some discussion about the wall required around the
project and adjacent projects and areas.
Commissioner Berkey stated that a walled in community does not
usually promote devaluation of property values to adjacent Land and
with the entrance on Deep Canyon it should not effect the residents on

We, the following property owners and/or residents
adjacent to and within a short distance of an area of
eight acres generally located near 44th Avenue and Deep
Canyon Road where a request has been filed for a permit
to rezone the area from R-1, 9,000 (Single-family
residential, 9,000 sq. ft. min, lot size) to PR-4 (Planned
Residential, max four du/acre) under Case No. C/Z 17-78
and DP 21-76, wish to officially register our disapproval
of said rezoning and the development of 20 duplexes (40
dwelling units) on the eight acres of land and the property
involved.
Fie object to the proposed rezoning which would permit
units to be constructed on smaller size lots and, therefore,
depreciate the value of our property.
We object to the building of duplexes which brings
multiple -type housing into the area which would depreciate
the value of our property and, possibly, lead to further
requests and permits issued for rezoning in the area which
could further depreciate the value of our property.
We further object to the proposed rezoning plan based
on type of housing proposed for said eight acres of land.
The development of low rental duplex housing on this site
would have a tendency to attract a different element of
tenant than those presently living in the area. This can
do nothing but further depreciate the value of our property.
It is requested that this petition be duly noted and
included in the record of the hearing to become an official
part of the case.

WHEREAS, the Planning Commission of the City of Palm Desert, California

testimony and arguments, if any, of all interested persons desiring to
be heard, said Planning Commission did find the following facts to justify
their recommendations and actions as described below:
1. Change of Zone:
a. The land use resulting from the revised Change of Zone
would be more compatible with adjacent existing and
proposed land uses.
b. The density resulting from the revised Change of Zone
would be compatible with densities permitted in the
adjacent areas.
c. The proposed Change of Zone would be compatible with
the Adopted Palm Desert General Plan.
d. The proposed Change of Zone conforms to the intent and
purpose of the City's Zoning Ordinance.
2. Development Plan:
a. The proposed project conforms to the intent and purposes
of the PR Zone District.

Standard Conditions:

1. The development of the property shall conform substantially with
Exhibit A (Case No. DP 21-78) on file with the Department of
- Environmental Services, as modified by the following conditions.
2. Prior to the issuance of a building permit for construction of
any used contemplated by this approval, the applicant shall first
complete all the procedural requirements of the City which
includes, but not limited to, Design Review, Subdivision process,
and building permit procedures.
3. Construction of the total development may be done in phases;
however, each individual phase shall meet or exceed all Municipal
Code requirements to the degree that the City could consider each
phase as a single project.
4. Construction of a portion of said project shall commence within one
year from the date of final approval otherwise said approval shall
become null, void and of no effect whatsoever.
5. Prior to the issuance of any City permits for the commencement of
construction on said project, the applicant shall agree in
writing to these Conditions of Approval.
6. The development of the property described herein shall be subject
to the restrictions and limitations set forth herein which are in
addition to all municipal ordinances and State and Federal
Statutes now in force, or which hereafter may be in force.
7. All existing electrical distribution lines, telephone, cable
antenna television, and similar service wires or cables, which are
adjacent to the property being developed shall be installed
underground as a part of development from the nearest existing
pole not on the property being developed.
8. All requirements of the City Fire Marshal shall be met as part of
the development of this project per attached letter dated
December 21, 1978.
9. Construction plans shall be submitted for approval to the City
Fire Marshal prior to issuance of building permits. All Conditions
shall be made a part of construction and no certificate of
occupancy shall be issued until completed.
10. Traffic control provisions shall be provided as required by the
Director of Public Works.
11. Curb, gutter, sidewalk or approved pathways, and tie-in paving
shall be provided in conformance with City Standards and/or as

13. The total number of units shall be limited to 31.
14. All necessary dedications and street improvement along the
full frontage of Deep Canyon Road shall be installed prior to

1. The development shall be enclosed by a six foot high decorative
masonry wall, except for permitted pedestrian and vehicular access
opening.
2. A detailed landscaping plan shall be submitted for Design Review
Board approval
3. Off-street parking shall be a combination of a single garage and
single carport per unit.

