NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of
plans for the first of three warehouse buildings.
LOCATION: Cook Street Industrial Park, east of Cook Street,
Mayfair Drive.
ZONE: S.I.
The board reviewed the plans for the first warehouse building during
the study session and felt they were acceptable.
On a motion by Mr. Holden, seconded by Ms. Jackson the final plans
for the first warehouse were approved, subject to the following
conditions already listed in the staff report and added Condition
No. 3:
1. That no building permit be issued until and unless
the zoning ordinance is amended to permit a seven
(7) foot rear yard setback.
2. That no signs be installed until the sign program
has been reviewed and approved by the board.
3. That the plans be suitably revised to reflect any
changes neccessitated by the final precise plan
approval.
Motion carried 3-0-1 (Mr. Gregory abstaining).
Chairman Martin asked Mr. Svende Peulicke, representing J.P.
Construction, Inc., if he understood the added condition.
Mr. Peulicke replied that he did.
V. DISCUSSION ITEMS
CASE NO. 170 C - AFFILIATED CONSTRUCTION - FRANK R. GOODMAN
dr ASSOCIATES - Request to reduce the walls along Hovley Lane from 7 to 6

Street.
The board reviewed the case at the study session and felt that the request
was acceptable, (with the exception of Mr. Holden who felt the approved
height should be retained), subject to thirty (30) 15 gallon sized Eucalyptus
Rudis being added to that portion of the wall to be reduced.
On a motion by Ms. Jackson, seconded by Mr. Holden, the request was
approved, subject to the board's condition.

Mr. Smith stated that the applicant had appeared before the board at its
June 8, 1982 meeting, to request permission to change the landscaping
plan. The request was approved subject to some revisions which have since
been provided.
The board reviewed the revisions on the plans and found them acceptable.
On a motion by Mr. Leung, seconded by Mr. Gregory, the final landscape
plan for the industrial tract was approved.
Motion carried unanimously 3-0.
3. CASE NO: 235 MF
APPLICANT (AND ADDRESS): MARIO LALI, 73-387 Willow, Palm

NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans
for a duplex dwelling.
LOCATION: Northeast corner of Chicory and Shadow Mountain Drive.
ZONE: R-3 (3)
Mr. Smith indicated that the preliminary plans for a duplex dwelling had
been approved by the design review board at its July 13, 1982 meeting, at
which time a detailed landscape plan was not available. He indicated that
they had since submitted one for the board to review.
The board found the landscape plans acceptable.
On a motion by Mr. Gregory, seconded by Mr. Leung, the board approved
the final plans.
DISCUSSION ITEMS
I. CASE NO. 62 C - THE GALLERIA BUILDING
The applicant was present and requested some modification to the existing
building. The existing open corridors on the second floor are to be enclosed in
glass to connect the areas of usable floor area on the second floor.
The board approved the requested modifications.
2. ATTENDANCE AT DESIGN REVIEW BOARD MEETINGS
Staff recommended and the board concurred that the board members should
call staff no later than the Monday before the meeting to notify staff that
they will not be in attendance.

DISCUSSION:
June 8, 1982, the applicant appeared before the board and requested permission to change
the landscaping plan. That portion of the request was approved subject to some revisions
to the landscaping (see June 8, 1982, minutes attached). A review of the present plans
indicates that the requested changes have been incorporated.
The board should review the final landscape plan and determine acceptability.
RECOMMENDATION:
Staff recommends that the final landscaping plan pursuant to Case No. 170 C be approved.

Mr. Smith said the sliding glass doors on the side might be shadowed by the
next unit due to its close proximity. It would be important to find out just
how long the sun would hit those windows.
Ms. Jackson concurred with the Board that there be some structural
protection over the sliding doors.
On a motion by Mr. Barton seconded by Ms. Jackson, the approval of
building elevations for the two unit types was held in abeyance subject to
the applicant's submission of a design of the structure which would shade the
sliding glass doors, said design to be approved by the Design Review Board
for all units and that those which the applicant can show to the Design
Review Board that the doors will be shaded because of the proximity of the
adjacent buildings, would not be required to have the shading. Further, that
all other windows shall be installed with the applicant's proposed dual glazed
solargray glass.
Motion carried unanimously 6-0.

approved landscaping plan for industrial tract.
LOCATION: Southeast corner of Hovley Lane and Cook Street.

