CHAN GUNK - Revised final construction and landscaping plans for commercial structure on the north side of E1 Paseo between Sage and Lupine Lanes. Applicant was present. The Board discussed the items which were revised since the last meeting. Changes to the parking lot layout in order to provide 14 stalls was discussed and determined desirable. Several revisions to the final landscaping plan were discussed with the applicant, who indicated concurrence. The roof tile color was discussed, with the ultimate decision being that the roof tile be "red„ On a motion by Williams, seconded by Barton, the Board approved the final construction drawings and landscaping plans,: subject to the following modifications: 1. That the parking lot be redesigned to provide 14 parking spaces. 2. That all signs facing the street and facing the parking lot shall be 18" high by a maxim= 4 ft. long. 3. That within the rear parking lot area, the planter adjacent to the trash enclosure shall contain only one 15-gallon Ficus Retusa. 4. That the two 15-gallon Jacaranda Acutifolia be placed as far apart as feasible. 5. That the street trees be 24" box size and be placed in 3 ft. by 3 ft. wells. 6. That the square planters between the building and property line not contain any trees;with shrubs in ground cover provided in said planters. carried 4-0 (Jackson, Johnson, Urrutia, Barton). Case No. 175 MF (DP 06-79) - McLAIN DEVEIOPMERr COMPANY - Preliminary site plan, elevations, and landscaping plan for Palm Desert Racquet Club residential project on the southeast corner of Country Club Drive and Portola Avenue. Applicant was present. The Board discussed tree changes which it felt were necessary in the typical landscape concept plans that were sutmitted by the applicant. The private patio landscaping concept was also discussed and clarified by the applicant. The Board indicated a desire to have variety in the blowsand protection through the use of Eucalyptus trees. The applicant requested --clarification of Condition No. 2, requesting that an alternative solution be determined. However, with the implementation of the reduction of the access areas from 30 ft. to 24 ft., it was determined that units should be able to be provided with the required apron depth. The applicant questioned the need for Condition No. 4, which requires connecting the access roads along the east side of the property line. After clarification of the reason for this condition, the applicant agreed to joining the roadways together. The applicant also questioned Condition No. 8 requesting that the loop street be increased frcm 36 ft. to 40 ft. in width. The Board and Staff clarified the reason for requesting the additional width. After discussion regarding alternative widths, it was concluded that a 32 ft. wide loop street was acceptable. Chan Gunn, 46-860 Amir, Palm Desert NATURE OF PROJECT/APPROVAL SOUGHT Revised final construction and landscaping plans for commercial structure. LOCATION North side of E1 Paseo, between Sage and Lupine Lanes ZONE C-11 S.P. This item was reviewed by the Design Review Board at the meeting of May 8, 1979, where a number of revisions were deemed necessary (see attached DRB Minutes). The applicant has submitted revised plans, which for the -most part, comply with the requirements. Items 1, 2, and 4 through 10 have been complied with. The applicant was required to file for a parking adjustment with the provision that he provide 14 parking spaces. The submitted plan shows 13 spaces with a 5 ft. wide planter as required. Staff feels that, in this situation, the extra parking space should be provided, with the planter deleted. STAFF RECOMMENDATION: Determine acceptability of landscaping plans, and approve final construction plans, subject to the following: 1. Approval of a parking adjustment providing 14 parking spaces. 2. The revision of landscaping plans as determined by the Design Review Board. 3. That all signs shall be 18 inches high by a maximum 4 ft. long. 4. CHAN GUNN - Final construction plans for carmercial structure, located on the north side of El Paseo, between Sage and Lupine lanes. Applicant was present. The Board reviewed the final construction plans submitted by the applicant. The applicant submitted a sign program sample, and was instructed to show the sign on the building elevation plans. The applicant also submitted samples of alternate "red" roof tiles. The Board suggested that they would also consider a roof tile in some shade of slate blue with a flat finish. The Board discussed landscaping, parking space, and trash enclosure relocation. Also, the applicant was instructed to provide a light standard within the parking lot which matches the Bank of America standards. The Board instructed the applicant to verify that finished parking lot grade would be compatible with that of the parking lot grade to the west. On a motion by Urrutia, seconded by Jackson, the Board moved to continue this case for restudy, incorporating the following items: 1. Relocate trash enclosure to extreme northerly parking area, with pedestrian access provided to trash enclosure, and with landscaping provided around the enclosure area. 2. Provide additional planter between buildings adjacent to E1 Paseo property line. 3. Provide 14 parking spaces and apply for parking adjustment; adjustment to be approved prior to issuance of a building permit. 4. Show sign program on architectural elevations. ` 5. Submit alternate roof tile color. 6. Provide light standard to match fixtures used in Bank of America parking lot. 7. Case N 367 SA - SUNSHINE MEAT, FISH AND LIQUOR COMPANY - Revised restaurant identifi tion sign for location at 73-986 Highway 111. Applicant was not present. The Board dishupsed the work that has been done to the existing sign. The Board felt the the white portion of the boat should be repainted to an earthen color. On a motion by Jackso , seconded by Urrutia, the Board approved the revised sign, subject to the f lowing modification: That the white portion of he boat shall be painted a color ranging from tan to brown; color to be a roved by Staff prior to painting. carried 4-0 (Jackson, Johnson Leung, Urrutia). 