Re: Case No. DP 21-78
Prior to construction of any of the proposed buildings, the following conditions
must be met:
1. Install a water system capable of delivering 2500 GPM fire flow for a two (2)
hour duration in addition to domestic or other supply. The computation shall
be based upon a minimum of 20 psi residual operating pressure in the supply
main from which the flow is measured at the time of measurement.
2. Install Riverside County super fire hydrants so that no point of any building
is more than 250 feet from a fire hydrant measured along approved vehicular
travel ways.
A. Hydrants shall not be located closer than 25 feet to any building.
B. Exterior surfaces of hydrant barrels and heads shall be painted chrome
yellow, and the tops and nozzle caps shall be painted green.
C. Curbs (if installed), shall be painted red 15 feet in either direction from
each hydrant.
3. Prior to issuance of a building permit, the developer shall furnish the original
and three (3) copies of the water system plan to the Fire Marshal for review.
Upon approval, one copy will be sent to the Building Department, and the original
will be returned to the developer.
4. The water system plan shall be signed by a registered civil engineer, and
approved by the water company, with the following certification: "I certify
that the design of the water system in Case Number DP 21-78 is in accordance
with the requirements prescribed by the Fire Marshal."
5. Prior to delivery of combustible materials to the building site, the required
water system shall be installed, operating and delivering the required flow.

III. DISCUSSION:
Change of Zone- The subject change of zone request has been amended.
The application originally requested PR-4 zoning, when it was
the applicant's objective to develop a project at PR-5 density.
The request before the Planning Commission now consists of a
change of zone from R-19,000 to PR-5.. PR-5 zoning on 7.965 acres
would permit 39 dwelling units. The proposed density is
within the range provided in the College of the Desert Area
Specific Plan - Land Use Element Development Plan - The
Development Plan, as originally submitted, depicted 20 duplex
bldgs. One unit is to be deleted, to total 39 dwellings, which
would result in 19 duplex bldgs. and one free standing unit.
The suggested unit to be deleted is the one located closest
to the entrance on Deep Cyn. Rd.
The site plan illustrates the units spaced around a private
internal loop street. Vehicular access to the site is from
Deep Canyon Rd., with pedestrian access from the project to the
church. The church and residential project is separated by
a landscape screen.
Architectural drawings have been submitted with the application
to illustrate the units and recreation bldg. The units would
be frame and stucco construction, with the dominant
architectural element being stucco columns in the front elevation.
The recreation bldg. is designed in a complimentary style
architecture.
IV. STAFF RECOMMENDATION:
The proposal is in concert with the adopted General Plan for
the area, and the development meets ordinance standards, therefore,
based on the justification provided in the resolution, staff
recommends that:

The Board discussed the architectural elevations and colors & materils. They
observed that the bell tower feature was out of scale with the building, but
felt that some modified version might be acceptable. The landscaping proposed
was reviewed and the Board noted that it needed to be substantially upgraded.

Dear Mr. Williams:
Since I will be out of the country on a business trip Jan. 2
and unable to attend the public hearing on Case No. C/Z 17-78
& DP 21-78, I wish to register disapproval of re -zoning the
area from R-1 to PR-4 and my disapproval for the development
plan consisting of 20 duplexes on said eight acres of land.
It is requested that this letter be read into the record of
the hearing and become a part of the official case.
I purchased my home at 43-780 Florine Ave., adjacent to the
property owned by Roman Catholic Archdiocise, three years
ago. I worked hard on the house and invested over $20,000
in bringing it up to first rate R-1 area home. Since that
time, my neighbors have all worked hard in upgrading their
homes and created greater value to Palm Desert homes in the
area "north of Highway 111."
It distresses me that the Roman Catholic Bishop of San
Bernardino would wish to destroy the work we have done
on our homes, as well as the increased valuation of the
property, by suggesting and requesting that the area be
rezoned these multiple -type units on higher density lots.
It is requested that, for the benefit of homeowners in the
area, the Planning Commission turn down the request for
rezoning and help us remain in a fine residential area where
people are proud of their homes and their neighborhood.