Mr. Sawa reviewed the staff report and explained that the applicant was
requesting a modification to the approved landscaping plan for an industrial
tract. The original conditions were:
A. Cook Street - Blowsand/windscreen protection consisting of
Tamarisk trees, Oleanders and a wall (30' Setback area),
with decorative landscaping carried into the parkway.
B. Hovley Lane - Installation of a minimum 5' to 7' wall,
installed ten feet back from property line with decorative
landscaping installed between the wall and curb line.
The requested modifications are as follows:
A. On Cook Street, the applicant is asking for a modification
to the landscaping plan and permission to construct the
walls when the adjacent lots are developed. The approved
grading has also been changed so that along Cook
Street there will be a 2:1 slope up to lot pads varying
from approximately 14 feet at the south end and 4 feet at
the north end.
B. On Hovley Lane, the requested modification is to set a 6
foot high slumpblock wall on property line, 12 feet back
from curb, with landscaping along the frontage.
C. The landscaping at the entrance to the tract on Cook Street
is also being revised.

Mr. Gregory reviewed the landscape revisions and recommended the
following:
That half of the Bottle trees be increased to 24 inch box size.
2. That all the trees at the entrance to Cook Street on
both sides of the street be upsized with no five gallon
trees allowed.
3. That the Osteospermum groundcover be substituted with
an alternate.
4. That all trees be double staked.
5. That both street frontages be provided with some canopy
type trees to break up the linear appearance, using
24 inch box trees.
Mr. Richard Oliphant, General Partner of Frank Goodman was present and
outlined the background relating to the development of the site and the
reasons for requesting the modifications. He felt the landscape revisions
suggested by Mr. Gregory were acceptable. The modifications result from
revisions to the site grading to make it a better development. The intent in
the relocation of the wall along Hovley was to make it compatible with that
on the north side and to increase the lot sizes. The wall is proposed at 6
feet, similar to that on the north side. The request to have the Cook Street
wall constructed as each adjacent lot is developed was granted to the
industrial development to the south.
The Board discussed the requests and accepted them with the exception that
a seven foot high wall along Hovley should be required because this is an
industrial development while that on the north side is residential.
On a motion by Ms. Jackson seconded by Mr. Holden, the Board approved the
setback as requested, however with the wall being seven feet on the Hovley
side and that on the modifications on Cook Street that the setback conform
with the property on the south and that the request that the walls be built as
the lots develop be granted.
Motion carried 5-1. (Mr. Gregory voting against).
4. CASE NO. 166 C
APPLICANT (AND ADDRESS): ARCHITECTS PACIFICA, LTD., 180
Newport Center Drive, Suite 110, Newport Beach, CA 92260 (On behalf of
Bullock's Department Stores, Seventh and Hill, Los Angeles, CA 90014).
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of building
and landscape plans for a 115,000 square foot department store.
LOCATION: 72-810 Highway I II., Palm Desert Town Center.
ZONE: PC-3 (Regional Commercial) S.P.
Mr. Smith indicated that preliminary approval of building and landscape
plans was granted on March 24, 1982, and final construction and landscape
plans were before the Board at this time.

I. BACKGROUND:
A landscaping and wall plan were previously approved by the Design Review Board
in November, 1980. Since that time the tract has been recorded and the property
sold. The owners are asking for several modifications to the tract, two of which
are concern to the Design Review Board. The original conditions are as follows:
A. Cook Street - Blowsand/windscreen protection consisting of Tamarisk trees,
oleanders, and a wall (30' setback area), with decorative landscaping carried
into the parkway.
B. Hovley Lane - Installation of a minimum 5' to 7' wall, installed ten feet back
from property line with decorative landscaping installed between the wall
and curb line.
II. REQUESTED MODIFICATIONS:
On Cook Street, the applicant is asking for a modification to the landscaping plan
and permission to construct the walls when the adjoining lots are developed. The
approved grading has also been changed so that along Cook Street there will be a
2:1 slope up to lot pads varying from approximately 14 feet at the south end and 4
feet at the north end.
On Hovley Lane, the requested modification is to set a 6 foot high slumpblock wall
on property line, 12 feet back from curb, with landscaping along the frontage.
The landscaping at the entrance to the tract on Cook Street is also being revised.
Staff will forward the Design Review Board's recommendation to the City Council
for consideration along with the other requested modification.
IQ. STAFF RECOMMENDATION:
Staff would recommend the Board review the plans and determine whether the
modifications would be acceptable when compared with the original design. If the
modification along Hovley is approved, we would recommend the block wall be
increased to 7 feet in height since there is residential zoning across the street.

