The proposed sign would be located on the facia and consist of individually mounted metal channel letters with a plexiglass face and internal ilumination. The applicants have submitted a sign sample which appears to be orange. STAFF ANALYSIS: Staff has reviewed the submitted Exhibit and would offer the following comments: 1. In order to provide an aesthically pleasing sign, staff feels that foods and drugs should be stacked on top of each other on the right side of the Safeway sign. This may necessitate reducing the size of the foods and drugs letters to conform to the height of the Safeway letters. 2. The plexiglass sample submitted is too bright and should be toned down to more of a rust -red color. This additional floor area is only 2,640 Sq. Ft. or 6.8% increase in floor area. 2. The signs for Safeway allowed under the Sign Ordinance Section VII, B & C, is 130 Sq. Ft. The sign therefore, shall be 3 Feet high by 43 Feet long. The location of the sign under the Ordinance cannot be higher than 20 feet. We are requesting that it be allowed to be on the top of the facia. However, we will appeal this location at a later date. 3. We have made a slight change in the front elevation of the market. The applicant has now submitted working drawings for the two retail buildings. In addition to the retail buildings there is a market and savings and loan on the site. This approval is for the two retail buildings which are attached to the market structure. Major concern regarding the development was voiced by residents of the Sandpiper Condominium Project across E1 Paseo. As a result, the Planning Commission felt that screening of the Center along E1 Paseo should be of utmost concern. Attached are the minutes and approved resolution regard- ing the Planning Commission approval. STAFF ANALYSIS: The submitted plans are in substantial compliance with the original Development Plan. However, because the plans for the market are not included, information regarding treatment along the rear of the building and within the loading area is lacking. The applicant has submitted a landscaping"plan with these drawings. However, without details on the market, it is difficult to ascertain whether adequate buffering and screening will be provided. The sign program as submitted complies with applicable City codes. Therefore the Board should determine whether they will be architecturally integrated with the development. There are a number of items which require clarification or change due to the preliminary approval or code requirements. They are as follows: 1. Trash provisions in area of loading zone appear to be inadequate. 2. 60 degree angled parking spaces require an 18 ft. wide aisle (park- ing spaces as drawn do not provide a 24 ft. aisle width). 3. Due to placement of palm trees to east of project, the proposed street trees should be placed just inside of the proposed side- walk to be compatible with the existing palms on El Paseo. 4. Parking lot lights are higher than the maximum 10 feet permitted by Code (14 feet shown); consideration should be given to utiliz- ing 10 feet high Black Box Lights as used in Columbia Savings and Loan Center. This type of lighting can be used when the westerly property is developed. Also, there may not be a need for new lighting along east property line because of the existing lights along that property line. The Board should determine whether the lack of working drawings for the market would necessitate postponing approval of this item. It may not be possible to properly review these plans without the market drawings. Should the Board feel that these plans should be approved, Staff will forward your decision to the Planning Commission for approval.