III. DISCUSSION:
Change of Zone- The subject change of zone request has been amended
The application originally requested PR-4 zoning, when it was
the applicant's objective to develop a project at PR-5 density.
The request before the Planning Commission now consists of a
change of zone from R-19,000 to PR-5... PR-5 zoning on 7.965 acres
would permit 39 dwelling units. The proposed density is
within the range provided in the College of the Desert Area
Specific Plan - Land Use Element Development Plan - The
Development Plan, as originally submitted, depicted 20 duplex
bldgs. One unit is to be deleted, to total 39 dwellings, which
would result in 19 duplex bldgs. and one free standing unit.
The suggested unit to be deleted is the one located closest
to the entrance on Deep Cyn. Rd.
The site plan illustrates the units spaced around a private
internal loop street. Vehicular access to the site is from
Deep Canyon Rd., with pedestrian access from the project to the
church. The church and residential project is separated by
a landscape screen.
Architectural drawings have been submitted with the application
to illustrate the units and recreation bldg. The units would
be frame and stucco construction, with the dominant
architectural element being stucco columns in the front elevation.
The recreation bldg. is designed in a complimentary style
architecture.
IV. STAFF RECOMMENDATION:
The proposal is in concert with the adopted General Plan for
the area, and the development meets ordinance standards, therefore,
based on the justification provided in the resolution, staff
recommends that:

WHEREAS, the Planning Commission of the City of Palm Desert, California
did on the second day of January 1979, hold a duly noticed Public Hearing
to consider a change of zone application from R-1-9000 (Single-family,
min. 9,000 square feet lot area) to PR-4(Planned Residential, maximum 4du/AC)
a Development Planned for forty (40) dwelling units, and prelimi ary
Design Review application, filed by the Roman Catholic Bishop of San
Bernardino on 7.965 acres generally located on the west side of Deep
Canyon Road north of 44th Avenue, the site being more particularly
described as follows:

WHEREAS, said application has complied with the requirements of the
"City of Palm Desert Environmental Quality Procedure Resolution No. 78-32,"
in that the Director of Environmental Services has determined that this
project will not have a significant adverse effect on the environment and
the appeal period has expired; and,
WHEREAS, at said Public Hearing, upon hearing and considering the
testimony and arguments, if any, of all interested persons desiring to
be heard, said Planning Commission did find the following facts to justify
their recommendations and actions as described below:
1. Change of Zone:
a. The land use resulting from the revised Change of Zone
would be more compatible with adjacent existing and
proposed land uses.
b. The density resulting from the revised Change of Zone
would be compatible with densities permitted in the
adjacent areas.
c. The proposed Change of Zone would be compatible with
the Adopted Palm Desert General Plan.
d. The proposed Change of Zone conforms to the intent and
purpose of the City's Zoning Ordinance.
2. Development Plan:
a. The proposed project conforms to the intent and purposes
of the PR Zone District.
b. The proposed project is well suited for the specific

1. That the above recitations are true and correct and

set out in this resolution.
3. That the Planning Commission does hereby recommend to
the City Council approval of an overall conceptual Development Plan
(Exhibit B) as a part of their consideration of the related Change of
Zone, subject to those conditions labeled Exhibit C, attached hereto.
4. That the Planning Commission does hereby approve
Design Review Case no. 158MF, subject to conditions.