Dear Mr. Diaz:
We have completely redesigned the grading plan for the project by lowering
the elevation on the north (Hovely Lane) and raising the elevation on the
south property line there by achieving a more level north/south configuration
of the individual lots, one as to the other. As a result, we believe our
over all subdivision will be much more pleasant to the eye and definetly
more acceptable to both the city and to potential purchaser and owner -
builders.
In order to acheive this new configuration we would ask for the co-operation
of the City of Palm Desert in the following items:
2A: Because of development already com-
pleted to the west the need for
Blowsand/Windscreen is diminished.
Therefore we request a 25' setback of
our next door neighbor and that we be
allowed to present an alternative
landscape plan that fits the natural
contours of the land with trees, oleanders,
and decorative landscaping including the
use of boulders, scrubs, and ground
cover with as little use of walls as is
possible.

b. We request that the 10' setback from
the property line on Hovely Lane for
the wall and decorative landscaping be
reduced to 0'. There is already 12' be-
tween the curb line and the property
line which seems to be more than adequate
r ^_, to present a fine landscape plan and
to reduce the excessive cost of land-
scape maintenance on City property.
We also request that the wall be
pilastered rather than offset and
that the requirement for plaster be
deleted.
3. We request that the requirement for a
median island on Cook St. in this
industrial zone be deleted for many
reasons, mainly safety for the maneuver-
ing of large trucks and the narrowness
of Cook St. at that point. Also, be-
cause of the nearness to the sewage plant
and storm water channel it is felt the
maximum width of Cook St. should be
utilized. Also, at this time the City
does not have the means to maintain the
landscaping.

CITY OF PALM DESERT
I would appreciate your submitting to the Design Review
Committee a re -consideration of their provision for a
7' high wall in lieu of a 6' high wall along Hovely Lane
(Case No. 170C July 13, 1982).
We have found this to be an unsual hardship since a 6' wall
can be laid from the ground but a 7' wall must be scaffolded
to reach the top. Additionally, the extra 1' causes a sub-
stantial change in footing and structure design.
With all other walls along Hovely at 6', a 7' high wall will
look asthetically out of place. As was pointed out by
Mr. Gregory in casting his lone "no" vote, a 7'high wall
will be totally out -of -place and will detract - not add
to the asthetics.
In view of these facts, I believe
re -review the case and re -contrition
standard 6' high slumpblock wall.

Case No. TT 13915 - GEORGETOWN INDUSTRIAL PARK - Approval of landscaping
plans for perimeter of Industrial park at the southwest corner of Cook
Street and Hovley Lane; Fred Arbuckle and Pat Martin were present.
The Board noted that Pinus Eldarica should be substituted for the Pinus
Pinea. There was additional discussion pertaining to perimeter wall height,
landscaping and when perimeter treatment is to be done. The possible use of
drip irrigation was discussed and determined not feasible for this project.
On a motion by Jackson, seconded by Holden, the Board approved this request
subject of the following conditions:
1. Pinus Pinea to be changed to 20" box size Pinus Eldarica.
2. Perimeter walls to be 6 feet in height, measured at rear of insert in
wall; top of wall height to be level around entire perimeter.
3. Prior to recordation of final tract map, CC&R's shall be submitted
to the Department of Environmental Services for approval, to insure
compliance with all conditions of Resolution No. 78-172 and to insure
that provisions are made for perpetual maintenance of private streets
and perimeter landscaping.
4. Perimeter walls and landscaping to be completed prior to issuance of
Certificate of Occupancy for first building.

Case No. 138 C - ROBERT MCLACHLAN - Preliminary approval of plans for athletic
club and 49 unit motel, 900 feet east of Hwy 111, between Park View Drive and

The Board reviewed the submitted plans and discussed concerns regarding
shading of glass, landscaping, drainage, circulation, and trash pickup.
It was determined that shading of glass on the south, east and west was
inadequate.
The applicant explained how they felt their project would help alleviate
flooding of the adjacent neighborhood. It was noted that the applicant had
previously stated to the Planning Commission that the site would drain to
Park View Drive.
With regard to circulation, the Board felt it may be advisable to provide
turnarounds at the end of the parking lot and circulation around the athletic
club. Also, the question of trash pickup was discussed.
The applicant stated that the parking lot lights would be downshining black -
box lights.
The applicant was advised to use Hybrid Bermuda instead of Bluegrass, and
Star Jasimine instead of Ivy. Also, Bottle Trees should be substituted for
Eucalyptus.
On a motion by Jackson, seconded by Cook, the Board continued this request
to December 9, with all the above items of concern to be studied prior to
a reconsideration.

