CASES: v,dase No. 115C - Ben Barnum Construction Company - Approval of final working drawings for commercial building on the north side of Hwy 111, approximately 92 ft. west of San Marcos; applicant was present. Staff discussed the requested changes as discussed by Staff and the Design Review Board at the Study Session. The requested changes by the Board pertained primarily to landscaping and screening of some mechanical equipment which faces the parking lot. On a motion by Jackson, seconded by Martin, the Board approved the final working drawings subject to Staff checking to see that all requested changes are made; carried 4-0 (JOHNSON, JACKSON, MARTIN AND COOK). Case No. 116C - Ben Barnum Construction Company - Approval of final working drawings for cocenercial building at the northeast corner of Las Palmas Avenue and Hwy 111; applicant was present. Staff discussed the Board reccmnended changes requested in the Staff Report. Applicant agreed to all changes. On a motion by Jackson, seconded by Martin, the Board -approved the final plans subject to Staff showing that all corrections are made; carried 4-0 (JOHNSON, JACKSON, MARTIN AND COOK). Case No. 181MF (Tract 12181-1) - Lewis Hanes - Approval of final working drawings and landscaping plans for 31 duplexes on'the west side of Portola Avenue, north of Rutledge Way; applicant was present. Ms. Betty Williams stated that she wished to delete the requirement for a 6 ft. high masonry wall along the north property line of this tract and south property line of Tract 12181-2. The Board discussed this request along with options to providing a solid masonary wall. Among the options considered for the north side were chain link fenc- ing with planting. Along the south side wood fences and wood with pilaster columns was discussed. After considerable discussion, Ms. Williams stated that she would submit a design for fencing along the north property line of this tract and the south property line of the adjacent tract prior to requesting council for a modification of the requirement for a 6 ft. high masonary wall. It was determined that the balance of the working drawings for this tract were acceptable and in compliance with the preliminary approval. DESIGN REVIEW BOARD ACTION: Upon reviewing the submitted plans and the presentations by the staff and by the applicant, the Design Review Board Approves this project, subject to revisions. Date of Action: September 11, 1979 Vote: 4-0 (An appeal of the above action may be made in writing to the City Clerk of the City of Palm Desert within fifteen (15) days of the date of the decision.) III, B-1 DATE September 11, 1979 DESIGN REVIEW BOARD CASE NO. 115 C APPLICANT (AND ADDRESS) Ben Barnum Construction Company (74-065 Mockingbird Trail, Indian Wells, California 92260) NATURE OF PROJECT/APPROVAL SOUGHT Approval of final working drawings for commercial building. LOCATION North side of Highw of San Marcos Avenue. ZONE C-1, SP. 111, approximately 92 ft. west This item was approved by the Board on June 12, 1979. The submitted plans are in compliance with the preliminary approval with the exception of the three following areas: 1. The trash enclosure is not designed so that no doors are necessary for pedestrian access. 2. The Ficus Nation has not been changed to Ficus Benjamina. 3. Gazania ground cover has not been changed to Gerbera. The following Municipal Code requirements should be reflected on the final plans: 1. Parking spaces are required to be double stripped. 2. Minimum of 6 inch by 6 inch concrete curbs are required around all planter areas within the parking lot. 3. 60% of the African Sumac trees are required to be 24 inch box size. 4. Call out size and spacing of Pyrocantha hedge. 5. The Ficus Retusa is required to be 24 inch box size. STAFF RECOMMENDATION: Approve final plans subject to the above corrections being made on the plans. 0- 3 Case No. 115C - Ben Barnum Construction Company — Preliminary approval of plans for commerical building, applicant was present. The Board discussed changes that would be necessary to accomodate the Staff and Board recommendations. The pro- visions for signing was discussed with it being determined that a 12" facia be provided with the 12" x 6' signs provided on the facia. On a motion by Leung, seconded by Johnson, the Board approved the preliminary plans, subject to the following revisions: 1. The landscaping strip along the westerly property line in the parking lot shall be widened to 7ft. with the parking stalls moved to the east to accommodiate the widened planter. 