j MINUTES DESIGN REVIEW BOARD AUGUST 28, 1979 Page Two On a motion by Barton, seconded by Johnson, the Board denied this request. Carried 7-0 (JOHNSON, JACKSON, LEUNG, BARTON, HOLDEN, COOK, AND MARTIN). Case No. 375SA (Amendment)- Lyndale Manor and Perry Waite - endment to approve modification to freestanding sign for commercial building; applicant was present. The background which lead to the erection of the sign as it presently exists was reviewed by Staff. Applicant stated that they wished to leave the sign in its present location and raise it to 10 ft. Mr. Leung discussed the alternative of mounting a sign on the wall and removing the freestanding sign. The Board discussed the possible alternatives to signage for the building. On a motion by Barton, seconded by Holden, the Board approved a modification of this item, subject to the following revisions: 1. The sign may be raised so that the distance between finished grade of the subject parking lot and bottom of the sign is 5 ft. 2. Oleanders shall be densely planted beneath the sign to create a monument look to the base of the sign. Carried 5-1-1 (JACKSON, BARTON, HOLDEN, COOK, MARTIN WITH JOHNSON VOTING NO AND LEUNG ABSTAINING). Case No. 114C - John Outcault, Architect for Donald Lawrenz - inal working plans for two story commercial building; applicant was present. The Board studied the submitted plans during study session and felt that the working drawings as submitted were acceptable. On a motion by Leung, seconded by Cook, the Board approved this item as submitted. Carried 6-0-1 (JACKSON, LEUNG, BARTON, HOLDEN, COOK, MARTIN WITH JOHNSON ABSTAINING). Case No. 117C - Dr. Gary Lyons, John Outcault, Architect - The ina working plans for furniture building; applicant was present. The Board discussed Condition No. 9 which the applicant wished deleted at this time. The Board felt the deletion of the wood siding at the bottom of the windows was acceptable. On a motion by Barton, seconded by Leung, the Board moved to approve this item as submitted. Carried 6-0-1 (JACKSON, LEUNG, BARTON, HOLDEN, COOK, MARTIN WITH JOHNSON ABSTAINING). Case No. 118C - Keith A. Suchow and Stephen C. Sigler - Approval. of preliminary plans for exterior remodeling of an existing motor inn; applicant was present. Mr. Martin indicated that he would abstain from this item because of a previous involvement with the property. The Board discussed the mansard and concept of its design with the applicants. Mr. Johnson indicated that he felt a solid mansard roof is desirable.. ZONE C-1 Preliminary plans for this building were approved on May 22, 1979 by the Design Review Board. Presently Staff is processing a Tentative Tract Map to allow this commercial building to be used for condominium purposes. Final working drawings are in compliance with the preliminary approval with the exception of two items. The first item required documentation that trash barrels would be picked up by the trash company. Applicant has now decided to go to the standard trash bins which would eliminate the need for this documentation. The second item concerns landscaping along the frontage of the building. The Board recommended that willowy trees be provided at the extreme corners of the frontage with palm trees provided adjacent to the driveway entry. It was determined that provided documentation was suhnitted to the Planning Staff verifying this fact,the trash enclosure would be acceptable as designed. The Board discussed the landscaping plans and proposed changes which would visually improve the aesthetics of the project. The design of the air conditioning enclosure was discussed, with the utlimate consensus being that a plaster enclosure was desirable. On a motion by Williams, seconded by Barton, the Board approved the preliminary plan, subject to the following modifications: 1. That documentation be provided to the Dept. of Environmental Services verifying that the trash barrels would be picked up by the trash company. 2. That the exterior surface of the air conditioning enclosure be plaster to match the plaster used in the building. 3. That the street trees be a minimum 20" box Ficus Nitida. 4. At the prior request of applicant, this item was continued. IV. DIS=ICN ITEMS: A. Preliminary review of City parking lots 1 and 2 for Redevelopment project. During the Study Session, the Board discussed the proposed landscaping and parking lot layout. On a motion by Urrutia, seconded by Barton, the Board suggested that the following changes be implemented: 1. In center landscape island, the evergreen pears be changed to a Mexican Ash (Majestic Beauty). 2. That in the planters immediately adjacent to the west side of San Luis Rey Ave., that the sod area and planter area with shrubs to the north be flip-flopped so that the sod area is in the northern planter and shrubs and ground cover area is in the southern planter area. 3. That all crosswalks between the center row of landscaping be placed so that they are provided between parking stalls to facilitate easy pedestrian access. 4. That additional landscaped fingers or islands protuding from the main landscaped island be provided in areas where long rows of parking are shown. Therefore, the building contains 8,832 sq. ft., and requires 36 parking spaces. The plan indicates 30 parking spaces, which is 6 spaces short. An adjustment for up to 3 parking spaces may be applied for; however, that would still leave the project 3 spaces short of the required parking.