landscaping be provided along Cook Street and Hovley Lane. On October 23, 1979 and
October 28, 1980, the Design Review Board reviewed a preliminary landscape plan,
and directed the applicant to make certain revisions.
A revised Landscaping and wall plan have been submitted for your review. A grad-
ing plan has not been submitted, but the applicant has been advised to provide
it by the meeting.
Attached is the Resolution with the conditions of approval, and previous minutes.
STAFF ANALYSIS:
Staff has reviewed the plans, and would offer the following comments:
1. Maximum screening of the project should be implemented because of the Resi-
dential uses and zoning across Hovley Lane, and because the back of the
industrial buildings will face Cook Street.
2. Landscape treatment should include both sides of St. James Place, between
Cook Street and Boardwalk.
3. Blow sand protection appears adequate.
Should the Board feel these plans are acceptable, staff recommends the following
conditions be imposed:
1. Perimeter walls to be 7 feet in height, with wall colors to be approved by
staff prior to issuance of Building permits for walls.
2. Box size trees and lawn to be provided in parkway on both sides of St. James
Place, between Cook Street and Boardwalk.
3. Prior to recordation of final Tract Map, C.C. and R's shall be submitted
to the Department of Environmental Services for approval, to insure compliance
with all conditions of Resolution No. 78-172, and to insure that provisions
are made for perpetual maintenance of private streets and perimeter landscap-
ing.
4. Perimeter wall and Landscaping to be completed prior to issuance of any Build-
ing/Grading permits for any industrial buildings.

I. The meeting was called to order at 2:20 p.m. after a 2 1/2
hour study session. During the study session, a lighting
systems supplier of McGraw -Edison Lighting Equipment presented
the various types of parking lot lighting that is currently
available.

felt were necessary. The Board felt that Modell Pine and
Eucalyptus Rudis and Polyanthemos should be considered for
use. Additionally, Purple Hop Bush and Carolina Cherries
should be considered for shrub usage. The Board felt that a
larger scaled more detailed plan with upgrading of plan sizes
should be submitted to the Board.
The matter of maintenance of the landscaping area was discussed
with the applicant indicating that a property owners' associa-
tion will be formed for maintenance of all landscaping and
( streets. The CC&R's would dictate the form and function of the
III association. The Board instructed the applicant to submit a
copy of the CC&R's when available.
On a motion by Holden, seconded by Martin, the Board continued
this item in order to allow the applicant to revise his plan in
order to provide an adequate blowsand protection while maintain-
ing an attractive landscape scene.

Fire Station No. 2 at the northwest corner of future Mesa View
Drive and Portola Avenue; Frank Urrutia was present.
The Board discussed the submitted final working drawings and
noted that the landscaping plan was not included. The Board
felt that the directional signs should be turned perpendicular
to the street. The Board discussed concerns regarding flood
waters and grading of the property. The Board felt that water
running down Mesa View Drive should not enter the site. Addi-
tionally, the Board voiced concern that on -site water retention
capacity is adequate since overflow will be funneled onto Silver
Spur Trail.
On a motion by Johnson, seconded by Holden, the Board moved to
approve the signs and building plans for this item subject to
the following revisions:
1. That signs shall be turned perpendicular to the street.
2. That concrete curbs be installed around all planters and
landscape areas.

Case No. 102 C (Amended) - SGPA Planning and Architecture and
Frank Gilbert, Security Pacific National Bank - approval of
conceptual site and elevation plans for commercial building

of E1 Paseo and Portola Avenue; Ron Roberts, Architect and Frank
Gilbert, Security Pacific National Bank were present.
Staff presented a brief review of the history of the prop-
erty. The Board discussed the possibility of lowering the
parking lot for screening purposes. Screening of the parking
lot was then discussed. Various alternatives (walls, berming,
and landscaping) were brought up with it being noted that
screening of three feet in height is required surrounding com-
mercial uses and screening of four feet high is required -across
fromresidential zones.
Applicant noted that the existing canopy over the drive-thru will
be removed with a new canopy provided. It was noted that drive-
thru egress is proposed for Portola Avenue. Various alternatives
in on -site and circulation to Portola Avenue were discussed. The
possibility of providing a raised median in Portola Avenue was
brought up as a way deter left turns onto Portola Avenue.
Elevations were briefly discussed with it being noted that the
overhang to the E1 Paseo property line is not permitted. The
code allows a two foot encroachment into the setback area.
The applicant was instructed to comply with all applicable City
codes including those listed in the Staff report.
The Board felt that conceptually the plan was acceptable. There-
fore, on a motion by Jackson, seconded by Holden, the Board
approved site plan and elevation plans in concept only.

