On a motion by Barton, seconded by Johnson, the Board denied
this request.
Carried 7-0 (JOHNSON, JACKSON, LEUNG, BARTON, HOLDEN, COOK,
AND MARTIN).
Case No. 375SA (Amendment)- Lyndale Manor and Perry Waite -
mendment to approve modification to freestanding sign for
commercial building; applicant was present.
The background which lead to the erection of the sign as it
presently exists was reviewed by Staff. Applicant stated
that they wished to leave the sign in its present location
and raise it to 10 ft. Mr. Leung discussed the alternative
of mounting a sign on the wall and removing the freestanding
sign. The Board discussed the possible alternatives to signage
for the building.
On a motion by Barton, seconded by Holden, the Board approved
a modification of this item, subject to the following revisions:
1. The sign may be raised so that the distance between finished
grade of the subject parking lot and bottom of the sign is
5 ft.
2. Oleanders shall be densely planted beneath the sign to
create a monument look to the base of the sign.
Carried 5-1-1 (JACKSON, BARTON, HOLDEN, COOK, MARTIN WITH
JOHNSON VOTING NO AND LEUNG ABSTAINING).
Case No. 114C - John Outcault, Architect for Donald Lawrenz -
inal working plans for two story commercial building; applicant
was present.
The Board studied the submitted plans during study session and
felt that the working drawings as submitted were acceptable.
On a motion by Leung, seconded by Cook, the Board approved this
item as submitted.
Carried 6-0-1 (JACKSON, LEUNG, BARTON, HOLDEN, COOK, MARTIN
WITH JOHNSON ABSTAINING).
Case No. 117C - Dr. Gary Lyons, John Outcault, Architect - The
final king plans for furniture building; applicant was present.
The Board discussed Condition No. 9 which the applicant wished
deleted at this time. The Board felt the deletion of the wood
siding at the bottom of the windows was acceptable.
On a motion by Barton, seconded by Leung, the Board moved to
approve this item as submitted.

Case No. 118C - Keith A. Suchow and Stephen C. Sigler - Approval -
of preliminary plans for exterior remodeling of an existing motor
inn; applicant was present.
Mr. Martin indicated that he would abstain from this item because
of a previous involvement with the property. The Board discussed
the mansard and concept of its design with the applicants. Mr.
Johnson indicated that he felt a solid mansard roof is desirable..
Mr. Leung felt that the mansard should be more substantially designed
because of the extreme weather conditions in this area.

The question of signage for the motor inn was discussed
extensively. Applicant indicated that they wished to
keep the existing signs. The non-conformance of their
existing signs and desire of the City to bring the signs
into conformance with the present Sign Ordinance was in-
dicated by Staff. Alternatives to removing all signs
was discussed with no answer formulated.
Alternatives for approving and/or denying this request
were discussed. The Board generally felt that the dis-
position of this signage was an important factor and
would influence the exterior remodeling. After extensive
discussion, it was determined that applicant should file
a Planning Commission application to determine the
disposition of a Sign Program for the building prior to con-
sideration of any exterior remodeling.
It was determined that the proper procedure at this time
would be to deny this request and reconsider a new request
after Planning Commission action on the Sign Program.
On a motion by Cook, seconded by Holden, the Board denied
this request.
Carried 6-0-1 (JOHNSON, JACKSON, LEUNG, BARTON, HOLDEN,
COOK, WITH MARTIN ABSTAINING).
Case No. 169MF (DP 01-79) - Dame -Doty Development Company -
Preliminary and Final approval for maintenance building
in Chaparral Country Club; applicant was present.
The Board discussed the additional driveway access requested
by the applicant. Additionally the use and adequacy of the
maintenance building for the project was discussed. Applicant
felt that the size of the maintenance area was adequate for
the project. The necessity for increasing the setback adjacent
to the northerly property line was discussed by the Board who
ultimately decided that the plan as drawn with a 5 ft. set-
back was adequate.
Mr. Crump clarified the procedure for obtaining approval of
the extra driveway to Portola Avenue. Mr. Crump explained
that Planning Commission approval of an amendment to the
Development Plan was necessary.
After reviewing submitted plans, the Board felt that the
plan as submitted was adequate with the exception of the
driveway which requires Planning Commission approval.
On a motion by Holden, seconded by Johnson, the Board approved
this item as submitted with the exception of the driveway which
requires Planning Commission approval.
Carried 6-1 (JOHNSON, JACKSON, BARTON, HOLDEN, COOK,
MARTIN WITH LEUNG VOTING NO).
Mr. Barton left at this point in the meeting.
Case No. 183MF (DP 03-79) - James E. Kaul Development - Approval
of preliminary plans for 36 unit condominium project; applicant
was present.
Staff reviewed the changes formulated by the Design Review Board
during the study session. Changes pertained to landscaping
architecture of the units, relocation of the pool and tennis
courts, and provision for additional guest parking. Mr. Crump
presented a background on the case indicating that blowsand con-
sideration and emergency access to the east or west were issues
unresolved as of Planning Commission approval.

exterior remodeling of an existing motor inn.

