III, C-4 DATE October 9, 1979 DESIGN REVIEW BOARD CASE NO. 123 C APPLICANT (AND ADDRESS) Columbia Savings and Loan (8800 Wilshire Blvd., Beverly Hills, Ca 90211) and Robert Ricciardi, Architect (73700 Hwy 111 a m Desert, Ea 92250) NATURE OF PROJECT/APPROVAL SOUGHT Preliminary approval of building and landscaping plans for building "A" and sign program for retail LOCATION Northwest corner of E1 Paseo and Hwy 74 ZONE P.C. (3), S.P. Architectural plans for building site "A" were not approved with the original plans. The applicant has now submitted floor plans, elevations, and a conceptual landscaping plan for preliminary approval. The building area conforms with the originally approved floor space. A final landscaping plan approved for the shopping center shows landscaping around building "A". The newly submitted plans would modify landscape treatment adjacent to E1 Paseo. It appears that the landscape treatment along Hwy 74 can be planted as originally approved. There will also be some modification to the landscaping on the North and west sides of the building. Staff feels that provided the same sizes and numbers of landscaping materials are included along E1 Paseo some modification of location will be acceptable. The applicant should also incorporate the street trees on E1 Paseo which are to be planted adjacent to curb as it is done on the portion of the site to the west. The final working drawings should incorporate the landscaping for the entire area around the buildings. The applicant has submitted a preliminary sign program which indicates a sign mounted on the wood fascia above the door ways -The criteria shown allows a 12 inch high sign, with the length equal to 2 the store width. Utilizing this criteria, it would be possible to have a 12 foot long sign. Staff feels some limit as to sign length should be established. The Architectural style of the building is not identical to those other retail buildings presently under construction. Besides being different in architectural details, a new brick treatment has been incorporated. STAFF ANALYSIS: The Board should determine acceptability of the architectural style of the buildings and determine a sign program for all the retail buildings.