Standard Conditions:
1. The development of the property shall conform substantially with
Exhibit A (Case No. DP 21-78) on file with the Department of
Environmental Services, as modified by the following conditions.
2. Prior to the issuance of a building permit for construction of
any used contemplated by this approval, the applicant shall first
complete all the procedural requirements of the City which
includes, but not limited to, Design Review, Subdivision process,
and building permit procedures.
3. Construction of the total development may be done in phases;
however, each individual phase shall meet or exceed all Municipal
Code requirements to the degree that the City could consider each
phase as a single project.
4. Construction of a portion of said project shall commence within one
year from the date of final approval otherwise said approval shall
become null, void and of no effect whatsoever.
5. Prior to the issuance of any City permits for the commencement of
construction on said project, the applicant shall agree in
writing to these Conditions of Approval.
6. The development of the property described herein shall be subject
to the restrictions and limitations set forth herein which are in
addition to all municipal ordinances and State and Federal
Statutes now in force, or which hereafter may be in force.
7. All existing electrical distribution lines, telephone, cable
antenna television, and similar service wires or cables, which are
adjacent to the property being developed shall be installed
underground as a part of development from the nearest existing
pole not on the property being developed.
8. All requirements of the City Fire Marshal shall be met as part of
the development of this project per attached letter dated
December 21, 1978.
9. Construction plans shall be submitted for approval to the City
Fire Marshal prior to issuance of building permits. All Conditions
shall be made a part of construction and no certificate of
occupancy shall be issued until completed.
10. Traffic control provisions shall be provided as required by the
Director of Public Works.
11. Curb, gutter, sidewalk or approved pathways, and tie-in paving
shall be provided in conformance with City Standards and/or as
( required by the Director of Public Works.

Prior to construction of any of the proposed buildings, the following conditions
must be met:
1. Install a water system capable of delivering 2500 GPM fire flow for a two (2)
hour duration in addition to domestic or other supply. The computation shall
be based upon a minimum of 20 psi residual operating pressure in the supply
main from which the flow is measured at the time of measurement.
2. Install Riverside County super fire hydrants so that no point of any building
is more than 250 feet from a fire hydrant measured along approved vehicular
travel ways.
A. Hydrants shall not be located closer than 25 feet to any building.
B. Exterior surfaces of hydrant barrels and heads shall be painted chrome
yellow, and the tops and nozzle caps shall be painted green.
C. Curbs (if installed), shall be painted red 15 feet in either direction from
each hydrant.
3• Prior to issuance of a building permit, the developer shall furnish the original
and three (3) copies of the water system plan to the Fire Marshal for review.
Upon approval, one copy will be sent to the Building Department, and the original
will be returned to the developer.

A Change of Zone from R-1 9,000 to PR-4 and approval of a
related Development Plan consisting of 20 duplexes on
approximately 8 acres generally located near 44th Avenue
and Deep Canyon Road.
The attached data was prepared by the applicant and is being forwarded
to you for comments and recommended Conditions of Approval. The City
is interested in the probable impacts on the natural environment (e.g.
water and air pollution) and on public resources (e.g. demand for
schools, hospitals, parks, power generation, sewage treatment, etc.)
Your comments and recommended conditions of approval must be received
by this office prior to 5:00 p.m. Mc_'
, 1978, in order to be
discussed by the Land Division Committee at their meeting of Dec. 27th .
The Land Division Committee (comprised of Director of Environmental
Services, City Building Official, City Engineer, Fire Marshal and a
representative of CVCWD) will discuss the comments and recommended
conditions of approval and will forward them to the Planning Commission
through the -staff report. Any information received by this office after
the receipt deadline will not be discussed by the Land Division Com-
mittee nor will it be forwarded to the Planning Commission for consid-
eration.

The desire of the Sacred Heart Pastor and the Bishop of San Bernedino is to
utilize the subject vacant property for a retirement community for Catholic

a planned development of the kind proposed — The change of zone is not to achieve
additional density but to permit the PD project.
11. The applicant shall submit a minimum of twelve (12) accurate scale drawings of the
site (one colored) and the surrounding area showing:
- existing streets and property lines
- existing structures
- access and utility easements
- topographic contours at intervals of not more than two (2) feet.
12. The applicant shall submit a list of all owners of property located within
300 feet of the exterior boundaries of the subject property. The list shall
be keyed to a map showing the location of these properties and shall include
the name and address as shown on the latest available assessment role of the
Riverside County Assessor's Office.
13. The applicant shall submit a completed Environmental Assessment form.
14. The applicant shall provide such additional information as the Director of
Environmental Services may require to determine whether the granting of a
Change of Zone would endanger the public health, safety, or general welfare.
