Palm Desert Planning Commission Meeting
September 19, 1979
X. DESIGN REVIEW BOARD ITEMS
Consideration of cases action on by the Design Review Board at their
meeting of September 11, 1979.
Mr. Williams announced to the Commission that Phyllis Jackson is the
new Chairwoman and Bernie Leung the new Vice -Chairman of the Design
Review Board.
Stan Sawa presented this case requesting approval of a garden entrance
at the rear of a commercial building at 73-990 E1 Paseo for HUGH
COMERFORD, Applicant. He stated that the new garden entrance would
provide area for landscaping surrounding the entrance.
Upon motion made by Commissioner Berkey, seconded by Commissioner
Kryder and unanimously carried, Planning Commission Resolution No. 531
was adopted. 4-0.
As an additional item, RICHARD DOTY, 43 Barcelona, Rancho Mirage,
was present to request an approval for plans of a Maintenance Building
for the Chapparel Country Club.
A long discussion was held regarding an additional access entrance off
of Portola which is in the plans.
After discussing the pros and cons of this additional entrance, Motion
was made by Commissioner Kryder, seconded by Commissioner Berkey to
approve plans for the Maintenance Building for the Chapparel Country
Club with deletion of the maintenance entrance on Portola. Carried
unanimously. 4-0.
XI. DISCUSSION ITEMS
Status report - General Plan update; consideration of preliminary drafts
of revised Housing, Land Use and Seismic Safety Elements.
Mr. Williams introduced John Dos Santos, Assistant Planner who discussed
the General Plan with the Commission.
Chairman Snyder suggested that the Commission review this rough draft in
detail so that it may be familiar for discussion at the October 17, 1979
meeting. This will also give Commissioner Fleshman a chance to review
the General Plan since he was absent for the discussion.
Motion was made by Chairman Snyder, seconded by Commissioner Kryder and
unanimously carried to have the Commission review a rough draft of the
General Plan for consideration at the October 17, 1979 meeting. 4-0.
XII. ORAL COMMUNICATIONS - None
XIII. COMMENTS
Chairman Snyder suggested that the Sheriff's Department be called and
asked to give more warnings to people on Frontage Road rather than
citations.

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF PALM DESERT, CALIFORNIA, ANNOUNCING FINDINGS AND
APPROVING, THE DESIGN REVIEW BOARD ACTION AT THEIR
MEETING OF SEPTEMBER 11, 1979.
WHEREAS, The Planning Commission of the City of Palm Desert,
California, did review the Design Review Board actions of Septem-
ber 11, 1979, approving:
Case No. 121 C - Preliminary and final approval of plans
for garden entry at rear of commercial
building at 73-990 E1 Paseo for HUGH
COMERFORD.
WHEREAS, at this time, upon receiving and considering all
testimony and arguments, if any, of all interested persons de-
siring to be heard, said Commission did find sufficient facts
and reasons to exist to approve the Design Review Board action
of September 11, 1979.
NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of
the City of Palm Desert, California, as follows:
1. That the above recitations are true and correct and
constitute the findings of the Commission in these
cases;
2. That it does hereby approve the Design Review Board
actions of September 11, 1979.
PASSED, APPROVED and ADOPTED at a regular meeting of the
Palm Desert Planning Commission, held on this llth day of Septem-
ber, 1979, by the following vote, to wit:

Motion was carried 4-0 (JOHNSON, JACKSON, MARTIN AND COOK).
�ase No. 121C - Comerfords - PrelLninary and final approval of garden
entrance at rear of commercial building at 73-990 E1 Paseo; applicant
was present.
The Board reviewed the revised plans which were submitted by the ap-
plicant.
On a motion by Martin, seconded by Jackson, the Board moved to approve
this item as submitted; carried 4-0 (JOHNSON, JACKSON, MARTIN AND COOK).
Case No. 395SA - Imperial Sign Company for Palm Desert Pet Hospital -
approval to erect a 4 ft. by 6 ft. free standing sign at 73-120 Hwy 111;
applicant was present.
The Board reviewed the sign as proposed by the applicant. In the loca-
tion proposed by the applicant, the Board found that when a building is
constructed on the easterly lot, visability of the sign would be elimi-
nated. Additionally, the members felt that the sign was not integrated
with the architectural design of the building. The Board discussed the
various options for signage available to the applicant, i.e. wall signs,
alternate location of sign.
On a motion by Martin, seconded by Cook, the Board moved to continue
this item for restudy of the following items:
1. Determine alternate location for sign.
2. Provide sign which will be architecturally integrated with the
building.
Motion was carrel, 4-0 (JOHNSON, JACKSON, MARTIN AND COOK).
Case No. 85C - General Telephone (Bernie Leung, Architect) - Request
for modification of approved final plans for addition to General Tele-
phone building on the north side of Hwy 111, west of San Luis Rey; ap-
plicant was present.
During the study session, the applicant requested that modification be
allowed because of the subsequent change in the mechanical needs of the
building.
It was determined by the Board that modifications would be acceptable
provided Natal Plum Shrubs and Ficus Trees are provided between the
screen and property line.
IV. DISCUSSION ITEMS:
1. CUP 08-79: Request for approval of Conditional Use Permit to
allow addition to residence in conjunction with Palm Desert Conn
munity Services District facilities located at 44-491 Portola
Avenue.
Mr. Crump explained that this item was postponed pending council ap-
proval of the waiver of filing fees.
V. ANNUAL ELECTION OF OFFICERS - It was determined that election of of-
ficers should be postponed until the next meeting in order to allow
all members to be present.

for the building who has drawn plans for the proposed garden entry.
The plans are similar to the originally submitted plans with the excep-
tion that,the 1 x 1 framework has been removed and the door has been
changed to a wooden gate to match the panels.
STAFF RECOMMENDATION:
Determine acceptability of revised plans and if deemed acceptable, approve
and forward to Planning Commission.

for seven single family residences on Candlewood Drive.
On a motion by Leung, seconded by Johnson, the Board approved
this item.
Carried 6-0 (JOHNSON, JACKSON, LEUNG, HOLDEN, COOK,
MARTIN).

enclosure designed by the original architect for the
building. It was hoped that through this procedure, a
garden enclosure which will be architectually compatible
with the building can be achieved. The Board also in-
structed the applicant to check the private deed restric-
tions to insure that the garden entry did not encroach
into the non -buildable area.
On a motion by Leung, seconded by Jackson, the Board
continued this item until September 25, 1979 with the
applicant to contact the original architect and to
provide plans which will be architectually compatible
with the existing building.
Carried 6-0 (JOHNSON, JACKSON, LEUNG, HOLDEN, COOK,
MARTIN).
IV. DISCUSSION ITEMS:

Agreement of compliance to be signed by those applying for review.
I hereby acknowledge that I have read and agree, to comply
with all the following requirements, and understand that
the Department of Building and Safety will not issue a
building permit or allow occupancy on the use permitted
until this signed confirmation has been received by the
Department of Environmental Services.
The development of this project shall conform substantially
C to all development plans submitted in behalf of this case,
and as revised according to the Design Review Board process.
Any minor change requires approval by the Director of Envi-
ronmental Services. Any substantial change requires ap-
proval by the Design Review Board.
All requirements of any law, ordinance, or regulation of
the State, City, and any other applicable government entity
shall be complied with as part of the development process.
This approval is applicable, subject to the development of
this project, commencing within one year from approval date
and being promptly completed.
Landscaping (with irrigation system) shall be installed
prior to final inspection and receiving certificate of
occupancy.
Curb, gutter, curb cuts, and tie-in paving shall be provided
along the full frontage of the lot by means of installation
prior to final inspection or other provisions as approved by
the City Engineer. Construction shall conform to City Stan-
dards and all requirements of the City Engineer.