2. The trash enclosure shall be provided with doors facing the alley, and pedestrian access facing the building; pedestrian access designed so as not to require doors. 3. The three landscape planters at the front of the building shall be loft. wide. 4. One 3ft. x 3ft. tree well with a 24-inch box size Ficus Retusa be provided adjacent to the curb with center planter narrowed to facilitate adequate sidewalk, with permanent irrigation to well. �'3tQ The side elevations and screen wall shall be con- structed out of adobe colored slump blocks to y match the front elevation. 6. The parking lot lighting shall be screened to eliminate glare onto adjacent residential properties. 7. The alley shall be fully improved, with impro - vements shown on final construction plans. 8. The sign program including construction material, etc., be approved by the Design Review Board prior to or at the time final construction drawings are submitted. 9. All utility lines shall be placed under ground. 10. Change Ficus Nation to Ficus Benjamina. 11. Change Gazania to Gerbera. 12. METROestioned the parking requirements. Mr. Ricciardi presented tack ound and history of the shopp- ing center. It was deterd th t Staff should review the history of the center to determine opt'ons available to the applicant with regard to parking. as ge erally felt that it would be desirable to upgrade the r of th existing center if possible. On Case 116C, BARNUM, 4065 Mockingbird Trail, Indian Wells, questioned need for a 5 ft. walkway along the east property line. Afteiscussion, this item was continued to the next Planning Commion meetin in order to allow the applicant to contact the acent owne to the east to determine if a walkway could be eliminated on both properties. On Case 115C, Mr. Barnum questioned Condition No. 5 which requires slumpstone sidewalls to match the front and rear elevations. Mr. Barnum felt that this was an added cost item which would be covered over when the properties to the east and west were redeveloped. After considerable discussion regarding alternate solutions, it was determined that precision block with mortar wash and paint to match the block used on the front elevation would be acceptable.. On a motion by Commissioner Kryder, seconded by Commissio r Berkey, Planning Commission Resolution No.500 , approving C, 177MF, continuing item 116C to July 10, 1979 and amending Condition No. 5 of Case 115C as stated above, was adopted;-carri d unanimously (4-0). Mr. Sawa presented the four cases (96C, 115C, 116C, and 177MF) which were reviewed at the Design Review Board meeting of June 12, 1979. ROBERT RICCIARDI, 73-700 Highway 111, Palm Desert, speaking for E.G.S. METRO, questioned the parking requirements. Mr. Ricciardi presented the background and history of the shopp- ing center. It was determined that Staff should review the history of the center to determine the options available to the applicant with regard to parking. It was generally felt that it would be desirable to upgrade the rear of the existing center if possible. The Board discussed changes that would be necessary to accomodate the Staff and Board recommendations. The pro- visions for signing was discussed with it being determined that a 12" facia be provided with the 12" x 6' signs provided on the facia. On a motion by Leung, seconded by Johnson, the Board approved the preliminary plans, subject to the following revisions: 1. The landscaping strip along the westerly property line in the parking lot shall be widened to 7ft. with the parking stalls moved to the east to accommodiate the widened planter. 2. The trash enclosure shall be provided with doors facing the alley, and pedestrian access facing the building; pedestrian access designed so as not to require doors. 3. The three landscape planters at the front of the building shall be loft. wide. 4. One 3ft. x 3ft. tree well with a 24-inch box size Ficus Retusa be provided adjacent to the curb with center planter narrowed to facilitate adequate sidewalk, with permanent irrigation to well. �foO The side elevations and screen wall shall be con- structed out of adobe colored slump blocks to y match the front elevation. 6. The parking lot lighting shall be screened to eliminate glare onto adjacent residential properties. 7. The alley shall be fully improved, with impro-_ vements shown on final construction plans. 8. The sign program including construction material, etc., be approved by the Design Review Board prior to or at the time final construction drawings are submitted. 9.