4 SIGN CRITERIA 1. All signs shall be wood signs 18" high by 22" thick. Signs shall not exceed 60% of the width of the leased premises nor be more than 16' long. No sign shall be less than 4' long. 2. Sign shall be kiln dried, rough sawn, clear heart redwood with flat grain exposed. Recessed areas shall be sandblasted ," deep. Preliminary approval was granted by the Board February 20, 1979. The Planning Commission approved the action of the Board at its meeting of February 27, 1979. The Planning Commission modified one condition of the Board. The Board requirement for the front setback was 15 ft. The Planning Commission modified it to read "A greater front setback of 10 ft. shall be required to accommodate proposed elevation treatment" The construction drawings are not in compliance with preliminary approval in the following areas: 1. A final sign program has not been submitted. 2. An alternate roof tile color to the original glazed blue tile has not been indicated. 3. The revised plan previously submitted to staff which reflected the Design Review Board changes indicated 14 parking spaces. The final plans which have been submitted show 12 parking spaces, which is 4 spaces short from the 16 spaces required for the 3,930 sq. ft. structure. (Note: An Adjustment of 10% of the required parking, or 1.6 or 1 space for this project can be filed for. If an Adjustment is approved, the applicant can provide 15 spaces. It appears that 15 spaces can be provided, with the trash relocated.) 4. A portion of the previously shown parking lot landscaping has been deleted. 5. The submitted landscape plan does not indicate parkway planting or street trees and does not provide an adequate variety and number of shrubs, and ground cover. 6. Provide tree and/or shrubs and ground cover in planter on private property near or adjacent to E1 Paseo property line in the area between buildings, unless placement of street trees is such that a tree is not necessary in said planter. 7. Provide information to verify that proposed parking lot grade will meet that of property to west. 8. Provision for undergrounding of overhead utilities. 9. Provision for parking lot lighting which conforms to approved design for the area. STAFF RECOMMENDATION: Continue final construction drawing and landscape drawing approval until compliance with previous conditions and items as stated above are submitted. DESIGN REVIEW-1QARD ITEMS Consideration of the c-hii.Q at their regularly schedu Page Eight reviewed by the Design Review Board cl meeting of February 20, 1979. _ Mr. Williams noted at this time at Case No. 108 C was inadvertently added to the Resolution; it s not approved at the Design Review Board meeting, but continued. Mr. Crump then reviewed the cases (166 MF and �10C�for the Commission, noting that the applicant for Case No. 166as supplied a revised site plan, which appears to address those concerns expressed by the Design Review Board. He also noted that Staff is recommending one revision to the Design Review Board recommendations for Case No. 109 C, as follows: Change Design Review Board recommendation No. 6 under "Plot Plan" to read: "A greater front setback of 10 feet shall be required to accommodate proposed elevation treatment". The previous recommendation was for 15 feet. It was explained that this recommendation was based on a subsequent design study of the parcels along this section of E1 Paseo. On a motion by Commissioner Fleshman, seconded by Commissioner Snyder, the Design Review Board actions of their meeting of February 20, 1979, we a approved by Planning Commission Resolution No. 468, as amended, delete 108 C and amend 109 C; carried unanimously (4-0). The Board reviewed a complete set of preliminary development plans for the proposed 682-unit condominium development and 12-acre shopping center site. The applicant discussed these plans with the Board. The Board found the development concept to be generally acceptable and had no further design input to offer Staff or the Cocmission. DESIGN REVIEW BOARD ITEMS Consideration of the cases reviewed by the Design Review Board at their regularly scheduled meeting of February 20, 1979. Mr. Williams noted at this time that Case No. 108 C was inadvertently added to the Resolution; it was not approved at the Design Review Board meeting, but continued. Mr. Crump then reviewed the cases (166 MF and 109 C for the Commission, noting that the applicant for Case No. 166 as supplied a revised site plan, which appears to address those concerns expressed by the Design Review Board. He also noted that Staff is recommending one revision to the Design Review Board recommendations for Case No. 109 C, as follows: Change Design Review Board recommendation No. 6 under "Plot Plan" to read: "A greater front setback of 10 feet shall be required to accommodate proposed elevation treatment". The previous recommendation was for 15 feet. It was explained that this recommendation was based on a subsequent design study of the parcels along this section of E1 Paseo. On a motion by Commissioner Fleshman, seconded by Commissioner Snyder, the Design Review Board actions of their meeting of February 20, 1979, were approved by Planning Commission Resolution No. 468, as amended, to delete 108 C and amend 109 C; carried unanimously (4-0). A resolution of the Planning Commission of the City of Palm Desert, California, commending Gloria Kelly for her nearly three years of concerned service to the community in the capacity of Planning Commission member and Chairman was presented to Mrs. Kelly. On a motion by Commissioner Kryder, seconded by Commissioner Fleshman, Planning Commission Resolution No. 469 was approved as presented; carried 3-0-1 (AYES: Fleshman, Kryder, Snyder; ABSENT: Berkey).