3. Access rights on Cook Street mad Rovely Lane shall ha offered to
the City as a dedication on the Final Map.
4. The C.C. 8. R's for this development shall be submitted to the
Director of Public Works for review and approval prior to the
issuaice of any building permits. Prior to recordation of the
final subdivision map, the applicant shall submit to the Director
of Public Works:
a. The document to convey title.
b. Covenants and restrictions to be recorded.
C. Manage- ert and maintenance agreement to be entered into with
the owners of the units of the project.
5. Improvment plans for water and sewer system shall meet the require-
ments of the respective service districts.
6.. Area shall be annexed to appropriate Improvement Districts having
jurisdiction over the subject area.
7. All dedicated land and/or easements required by this approval shall
be granted to the City of Palm Desert, without cost to the City and
free of all liens and'encumbrances.
8. All on -site utilities, including cable TV, shall be placed under-
ground and shall be completely concealed from view except certain
appurtenances as may be approved by the Directoe-of Environmental
Services.
9. Complete plans and specifications shall be submitted as required by
Ordinance to the Director of Public Works for checking and approval
before construction of any improvements is commenced. The sub-
divider shall sumit "as -built" plans prior to acceptance of the
subdivision improvements by the.City.
10. In order to maintain reasonable fire protection during.the con-
struction period, the subdivider shall maintain passable vehicular
access to all buildings. An adequate number of fire hydrants
withe required fire flows shall be installed as. recommended by
the Fire Marshal.
11. All requirements of the City Fire Marshal shall be met as a part
of the development of this tract per attached memorandum.
12. Drainage shall be subject to approval of the Director of Public
Works. Applicant shall provide engineered data as requested.
13. All requirements of the Planning Corr.'nission action on related
case No. CUP 15-73 shall be met as a part of the development of
this tract.
14. The total number of lots shall be limited to 40.
15. The applicant shall have twelve (12) months from the date of the
approval or conditional approval of the tentative map for filing
of the final map unless an extension of time of up to eighteen
(18) months is granted by a Resolution of the City Council.

Special Conditions:
1. That individual access to lots from Cook Street and Hovely Lane
shall be prohibited and such restriction shall be noted in the
final map.
2. That perimeter treatment in accordance with the following guide-
lines shall be reviewed in the Design Review process for detailed
approval and installed as a part of this tract:
a. Cook Street - Blowsand/windscreen protection consisting of
Tamarisk trees, oleanders, and a wall (30' setback area), with
decorative -landscaping carried into the parkway.
b. Hovely Lane - Installation of a minimum 5' to 7' wall, in-
stalled ten feet back from property line with decorative
landscaping installed between the wall and curb line.
3. That median islands shall be installed on Cook Street and Hovely
Lane and improved.to the specifications of the Director of Public
Works.
4. That the alley easement illustrated to the rear corner of proposed
lots 15 and 20 of the Tentative Tract Map shall be lengthened to
100 ft. along the common property line between proposed lots 15
and 20.

Provide the following fire protection in accordance:
1. Install a water system capable of delivering 3000 GPM fire flow from any fire
hydrant for a three hour duration in addition to domestic supply. The computation
shall be based upon a minimum of 20 psi residual operating pressure in the supply
main from which the flow is measured at the time of measurement. .
2. Install Riverside County super fire hydrants located at each street intersection
(a) but not greater than 300 feet apart in any direction.
A. Exterior surface of hydrant barrels and heads shall be painted chrome yellow,
and the tops and nozzle caps shall be painted green.
B. Curbs shall be painted red 15 feet in either direction from each hydrant.
3. Prior to recordation of the final man, the developer shall furnish the original
and three (3) copies of the water system plan to the Fire Marshal for review.
4. The water system plan shall be signed by a registered civil engineer and approved
by the water company, with the following certification: "I certify that the design
of the water system in Tract No. 13,915 is in accordance with the requirements
prescribed by the Fire Marshal." Upon approval, the original.plan will be returned
to the developer.
5. -Prior to delivery of combustib]e materials to the building site, the required water
system shall be installed, operating and delivering the required Plow.