This item was continued from the meeting of August 7, 1979, at the
request of the applicant.
On December 21, 1976, the Board approved a Design Review case allowing
remodeling of the hotel (See attachment-44C). Prior to the Planning
Commission consideration, the applicant withdrew the request citing
the removal of the existing signs as required would be unacceptable
to him.
The existing facility is located on the north side of Highway 111.
There is an additional site at the northwest corner of Alessandro
and San Jose Avenue which is also a part of this facility. The
proposed remodeling would be for both facilities. A wooden mansard
roof would be added to the flat roof buildings and new concrete block
walls would be constructed throughout the site. A new wooden mansard
would be constructed around all sides of all buildings with the ex-
ception of the north side of buildings D and E. New slump stone block
walls would be constructed, mainly around the perimeter of the site.
Staff feels that in order to provide a totally integrated architectual
remodeling job as required by the adopted development standards, mansard
should continue around the north side of building "D" and the east and
north side of building "E".
The submitted plans indicate an additional "Palm Desert Biltmore" sign
facing Highway 111. This sign is not permitted. The present signs on
the structure are not in compliance with the Sign Ordinance. The free-
standing sign along Highway 111 is in excess of the permitted height and
is only permitted in lieu of any wall signs. The two wall signs fronting
on Highway 111 are larger than the maximum 50 sq. ft. permitted and are
too high. There may or may not be other signs which do not comply with
the Sign Ordinance. The Design Review Board criteria states that
"appropriateness of sign design" should be addressed. Additionally, the
existing signs are not architectually compatible with the proposed re=
modeling which will substantially upgrade the site.
To the west of the Highway 111 site there is a vacant gasoline station.
Between the subject property and the gasoline station there is a block.
wall. Applicant intends only to replace a portion of this wall with
slump block. Since it is not known that the gas station will be removed
in the future the staff feels that the entire wall should be of a slumped
_stone construction for compatibility. Staff feels that the proposed re-
modeling will provide an attractive upgrading of the property with these
modifications as stated above.

STAFF RECOMMENDATION:
Approve and forward to Planning Commission with the
following revisions:
1. Dedicate 5 feet of Right -Of -Way and provide street
improvements on south side of Alessandro Drive as
required by Director of Public Works.
2. Provide decorative wrought iron fence and gate
along Alessandro Drive for swimming pool area
if deemed required by state law.
3. Provide mansard treatment along north side of
building "D" and north and east side of building

5. On Alessandro Drive and San Jose Avenue site, step
the walls down adjacent to driveways for visibility.
6. Submit detailed sign program to comply with Sign
Ordinance with final working drawings; permits not

approved through Design Review Board process; bond
to be filed with City in amount estimated for com-
pletion of the sign work (removal of nonconforming
signs and preparation and installation of new signs).

The development of this project shall conform substantially to all develop-
ment plans submitted in behalf of this case (Exhibits A-E). and as revised
according to the Design Review Board process. Any minor cnanges require
approval by the Director of Environmental Services. Any substawial change
requires approval by the planning Commission.
All requirements of any law, ordinance, or regulation of thr State. C
and any other applicable government entity shall be complied with as
of the development process.

shall be issued until completed.

The meeting was called to order at 2:30 P.M. after a 1 hour
study session.

Case No. 118C - Suchow & Sigler- Preliminary Plans for exterior

was not present. The Staff received a verbal request from the
applicant to postpone this item to the meeting of August 28, 1979.
On a motion by Crump, seconded by Jackson, the Board moved to
continue this item to the meeting of August 28, 1979.

Case No. 119C (REF: 91C, Hughes Investment) - Bank of Indio -
re iminary Plans for bank building on Hughes Investment site
at the northeast corner of Highway 74 and E1 Paseo; applicant
was present.
Staff explained the proposed changes formulated by the Board
at the study session. Mr. Leung explained the architectual
changes which the Board felt was necessary to provide a building
which is compatible with the surrounding shopping center. The
concept of utilizing the same roofline as the buildings around
the bank was deemed desirable. Applicant could then have some
flexibility with regard to treatment of the walls. Applicant
explained the concept for the design as submitted. The Board
and applicant discussed on -site circulation patterns and problems.
Alternatives to the submitted plan and Board recommended plan were
discussed with the applicant stating that adequate stacking room
for the drive -up lanes was necessary.
After considerable discussion, it was determined that a revised
plan was necessary, incorporating changes discussed. The Board
instructed the Staff to set up a meeting between Public Works
Dept. , Staff and applicant to study the feasibility of an additional
driveway off of E1 Paseo.
On a motion by Leung, seconded by Jackson, the Board moved to
continue this item to August 28, 1979. The applicants were
generally instructed to provide revised plans considering the
following items:
1. Study feasibility of reversing direction of traffic
through driveup lane.

I hereby acknowledge that I have read and agree, to comply
with all the following requirements, and understand that
the Department of Building and Safety will not issue a
building permit or allow occupancy on the use permitted
until this signed confirmation has been received by the
Department of Environmental Services.
The development of this project shall conform substantially
